    On January 20, under instructions from the 610 Office,  the CCP Court in New Pudong District, Shanghai City broke the law and refused Mr. Zeng Aihua's lawyer the right to look up his case files. Mr. Zeng is a Falun Gong practitioner from Hong Kong and was illegally charged. The judge in charge of his case also refused to answer phone calls from Zeng Aihua's lawyer and family members.

    On November 1, 2006, the Procuratorate in New Pudong District brought an illegal action against Mr. Zeng Aihua in the name of "using a [slanderous words omitted] to disrupt the administration of law." The case was tried by New Pudong District Court. The judge in charge of this case is Shi Yaohui. According to Rule 36 of the Code of Criminal Procedure, a lawyer has the right to look up, extract and copy the case files once the court accepts a case. However, under orders from the Shanghai 610 Office, the court did not inform Mr. Zeng's lawyer and family members when they first put forward the charges, which caused Zeng Aihua's lawyer to lose the opportunity to look up the case files initially.

    On December 28, 2006, two months after accepting Mr. Zeng Aihua's case, Judge Shi Yaohui contacted Mr. Zeng's family for the first time. However, at that time, the case had been transferred to the New Pudong Procuratorate for additional investigation, and at that point a lawyer is not able look up the relevant documents.

    On January 12, 2007, Mr. Zeng Aihua's lawyer called Judge Shi Yaohui and asked to meet with him, to look up the case files and to meet his client, Zeng Aihua. He made the call after he heard the procuratorate had finished the additional investigation and New Pudong District Court had resumed trying Zeng Aihua's case. Shi Yaohui refused to meet Mr. Zeng's lawyer, and he said that the lawyer could not look up the case files at that time because Zeng Aihua's case was "relatively special." Furthermore, a lawyer has to wait for notification from the court about the time to look up the case files.

    Zeng Aihua's family members called Shi Yaohui many times to inquire as to the situation of Mr. Zeng's case. However, the phone calls never went through. Although the personnel of the relevant departments verified Shi Yaohui was at the courthouse, Shi Yaohui still did not answer the phone calls from Zeng Aihua's family.

    Before Mr. Zeng's family made phone calls, Zeng Aihua's lawyer had also called Shi Yaohui many times. However, no one answered the phone calls. The lawyer wrote to the court and called other court departments to leave his phone number and asked Shi Yaohui to call back and contact him. But he also did not get any reply from Shi Yaohui. On January 12, 2007, when the lawyer went to the reception office of the court in person and made an internal call, he was able to contact Shi Yaohui. After that, up until the time that this article was written, Shi Yaohui has never answered any other phone calls from the lawyer.

    The court's action has directly infringed on Mr. Zeng Aihua's legal rights, which caused his lawyer to be unable to prepare his defense. The court did not allow the lawyer to look up the case files, using the excuse of it being a "special case," but they could not specify why the case was special. It is not acceptable to deprive a person of their legal rights. As a judge, Shi Yaohui intensionally refused to answer the phone calls from Mr. Zeng's lawyer and family members, which directly interfered with the lawyer's ability to handle the case. Zeng Aihua's family raised a strong protest to this behavior. They will appeal and complain to the higher authorities.

    Three Practitioners Arrested on Jinan City Railway and Sentenced to Forced Labor

    Falun Gong practitioners Ms. Wang Yingwei, Ms. Li Guang, Ms. Li Xiaoyan and Ms. Zhou Yingchun were arrested on the evening of December 13, 2006 by policeman Li Yunhu, chief of the Jinzhou City Railway Policemen Department, when they were clarifying the truth on the train. They were detained at Jinan City Railway Detention Center for about a month. At present, Ms. Li Guang has been sentenced to two years of forced labor, Ms. Li Xiaoyan has been sentenced to eighteen months of forced labor, and Ms. Zhou Yingchun has been sentenced to two years of forced labor. They are being detained in Shandong Province, at the First Women's Labor Camp (address: 20 Jiangshuiquan Road, Jinan City).

    Police from the Jinzhou City Railway Department and Jinan City Railway Department have collaborated to persecute Falun Gong practitioners. These four practitioners were transferred from Jinzhou City to the Jinan Railway Police without any documentation. The police from Jinan City said that they could not deal with such a case and asked officers from Jinzhou City to prepare the necessary documents. A couple of days later, police from Jinzhou City went to Suizhong County and ransacked Ms. Li Xiaoyan's and Ms. Zhou Yingchun's homes on December 19, 2006, and thus collected evidence to persecute them.

    Practitioner Ms. Wang Yingwei from Jinzhou City went to Zibo City to visit her brother Mr. Wang Yingyi, a practitioner who was detained in Shandong Province at the Second Labor Camp on December 13, 2006. Guards from the labor camp called Mr. Wang's wife and told her that Mr. Wang was facing the possibility of amputation, and also specifically asked Ms. Wang Yingwei to go to visit. The three other practitioners, Ms. Li Guang, Ms. Li Xiaoyan and Ms. Zhou Yingchun from Huludao City, went with Ms. Wang. When they were clarifying the truth to passengers nearby on the train (No. 1230) from Fuxin City to Shanghai, they were arrested by police on the Jinzhou Region Railway and then transferred to Jinan City Railway Department. They were detained at Jinan City Railway Detention Center.

