  • Investigation Report on Chinese Consul Hu Xiaolan and Other Officials in Thailand Involved in the Persecution of Falun Gong

    Since launching the persecution of Falun Gong in July 20, 1999, the Chinese Communist Party (CCP) has attempted to extend this persecution all over the world via their embassies and consulates in other countries. The Chinese Embassy officials in Thailand have been carrying out the CCP's persecution policy. Their main method consists of asserting pressure on the Thai government and inciting hatred in the Thai Chinese community. Recently, Consul Hu Xiaolan even publicly threatened Thailand government officials and interfered with Epoch Times volunteers' distribution of the booklet - the Nine Commentaries on Communist Party at tourist sights. She demanded the Thai government arrest those volunteers. This report is going to reveal how the Chinese Embassy has been trying to interfere with Thailand's internal affairs and to control the Chinese communities in order to persecute Falun Gong.

    CCP Actions Are Behind Thailand Government's Attitude towards Falun Gong

    At the beginning of 2001, the Falun Gong practitioners planned to have an April experience sharing conference and invited some practitioners from other countries to the conference. The CCP undertook a concerted effort to stop this conference from happening.

    On February 22, 2001 the Chinese Embassy held a meeting for Chinese companies to discuss this issue. According to Voice of America, opinions of the high-ranking officials in the Thailand police department were that Falun Gong practitioners have never caused any trouble in Thailand. This group should not be treated as trouble, as long as they don't have any political activities or other activities that would threaten the peace and public security. But according to the Thai-published newspaper China Daily, the leader of the Thai police, a general with higher rank, said that if Falun Gong practitioners' activities would affect relations between Thailand and China, then we would have to forbid them from holding the conference. His mentioning the relationship between Thailand and China demonstrates that pressure from the CCP is a major concern for the Thailand government. [1]

    On February 28, 2001, the Xinhua News Agency published an article, quoting commentary articles from the Thailand Chinese newspapers Jinghua Chinese Daily, Asian Daily and New China Daily. All of these were against Falun Gong practitioners holding a conference in Thailand. These articles' common theme was their emphasis on the social stability of China and dealt with the relationship between Thailand and China. [2] During a phone interview with a reporter from Singapore's Morning Press, the head editor at New China Daily basically admitted that the reactions from the Chinese communities may be due to influence from the Chinese Embassy. [3]

    On March 30 2001, Chinese News Net reported that on orders from Thailand Premier Thaksin Shinawatra, the Ministry of Foreign Affairs of Thailand informed the Chinese Chamber of Commerce in Thailand in writing that the Falun Gong conference was forbidden in Thailand. [4] The report from the Chinese News Net did not say why this letter was not sent to law-enforcement agencies or the event contact person for Falun Gong, but rather to the Chinese Chamber of Commerce, which is closely allied with the CCP.

    On August 23, 2003, led by Wang Jiarui, the head of CCP International Department, a CCP delegation met with Somkid Jatusripitak, the deputy prime minister and vice president of the "Thai Rak Thai" Party, and Surakiart Sathirathai, the Foreign Minister and vice president of the "Thai Rak Thai" Party, who expressed that they supported the Chinese government on the Falun Gong issue. During the meeting, Wang Jiarui expressed appreciation from Chinese government to the Thailand government for their support on the issues of Falun Gong and Taiwan. [5]

    On November 15, 2003, The Washington Post quoted a Thai intelligence official who said, "At the Chinese government's request, the Thai government keeps close watch on Tibetans, democratic movement activists and Falun Gong practitioners entering or exiting Thailand. Also, when Chinese government leaders are visiting, the Thai government forbids those people from entering Thailand." [6]

    Chinese Embassy's Anti-Falun Gong Activities Within the Thai government, Thai Society and Chinese Communities

    In August 1999, the then Chinese ambassador Fu Xuezhang asked the Thai government to arrest the founder of Falun Gong, Li Hongzhi, who was planning to visit Thailand. The Thai government refused this request.

    On June 20, 2002, the Chinese Embassy held an anti-Falun Gong photo exhibit and invited more than 100 VIP's from the Thai government, the religious community, from the education and commerce circles, and the Chinese community to the opening. Yan Tingai, the ambassador at that time, made an anti-Falun Gong speech and encouraged the Thai people to participate in activities that are part of the persecution of Falun Gong. [8]

    Before and after a 2004 international conference held in Bangkok, Thai police received a list of Falun Gong practitioners' names collected by the Chinese Embassy. The Chinese Embassy officials asked Thai police to spy on these citizens, stating that those Thai citizens' practicing Falun Gong would be "a threat to the Chinese government." [9]

    At the beginning of 2005, the Chinese Embassy threatened a Chinese businessman in Thailand, stating that if he still wanted Chinese tourists to come to tour his site, he must forbid Falun Gong practitioners from passing out Falun Gong materials at the spot.

    On April 2005, Thai police dragged a Thai citizen into a car in downtown Bangkok. The reason given was that they needed to search him for drugs. Discovering this person to be a Thai citizen, the policemen were greatly embarrassed and apologized. They blamed the Chinese Embassy for giving them wrong information. At that time this citizen handed out copies of the Nine Commentaries on the Communist Party. The policemen said, "We are really sorry, but please wait for 15 minutes before handing these out again."

    In April 30, 2003, Mrs. Pirjo Svenssson, a Falun Gong practitioner from Sweden who lived in Thailand, was arrested during visits by Chinese government leaders. Mrs. Pirjo Svenssson and her husband had been working in Bangkok for three years. That morning, police knocked on her door, telling her that the immigration officers wondered if she had behaved illegally. No detailed reason was given. Policemen found a Chinese human rights videotape in her house, and they subsequently unlawfully arrested and jailed her. The Thai police's action was due to interference in Thai's internal affairs by the Chinese Embassy. The real reason for arresting Mrs. Pirjo Svenssson was the Chinese prime minister's visit to Thailand that day.

