Fu Jinbin, 47 years old, was retired from PLA's 8th Artillery Division stationing in Weifang City and took the post of section chief at Weifang City Police Department to . Since April 2003, he has been the head of the Brainwashing Center of the Weifang City 610 Office. Fu has two nicknames: "the Head of the Bandits" and "the Demon of Lust."
Fu took advantage of the opportunity to persecute Falun Gong practitioners through brainwashing to ruthlessly extort money and property from them. Even worse, he used his position of power to commit indecent acts towards female practitioners. The following are accounts of several of Fu Jinbin's crimes.
1. According to a statement from a persecuted female practitioner: At about noon on November 5, 2005, Fu came into the room where we were being held. In front of me and another female Falun Gong practitioner, he started to act sexually indecent towards Falun Gong practitioner Ms. Jiao Huifang from Weifang City. At that time, Ms. Jiao Huifang had been force-fed for two months and was constantly vomiting blood, with tubes inserted into her nose for an extended period. Her body was already very weak from the torture. Fu was pressing hard below Ms. Jiao's lower abdominal area, with his breath smelling of wine, his eyes revealing evil lust. Feigning concern, he asked her: "Do you feel pain here?" When Ms. Jiao Huifang used one of her hands to move his hands away, he cuffed her hand and continued to fondle her. She then used the other hand to block him and Fu ordered me to find someone on duty to bring him another handcuff. I quickly called in the person on duty and then managed to stop his evil behavior.
2. According to a report from the Minghui website [Chinese version of Clearwisdom], around October 2005, an attractive female practitioner was illegally arrested and sent to the Weifang City Brainwashing Center. Fu picked her up like an animal and carried her to his room. After the practitioner was released from the Weifang City 610 Office Brainwashing Center, Fu still called her and asked her to "go play with him."
3. Fu repeatedly carried out sexual assaults on another young female Falun Gong practitioner, who strongly protested it. But Fu grinned shamelessly and even exposed his genitalia to her.
4. The daughter-in-law of a practitioner went to visit her mother-in-law in detention. Fu locked the door without informing her why. Only when the daughter-in-law tried to climb over the door and the wall, did he open the door to let her out.
This brainwashing center of the 610 Office is a so-called "Legal Education and Training Center." All of the Falun Gong practitioners are either abducted or deceived into coming here from home or their workplaces. Some of them were illegally arrested again and sent to the brainwashing center after they already had served full terms in the forced labor camps. There is no legal procedure or evidence required. The arrests are completely unlawful.

One day in March 2005 someone reported Mr. Ren Xingde and his wife from Bozhou, Anhui Province, to the authorities while they were posting truth-clarification materials. Officers from the Sanguan Town police station arrested both of them. After extorting 3000 yuan from the couple, the station released Mrs. Ren. Due to his refusal to reveal the source of the materials, the 610 Office has been interrogating and torturing Mr. Ren every day for over 11 months.
The 610 officers Wang Jiusan, Shi Xinmin, Yuan Lei, and Guan Xianbin came to Sanguan Town to persecute Mr. and Mrs. Ren. They were both handcuffed so tightly that marks formed on their skin and both of them were beaten brutally with a leather belt.
Both Mr. and Mrs. Ren were hung by their arms when they refused to reveal their source, Mr. Ren for seven days and nights and his wife for one full day. The police officers pounded his head and punched him until his head was bleeding and his face and head were swollen. As a result, he remained unconscious for several days.
During this time, the villagers delivered food to him but he was still unconscious. He was transferred to a detention center after seven days. As he was being transported to another facility, the officers threatened to throw him into the river and falsely report his suicide if he didn't reveal his source of materials.
The officers continued to interrogate and persecute the couple while they were in the detention center. They then transferred them to another center again two weeks later. They force-fed Mr. Ren since he had been on hunger strike to protest the persecution ever since his arrest.
After strong protests and three-month-long negotiations by the family, friends and relatives, the police station asked for 3000 yuan in exchange for Mrs. Ren's release.
