In Zhuozhou City, Hebei Province, policeman He Xuijian of the Dongchenfang Police Department raped two women Falun Gong practitioners who were in police custody. It has been 56 days since the Zhuozhou rapes. Yet this matter still has not been satisfactorily resolved. Subjected to public pressure worldwide, a proper resolution of the case once seemed quite possible.
Rapist He Xuejian was arrested on December 11, 2005. On December 19, the "special case team" was established, with the head of the Baoding City Police Department in charge. On December 25, the head of the Zhuozhou Police Department was removed from office.
Then on January 6, 2006, Hebei police in Zhongguancun arrested four Zhuozhou practitioners. Additional arrests followed, exposing the true face of the "special case team." The so-called "special case team" was formed, not for the purpose of sincerely getting justice for the victims, but to use prevailing Chinese Communist Party (CCP) tactics to get revenge against practitioners who exposed the crime.
Zhuozhou practitioner Li Gang (alias) is in police detention and his life is presently in danger. The rampant revenge of the "special case team" indicates their ongoing persecution of Falun Gong in every sense, leaving no option but to arouse heightened public scrutiny.
According to news published on the Minghui website on January 19, many policemen arrested "four practitioners who were shopping in Zhongguancun, Beijing. The police took them into custody on the first floor of the Maoyi Building. The arresting officers then covered the practitioners' heads and took them to the 4th floor of the Huadu Hotel in Gaobeidian City. Officials from the Gaobeidian Police Department dispatched several agents from the criminal police unit to interrogate these four practitioners and later returned them to the Zhuozhou Detention Center."
All of the four practitioners lived in Zhuozhou City. Why did the Hebei police come to Beijing to arrest them? Why didn't they send the practitioners directly back to Zhuozhou instead of to Gaobeidian? The reason is simple. If they had arrested the practitioners in Zhuozhou, it would have been too apparent as an act of revenge and might have aroused too much attention and more protests. This would be more to their disadvantage than to their advantage. Arresting people in another city and then sending them back to Zhuozhou not only deceives people but is also an attempt to intimidate the local practitioners.
Of course, the Zhuozhou City 610 Office and the new head of the police department should be held responsible, because these four Zhuozhou practitioners were already under their surveillance. The officials who arrested the practitioners in Zhongguancun were their people. However, the Beijing-Gaobeidian-Zhuozhou operation has gone far beyond Zhuozhou City. It indicates that only the Baoding City Police Department agents or even the Hebei Province Police Department is able to operate on such a scale. Who is the head of the "special case team?" Isn't it the head of Baoding City Police Department?
Circumstances concerning the rape case are quite clear. The Hebei Province "610 Office" held a meeting on the persecution of Falun Gong in Zhuozhou. The Dongchengfang Town Political and Judiciary Committee head Song Xiaobin and the heads of police stations took this opportunity to fine practitioners without any reason. During this wave of persecution, police officer He Xuejian raped the two women practitioners, an undisputable fact. There are victims, witnesses and physical evidence in this case. Is it so difficult to solve this case? What are the duties of the head of the "special case team?" What does the team deal with if it doesn't handle these matters?
Before the four practitioners were arrested on January 6, a Standing
Committee convention was held in Baoding City. Through the related
municipal
branches involved, we learned that a unanimous resolution had been
passed that
"practicing Falun Gong at home was allowed." It doesn't mean that
those Standing Committee members understand and support Falun Gong.
Nowadays
there are so many social issues and every leader is afraid to take
responsibility. Such a resolution [people allowed to practice at home]
comes from the lesson learned from the Dongchengfang rape case. If
those
practitioners were not unreasonably arrested and taken from home, how
could such
an arrest constitute a disturbance that would affect "social stability [as
the CCP claims]?" However, just after the resolution [allowing
practicing at home] was publicized, the "special case team" made
another arrest.
