  • United Nations Concerned about the Chinese Government Arrest of a UNHCR Refugee

    On May 23, 2005 the Falun Gong Human Rights Working Group submitted an appeal letter to the United Nations Human Rights Commission, United Nations High Commissioner for Refugees (UNHCR) and other international human rights organizations working on refugee issues regarding the second illegal arrest of Mrs. Zhang Xinyi, a refugee recognized by UNHCR. Various parties are concerned about the case.

    Mrs. Zhang Xinyi is a refugee recognized by UNHCR, and her case is a special one in UNHCR. Her second arrest is causing serious concern at the United Nations and international human rights organizations. The Chinese Communist Party (CCP) government's act of arresting North Korean refugees has been widely condemned by international society, and many western governments and human rights organizations are negotiating with the Chinese government through various channels. Now the CCP government has publicly detained this UNHCR refugee, without regard for the international impact.

    Mrs. Zhang Xinyi and her husband, both Falun Gong practitioners in Changsha City, have a pending refugee status and are protected under the UNHCR Cambodian Branch Bureau. Police in Phnom Penh, Cambodia illegally broke into Zhang Xinyi's home on August 2, 2002 at the instigation of the Chinese Embassy. Ignoring the fact that Zhang Xinyi showed them the UNHCR document that confirmed their status and protection by the UNHCR, the police clearly told Zhang Xinyi and her husband that they were carrying out orders from the Chinese Embassy, because someone reported to the Chinese Embassy that Falun Gong truth-clarifying materials had been found in a package the couple had sent to China.

    The couple was deported back to China on August 9, 2002. They were immediately sent to the Hunan Province Changsha City Detention Center. A month later, due to international pressure, the couple was released on bail. But the CCP government's persecution of the couple did not stop. On April 28, 2005, Hunan Province Police Department, Changsha City Tianxin District Police Department and Xinkaipu Police Station worked together and arrested Zhang Xinyi again, and searched her home. Now Zhang Xinyi is being held in cell 3, No. 1 East Building, Changsha City Detention Center. She started a hunger strike to protest her illegal detention.

    The CCP government's persecution of Mrs. Zhang Xinyi violates international law and the United Nations Human Rights Convention. The Falun Gong Human Rights Working Group has submitted an appeal to the United Nations Human Rights Commission and UNHCR. Mrs. Zhang's case was filed before with UNHCR in August 2002, and the officials of UNHCR are negotiating with the Chinese government through various channels. The Falun Gong Human Rights Working Group has also appealed to several international human rights organizations, to expose the true image of the Chinese Communist Party, and to help Mrs. Zhang Xinyi gain freedom again.



    Video and Photographic Evidence of Torture: Mr. Guo Shijun Dies from Injuries Received at the Changlinzi Forced Labor Camp, Harbin City

    Mr. Guo Shijun was a Falun Gong practitioner from Hongqi Township, Harbin City, Heilongjiang Province who was tortured to death at age 52. In February 2004, police officers from the Department of Public Security in Shuangcheng City abducted him for distributing Falun Gong truth clarification materials. Later he was detained in the Changlinzi Forced Labor Camp in Harbin City. During his detention at that camp he suffered tortures such as being electrically shocked, and forced to sit bound to a metal chair. After one year of inhumane torture, and on the verge of death, he was sent back home. On February 9, 2005 he passed away, eight days after his release. His body was covered with wounds and bruises.

    Mr. Guo Shijun, a person of many talents, was the director of and a carpenter in the Guoshu Model Carpentry Factory in Hongqi Township, Harbin City, Heilongjiang Province. He was 52 years old when he passed away. His versatility was evident in the many craftsmanship skills he had mastered. At work he was careful and paid attention to detail.

    Mr. Guo lived with his elderly mother, his wife and a young daughter in a small, two-bedroom brick house on the north side of a reservoir, by a hill. Mr. Guo was 1.7 meters (5 feet 7 inches) tall and of strong physique.

    In 1997 Mr. Guo obtained Dafa and he felt very fortunate. His mother and his wife were also practitioners. In 2000 he contracted to head a carpentry factory and assumed the position of factory director. Later he quit this job because the factory was not profitable. His entire family moved to Tonghe County, where he started another carpentry factory.