    Chinese Embassy Suspected of Controlling Chinese Communities' Anti-Falun Gong Activities

    In April 2001, Thai Falun Gong practitioners planned to hold a experience sharing conference. The Chinese ambassador Yan Tingai organized an anti-Falun Gong conference in the Chinese Embassy on February 22 and invited representatives from Chinese companies in Thailand. Afterwards, representatives from more than 60 Chinese companies in Thailand published an open letter to all overseas Chinese companies, calling on them "to band together to fight Falun Gong until the end." Concurrently, about 300 Chinese students in Bangkok attended the anti-Falun Gong conference. [10]

    Lin Hong, chief editor of the New China Daily, told a reporter from The Morning Press in Singapore that, led by Zheng Mingru, the president of the Chinese Chamber of Commerce in Thailand and Hu Yulin, president of the association of fellows from Chaozhou [11], and many Chinese communities from all over Thailand placed daily two or three-page advertisements with six Chinese newspapers and one Chinese weekly magazine attacking Falun Gong. This action started an anti-Falun Gong movement in the Chinese communities in Thailand. Moreover, they also wrote to government officials and senators, saying that they were strongly against Falun Gong activities in Thailand.

    Lin Hong said that the former deputy prime minister and minister of health, Korn Thapparansi, in the name of the president of the association of the Thailand-China Friendship Association, also placed an advertisement in the newspaper against the Falun Gong conference in Thailand.

    Lin Hong stated that the Chinese communities' reaction was also influenced by the Chinese Embassy.

    Officials in the Chinese Embassy Who are Directly Involved in Persecuting Falun Gong

    Zhang Jiuheng, male, born in August 1947, from Bobai, Guangxi Province. He was the Chinese ambassador in Singapore from April 2000 to April 2004 and has been ambassador to Thailand since May 2004. [12] He was personally involved in the persecution of Falun Gong in Singapore and Thailand.

    On February 25, 2001, Zhang Jiuheng invited representatives from the communities of commerce, education, from Chinese companies and Chinese students in Singapore to an anti-Falun Gong conference at the embassy. Zhang Jiuheng made a speech to incite hatred towards Falun Gong. [13] On February 27, 2001, when visiting the tourist place Jushilin in Singapore, Zhang Jiuheng publicly slandered the founder of Falun Gong. [14] On November 10, 2001, the Chinese Embassy in Singapore, the Chinese Science Association, and a Chinese anti-cult association held an anti-Falun Gong photo exhibit. In his opening speech, Zhang Jiuheng attacked Falun Gong and tried to incite hatred toward Falun Gong. [15] On June 11, 2004, after becoming ambassador to Thailand, Zhang Jiuheng affirmed the Thai foreign minister's stance against the activities of Falun Gong and Taiwan independence. [16]

    Hu Xiaolan, female, is the former deputy chief of the second consular bureau (European and American consular bureau) of the Ministry of Foreign Affair. [17] She has been the consul general in the Chinese Embassy in Thailand since April 2004. [18]

    According to information offered by Thai officials, Hu Xiaolan and other diplomats went to Pattaya and other tourist places, and have been concerned several times about Thai citizens handing out copies of the Nine Commentaries on the Communist Party. They also threatened Thai officials in public. Hu Xiaolan told Thai officials, "We discovered that someone has been 'forcefully' distributing to Chinese tourists some materials that are not in favor of China. You should forbid anyone from passing out materials in Pattaya. Otherwise, we will stop sending Chinese tourists here to visit."

    Meanwhile, the Chinese Embassy also provided Thai police with pictures of volunteers from the Epoch Times and of their cars, which were taken by people hired by the Chinese Embassy. They also asked the Thai police to arrest these volunteers. A government official who spoke on the condition of anonymity let it be known that Hu Xiaolan and other Chinese officials came there in person on a weekly basis to check on information regarding the handing out of the Nine Commentaries. To satisfy them, Thai police had to give the Chinese officials some Epoch Times newspapers that they collected. [19]

    Yan Tingai, male, was the Chinese ambassador to Thailand from April 2000 to April 2004. He is the main person who organized and incited the Chinese communities in Thailand to put pressure on the Thai government to forbid Falun Gong's conference in February and March 2001. On June 20, 2002, he organized an anti-Falun Gong photo exhibit in the Chinese Embassy and made a speech attacking Falun Gong. He also petitioned the Thai communities to participate in the persecution of the Falun Gong movement.

    Falun Gong Practitioner Jiang Meilan of Hunan Province Holds Hunger Strike to Protest Persecution in Baimalong Forced Labor Camp

    Falun Gong practitioner Jiang Meilan from Xintian County in Yongzhou District of Hunan Province was illegally arrested on March 24, 2005, and sentenced to one year in Baimalong Forced Labor Camp, were she has been tortured. She has been on a hunger strike to protest, but was force-fed and given intravenous solutions. She is now very weak and her life is in danger. The staff of the 610 Office said that they would not release her unless she died in the labor camp.

    Ms. Jiang Meilan, nearly 60 years old, has been persecuted several times. From 2001 to 2003, when Ms. Jiang was detained in Baimalong Forced Labor Camp in Zhuzhou City, she didn't want to give up her belief and was beaten, insulted and tortured by guards Yin Bin, Fang Fang and detainee Tang Liqi.

    After Ms. Jiang Meilan was released, one day when Ms. Jiang was staying at another practitioner's home in Yongzhou City, the 610 Office and state security department staff tried to arrest her. However, she was able to escape later, and subsequently started going from place to place to avoid further persecution.

    In February 2004, Ms. Jiang stayed at her daughter's home in Zhuhai City. Ms. Jiang Meilan put Falun Gong truth-clarifying materials on a bike that was left along the street in order to help people understand the truth. A policeman saw her, arrested her, and detained her in the No. 2 Detention Center in Zhuhai City. Ms. Jiang stopped eating and drinking to protest. Various underhanded tactics were used to force-feed her, for example using a vaginal speculum to pry open her mouth. She was also subjected to tiger bench, sleep on a "dead person's bed," and "fly an airplane" tortures. One month later, her whole body became deformed and her feet were very swollen. Ms. Jiang Meilan was nearly persecuted to death before she was taken back to her hometown in Xintian and put into the county detention center there.