" Allowing practicing at home" is not rare. Such pronouncements are found in many places these days, something seemingly common as far as it appears, but it is far from the simple requirements of Falun Gong. What will happen if the practitioner doesn't practice at home? What if several practitioners gather at a home? How about practitioners posting truth-clarifying materials? Those behind-the-scenes dark minions are fully testing the parameters of the policy of "allowing practicing at home." When they arrested the four Zhuozhou practitioners, the practitioners were not in Zhuozhou. It was right after the practitioners bought PC related materials "meant for producing Falun Gong truth-clarifying materials." They arrested the practitioners at the busiest place in Beijing, showing their loyalty to those CCP higher authorities who made the policy to persecute Falun Gong
This matter is far from over. After the arrest of the four practitioners on January 6, the head of the Baoding Police Department promised seriously that the case of He Xuejian would be closed on January 12. We have not seen anything to that effect. What we saw instead is the arrest of six more practitioners in Zhuozhou City on January 12 and 13, 2006, signaling another wave of revenge.
The rapes happened in Dongchengfang Town, in western Zhuozhou. Many people in that region know of the scandal. It seems that is the reason the officials targeted the location for their revenge arrests in the west of Zhuozhou, in Yihezhuang Township and in Matou Township. Three of the practitioners were quickly released after paying a ransom. Practitioner Zhao Xu from Matou Township was released after paying a 5,000 yuan "fine." This was similar to Song Xiaobin and others in Dongchengfang Town unreasonably fining practitioners.
The latest acts further prove that the so-called "allowing practicing Falun Gong at home" is an unbelievable lie! The head of the "special case team" has already said that he is "handling He Xuejian as a minor offender." This is a crucial point in a dangerous turn of events in the Hebei rape case!
Here we call on people around the world: please, help the Zhuozhou practitioner Li Gang, whose life is in danger due to the persecution!
Please pay attention to the rampant revenge the persecutors are taking in implementing the policy of persecution of Falun Gong to cover up the He Xuejian rape case.

Xu Na, a practitioner from Beijing, has been detained in Beijing Women's Prison for more than 4 years, where she has suffered all kinds of torture. She refused to renounce her belief, despite being brutally beaten, locked in small cells, forced to sit in lotus position with both legs crossed for long periods of time, tied up, deprived of sleep, left in the snow and many other gruesome tortures. Over the past 4 years the authorities at Beijing Women's Prison failed to force Xu Na to renounce Falun Gong.
Prison guard Li Xiaona locked Ms. Xu in a room in an S-shaped three-story building, cutting off all contact with other practitioners and inmates in an attempt to force her to renounce Falun Gong.
Ms. Xu Na, born in 1968, lived in Fangshan County of Beijing City. She is an oil painter. Ms. Xu learned Falun Gong in 1996. On July 3, 2001 she was arrested by the National Security Section of Beijing, in Tongzhou County. She was sentenced to five years of imprisonment in November of the same year. During her imprisonment she suffered all sorts of torture. However, she persisted in her righteous thoughts and actions. Ms. Xu is now the only practitioner in the women's prison who has not been "transformed." The prison deprived her of the right to see her family for 18 consecutive months.
According to her sentence, she should have been released on July 3, 2006. About two weeks ago, the Beijing Women's Prison actually invited public bidding in an attempt to force her to give up her belief in Falun Gong. The prison claimed that whoever was able to "transform" Ms. Xu before her prison term expired would gain honor and a big reward. Li Xiaona, the head of No. 1 Prison Zone won the bid and became head of the so-called "transformation" group. Li Xiaona is leading five other prison guards to try to force Ms. Xu Na to renounce Falun Gong.
Nineteen practitioners who were arrested in Junan County of Shandong Province on the evening of November 26, 2005, have recently been illegally sent to labor camps. They include Ms. Sun Maoqin, Ms. Zhao Xiaowei, Ms. Yang Guangzhen, Ms. Zhang Yaqin (about 47 or 48 years old), Ms. Yang Jihua (about 40 years old), Ms. Sun Shihua (about 60 years old), and Mr. He Shichun (about 40 years old). After being brutally beaten on that night, Han Guangmei is currently still hospitalized and unable to move.