As they have done for over the past 11 months, the 610 Office agents continue to interrogate and torture Mr. Ren every day. Mr. Ren maintains his firm belief in Falun Gong.

Qin Xiaolan is a practitioner in Mengquan Town, Shimen County, Changde City, Hunan Province. She was bedridden for over two years suffering from pancreatic cancer before she began to practice Falun Gong, having heard others talking about its wonders in 1998. She became healthy again both physically and mentally shortly afterwards, and in three months she was able to work in the fields again. However, since the persecution began on July 20, 1999, people from the county 610 Office, police department, town police station and the town office have arrested her three times and ransacked her home numerous times. 610 Office personnel injected her parents with unknown drugs, and fed them poisonous food, which resulted in the total loss of their eyesight. More details of her situation follow:
Qin was first arrested in January 2001. The police put her in the detention center and directed the inmates to slander the founder of Falun Gong, Mr. Li Hongzhi. They prohibited her from doing exercises and pulled her pants off and sexually harassed her if she did. Qin kept telling them the true facts with a benevolent heart, and helped them as much as she could in the daily routine. The inmates all came to understand that Falun Gong is good and stopped harassing her. Some even began to learn to practice with her secretly.
Seeing this, the officials in Shimen County fabricated some evidence and sentenced her to one year of forced labor. They put her in Baimalong Women's Forced Labor Camp in Zhuzhou City. A physical examination showed that she was suffering from late stage cancer with the cancer cells spreading. The police and the local officials could not help but take her back and put her in the county jail. She then began to throw up and cough up blood. The police were afraid that she might die in the jail and wanted to let her go. But they still threatened her not to practice Falun Gong. She refused. The police became infuriated and threw her head against the wall, the desk, and the ground. When they were exhausted from hitting her and took a rest, a policeman with last name Song talked with her. The inmates and the police standing by were all appalled to find that Qin was not injured at all. They failed again in their plot and Qin was released from the jail to seek medical treatment.
Qin was arrested a second time in 2003. The police insisted that it was Qin who distributed the fliers found in the local neighborhood and arrested her. Qin's husband had a girlfriend and did not want her home. The police got him to cooperate with them by signing some falsified documentation, and used it as evidence to sentence her to one and a half years of forced labor. During this time, Qin's parents were rendered blind by 610 Office personnel and became unable to take care of themselves.
<>Qin went on a hunger strike to protest. Three days later, they released Qin. Although they let her out, they monitored her around the clock. They switched people several times. Some even attempted to kill her by putting poison in her food.The third time she was arrested was after the incident where 610 Office personnel directed someone to put poison in her parents' food. On October 14, 2005, Qin was illegally arrested at her home by Shimen County 610 Office director Mr. Shen, Mengquan Town Police Station head, Mr. Yang, Mengquan Town director Mr. Pi, and the village security director Mei Qiyuan. They put her in the brainwashing class at the guest house in Qingfeng Mine in Changde City.
A dozen or so practitioners were at the brainwashing class. Each practitioner was kept in a room, accompanied by two "guards" and two "helpers" who were assigned to monitor her. The guards played videos slandering Falun Gong all day long.
Finding that force did not seem to work, the guards decided to pretend to be nice. They wanted to find out Qin's source of Falun Gong materials, and also the name of the person who disclosed on Minghui.net the news of Qin's parents' being paralyzed by persecution. Qin wrote a draft, describing how Falun Gong gave her a second life when she lost all hope because of her pancreatic cancer. She also described how she had practiced Falun Gong, and that Teacher had said that practitioners are not to be involved in politics. The guards took the draft and added lots more of their thoughts and handed it to her to copy in her own writing. She refused it. They dragged her from her bed late at night. Qin yelled, "You are persecuting Falun Gong practitioners." The two guards covered her head up with a quilt lest she be heard and threatened her, "If you don't copy it, we will sentence you to four years of forced labor. It does not matter whether it is reasonable or not."
The next day, the chief of the 610 Office Mr. Yi (now head of the brainwashing class) threatened her, "You have not changed a bit after repeated education. We have ways to win your husband over and break your family, you know. Just wait and see."