    On the sixth day of her detention, when the detention center doctors examined her, they found that Ms. Jiang's blood pressure was too high, and suggested she be released. The head of the 610 Office, Yan Xikun, asked several detainees to forcibly carry Ms. Jiang to the county hospital and carry her back to the detention center on the second day. In the afternoon of March 9, Ms. Jiang Meilan felt unbearable pain all over her body. The doctors found her blood pressure to be extremely abnormal, and her heartbeat was very erratic. Somewhere between 8:00 and 9:00 p.m., several detainees carried her back home, and the 610 Office of Xintian City stationed several police cars outside her home to monitor her.

    In order not to be persecuted again, Ms. Jiang Meilan left Xintian overnight. With fellow practitioners' care, Ms. Jiang's health gradually recovered and she again rejoined Fa-rectification.

    Late in the evening of March 21, 2005, Ms. Jiang Meilan, along with a Falun Gong practitioner from Chenzhou City named Lan Liubi (around 60), her husband Mr. Liang (over 70) and Falun Gong practitioner Ms. Zhou Xiaohong, 39, went to Dongjiang Lake and Dongjiang Town in Zixing New District of Chenzhou City. Their intent was to hang some banners saying "Falun Gong is Good" and to distribute Falun Gong truth-clarification materials. Because several banners dropped down after they were hung up, policemen from the Dongjiang Town Police Station discovered the banners during the night. They began an intensive search, and these four practitioners were unfortunately found, arrested, and detained in the Zixing New District Detention Center.

    After they were arrested, the four practitioners held a hunger strike to protest. After over 20 days, Mr. Liang, who was over 70 years old, was in grave danger of losing his life, and he was released on bail. The three female practitioners were secretly sentenced to forced labor and sent to Baimalong Women's Forced Labor Camp in Zhuzhou City. At present, Ms. Jiang Meilan has been on a hunger strike for over three months and can no longer walk. She needs two other detainees to hold her up to walk. After Ms. Jiang's son heard the news and went to visit her, he was heartbroken upon seeing how much his mother was suffering. He said that he wanted to save her life no matter how much money it would cost him. The 610 Office staff of Yongzhou City and Xintian County, along with the Baimalong Forced Labor Camp, told Mr. Jiang's son, "It is useless no matter how much money you spend. Your mother only has two choices. One is to eat food and give up practicing Falun Gong. The second is to leave here as a corpse."



    Senior Engineer Qian Shiguang Arrested Again

    Qian Shiguang, a senior engineer from the Northwest Institute of Petroleum Exploration and Development of China, has been arrested and detained several times. He was frequently tortured, and nearly died many times. Each time he returned home, he was able to recover from injuries caused by the severe torture. On May 27, 2005, the police arrested Mr. Qian again and ransacked his home. He is now detained at the Gongjiawan Brainwashing Center. We appeal to everyone to help rescue practitioner Qian Shiguang.

    Mr. Qian, 63, lives at the Northwest Institute of Petroleum Exploration and Development of China in Lanzhou City, Gansu Province. Because he practices Falun Gong and believes in the principles of "Truthfulness, Compassion, Forbearance," he is known as a very good person. Since the nationwide persecution against Falun Gong began on July 20, 1999, Mr. Qian was first detained at the Taoshuping Drug Rehabilitation Center, where he started a hunger strike in protest of the illegal detention. He nearly died there due to his hunger strike, which lasted more than 10 days. The persecutors dumped him outside his house and left him there. Qian Shiguang was able to knock on his door after exerting great physical effort. At that time, he was so weak and thin that he couldn't eat or drink anything. He would spit out any water when he drank it. Everyone thought that he was going to die, but he quickly recovered after studying the Falun Gong books and practicing the Falun Gong exercises for a few days.

    In May 2000, Mr. Qian was detained for a year and half at Pingantai Forced Labor Camp, the main labor camp in Gansu Province. During this time, Qian Shiguang held a hunger strike for 28 days, during which time his body weight dropped from 132 pounds to 88 pounds. He stayed at the labor camp hospital for a month and was diagnosed with digestive tract dysfunction. As the labor camp was unwilling to pay his medical bills, Wang, a team leader from the labor camp's Fifth Group, released Mr. Qian on medical bail. In December 2001, Mr. Qian went home and resumed his daily Falun Gong book study and sitting meditation. Slowly, he seemed to be gaining weight, but his complexion looked sallow and he had edema all over his body. Pressing his flesh would leave a dent. When he put one leg over the other while sitting in the lotus position, his foot would sink deep into the flesh his leg. Several days later, the skin split open all over his body and a yellowish liquid came out. Mr. Qian continued his Falun Gong book study and exercises and recovered from this condition in just over a month.

    On June 2, 2002, Qian Shiguang went to Beijing to appeal for Falun Gong and was arrested that very day and detained at the Beijing Tuanhe Forced Labor Camp for two years. During his incarceration he was brutally tortured. The guards incited criminal inmates to beat his face with fly swatters and a wooden baton. The thugs forced Mr. Qian's head into the toilet bowl and made him drink the water, they pulled hair from his beard and eyebrows, and they occasionally threw him into the urinal area of the restroom, soaking him with urine and toilet water. In the winter, the perpetrators tied him up with rope and put him under the bed (a space so narrow he was unable to turn over), forcing him to urinate there. They then poured cold water over his body. The guards sometimes forced criminals to take Mr. Qian outside at night, stripping off his clothes and pouring cold water over him, and then covering his body with snow. The guards and the criminal inmates broke Mr. Qian's vertebrae and even incited two other criminals to drag Mr. Qian along on the run during the early morning exercise period in this condition.

    Mr. Qian was tortured so severely, he couldn't move at all. The Beijing Tuanhe Forced Labor Camp released him on medical bail. Mr. Qian went home on November 11, 2003. At home, he could only lie in bed, but he continuously recited Master's articles and started the sitting meditation when he could sit up. Three months later, Mr. Qian was able to walk, but he was still unable to stand up straight.