On November 26, 2005, shortly before 8 p.m. approximately 20 policemen went to an experience-sharing conference site, arrested 19 Falun Gong practitioners, and detained them at four police stations. Among the policemen involved were Ma Zongtao from the610 Office and Chen Xin.
Ms. Sun Maoqin, a practitioner from Lanshan District of Linyi City, was detained in Chengbei Police Station of Junan County. On the second day of her detainment, she was sent to the Junan County Detention Center. Ms. Sun refused to provide her name and opposed the persecution. She was then handcuffed to an iron fence together with Ms. Zhao Xiaowei and two other female practitioners. After 7 or 8 days, they were sent to the Linyi City Brainwashing Center for further persecution.
Six of the arrested practitioners were sent to the brainwashing center. The brainwashing center brought in collaborators from other areas to take turns brainwashing them. Ms. Sun remained unmoved, and the Linyi City "610 Office" illegally sent her to a labor camp at the Wangcun Women's Labor Camp.
Ms. Yang Guangzhen, a practitioner from Junan County, was illegally sent to the labor camp and had her home ransacked.
Han Guangmei was also brutally beaten that night. Vicious thugs Ma Zongtao and Chen Xin brutally tortured Han for the whole night. It was so severe that Han lost consciousness several times. In the few days before being sent to the hospital for emergency care, Han lost consciousness three or four times. It was reported that Han is still in a hospital bed and unable to move. In the past several years, Chen Xin has brutally persecuted Falun Gong practitioners and ransacked their homes many times.
For several years now the Linyi City "610 Office" and its brainwashing center have persecuted Falun Gong practitioners. In a small county such as Mengyin, over 100 practitioners were illegally sentenced to jail or sent to labor camps. In the Linyi City metropolitan area, approximately 10 practitioners were sentenced to a labor camp during the summer of 2000. Collaborators have also taken to harassing practitioners. Practitioners on hunger strike were strapped to a bed and force-fed with highly concentrated salt water and tortured. All of the practitioners sent to the brainwashing center were fined heavily. In some cases the amounts of the fines were up to 3,000 to 5,000 yuan.
Seven other practitioners sent to the brainwashing center were forced to pay the fines in order to be released. One of those practitioners, Sun Maoqin, is a resident of Qianshidadui Village in Lanshan District. The Linyi City "610 Office" and brainwashing center officials attempted several times to extort money from Qianshidadui Village or Sun's family, but they failed. They then illegally sent Ms. Sun to a labor camp. In order to oppose this illegal detention, she has been on hunger strike most of the time.

Mr. Zhang Zhenxue, a Falun Gong practitioner from Beipiao City, Liaoning Province, was illegally arrested again on January 9, 2006. He was imprisoned at the Beipiao City Detention Center. Mr. Zhang went on a hunger strike to protest his imprisonment but was force-fed at the No. 2 Hospital of Beipiao City.
Mr. Zhang Zhenxue, 40 years old, started to practice Falun Gong in 1993. He used to be weak and suffered from numerous diseases. After practicing Falun Gong, he benefited both mentally and physically.
In 1999, Mr. Zhang went to the Appeal Office in Beijing to appeal on behalf of Falun Gong. As a result, he was fined by the Lingyuan City police and sentenced to one year of forced labor. In 2001 he participated in writing an article entitled "How Innocent Falun Gong Practitioners Were Brutally Persecuted at Chaoyang Forced Labor Camp." Policemen from Beipiao City arrested him. In court, evil people defamed Falun Gong and practitioners. Speaking out in the name of justice, Mr. Zhang Zhenxue firmly declared, "China's Constitution protects a citizen's freedom of belief. The China TV Broadcasting Agency Publishing Company legally published Falun Gong books. I personally witnessed and experienced 'How Innocent Falun Gong Practitioners Were Brutally Persecuted at Chaoyang Forced Labor Camp.' I have solid evidence that the Chaoyang Labor Camp cruelly tortures innocent practitioners. What we are doing is clarifying the truth to people. It is the police who are acting against the law and need to be punished, not us."