    Ms. Zheng Shangbi in Sichuan Province Persecuted for Practicing Falun Gong

    Falun Gong practitioner Ms. Zheng Shangbi in Xinhe Township, Miyi County, Sichuan Province has been persecuted by the Chinese Communist Party since July 20, 1999. During the past seven years, she was arrested three times and illegally detained in a detention center and labor camp. Her home has been raided several times. Her Falun Gong books and personal belongings were stolen. Her family was often harassed and threatened and lives in great fear everyday.

    On November 23, 1999, Ms. Zheng and other practitioners went to Beijing to appeal for Falun Gong and were arrested. Staff from the Panzhihua Liaison Office in Beijing escorted them to the train, where Zhou Lin from the polical security section of Miyi County Police Department was already waiting for them. As soon as they arrived in Miyi, the section chief Liao Hongbin and others handcuffed every two practitioners together with one set of handcuffs. All the twenty plus practitioners who had been to Beijing were handcuffed and paraded in humiliation through the streets. Then they were forced to stand for 17 hours in the office of the political security section. They were not allowed to eat, drink, or use the toilet. After that they were detained for nine days and forced to write a guarantee statement (to give up Falun Gong). They were also fined 300 yuan each. After they were released, they were still monitored by the director of Xinhe Township, Li Honglin; security guard Rao Chaoyin; and village director Wang Zhuwu.

    On December 15, 2000, Li Anming and Yin Jitao from the township council went to Ms. Zheng's home and intended to arrest her because she had clarified the truth to people and posted and distributed truth-clarification materials on the previous day. However, they didn't succeed. On the morning of December 22, 2000, Yin Jitao went to her home again with a pair of handcuffs and took her the local government office. In the afternoon, they transferred her to the political security section. The policemen handcuffed several practitioners they had arrested to the iron baluster in the corridor. It was very cold in December. The policemen who watched them kept themselves warm with an electric heater while the practitioners were left handcuffed in the icy wind. They could neither squat nor stand, nor were they given any food or water for 24 hours. At about 11 a.m. the following day, Li Gang and Guo Qiang from the political security section interrogated Ms. Zheng. They forced her to half squat in the horse-riding position. Then they tortured her to force a confession. Li Gang repeatedly slapped her face for a long time until he was too tired to continue. Zheng Shangbi's face became purple and swollen. As a result, she couldn't open her mouth for several days. The police also turned on the electric fan to blow cold wind on her. The policemen didn't send her to the detention center until they had made her suffer all sorts of torture.

    During her detention, Zheng Shangbi was often tortured. Once she and other practitioners were severely beaten by the head of the detention center Wu Xueming, CCP secretary Liu Qizhao, and other police officers because they refused to recite the regulations of the detention center. They were forced to stand with their heads against the wall. They were handcuffed and put into solitary cells. Liu Qizhao forced five practitioners to stand against the wall and beat them all over their bodies with a bamboo stick until the stick was completely broken. In January 2001, there was a public sentencing rally in Miyi County. More than ten Falun Gong practitioners were tied up and each was escorted by two police officers to the rally. They were forced to stand together with the death row prisoners and watch the executions happening right beside them.

    On April 11, 2002, after more than one year of "illegal detention", Ms. Zheng and four other practitioners were escorted to Nanmusi Forced Labor Camp in Zizhong, Sichuan Province, by the policemen Chai Fa, Chen Ying, Lin Hai and others from the political security section. The head warden Zhang Xiaofang forced practitioners to watch videos and read books slandering Falun Gong. She also tried to force them to give up their belief in "Truth, Compassion, and Forbearance." She ordered hardened criminals to monitor and discipline them. The guards and criminal inmates used all sorts of different methods to try to "transform" practitioners, including cursing; beating; forcing practitioners to stand, run, or squat for long periods of time; depriving them of sleep; and forcing them to do hard labor.

    In the middle of the night on February 1, 2005, more than 10 people broke into Zheng Shangbi's home. They were from the political security section of Miyi County Police Deparment and Binggu Police Station, including Xu Xing, Mao Taining, Yang Bin, Leng Jie, an Li Xiaogang; governmental officials from Binggu Township; the ccp secretary from Xiaohe Village; and Huang from the village. They took away Zheng Shangbi's Falun Gong books, exercise music tapes, and truth-clarification materials. Then they dragged her into the police van and took her to Binggu Police Station. Yang Bin and other police officers asked her whether she still wanted to practice Falun Gong. When she said, "Yes," they handcuffed her to the iron baluster until the next afternoon. Xu Xing and Mao Taining then detained her in the detention center in Miyi. They took a photo of her and fingerprinted her against her will. She was detained for no reason for one month. On the day of her release, Yang Zhihua, Li Xuesong, and Zhou Lin from the political security section forced her family to borrow 200 yuan and pay the penalty. They didn't release her until her family had paid the 200 yuan.