    Mr. Qian suffered many tortures. Once, after he came home, he developed scabies all over his body, which were the size of a small bowl. There was simply no healthy skin left on his body. However, Mr. Qian regained his health in one and half month's time due to constant Falun Gong book study and exercise.

    While he was experiencing these life-and-death tribulations, many people around Mr. Qian witnessed his righteous thoughts and actions, and as a result they came to admire the great power of Falun Gong.

    In February 2004, as soon as he recovered from his fractured lumbar vertebrae and was just able to walk, Mr. Qian quickly stepped out to clarify the truth to people, enduring the severe pain of walking. He only slept three hours per day and made full use of the rest of his time to do well the three things required by Master.

    In May 2005, a 60-year-old woman who identified herself as Zhang Hua, and who claimed to be a Falun Gong practitioner (she lived in Gaungwumen, Lanzhou City) came to Mr. Qian's home several times. On the evening of May 26, Zhang Hua came to see Mr. Qian again and asked him to deliver some truth-clarifying materials to her home the next day, but didn't take any materials with her when she left. On May 27, Mr. Qian went to Zhang Hua's home to deliver the materials. Before this, Mr. Qian hadn't left his home for 10 days. After he left, his family members received a call from Zhang Hua saying she hadn't seen Mr. Qian and then she hung up. Ten minutes later, eight officers (seven men and a woman) from the 26th Division of the Lanzhou Police Department entered Mr. Qian's home, using a key to open the door. They searched and ransacked his home. They recorded everything with a video camera and took two computers (a desktop and a laptop), a three-in-one printer, a laser printer, a CD burner, a laminator, plus money and clothes. Mr. Qian is still detained at the Gongjiawan Brainwashing Center.

    According to a reliable source, when Mr. Qian left home on May 27, 2005, plainclothes policemen arrested him as he exited the gate of the Northwest Institute and took his keys. Mr. Qian couldn't even walk upright at the time. Zhang Hua has never returned to Mr. Qian's home since the phone call. On July 3 or 4, 2005, Zhang Hua fell to the ground as she came out of her friend's house. She was taken to the hospital and died of a cerebral hemorrhage on July 21, 2005.



    Falun Gong Practitioner Jiang Liying Persecuted to Death in Furong District of Changsha City, Hunan Province in 2002

    Jiang Liying was a practitioner from Furong District of Changsha City, Hunan Province. Jiang was tortured to the point of near death in Baimalong Women's Forced Labor Camp. After her release she was still continually monitored by the authorities. Ms. Jiang died in September 2002.

    Ms. Jiang was in 50s, and an employee of the Hunan Institute of Non-ferrous Metal Design. She started practicing Falun Gong in 1996. In 1999, Ms. Jiang went to Beijing to appeal for Falun Gong. She was then illegally sentenced to two years in a forced labor camp. She was detained and persecuted in Baimalong Forced Labor Camp in Zhuzhou City.

    At the labor camp, Ms. Jiang was brutally tortured. As a result, she experienced symptoms of severe heart disease and high blood pressure. In May 2000, she was conditionally released due to poor health. Right before October 1, 2001, Ms. Jiang was forced to leave home to escape from a round of mass arrests of Falun Gong practitioners. One day when Ms. Jiang was clarifying the truth in a place far from her hometown, someone reported her to the police. Ms. Jiang was arrested again and sent to a labor camp.

    Due to the intense and terrifying brainwashing at Baimalong Forced Labor Camp, Ms. Jiang's blood pressure was as high as 280. Her heart was in extremely poor condition, and she was dying. Labor camp officials were afraid she would die, so they sent Ms. Jiang back home on a conditional release and continued to monitor her closely. They also frequently harassed and threatened Ms. Jiang, causing tremendous damage to her body and mind. Ms. Jiang died in September 2002.

    In June 2001, Baimalong Forced Labor Camp established an "Enforcement Team" that consisted of Huang Yongliang, Zhao Guibao, Yi Jine, Fu Jun, Wang Lianhua, Wang Huanxing, and Gong Chanlian, etc. They then sent Falun Gong practitioners to the "Enforcement Team," batch by batch, for specialized torture. There were three practitioners in each batch. The guards in the Enforcement Team handcuffed practitioners behind their backs, hung them from high windows, and then beat and shocked them with electric batons. The guards also instigated inmates to viciously beat practitioners and forced practitioners to listen to recordings or watch videos that slandered Falun Gong and Teacher. They were also deprived of sleep and use of the bathroom for prolonged periods of time. Once practitioners started to clarify the truth, they were beaten and kicked. Once practitioners closed their eyes, the guards would spray irritating liquids into their eyes and use lighters to burn practitioners' eyebrows. The guards also stuffed dirty socks into practitioners' mouths so that they could not speak, and pricked practitioners' acupuncture points at will.

    Chen Xingtao, a practitioner in Guqiao Village of Yanglin Town in Yueyang County, was illegally sent to Baimalong Forced Labor Camp on January 31, 2001. As a result of torture Chen Xingtao was paralyzed in the lower body and died on May 27, 2002.

    Cao Jianzhen, a practitioner in her 50s from Yuanjiang of Yiyang, once said, "Being "transformed" is the same as death. I will not "transform" even if I have to die!" In about May 2001, in Baimalong Forced Labor Camp, several male police guards beat her and broke three ribs. Her stomach was penetrated as a result of the beating, and she died soon after returning home.



    Mr. Gao Deyong Tortured to Death at Fuyu Forced Labor Camp in Qiqihar City in 2004

    Mr. Gao Deyong of Heilongjiang Province, Qiqihar City, was tortured by the prison guards from Fuyu Forced Labor Camp, Qiqihar, with methods such as the "big hang up" (1), electric shocks to his temples and injections of chemical substances into his body. He was released for treatment and passed away in 2004.