The court was afraid that people would understand the truth of what Mr. Zhang was saying, so they took his microphone away, forbidding him from speaking. They did not announce the verdict in public.
In October 2001, the court announced the verdict privately. Ms. Zhang Zhenxue was sentenced to four years imprisonment at Shenyang City Dabei Prison. He appealed to Chaoyang City Middle Court based on four points: 1. Jiang Zemin violated the Constitution and suppressed citizens' freedom of belief and freedom of speech, 2. His request to investigate the responsible persons at Chaoyang Reformatory for illegally persecuting Falun Gong practitioners, 3. His request to investigate the illegal actions of the Beipiao City Government and the responsible persons, 4. His request to clear the name of Falun Gong.
While being held at Shenyang City's Dabei Prison, Mr. Zhang was severely persecuted in various ways, including force-feeding, confinement in a small compartment, forced sitting on a small ridged stool for a prolonged periods of time, and being made to wearing handcuffs and shackles. During the force-feeding, the feeding tube was inserted through his nose in such a way at to cause acute pain. While he was confined in a small dark cell only several square feet in size, his daily activities were all restricted to the small cell. Long-term isolation in similar cells have caused many people to become psychotic and even lose their lives.
While Mr. Zhang was imprisoned, he was unable to live with his elderly mother or raise his young daughter. The 610 Office of the Politics and Law Committee and the local police have now detained Mr. Zhang again.
Falun Gong practitioner Mr. Liu Changling, an engineer from the Qiuji Coal Mine of Qihe County in Shandong Province, was arrested and detained numerous times after the CCP started to persecute Falun Gong in July 1999. Mr. Liu passed away on July 22, 2005, at the age of 56. Just over a month before he passed away, Mr. Liu was still under surveillance and was almost arrested.
While Mr. Liu Changling was alive, he worked hard and was never upset by criticism. He enjoyed helping others and was favorably thought of by his colleagues. After the persecution started, Mr. Liu Changling was illegally arrested numerous times. On July 20, 1999, Mr. Liu Changling was detained for over one week by the police officers of his work unit under orders from the Qihe County Police Department.
In December 2000, when Mr. Liu was exercising his right as a citizen to appeal, he was arrested and held in the Qihe County Detention Center. Later the Qihe County Public Security Branch authorities took him to a forced labor camp. He was found to be not qualified based on the physical exam, and the forced labor camp rejected him. Only then did the government authorities give up the continued torture.
In the fall of 2002, Mr. Liu was again detained. This time he was subjected to brainwashing for more than ten days. In the spring of 2003, Mr. Liu was once more put through brainwashing and his spirit suffered greatly. The CCP's incessant, high-pressured persecution greatly injured Mr. Liu's body and soul. Finally, he was no longer able to bear it. He started to show illness symptoms and passed away.
The former head of the Public Security Branch, Zhang Guofeng (male),
fabricated charges in order to extort illegal fines from Falun Gong
practitioners. According to an incomplete estimate, by the end of 2003,
the
Dezhou Brainwashing Center and the Qihe County Police Department had
extorted
over 70,000 yuan from
more than 10 practitioners. On September 27,
2005, the police officers from the Punishment and Investigation
Department of
the Qihe County Police Department broke open the door of the house
where
practitioner Mr. Meng Lijun was living and took him away. Two other
practitioners, Mr. Yu Chuanqi and Mr. Sun Yinsheng from Yanggu County
of
Liaocheng City, were also arrested.
Mr. Li Baoqing, age thirty-four, used to work at Huaguang Electronic Company in Jinzhou City in the Advertising Department. He was kind and generous, tall and strong, and all his colleagues loved and respected him. He started to practice Falun Gong in 1994. After the persecution began in 1999, he went to Beijing to appeal for Falun Gong and was detained many times. The government officials and police tried to force him give up his belief in "Truthfulness, Compassion, Forbearance" in vain. He was demoted and worked in a factory. In October 1999, he was sentenced to two years in a forced-labor camp. He suffered all sorts of torture in a labor camp in Jinzhou City. His company fired him and three other Falun Gong practitioners while he was incarcerated. They confiscated his house, and his wife divorced him and took all the money they had saved together. When he was released in 2001, he had lost everything. With fellow practitioner's help and support, he still participated in truth-clarification. But the long-term persecution destroyed his health, affected his spirit and cut off his income. On July 3, 2005, he died on the way to the hospital.