Qin had gone on a hunger strike to protest against the persecution. On the seventh day, a dozen guards swarmed upon her. Some held her arms and legs, some pinched her nose to force feed her medicine. Qin found it difficult to breathe and her whole body was numb. The guard said, "We'll just take her to the hospital and give her shots if she does collapse. Let's get her cousin over here (They knew that her cousin worked in the City Hall)"
Qin would not cooperate with them. One day Shimen Town 610 Office director Mr. Shen called Qin's husband and said, "Now it is almost Chinese New Year. Your wife is totally uncooperative. Why don't you pay 5,000 yuan to Quanzhen Police Station so you can get her home." Since it was too much money, her husband ignored him. The next day the 610 Office called him again and said, "How about 3,000 yuan? It is the minimum." Her husband ignored them again. Finally, they extorted 1,000 yuan from Qin's husband and released Qin on January 9, 2006.
After Qin got home, the 610 Office arranged a young lady to seduce her husband. This is another example of the unscrupulous nature of Chinese Communist Party.

The Miyun County police in Beijing have illegally detained eleven Falun Gong practitioners. On January 10, 2006, they arrested the following Falun Gong practitioners from Chengguan Town, Miyun County:
Because the practitioners in Miyun County, Beijing distributed truth-clarifying materials and exposed the truth to the public, the following practitioners were illegally sentenced to forced labor in January 2006.
65-year-old Mr. Ma Fudong lives in Xiagezhuang Village, Xiagezhuang Town, Miyun County. When he went to the village office to apply for his identification card on December 22, he clarified the truth to the people he met. Hu Zhiquan, the superintendent of Xiagezhuang Town Police Station, and Li Baojin, the security personnel, arrested him, and Mr. Ma was sentenced to two years of forced labor. No one else in his family can take care of his 80-year-old mother.
51-year-old Ms. Li Jinfang from West Tiangezhuang Town, Miyun County, was illegally sentenced to two years of forced labor by the National Security Section of Miyun County Police Department because she distributed truth-clarifying materials.
Ms. Wu Yin'e, in her 50s, lives in Kanggezhuang Village,
Xiagezhuang Town, Miyun County. Since the persecution of Falun Gong
began, she has always firmly practiced Falun Gong and clarified the
truth
to people. She was twice illegally sent to labor camps. This time, she
was sentenced to three years of forced labor. She is currently detained
in the Detention Center of the Miyun County Police Department.

In Bo'ai County of Henan Province, corrupt officials colluded with unscrupulous merchants to sell television cable boxes to local residents, requiring every home to buy the boxes. They forced each homeowner to buy separate boxes for each television in the same house. Those who refused to buy the boxes but installed outdoor antenna on their own were threatened by the police department. Complaints from local residents were heard everywhere after this occurred. Recently, the television station has been displaying a so-called "explanation" by the head of the County Broadcast Department, who said that some television stations were interrupted by Falun Gong television programs and that the reason for making every house buy the boxes was to prevent this from happening. They are trying to direct the complaints from the local residents towards Falun Gong.
It is truly hard to cover up the evil conspiracy of the corrupt officials and unscrupulous merchants with such a clumsy lie. The local residents questioned the unlawful officials and the unscrupulous merchants, "If you are truly trying to prevent cable television from being interrupted, why don't you allow the residents to install outdoor antenna to receive the wireless signals? Furthermore, every house only needs one box to control the source of the television signals. Why don't you allow us to use only one box? Why do you instead require us to buy a box for each television?"
Since July 20, 1999, the CCP and Jiang's regime have used the power in their hands to manipulate the entire propaganda machine of China to systematically persecute Falun Gong and Falun Gong practitioners. They mobilized all media of the country, and the news media have been using all kinds of tactics to lie, frame and fabricate false information. They repeatedly spread hate propaganda against Falun Gong.