    Because Mr. Guo Persevered in Falun Gong Cultivation, His Assets were Impounded, His Wife was Arrested, and His Mother was Frightened to Death

    Mr. Guo Shijun was a very firm practitioner. He persevered in Falun Gong cultivation and clarified the persecution facts to people. Mr. Guo and his wife were both practitioners. Mr. Guo's wife was arrested by personnel from the Tonghe County 610 Office and sent to the Wanjia Forced Labor Camp for three years of forced labor. A 6-year-old daughter was left at home. Staff from the 610 Office impounded all the assets of their carpentry factory, including a small van. The total loss for Guo's family amounted to over 50,000 yuan.

    Mr. Guo was forced into homelessness after his wife's arrest. His mother took care of the granddaughter, and both lived inside the factory. During this period of time, police officers from the Tonghe County 610 Office kept monitoring them for seven days in a row in an attempt to catch Mr. Guo. Mr. Guo's mother was mentally traumatized from fear.

    Mr. Guo had no way to rescue his wife, so he led his family back to the fourth Zhenghong Village in Hongqi Township. The staff from the 610 Office of Hongqi Township went to harass his family twice. Mr. Guo's mother was again frightened. She stayed bedridden for a long time and passed away after medical treatment failed to cure her.

    Mr. Guo's Perseverance in Falun Gong Cultivation and Truth Clarification

    After Mr. Guo dealt with his mother's funeral, he distributed truth clarification material to many people and made truth clarification banners to expose the lies that the Jiang group fabricated to defame Falun Gong and to deceive people. He took responsibility for making Falun Gong banners for four townships. Mr. Guo once made a huge, seven-meter long, 1.5 meter wide banner that read "Falun Dafa is Great!" Each character was 1.8 meters high. On Chinese New Year's Eve he climbed a 50-meter (164 ft.) high signal transmission tower and hung the big banner from the top of the tower. It was a great shock to the evil.

    On February 13, 2004, Mr. Guo and his fellow practitioner, Mu Xiuqing, went to distribute truth clarification material at Dongguan Village, Dongguan Town. They were arrested by police from the Department of Public Security in Shuangcheng City. The practitioners were sent to the Second Detention Center in Shuangcheng City. During detention, Mr. Guo was subjected to severe torture. Later, he was given three years of forced labor, to be served at the Changlinzi Forced Labor Camp in Haerbin City.

    Mr. Guo suffered brutal beatings by the police at the Changlinzi Forced Labor Camp. He was electrically shocked and ferociously beaten. His back turned purplish black and his hips became infected from the electric shocks. He was locked in a small cell twice--one time for two days in a row. The other time four days. His hips festered after he was forced to sit on the metal chair for a long time. He was deprived of sleep for four days and nights. As soon as he closed his eyes the police shocked him with an electric baton. Mr. Guo was tortured so severely. It was only when he was at the brink of death that the staff from the 610 Office allowed his release for medical parole. The police in the detention center told Guo Shijun, "You must hold on and try your best not to die here, as we are not in a position to bear the responsibility."

    Mr. Guo Passed Away Eight Days After Being Released - His Body was Completely Covered with Wounds and Bruises

    On December 23 of the Chinese lunar calendar Guo Shijun was sent home. He was in a coma. He coughed continually however, and was suffering great pain. The police threatened that he was not allowed to reveal anything. The police also said to him, "We will come to take you back when you recover."

    Mr. Guo passed away eight days later, on Chinese New Year's Day (February 9, 2005). All his fellow villagers know that Mr. Guo was in perfect health and didn't have any ailments before his arrest. However, only one year after he was arrested and imprisoned he passed away.

    When Mr. Guo died, it was too tragic a scene to look at. His back was purplish black and infected, and his back and hips had wounds, scars and bruises everywhere.

    A healthy and good-hearted man was tortured to death by the Chinese authorities simply for believing in "Truthfulness-Compassion-Forbearance," and clarifying the truth to people. Where is the rule of law in China? Where is justice in China?


    Falun Gong Practitioner Mr. Jiang Yiyun from Jiangyou City, Sichuan Province Tortured to Death by Police

    Several police officers from the State Security Bureau in Jiangyou City, Sichuan Province tortured a practitioner to death and discarded his body on May 17, 2005. The police then spread rumors that the practitioner committed suicide. There were severe injuries on the head and face, and the practitioner's body was also covered with wounds from torture, making it clear that he was tortured to death. The police would not allow the family members to take the body. Instead, they shipped the body to a crematory for cremation that same morning.