Mrs. Wang Yafang, age fifty, lived in Jinchang-Gouliang Town, Aohan Flag, Chifeng City, Inner Mongolia. She had diabetes and many other illnesses before she began practicing Falun Gong. After she began to practice, all her illnesses disappeared. The police raided her home and confiscated many belongings in 2002. She left home to avoid further persecution and became destitute. She died on January 6, 2006, after many years of persecution.
Mrs. Zhang Shiyu was born in 1946. She worked in a fabric factory in Chongqing City. In October 1999, Mrs. Zhang Shiyu and Mrs. Li Guihua accompanied each other to go to Beijing to appeal for Falun Gong. One week later, both their families received police notification asking them to go to Beijing and take their ashes back home. When they arrived in Beijing, the police forbade them from asking any questions. They were forbidden to hold memorial services or funerals for them. The family, to this day, still has no idea what happened.
Mrs. Zhang Guihua, age seventy-four, retired from the Tuberculosis Hospital in Jinzhou City. She was very ill and became bed-ridden in 1996. After her daughter, who practices Falun Gong, gave her audiotapes of Master's lectures, she was able to walk again after she listened to the tapes. After the persecution began in 1999, her daughter was sentenced to a labor camp. She could not handle this tremendous blow and became ill. On her death bed, she held on to her daughter's picture and the sweater that her daughter knitted for her and would not let them go. Family members contacted the Masanjia Labor Camp numerous times asking them to let the dying mother see her daughter one last time but were refused. Mrs. Zhang Guihua died in November 1999 in agony.
Mr. Yao Hanzhang, 74, also a retiree of the Jinzhou Tuberculosis
Hospital,
was Mrs. Zhang Guihua's husband. He retired from the Tuberculosis
Hospital in
Jinzhou. After he practiced Falun Gong in 1996, he recovered from a
massive heart
attack and his lung cancer disappeared. After his daughter was released
from
Masanjia Labor Camp, he went to her work place and asked the secretary
of the
company to let her go back to work, but was refused. That was the last
blow to
his mind and body. He passed away on June 25, 2000.
[Shuangliu, Sichuan Province] Zhou Yaping Brutally Tortured Beyond Recognition
Zhou Yaping, a Falun Gong practitioner from Shuangliu County of Sichuan Province was arrested on December 28, 2005. He has been tortured and brutalized so much that he is beyond recognition. He is still detained.

Falun Gong practitioner Zhang Xiuling is now detained in the 4th Group of Heizuizi Women's Forced Labor Camp which is located in Changchun, Jilin Province. She is on a hunger strike to protest the unlawful detention. Ms. Liu Zhiwei , a guard from the Education Department, kicked Ms. Zhang Xiuling down the staircase. Ms. Zhang Xiuling's leg was injured and she is unable to walk properly.
[Beijing] Practitioner Mr. Lin Shusen Is ArrestedMr. Lin Shusen, a Falun Gong practitioner from Beijing, was illegally arrested in May last year by the police from west city district of Beijing. He has been on a hunger strike for more than a month. On January 6, 2006, his family received a phone call from a lawyer who has been designated for his case. The lawyer told them that the trial would begin on January 11, and the family members of Mr. Lin could attend. Mr. Lin's mother and sister (both Falun Gong practitioners) went to the court on that day, but were told that Mr. Lin was extremely weak and in a hospital, due to his extended hunger strike. Therefore, there was no trial and they could not see Mr. Lin. His mother has been going to the police station every day, asking them to release him. Every time she goes, they dismiss her with the excuse that their supervisors are not available.