    Mr. Gao Deyong, 55, was an official at the Qiqihar City Government, Heilongjiang Province. He started practicing Falun Gong in 1995 and was steadfast in practicing when the persecution started in 1999. His department unconstitutionally sent him to Fuyu Labor Camp for a year and a half, where he was released after being forcibly put through a brainwashing session. When he went back home he realized that he had been wrong to comply with the brainwashing, so he went to Beijing to appeal for Falun Gong, and held up a Falun Gong banner. The Qiqihar Wulong Police arrested and brought him back, and they brutally tortured him. The officers broke 4 batons while torturing him before again sending him to Fuyu Forced Labor Camp, this time for three years.

    The labor camp political committee directs the Fuyu Forced Labor Camp, and the fourth group leader Jia Weijun executes all the orders. Practitioners there were suspended in the air by their handcuffed wrists. Some practitioners were cuffed to the beds or the heating pipes. Sometimes practitioners remained cuffed for as long as 14 days. The prison guards ordered other prisoners to beat the practitioners. Gao Deyong refused to comply with the tortures, so the prison guards sent him to a psychiatric hospital. They injected him with a huge dosage of drugs and tried to make him give up practicing while under the influence of the drugs. But Gao Deyong was steadfast in his beliefs and firmly refused to fall prey to the wicked tricks. The prison guards tortured him with the "big hang up," and beat him on his temples with electric batons. They beat and cursed at him, and made him stand for 17 to 18 hours. However, he remained determined not to give in, so the prison guards increased their brutality and rendered him unconscious.

    Gao Deyong was sent to the forced labor camp for a year and a half. He was mentally and physically injured, and showed symptoms of having suffered a stroke. To avoid bearing the responsibility for his death, the prison guards said his brain was bleeding internally, and released him for treatment. Gao Deyong passed away in the summer of 2004.

    The Fuyu Forced Labor Camp prison guards have also tortured and killed Qiqihar Automobile Factory engineer Wang Baoxian and Qiqihar practitioner Fu Zhiyu.

    1. "Big hang up": There are two forms in this torture: (1) With both hands cuffed behind the back and only the toes touching the ground, one is hung by a rope that is tied to the metal window frames. (2) One hand of a practitioner is cuffed to one bunk bed and the other hand to another bed, and the two beds are pulled in the opposite directions. One feels extreme pain as the body is pulled.



    Eleven Older Persons Had Their Lives Cut Short Due to Persecution for Their Falun Gong Beliefs

    Ms. Wang Mingying was a 73-year-old housewife who lived in East Xiaoying Village, Weifang City, Shandong Province. Before she learned Falun Gong, she suffered from several illnesses. After she started practicing Falun Gong, her illnesses vanished, she regained her health and her hair turned black again. After July 20, 1999, when the persecution started, she was inhumanely harassed and threatened and was forced to stop practicing Falun Gong. Her old illnesses recurred. At the end of 2000, within a month after their recurrence, she died.

    Mr. Shao Youxian lived in East Xiaoying Village, Weifang City, Shandong Province. He had liver disease and learned Falun Gong in 1999. Mr. Shao became healthy as a result, so he voluntarily assisted others in learning Falun Gong. After the persecution started, he went to Beijing by bicycle to appeal for justice for Falun Gong. On his way there, he was arrested and taken back to the town government where he was persecuted and fined 4,000 yuan. His body was traumatized. After he returned to his village, he was again threatened and pressured, and his old illnesses recurred. The hospital's medical treatment did not work. He died at the end of 1999. He said to his wife when he was on the brink of death that he still wished to practice Falun Gong.

    Ms. Liu Junying, 60, was a Falun Gong practitioner from Bayan County, Heilongjiang Province. She had been healthy before the persecution. She died from stomach cancer after the persecution started.

    Ms. Chen Hongcui, 70, was a practitioner from Jianli County, Jingzhou City, Hubei Province. After she started practicing Falun Gong in 1996, great changes happened to her body. All her illnesses disappeared. She was in robust health and told everyone she met that Falun Gong is wonderful. The Chinese Communist Party (CCP) had persecuted her before. When the CCP started to persecute Falun Gong she was so afraid that she dared not to practice and dared not even go out. Due to long term fear she died in October 2003.

    Mr. Zhang Guigen, 59, lived in Jiangzhuang Village, Zaoqiang County, Hebei Province. After he learned Falun Gong in 1998, all his illnesses disappeared and he became healthy. After the persecution started on July 20, 1999, he was forced to give up the practice. As a result, his old illnesses recurred. He tried many medical treatment methods but none of them worked. He died in May 2002.

    Ms. Wang Tonggui, 63, lived in Zhouxianzhuang Village, Xiwang Township, Jizhou City, Hebei Province. She had headaches, stomachaches and other illnesses, but in a very short period of time after she learned Falun Gong in 1998, her illnesses disappeared. She became very energetic. After the persecution started in 1999, she lost the environment for group exercise and study. Her body responded physically to the tremendous pressure and harassment. She died on June 6, 2004.

    Ms. Pei Xiaotuan, 61, lived in Dongshi Village, Xinjin City of Hebei Province.

    After she started practicing Falun Gong in 1996, all her illnesses vanished. She felt the magic and mighty power of Falun Gong, but because of the persecution, she was deprived of her practice environment and the right to practice. As a result she again suffered from illnesses, and died on September 9, 2002.

    Ms. Feng Xiaomin, 58 years old, lived in Fengfang Village, Xinji City, Hebei Province. She had several illnesses even when she was very young, but after she started practicing Falun Gong in 1996 all the illnesses magically disappeared. Because of the persecution, she was deprived of her environment and right to practice. As a result she again suffered from illnesses and died on March 19, 2000.

    Ms. Lu Wenhua, 63, lived in the Guangyang District, Langfang City, Hebei Province. She went to Beijing to appeal in 1999. On her return the village team and town government persecuted her. They fined her 200 yuan, and repeatedly went to her home to harass her. She suffered mental trauma and as a result her old illnesses recurred. She died on March 27, 2001.

    Ms. Liu Yurong, 69, lived in Zuochang Village, Guangyang District, Langfang City, Hebei Province. All of her illnesses left after she practiced Falun Gong. After the persecution started, the police went to her home to harass her many times and did not allow her to study the Falun Gong books or practice the exercises. This made her fearful and put her under mental pressure, which led to the recurrence of her illnesses. She died on August 11, 2003.