In the face of the senseless persecution, appeal offices have been turned into places where good people are arrested. Being deprived of any place to appeal, Falun Gong practitioners have been clarifying the truth about Falun Gong to the general public, informing them of the goodness of Falun Gong and exposing the lies and the violence of the persecutors. These actions are all to allow people to learn the truth. They return the general public's right to know the truth, such that they are no longer fooled by the lies. Such actions are the righteous actions of being responsible to the entire society.

Ms. Shen Ju used to have many illnesses, including tuberculosis and nasal polyps. After she started to practice Falun Gong in May 1998, however, her illnesses gradually disappeared and she became a healthy person again. Despite the persecution launched by Jiang's regime on July 20, 1999, Ms. Shen continued to uphold her belief in Falun Gong. To appeal for justice for Falun Gong, Ms. Shen went to Beijing three times. The police arrested her and took her back to Yichang City, where the authorities at the 610 Office and officer Xu Hong of the Second Corporation of Gezhouba Group extorted a large amount of money from her, imprisoned her, and brutally persecuted her.
In January 2001, when Ms. Shen's child was barely one-year-old, the 610 officers and the police from Yemingzhu Police Station arrested her once again and imprisoned her in the Yichang City Detention Center for eight months. Furthermore, the 610 officers made a few attempts to extend her detention term and to take her to a forced labor camp. Failing to find any legitimate reason to hold her, they reluctantly released her at the end of the eighth month. Nonetheless, they continued to follow her and periodically assaulted her.
Like Ms. Shen, her husband Mr. Wang Danfeng, another Falun Gong practitioner at the Second Project Corporation of Gezhouba Group, was also persecuted. In October 2002, the police officers followed 610 Office instructions to take Ms. Shen to a forced brainwashing session at the Xiaguang Hotel. Holding a five-day-long hunger strike, Ms. Shen managed to get out of the forced brainwashing session. After she returned home, however, the authorities at her former work place and the local street resident committee continued to follow and assault her.
In August 2003, the authorities once again abducted her at home and took her to a forced brainwashing session in Wuhan City, where she experienced mental and physical persecution. To reach the "transformation ratio" assigned by the provincial government and to capitalize on their political agenda, Yang Jixue, the Chinese Communist Party (CCP) Secretary of the Gezhouba Group Corporation, and the 610 offices of the subsidiaries of the Gezhouba Group, paid thousands of yuan to the Tangxun Lake Brainwashing Center of Wuhan City for each practitioner they abducted and sent to there. Many practitioners on their payroll were abuducted and sent to the brainwashing center.
In July 2005, while clarifying the truth to people in Shenzhen City, Ms. Shen was arrested by the local police and taken to the Longgang District Detention Center nearby. There she was imprisoned for another three and a half months. Because of the harsh conditions in the detention center, she developed scabies. Her condition grew worse until she was taken back to Yichang City after two weeks.
To further punish her for her practice, the authorities at the 610 Office of the No.2 Corporation of Gezhouba Group removed her husband from his position and forced him to work at a remote site. Devastated by the physical and mental persecution and lacking proper care as she lived without her husband by her side, Ms. Shen finally went into a coma for 24 hours and died on January 10, 2006.

1. [Liaoning Province] Guards at Masanjia Forced Labor Camp Force-fed a Practitioner Boiling Water
I am a Falun Gong practitioner who was detained in the Masanjia Forced Labor Camp in 2005. I knew a fellow practitioner who is in her 60s. It was her second forced labor term in one year. In the middle of July 2005, she went on a hunger strike in order to resist the persecution. The prison guards beat her, kicked her, used an electric baton to shock her, and brutally force-fed her.
Once guard, Xie, locked her in a small cell (1). The next day, guards Tu and Gao, together with doctor Chen force-fed her. They poured boiling hot water directly into her throat. She was rolling on the floor for 2 hours because of pain. They did not care and left her on the floor.
Another time, on a Saturday, several guards force-fed her again. This time they dragged her from room to room, while punching and kicking her. They also shocked her with electric batons. It was too tragic to see.