    Mr. Jiang Yiyun, 59, was a farmer from Taiping Town, Jiangyou City. He lived on Jiangjia Lane. He started practicing Falun Gong a few years ago in order to improve his health. After he started cultivating, he was strict with himself in following the principles of "Truthfulness, Compassion, and Forbearance." His neighbors all knew that he was a good person.

    In the winter of 1999, Mr. Mr. Jiang went to Beijing to appeal. The police arrested him, and detained him for some time before sentencing him to one year of forced labor in 2000. After he was released, the police from the State Security Bureau often harassed him at his home.

    On the morning of April 10, 2005, several police officers from the State Security Bureau in Jiangyou City broke into Mr. Jiang's home. They beat him and ransacked his home. At around 11:00 a.m., the police arrested him. He was released at around 6:00 p.m., and was arrested again at around 9:00 p.m. that night. There were many eye-witnesses to this event.

    It was said that the State Security Bureau in Jiangyou City arrested some practitioners who were distributing truth-clarifying materials. They thought that there were truth-clarifying materials in Mr. Jiang's home, so they ransacked his home and arrested him.

    During his detention, Mr. Jiang was tortured to death by the police. In order to cover up their crime, the police discarded Mr. Jiang's body in the woods near Mr. Jiang's home, so that it would appear as if Mr. Jiang was murdered or committed suicide.

    At around 8:00 a.m. on May 17, 2005, someone found Mr. Jiang's body and called the police. Officers from the local police department went to the site. Many observers were shocked to find the severe injuries on Mr. Jiang's face and head. The body was covered with wounds. There was also the marking of a rope around his neck. Finally, Mr. Jiang's family members arrived. They never expected to find Mr. Jiang's body in the woods, knowing that Mr. Jiang had been detained by the police.

    The police requested a quick autopsy. They did not allow the family members to take the body home. Instead, they shipped the body directly to a crematory and claimed that Mr. Jiang committed suicide. On the same afternoon, the police went to Mr. Jiang's home and coerced his family to tell others that Mr. Jiang disappeared after leaving home. Mr. Jiang's family members were scared and said very little about his death. After Mr. Jiang's body was cremated, the State Security Bureau extorted several thousand yuan from his family members. The family members tried to reason with the authorities, but to no avail.

    Seven Falun Gong Practitioners From Shandong, Guangdong, and Liaoning Provinces Pass Away from Persecution

    Ms. Pu Shude, 83, was from Boyu Town, Weihai City in Shandong Province. Ms. Pu obtained the Fa in 1997. After the persecution began, Pu Shude, along with her daughter Deng Aihua and daughter-in-law Wang Yun, went to Beijing in the spring of 2000 to appeal. In 2001, because they distributed Falun Gong flyers, Ms. Pu's daughter, Deng Aihua, and daughter-in-law, Wang Yun, were illegally sentenced to three years of forced labor. Ms. Pu Shude was extremely distraught by the arrests. She passed away in January 2001.

    Mr. Li Xuefeng, 77, was from Huaxi Village, Puning City, Guangdong Province. After practicing Falun Gong for 10 years his body was in great shape. While clarifying the truth handing out flyers, he had many encounters with the police and personnel from the Huaxi Village Public Security Bureau. He faced intimidation, body searches and unlawful arrests. His home was ransacked. After his last encounter with the police, Mr. Li had a massive asthma attack, and after 45 grueling days filled with suffering, passed away on April 21, 2005.

    Ms. Cao Guiying, 66, was a practitioner from Huanggu Township, Shenyang City, Liaoning Province. In 1999 and 2000, she went to Beijing to appeal and to clarify the truth. She was unlawfully arrested, and sentenced to three years in a forced labor camp. Ongoing persecution in the labor camp caused Ms. Cao to develop an illness, and she was released to a hospital on bail. She passed away in July 2001.

    Mr. Mao Zhimin, 72, was a Falun Gong practitioner from Fushun City, Liaoning Province. He went to Beijing to appeal and clarify the truth in 2002, but he was persecuted, and passed away on February 15, 2005.