    Ms. Liu Shulan, 76, lived in Niguantun Village, Luofa Township, Anci District, Langfang City, Hebei Province. Many of her illnesses disappeared without medical treatment after she started practicing Falun Gong. After the persecution started on July 20, 1999, as her children were arrested, beaten and sent to forced labor camps for practicing Falun Gong, she suffered great mental trauma. The long-term persecution led to the recurrence of her illness and she died on May 22, 2005.



    Brief News from China - July 15, 2005

    1. [Harbin City, Heilongjiang Province] Mr. Zhao Qingshan Tortured to Critical Condition

    Mr. Zhao Qingshan is a Falun Gong practitioner from Harbin City. He was sentenced to 12 years in prison and is being detained at the Daqing Prison. He has been tortured so badly that he is unable to eat or talk. His family requested to bail him out for medical treatment, but the prison said a decision could be made only after a physical check-up at a local hospital.

    2. [Mudanjiang City, Heilongjiang Province] Mother and Daughter Arrested while Delivering VCDs

    Ms. Peng Yujie and her daughter Li Yanlin delivered VCDs and clarified the truth about Falun Gong to people in the Xianfeng Community, Xian District, Mudanjiang City, on the afternoon of July 11, 2005. Police officers from the Xianfeng Police Station (correction: not the Nanjiang Police Station) arrested them.     3. [Changchun City, Jilin Province] Five Local Practitioners Arrested for Dining Together

    On May 10, 2005, Ms. Chan Lixin, her sister Chan Yimin, Xin Xiuli and two others dined at a restaurant close to the Changchun First Technical School and the Nanlin Stadium. Police officers from the Changchun City National Security Branch arrested them and sent them to the Guilin Road Police Station. The five were later sentenced to forced labor. On June 2, Ms. Chan Lixin and the other two practitioners showed signs of high blood pressure after being detained for 22 days. The forced labor camp refused to take them, and they were released.

    So far, Ms. Chan Yimin, 40, and Ms. Xin Xiuli, who is in her 30s, are still being detained at the Heizuizi Forced Labor Camp in Changchun City. Ms. Chan Yimin was teaching fashion design classes at the First Technical School and was loved by students and teachers alike. Ms. Xin is the head of the teaching section and is well known for her noble personality.

    4. [Beian City, Heilongjiang Province] Mr. Zhang Yunhui and Mr. Ge Guangsheng Arrested While Delivering Truth Clarification Materials

    Mr. Zhang and Mr. Ge are Falun Gong practitioners from the Zhanhe Forestry Department in the Wudalianchi Tourist Area. Recently, they were arrested while distributing truth-clarifying materials. Now they are being detained at the Beian Farm Management Bureau Detention Center. Their family members and local police officers are not allowed to see them.

    5. [Wuhan City, Hubei Province] Ms. Qian Youyun Has Been Detained for a Long Time

    Ms. Qian is around 40 years old. She was formerly an employee at the Jiangxia District Forage Company. In 1999 and 2000, she went to Beijing twice to appeal but was sentenced to three years in prison and detained at the Baofeng Road Prison in Wuhan City. In those three dark years, Ms. Qian smiled even when she was beaten and still said to people, "Falun Gong is good."

    On the evening of December 31, 2003, Ms. Qian was arrested while she was distributing truth clarification materials. Later she was sentenced to one and a half years in a forced labor camp. She has been detained in Unit 1 of Group 6 at the Hewan Forced Labor Camp. According to practitioners who were detained with her, Ms. Qin was suspended by her handcuffed wrists for a long time. Since she firmly refused to yield, she was deprived of sleep and has been tortured and closely monitored. Her term expires on July 17, 2005, but the Hewan Forced Labor Camp does not allow her family to visit her and is plotting with the 610 office to send her to a brainwashing session for further abuse.

    Mr. Jiao Lin is a practitioner from Fengcheng City. He has been detained at the Weiningying Forced Labor Camp in Benxi City for about eight months. Even though he suffered tortures and abuses, he never yielded. According to recent information from inside the Weining Camp, in order to reform them, police officers have exchanged Jiao Nin and another practitioner with two practitioners at the Jinzhou Forced Labor Camp. Jiao Lin was very weak at the time of the exchange.

    7. [Panjin City, Liaoning Province] 74-Year-Old Forced to Do Hard Labor

    Mr. Ning Bo, 74, is a resident of Xiaolianggou Village, Xi'an Township, Dawa County. On May 19, 2004, he was arrested by head police officer Zhang Mingjiang and Gao Xianbao from the Xi'an Township Police Station. On the 20-kilometer trip to jail, police officers cruelly beat Ning Bo and caused him serious injury. Mr. Ning was sentenced to three years in prison. First he was sent to the Jinzhou Prison, then to the No. 1 Prison of Lingyuan City. On January 1, 2005, he was transferred to the Xinsheng Prison in Panjin City. Now Mr. Ning is being detained at Zone 10 of Group 1.

    According to a reliable source, police officers forced Ning Bo to do general repair work. Two months ago Ning fell and hurt himself while working. His injury has not healed. He has been ordered to do internal cleaning work, and is not allowed to study Falun Gong or do the exercises.

    At about 8:00 p.m. on July 11, 2005, police officers led by the head of the Xiagezhuang Township Police Station in Laixi City, police instructor Liu Bin, and deputy head Liu Yongzhi came in two police vans to Qugezhuang Village in Xiagezhuang Township. Officers encircled Li Xiumei's home and broke in. At the time Li Xiumei, Li Yulian, Zhang Shumei, and Wang Shuhua (all from Qugezhuang Village) and Zhang Weixing (from Shuangshan Village) were sharing experiences. Police searched all of their homes.     11. [Changchun City, Jilin Province] Mr. Fan Mingxiang and His Wife Sentenced to Forced Labor Camp

    On the morning of June 8, 2005, police officer Zhai Changsen led a group of police officers to the office of the Changchun Industrial University where they hoped to arrest Mr. Fan Xiangmin. Fan's colleague tried to stop the arrest, but failed. The police also searched Mr. Fan's home and arrested his wife. At the police station, police officers interrogated Mr. Fan for 48 hours without offering any food or allowing him any sleep. They claimed that if Mr. Fan would reveal just one practitioner's name, he would be released. Mr. Fan refused to cooperate. Later both the husband and wife were sentenced to one year in a forced labor camp. Since Fan's wife showed symptoms of serious illness, the forced labor camp refused to take her.