[Jilin Province] Mr. Lu Shulin Persecuted at No. 2 Prison of Jilin, His Life Is In DangerMr. Lu Shulin, a practitioner from Yushu of Jilin Province is being detained at the No. 2 Prison of Jilin Province. Currently his blood pressure is abnormally high. Sometimes Mr. Lu feels violently sick and vomits. His heartbeat exceeds the normal standard and there is almost no feeling on his left side. In January of 2006, the Railroad Hospital examined him. The diagnosis showed that his blood pressure is extremely high and he is on the verge of having cerebral hemorrhage at any time.
On January 16, 2006, when Lu Shulin's mother received the news that her son's life was in danger, she went to the prison to ask them for his release. The Education Head of the No. 7 Section, Zhang Gulin, told her that the hospital at the municipal level (the hospital recognized by the Law Enforcement Department), needed to review the diagnosis after the Chinese New Year. Zhang said that they report to higher-level persons, which in turn, report to their superiors. It is those persons at the high levels that give approval as to whether or not to release Mr. Lu Shulin. Mr. Lu's mother knew that Zhang was making excuses, so she went to the director of the prison, Liu Wei. Liu said he didn't know anything about this at all. Liu was going to a meeting and asked Mr. Lu's mother to leave. He said, "I am going to a meeting now." Mother Lu said, "Is there anything more important than a human life? Someone's life is in danger now."
[Macheng, Hubei Province] Ms. Yao Xiaoan and Other Falun Gong Practitioners Sent to PrisonOn December 8, 2005, six Falun Gong practitioners from Macheng, Hubei were sentenced and detained at Macheng Detention Center for over a month. Two days ago, Ms. Yao Xiaoan was sent to Shayang Forced Labor Camp of Hubei Province. Ms. Hu Liping and Li Chunmei were sent to the Women's Prison of Wuhan City. Ms. Hu Lingzhi, Ms. Wu Qiping and Ms. Yang Xianhua completed their terms and were released.
[Chongqing, Sichuan] Practitioner Xiong Qingyun Is Arrested by Bailin Police Station and Detained At Nanshan[Rushan, Shandong Province] Mr. Cao Yuguo Is Again Sentenced To Two Years of Forced Labor
Mr. Cao Yuguo, a Falun Gong practitioner from Rushan, was arrested on the night of December 30, 2005. When Mr. Cao's wife went to visit him at the detention center on January 13 of 2006, the workers at the detention center told her that Mr. Cao had already been sent to Wangcun Forced Labor Camp, where he will spend the next two years. Since Mr. Cao Yuguo was arrested, he has not been allowed to see his family, nor receive clothing or blankets from them.
[Zhuhai, Guangdong Province] The Whereabouts of Ms. Yuan Zheng Have Been Unknown Since June 2002 When She Was Still Under DetentionMs. Yuan Zheng, a Falun Gong practitioner in Zhuhai, Guangdong, is about 38 years old. She comes from Liaoning. In September 2001, Ms. Yuan was arrested when she was clarifying the truth to people. She was sent to the No. 2 Detention Center. At the detention center, Ms. Yuan Zheng never told her name. As a result the workers at the detention center could only register her as "no name".
In June 2002, Ms. Yuan Zheng was sent to another undisclosed location. Her whereabouts are still unknown.
[Chifeng, Inner Mongolia] Three Practitioners from Alukeerqin Qi ArrestedIn December 2005, Ms. Li Xiaoqin was searched by the police, but no Falun Gong materials were found. However, they extorted her family out of a total of 6,000 yuan. The police threatened to have Ms. Li locked up if they didn't submit the money. Besides Ms. Li, two more practitioners, Ms. Jia Guilan and Mr. Wang Yongsheng were also arrested. At Ms. Jia's house the police found a few copies of the Nine Commentaries on the Communist Party. At Mr. Wang Yongsheng's house they found some Falun Gong materials as well as a printer. When the police questioned Mr. Wang, he said that all the materials were printed and distributed by him alone, in order to protect the other practitioners involved.