    Mr. Wang Pimo and his family resided in room 80 of the 14th Building, East Dormitory, Zhongjie Area, Dadong Township, Shenyang City, Liaoning Province. After obtaining the Fa, his whole body became free of illness. When the persecution began on July 20, 1999, his daughter went to Beijing to appeal for Falun Gong, and was fired from her job for doing so. When his wife went to Beijing to appeal, she was illegally arrested and fined. Personnel from the local police station and the 610 Office harassed, illegally searched and persecuted Wang Pimo's family continually, which damaged Mr. Wang's body and mind. He passed away on December 24, 2001.

    Ms. Song Fenglan, 43, was from Chifeng City, Inner Mongolia. After practicing Falun Gong, all of her bodily ailments disappeared. After the persecution started, many of Ms. Song's family members were subjected to unlawful arrests and persecution, causing Ms. Song to become severely stressed. Due to the persecution Ms. Song also lost her environment for practicing Falun Gong, her old illnesses reappeared, and on July 15, 2003, she passed away.

    Ms. Zhang Fengzhen, 55, was a Falun Gong practitioner from Guanghua Village, Tonghua County, Jilin Province. In the spring of 2003, Zhang Fengzhen went to her daughter's home in Tonghua City. Liang Ping, a police officer at the Minzhu Police Station, was formerly the Dongchang Township security section chief in Tonghua City. In his former position, Liang Ping ruthlessly persecuted Falun Gong practitioners. He was demoted from his leadership position in 2002 and replaced by Jing Guiquan. At that time, the security section changed its name to "National Security Group." Under Liang Ping's leadership, Zhang Fengzhen was repeatedly arrested. Twice, Zhang Fengzhen was blackmailed with the threat of two years imprisonment in a forced labor camp if she did not pay 9,000 yuan. Liang Ping's bullying and intimidation led Zhang Fengzhen to suffer from an incurable illness, and on April 10, 2005, she passed away.


    Partial Account of Practitioners Persecuted in the Women's Division of Tumuji Forced Labor Camp in Inner Mongolia

    The Women's Division of Tumuji Forced Labor Camp in Inner Mongolia started a brainwashing class in its hospital on August 2, 2004 in order to force practitioners to give up cultivation in Falun Gong. They assigned six police officers and two guards to watch one practitioner and harass her both physically and mentally. Many practitioners were severely persecuted.

    On the afternoon of October 6, they called a meeting to attack Falun Gong. In the meeting, Siqingaowa yelled: "Falun Dafa is good." A few police officers came, dragged her out, and put her in solitary confinement. They subsequently sent her to the brainwashing class, where they had two policewomen continually bombard her with propaganda . They did not let her sleep unless she cooperated with them. Normally they only allowed her two hours of sleep each night. They once deprived her of sleep for four nights in a row. They also forced her to sit motionless on a narrow bench for a prolonged period of time.

    Practitioner Fan Guizhi was sent to the brainwashing class around November 28, 2004. Just like Siqingaowa, she was forced to stand and was deprived of sleep. The punishment lasted for about a month, followed by another month of solitary confinement. Around April 10, 2005, she was sent to the brainwashing class again. Two collaborators, Li Xiaoyun and Guo Junxiu, tried to convert her. When they failed, the police began to persecute her themselves, causing great damage to her mental and physical health. She has since been sent to Hohhot for further persecution.

    Practitioner Wang Wei had her labor camp term extended twice because she refused to attend the meeting attacking Falun Gong. She went on a hunger strike to protest the persecution. On the sixth day, she was taken to the hospital to be force-fed and injected with drugs. She was handcuffed to the bed with her arms spread apart to stop her from resisting. She was then sent to the brainwashing class on January 4, 2005. Policeman Ma Hongyun and Zhai Qiuhua were among those persecuting her.

    Practitioner Chen Jinhong was taken to the brainwashing class in March 2005. For the first twenty days or so she was deprived of sleep. When she protested, she was hung up and handcuffed to a bunk bed with Teacher's picture put below her feet by policemen Ma Hongyun and Zhang Yaguang. As a result of the hanging, her legs became severely swollen and cramped and were in extreme pain, which made it difficult for her to walk. The police officers laughed at her. On April 10, another practitioner, Liu Aihua, was sent to the brainwashing class and endured the same torture.