    At the Chaoyanggou Forced Labor Camp in Changchun City, police officers slapped Mr. Fan's face and tortured him by handcuffing and shackling him. During a visit, one of Mr. Fan's family members saw that his face was bleeding.

    12. [Beijing City] Several Practitioners Arrested

    On July 11, 2005, police officers searched practitioner Ms. Yang Xiulan's home. They confiscated a notebook PC and two printers and arrested Ms. Yang and another practitioner, Li Shufa from Badalin Township, Yanqing County. Ms. Li's home was also searched.

    On July 13, 2005, three senior practitioners at the No. 1 community area of Nancaiyuan were arrested and their homes were searched. They include Ms. Wang Chunlan from Street No. 1, Ms. Wang Xiuqin, a retired teacher from Street No. 2, and Ms. Wang, age 69, from Street No. 3.

    In another incident, it has been learned that Ms. Lu Fengzhen, 59, from Xiangyin Village, Xiangyin Township, has been sentenced to two years in a forced labor camp. Ms. Lu was arrested on June 17, 2005, by police officers from Yanqing County.

    13. [Wuhan City, Hubei Province] Mr. Xu Guoqing Arrested for Producing Truth Clarification Materials

    At noon on July 14, 2005, scores of police officers arrived in over ten cars and broke into Mr. Xu's home. They arrested him for producing truth clarification materials. The police officers were from the First Department of the Wuhan City Police Bureau.

    14. [Nanyang City, Henan Province] Mr. Yang Deqi Arrested Once Again

    On the evening of June 4, 2005, Mr. Yang Deqi was arrested by police officers from the Tanghe County Police Department and detained at the Tanghe County Detention Center. One month later, he was transferred to the Nanyang City Detention Center. Mr. Yang's wife and several other practitioners were also arrested but were released one month later. Police claimed that they would send him to a forced labor camp.

    Mr. Yang Deqi was detained at the Henan Province No. 3 Forced Labor Camp in Xuchang City for two years. He has two school-aged children and elderly parents.

    15. [Qingyuan County, Liaoning Province] Ms. Li Yinghua Arrested and Taken to Brainwashing Session

    Ms. Li Yinghua is a teacher at the Kanyuangou Primary School in Wandianzi Township. On June 15, 2005, she was arrested and taken to the Luotaishanzhuang Brainwashing Session at Fushun City.

    Since mid-May 2005, Sun Zhongxiao, Hong Zhaocheng, the Chinese Communist Party Secretary and director of the Qingyuan County Education Committee, Chen Bo, and Liu Jie, head and CCP Secretary of the Wandianzi Township School, together with the head of the Kanyuangou Primary School Zhang Bo badgered Ms. Li into writing a guarantee statement promising to stop practicing Falun Gong. If she did not write the statement her salary would be reduced to 300 yuan per month and she would not be allowed to teach. They then lied to the students in her class, saying that Ms. Li did not want to teach the students, hoping to get the students to persuade their teacher to give up the practice.

    16. [Songyuan City, Jilin Province] Ms. Zhang Hongmei and Ms. Wang Liying Arrested While Delivering the Nine Commentaries on the Communist Party

    In early June 2005, Ms. Zhang and Ms. Wang from the Ningjiang District in Songyuan City were arrested by police officers from the Ningjiang District Police Group. They are being detained at the Songyuan City Detention Center.

    17. [Guangzhou City, Guangdong Province] Ms. Wu Dehong and Ms. Zhao Na Arrested While Delivering Truth Clarification Materials

    Ms. Wu and Ms. Zhao are residents of the Yaotou community in the Haizhu District of Guangzhou City. On the evening of July 9, 2005, they were arrested and detained while delivering truth clarification materials. On July 11, police officers brought them to their homes for searches.



    Brief News from China - July 16, 2005

    1. [Liaoning Province] Li Jieming, Surviving Child of Mr. Li Baoying and Mrs. Wang Hong, from Liaoyang City, Liaozhong County, Unattended Due to Persecution

    Li Jieming is the surviving child of Mr. Li Baoying and Mrs. Wang Hong from Dongchang Village in Changtan Town, Shenyang City, Liaozhong County, Liaoning Province. Little Jieming is no longer being raised by Li Baowu, elder brother of Li Baoying, and lives at home alone.

    2. [Chengdu City, Sichuan Province] Ms. Tao Naihua Suffers Mental Collapse as a Result of Brainwashing

    On May 17, 2005, police forcibly took Ms. Tao Naihua to the Chengdu City Brainwashing Center. On the evening of June 21, she was released, however she appears to be mentally traumatized from the torture. She locked herself in her room upon returning and refused to see anyone. One day she came out, but did not respond to anyone who greeted her. She also lay down on the cement ground in a park for a long time. It has been reported that she was released after she suffered a mental collapse in the brainwashing center.

    3. [Hebei Province] Mr. Jin Wengui Put on Trial in Kuancheng County Court

    On April 19, 2005, Mr. Jin Wengui from Dashizhu Township in Kuancheng County was arrested by the county state security division. Mr. Jin has since remained in custody. His family and fellow practitioners went to the state security division twice demanding his release. The state security division not only refused to release him, they have scheduled a trial to be held on the morning of July 15, 2005 in the Kuancheng County Court.

    On July 9, 2005, Longxi railroad police searched the homes of Ms. Yang Xifeng, Ms. Ji Zengjuan and another female practitioner who had retired from the Railroad Maintenance Section in Longxi County, Guansu Province.