    At about 9 a.m. on December 14, 2005, 35 practitioners gathered at practitioner Guo Huibin's home to read Falun Gong books and do the exercises together. They were reported, so over 100 policemen and governmental officials from the CCP Political and Legal Committee, the 610 Office, the National Security Bureau, the county police deparment, Binggu Township Council, and Binggu Police Station rushed over in more than 10 police cars and trucks. They surrounded Guo Huibin's home. These people included the secretary of the CCP Political and Legal Committee, the head of the 610 Office, police officers Yang Zhihua, Xiang Jinfa, Li Xuesong, Zhou Lin, Xue Xing, Qin Decai, Yang Bin, and Leng Jie, more than 30 community security guards, the CCP secretary of Binggu Township, the supervisor of Binggu Township, the director of the women's committee, the CCP secretary of Xiaohe Village, and others. All 35 practitioners were tied with their hands behind their backs. Guo Huibin's home was almost turned up side down. All the Falun Gong books and truth-clarification materials were confiscated, as well as a TV set, a video player, three cassette players, and an audio system. Guo Huibin, Feng Shifen, and Zhou Ying were detained in the detention center in Miyi for 29 days. The other 32 practitioners were taken to Tounian Township and detained in the governmental department. They were brainwashed, forced to write guarantee letters to give up Falun Gong, and had to pay penalties. Zheng Shangbi's husband wasn't at home and didn't participate in the group study of Falun Gong teachings and exercise. However, the authorities didn't spare him. Staff from the national security department, the police station, the 610 Office, and Xu Jian broke the door of their home and forced open all the cabinets and cupboards. They searched everywhere and destroyed Master Li's portrait on the wall. They also took away all the Falun Gong books, audio and video tapes, a video player, two cassette players, two lights, two loudspeakers, five bags, and several hundred cash notes in bags.

    The Persecution of Ms. Li Xiuling from Shulan City, Jilin Province

    Ms. Li Xiuling is a practitioner from Shulan City, Jilin Province. On July 20, 2006, Beicheng Street official Qi Ming and others from Shulan City forcibly arrested Ms. Li and sent her to the Xiangshui Water Bank for "transformation." She was detained there for one week. Below is the account of Ms. Li’s persecution.

    My name is Li Xiuling, and I am a Falun Gong practitioner from Shulan City, Jilin Province. In September 1999, I went to Beijing to appeal for justice for Falun Gong. Officers from the Beijing Suburb Police Station arrested me and illegally kept me in the Daxing County Detention Center. Four days later the Shulan City Office in Beijing sent me to a local detention center and detained me there for fifteen days. I had 1,100 yuan with me, all of which was taken away by officials at the Shulan City Office in Beijing.

    In the following several years, a few people persecuted me, including Beicheng Street CCP Secretary Ren Dongzhou, Qi Ming, Officer Gao, and Officer Kuang. They used various excuses to restrict my freedom. I am a small business owner, and they took turns at my store harassing me every day — for a total more than 60 times. When politically sensitive dates approached, they forcibly arrested me and detained me in the street office. They once arrested five practitioners, including myself, and kept us in the street office all day. They tried to force us to write guarantees not to go to Beijing to appeal, but we did not yield. Five days later, I was able to return home.

    In late 2000, when it was almost the New Year, the street official took me to the street office, planning to keep me there until after the New Year. But, they finally let me go home. On one occasion I went out to purchase merchandise. The street official was afraid I would go to Beijing to appeal, so they called my home at midnight. Because of this, my father, who was in his seventies, was shocked and his heart problems recurred.

    On March 1, street official Officer Chen and Officer Gao suddenly came to my store. They forcibly took me to the street office and detained me there for fifteen days. I was not released until two CCP conferences were over.

    One day in June 2000, several practitioners went to Beijing to appeal for Falun Gong. Officers from Beicheng Police Station stopped them on the way and sent them back. The police were afraid that I would also go to Beijing, so they arrested me and kept me in the detention center. I was not released until midnight.

    On December 7, 2000, police station deputy chief Du Yuzhuo, along with five other policemen, illegally searched my vending stall. They took away a Falun Gong book and sent me to Heizuizi Labor Camp in Changchun City, where I was held for one year. In the labor camp, I experienced inhuman torture. Every day I was forced to do hard labor for 16 hours. Because of that, my eyesight became drastically worse.

    In the labor camp, I witnessed the police torturing Li Shixia, a determined Falun Gong practitioner from Baiqi Town in Shulan City. Police used several electric batons to shock Li Shixia simultaneously. As a result, her neck was swollen to become as thick as her head was round, and later had severe ulcers. To this day there are still scars on Li Shixia’s neck due to this torture.

    In mid-September 2005, when I was caring for my father in the hospital, Beicheng Street official Qi Ming and others came and attempted to illegally arrest me, but I managed to get away.

    On July 20, 2006, Qi Ming and others took me to the Brainwashing Center of Xiangshui Dam Bank. I was illegally detained there for one week.