    Practitioner Li Ping was spotted by team leader Li Aiye and policewoman Zhai Shuhe when she was reading Teacher's articles. When other people went out to work she was ordered to stay, and was handcuffed to a bed. Li Aiye slapped her a dozen times. After their work, practitioners Zhu Yuzhen, Ma Xiuling, and Zhang Chunjie went to Li Aiye to demand Li Ping's release, and asked to see the captain. When the captain came, he beat the three practitioners, kicking some and hitting the others with an electric baton.

    The police in Genhe County arrested practitioners Fan Guizhi, Wang Wei and Chen Jinhong and sent them to Tumuji Forced Labor Camp. They have been held there since April 2002 without any legal process.

    The Persecution Continues Against Practitioners Cai Junping, Liang Shenping and Liang Biyan in Nanning City

    In November 2004, twenty Falun Gong practitioners in Nanning City, Guanxi Province, were arrested before the opening of the Dong Meng Exhibition. With Master's care and empowerment, other practitioners immediately exposed and eliminated the evil by sending forth righteous thoughts. Most of the practitioners were released from detention with the power of righteous thoughts and were reintegrated into the current of Fa-rectification. However, Cai Junping, Liang Shenping and Liang Biyan continued to be detained because of "solid evidence" [of Falun Gong activities]. They appealed to the Intermediate-level Court of Nanning. Because of this, Liang Biyan's family was intimidated and threatened, and Ms. Liang was forced to leave home to avoid further persecution.

    On January 1, 2005, the authorities illegally held court proceedings in a small, cluttered room on the third floor of the Nanning Maoqiao Jail hospital. But because of the practitioners' righteous thoughts, words and actions, as well as a just defense from attorneys, the proceedings were ended hastily, without a verdict.

    In March 2005, the three practitioners were sentenced to three years in prison. All three maintained their innocence, remained steadfast in their belief, and appealed to the Nanning City Intermediate Court. They were illegally kept in custody, subjected to forced brainwashing, and tortured because they persisted in their practice and would not give up their belief in "Truthfulness, Compassion, and Forbearance." They worked hard to clarify the truth and save people.

    After Cai Junping was arrested, his workplace and family members were not sympathetic to his situation and did not support his practice of Falun Gong, and complained to him. They would not send either clothes or money. Several practitioners mailed materials and clarified the truth to Cai Junping's workplace and family. All the practitioners who heard about Cai Junping's situation strengthened their sending of righteous thoughts to save him. They also talked to his family members who did not understand, and hired righteous lawyers to defend Mr. Cai in court.

    Ms. Liang Biyan went on a hunger strike to protest her imprisonment after she was sent to the No. 1 Detention Center in Nanning City. With her hands and feet tied to a bed, Ms. Liang was forced-fed through a tube. Water was forcefully administered to her every day, and she was not allowed to use the bathroom. A catheter was forced into her, causing bleeding that would not stop. Ms. Liang was near death. The wicked guards who monitored Ms. Liang beat and abused her. From the day of her arrest, Ms. Liang's family and other practitioners tried to provide for her. They brought her case to the attention of the Political and Judicial Committee, the police station and the 610 Office, and persistently asked for her release. Under Master's care and from the efforts of her family, her fellow practitioners, and her lawyer, Liang Biyan was released. She had been on a hunger strike more than two months and became so thin that the authorities realized that she was near death. The family refused the persecutors' demand of 10,000 yuan for Ms. Liang's medical care.

    Liang Shenping's family was not aware of his arrest because the authorities did not notify them. They sent him to a police motel near Dashatian and tortured him. His family was not even notified of his court date. When Mr. Liang asked about this, Huang Zhaohui, an official of the Nanning North District Court replied uncomfortably, "Your family was notified and it's clear they don't care about you." When practitioners heard about this, they immediately notified Mr. Liang's family despite the obstacles set up by the evil forces. His family members angrily told the court, "We were not notified at all. How could we allow a member of our family to be illegally held in jail?" Practitioners and the family worked together to arrange Liang Shenping's legal representation.