2. [Wucheng County, Shandong Province] Mr. Huo Peimin Arrested
At around 8 a.m., on January 9, 2006, seven to eight policemen from the Wucheng County Department arrested Falun Gong practitioner Mr. Huo Peimin and took him from his home located in Huozhuang Village, Wucheng Town, Wucheng County. They also ransacked his house and took away his Falun Gong materials. Mr. Huo is now detained in the Wucheng County Detention Center. We heard that another Falun Gong practitioner from Luquantun Town, plus two practitioners from Lijiahu Township (both in Wucheng County) were also arrested at the same time.
3. [Heilongjiang Province] Ms. Lu Guijie and Ms. Lu Guangfeng Arrested
We heard that around ten days ago, Falun Gong practitioners Ms. Lu Guijie and Ms. Li Guangfeng, both from the Twenty-sixth Branch of the Heilongjiang Province First Farm, were arrested.

5. [Fucheng County, Hebei Province] Ms. Chang Fengzhen Arrested Again
In 2005, Falun Gong practitioner Ms. Chang Fengzhen from Lihuaxiang Village, Wangji Township, Fucheng County was arrested. Her husband used a lot of money to bribe officials to get her out of the detention center. They were living in Beijing City, but Ms. Chang Fengzhen disappeared one day after she went vegetable shopping on the street. She has been detained again in the Fucheng County Detention Center.
6. [Lunan County, Shandong Province] Mr. Wang Baoshan and Ms. Ji Xingcai Arrested at Their Homes
On August 12, 2005, Falun Gong practitioner Mr. Wang Baoshan from Pengjiashigou Village, Dadian Town, Lunan County was arrested and taken from her home. As of today, no one knows his whereabouts.
Also on August 12, 2005, Falun Gong practitioner Ms. Ji Xingcai was arrested at her house, and sent to the Jinan City First Women's Labor Camp. This is her second time to be sentenced to forced labor. Because she firmly believes in Falun Gong, she has been locked in a small cell (1) ever since with no sunlight. The total time has been more than five months.
7. [Hulin City, Heilongjiang Province] Mr. Jiang Fushun Arrested
On January 12, 2006, Falun Gong practitioner Mr. Jiang Fushun, an employee of Yingchun Forestry in Hulin City was arrested and his home was ransacked because he was producing truth clarifying materials. Policemen took away his Falun Gong books and materials.

8. [Qinhuangdao City, Hebei Province] Mr. Ma Changyong Arrested Again
Falun Gong practitioner Mr. Ma Changyong, 54, has been arrested many times. His home has been ransacked, and he has been sentenced to forced labor and tortured because he firmly practices Falun Gong. He has been mentally and physically damaged by the persecution, and his family is living in extremely difficult circumstances.
On the morning of December 19, 2005, Mr. Ma went to the Beihuanlu Police Station to get his residence registration completed, and clarified the truth about the persecution. Someone reported him to the State Security Agents. Three agents came to the office, and said upon entering the room, "Ma Changyong, you are sentenced to forced labor!" They handcuffed him and pushed him into the police vehicle, but the Labor Camp refused to accept him.
9. [Fuyu County, Heilongjiang Province] Ms. Meng Lidong and Mr. Lin Shuqing Arrested
On January 26, 2006, Falun Gong practitioners Ms. Meng Lidong and Mr. Lin Shuqing were reported when distributing truth clarifying materials in Xinmin Village, Youyi Town, Fuyu County. Policemen from the Tiedong Station arrested them. They are now detained.
(1) The Small Cell: The practitioner is locked up in a cell in
that is so small that he can neither stand up nor lie down. The guards
handcuff the practitioners behind their backs in a fixed position, to
increase their pain. The small cell is very damp and no sunshine comes
in. The practitioner must urinate and defecate in the cell. Only half
of a regular meal is served to detainees locked up in a small cell. At
night rats run around. The stench in the small cell is so bad that it
is difficult to breathe.