    6. [Shandong Province] Mr. He Poqing from General Engineering and Machinery Factory in Shengli Oil Fields is Arrested

    On the afternoon of July 14, 2005, Mr. He Poqing of the General Engineering and Machinery Factory in Shengli Oil Fields was followed and arrested by officers from the Shengli Oil Fields 610 Office and the Binnan Police Department. The officers also searched Mr. He's home.

    7. Weifang City, Shandong Province] Ms. Zhu Youxia and Others Arrested

    At around 9:00 p.m. on July 10, 2005, Li Yong, from the Fushan Town Government in Weicheng District, Weifang City, led approximately eight officials to Xiayu Village in Fushan Town. They broke into Ms. Zhu Youxia and Ms. Zhang Shouqin's homes, arrested the two practitioners, and conducted illegal searches. The officers then drove to a chicken farm run by Mr. Liu Lixin in Chengzhang Village, Yangjia, Fushan Town. They arrested Mr. Liu and his wife, Mrs. Liu Youxiang. The practitioners were held in custody overnight in the town and sent to the 610 Office brainwashing center at the Party school in Kuiwen District, Weifang City, Shandong Province.

    On June 30, 2005, Ms. Zeng Huihua from Hujialou in the Chaoyang District of Beijing, was arrested by the police at her home. She remains in police custody.

    9. [Benxi City, Liaoning Province] Police Forcibly Take Falun Gong Practitioner Mr. Zhu Wei into Custody

    At 5:00 p.m. on April 27, 2005, Mr. Zhu Wei was deceived and arrested by Xie, head of the Benxi City State Security Division, the city's Internet policing staff, and seven or eight officers from Huanren County State Security Division (led by division head Du and Wang Qi). The officers searched his home. After over an hour of interrogation, Mr. Zhu was sent to the Huanren County Detention Center. After thirty days of detention he was sentenced to three years of forced labor. Mr. Zhu Wei remains in the Huanren Detention Center, where he has been abused. He has been diagnosed in the hospital with symptoms of liver and heart problems in addition to high blood pressure.

    10. [Mudanjiang City, Heilongjiang Province] Ms. Peng Yujie and her Daughter, Ms. Li Yanling, Arrested

    On the afternoon of July 11, 2005, Ms. Peng Yujie and her daughter, Ms. Li Yanling, went to clarify the truth in Xianfeng Residential Complex in Xi'an District. Officers from the Xianfeng Road Police Station arrested them. The officers then drove Ms. Peng and Ms. Li to the practitioners' home and conducted an illegal search. Ms. Peng and Ms. Li are being held in the Xinglong No. 2 Detention Center in Mudanjiang City, Heilongjiang Province.

    11. [Huangshi City, Hebei Province] Several Practitioners Arrested

    During the past week, seven more Falun Gong practitioners were arrested or had their homes searched after the initial arrest of Yang Jianzhong at Shijiawan, in Huangshi City, Hubei Province.

    At 3:00 p.m. on July 8, 2005, Zhou Xianjun and another officer from the Xisaishan Police Station in Huangshi City, led by residential committee officials, broke into Ms. Li Wenqi's home. They arrested Ms. Li and searched her home. Ms. Li, who is in her twenties, has since been held in a detention center.

    On July 11, Ms. Wang Xiangdi's home at Baguazui was searched.

    Ms. Tong Jugen, who lives in downtown Huangshi City, was arrested on July 7. Her home was searched. She was released two days later upon her family's persistent demands. Also on July 7, Ms. Gao Hailian was arrested and her home searched. Mr. Chen Songkui, who is in his forties, was also arrested. Further details are not available.

    Ms. Zhang Fengmei and Ms. Xu Qiuhua from Laoxia were arrested by Daye City police officers while they distributed truth-clarifying materials. They are being held in Laoxialu.

    12. [Sichuan Province] Mr. Tan Zhouping from Wanyuan Area Arrested in Chengdu City

    Mr. Tan Zhouping had been forced to stay away from Wanyuan. About two years ago he came to the Chengdu area, working on odd jobs and selling merchandise as a street vendor. On the night of July 12, several police officers arrested Mr. Tan when he returned to his rented house at Shezidian in Chengdu City, Sichuan Province.

    13. [Chengdu City, Sichuan Province] Ms. Han Manyu Arrested

    Ms. Han Manyu is a retired employee from the Chengdu Meteorology Bureau. At the end of May 2005, while clarifying truth on the streets, she was suddenly dragged into a vehicle by members of the Chengdu 610 Office. Her whereabouts are unknown.

    14. [Beijing] Ms. Song Chunxiang from Qinglongqiao Area in Haidian District Arrested

    On July 3, 2005, the local 610 Office, the Qinglongqiao Residential Committee, and officers from the Qinglongqiao Police Station forcibly took Ms. Song Chunxiang, from the Qinglongqiao area in Haidian District, to the Bei'anhe Legal Education Center for brainwashing.

    15. [Zouping, Shandong Province] Qu Xiuchen Arrested

    Qu Xiuchen is from Gongluzhan in Zouping, Shandong Province. Simply for firmly believing in Falun Gong, Qu Xiuchen was arrested by the local police in November of 2000 and spent three years in a forced labor camp. Around May 13, 2005, Qu was arrested at work by police officers from Huantai and Zouping and taken to an unknown place. Zou's home was searched.

    16. [Liaoning Province] Ms. Chen Hong, Music Teacher at Diaobingshan City No. 3 Elementary School, Arrested

    Ms. Chen Hong, a music teacher at the Diaobingshan City No. 3 Elementary School in Liaoning Province, was taken to the Masanjia Forced Labor Camp in 2002 for a term of three years. She was arrested by the police for clarifying the truth.

    17. [Shanwei, Guangdong Province] Mr. Wang Yufeng, Mr. Wang Xiaofeng, Mr. Yu Jiexin and Others Held in Sanshui Forced Labor Camp

    Practitioners from Haifeng in Shanwei, Guangdong Province, including Mr. Wang Yufeng, his brother Mr. Wang Xiaofeng, and Mr. Yu Jiexin, were sentenced to forced labor for the second time last year. They are being held and abused in the Sanshui Forced Labor Camp.