2. [Beijing] Ms. Liu Hong Arrested and Sent to Brainwashing Class
Ms. Liu Hong was arrested by national security agents and police from the Fengtai Police Sub-Bureau on January 6, 2006. She always resisted illegal torture from the police. On February 4, 2006 personnel from the detention center told Liu Hong's family to take her home from the detention center. On February 5, Liu Hong's father went to the detention center of Fengtai Police Sub-Bureau, however the police did not release Liu Hong. Instead, the staff from the street office sent her to the Guangfeng Hotel at Fork Crossing in Fengtai District to receive brainwashing and torture.
3. [Beijing] The Gu Liandi and Yao Junqing Couple Arrested and Still Missing
Mr. Gu Liandi (about seventy-years old) and Ms. Yao Junqing, 70, from Huangyu Sub-District, Fengtai District, Beijing were arrested by the Beijing Police Department in late December 2005, and they are still missing.
4. [Laiyang, Shandong Province] Supplemental Information on the Torture Death of Ms. Li Mei
Ms. Li Mei, 33, was from Xi Ju Village, Long Wangzhuang Town, Laiyang City, Shandong Province. When she was working on her farmland on March 16, 2001, she was followed by the Party general secretary at the village, arrested by the police, and she was sent to the brainwashing class at the Party school in Laiyang. They tried to force her to give up practicing "Truthfulness, Compassion, Forbearance." Li Mei firmly practiced Falun Gong and she was beaten by police. Her front teeth were knocked out and her neck was broken. Her brain was severely damaged and she was tortured to a state of mental collapse. Her lower limbs were paralyzed and she passed away in the hospital. She was cremated one and half years later. She left behind a child less than eight years old.
5. [Chengwu, Shandong Province] Mr. Zhang Jianjie Illegally Sentenced to Forced Labor Camp and Zhao Jihua Faced with Sentence
In late 2005, Mr. Zhang Jianjie's house was illegally ransacked. He was arrested and tortured at the detention center. Zhang Jianjie did not cooperate with the persecutors and later he was illegally sentenced to two years in a forced labor camp.
Falun Gong practitioner Zhao Jihua was arrested because he clarified the truth about Falun Gong, and he was detained at the Chengwu Detention Center. Because he went on a hunger strike to protest the persecution, he was tortured by the police with forced feeding, and his teeth were broken off. Because Zhao Jihua did not cooperate even once, the police were annoyed and tried to sentence him.
6. [Jinzhou, Liaoning Province] Mr. Liu Deqing and Ms. Jiao Wanhui Illegally Arrested and Sentenced
Mr. Liu Deqing and Ms. Jiao Wanhui from Jinzhou were arrested by the police from the substation at Ta Shan Village, Hulu Island City on October 29, 2005, and they were illegally detained at the Hulu Island Detention Center. On January 10, 2006 they were illegally sentenced to three years of imprisonment and sent to the Nanshan Prison in Jinzhou. It's said that they were transferred to the Lingyuan City Prison.
7. [Xi County, Anhui Province] Ms. Hong, a Falun Gong Practitioner Illegally Arrested and Sentenced
A female Falun Gong practitioner named Hong lived in Xi County, Anhui Province. Because she started practicing Falun Gong, she was the sole survivor after surgery among the four breast cancer patients that stayed in the same room with her. After surgery, because the cancer cells spread, she went through a second surgery. The doctor at the hospital in Huangshan City told her family that she would live for no more than two months. After she returned home she started practicing Falun Gong, and she recovered two months later. The story became well-known locally. After the persecution of Falun Gong began on July 20, 1999, Ms. Hong was repeatedly harassed and arrested by police and the national security agents in Xi County. In 2001 she was illegally arrested by policeman Cheng Zhibin and detained at the detention center in Xi County because she clarified the truth about Falun Gong. Ms. Hong was extremely weak at the detention center, however she was still illegally sentenced to three years of imprisonment.

Ms. Yang Zhuanrong (in her forties) and Ms. Zhang Shufeng (in her thirties) from Hechi, Guangxi Province were followed, reported, and arrested because they handed out Falun Gong truth clarification materials. After they were detained for six months, they were sentenced to three years in a forced labor camp by the Hechi Court.