    The three practitioners appealed as soon as the First Court sentenced them. They also testified before the District People's Representative Committee, the District Political Consultant Committee, the Police Department, and the Political and Judicial Committee. They explained to them the beauty and nobleness of Falun Gong, the truthfulness, kindness, and forbearance of practitioners, and that practitioners are fighting for nothing more than freedom of belief. They asked that Falun Gong and practitioners be treated well, and asked for the release of all illegally held and persecuted practitioners.

    After the three practitioners appealed to the Intermediate Court in Nanning, the First Court of Nanning threatened Liang Biyan's family. The court claimed that they had been lenient, so how could the practitioners appeal? The First Court told her family that if they rescinded their appeal, the court would forgive them. Otherwise, Liang Biyan would have to appear at the Intermediate Court, and she could be arrested. If she did not appear, it would be taken as resisting arrest.

    On May 23, 2005, the Intermediate Court tried to hold a trial of the three practitioners. Liang Biyan refused to confess to any of the crimes forced on her, and refused to appear in court to accept the so-called sentence. In the end, the court could not go forward.

    Currently, the practitioners' lawyers are told that the trial was transferred to be conducted on paper. To avoid further persecution and arrest, Ms. Liang Biyan was forced to leave her home.

    Zhangjiakou Practitioner Bai Junjie Suffers Inhuman Persecution in Prison

    Since March 1, 2005, Mrs. Bai Junjie has been illegally held in the Taihang Women's Prison, No. 2 Ward, in Baodingman City, as well as  Squadron 2 for over three months. Under orders from warden Lan and directors Yan Xiuqing and Hui Shuju, there are six to seven "transformed" former practitioners that surround Mrs. Bai Junjie daily to brainwash her. Director Yan Xiuqing stated that they would not stop until they had "transformed" her. Under the brutal persecution, Mrs. Bai has suffered greatly, both physically and mentally. Her blood pressure went up to 240-250, and her heart showed abnormalities. She has no freedom whatsoever and her family is not allowed to visit her.

    Mrs. Bai Junjie was arrested by the local police station on January 28, 2005. Her husband went to look for her on January 30, and the police told him that she was sent to the Shishanli Detention Center the day before. They gave him her belt, gloves, and keys, but did not provide a receipt for the 1000 yuan that they confiscated from her. On February 2, her husband found Wang Fengjun, the director of the police station, and asked to see his wife. Wang Fengjun replied that she would have to request the arrangement. On February 5, the police called and told him to go to the police station at 9:00 a.m. the next day, and that certain leaders would accompany him to go to the detention center. He went to the detention center with Wang Fengjun, instructor Hu Jingshen, deputy director Shi, and several other policemen. Once they arrived, he realized that it was the day they had arranged to force-feed his wife, who had been on a hunger strike for nine days already. Dr. Song Jun from the Third Hospital and another female physician were ready for the force-feeding. Four people carried Mrs. Bai Junjie out, and her husband was shocked and dismayed when he saw his wife's current condition. His wife looked completely different from someone who was strong and whose face used to be glowing with health. She was very weak and told her husband in sputtering words, "They won't let me sleep, they lay me on the floor. My liver area hurts badly. They don't care..." She then pointed to the deputy director of the police station, Shi, and said, "He beat me." Her husband asked why he beat her, and Shi snuck away without answering the question. Her husband also told the doctors that his wife used to have a serious heart condition and hypertension before she practiced Falun gong, and told them to be careful with her.

    At around 4:00 p.m. on February 16, Jiaodong Court Second Criminal Court Presiding Judge Wang Jian and a clerk came to see Mrs. Bai's husband. They told him that the court hearing would start the next day at around 9:00 a.m. for the trial and that he could look for a lawyer. He was speechless, as he was given less than 24 hours to find a lawyer for the show-trial.

    As a result of the persecution, Mrs. Bai's family has been reduced to poverty and is debt-ridden. In order to pay the debt, her husband sold their house and became homeless. During the persecution, where can you find a lawyer willing to defend a Falun Gong practitioner?

    On February 17, 2005, they started the trial, which was held at the detention center. At that time, Mrs. Bai Junjie had been on hunger strike for twenty days. She was in a semi-comatose state, and was carried out by four people that laid her down on the concrete floor. Her breathing was feeble, and she was shaking all over and convulsing. She could not reply or defend herself. Mrs. Bai Junjie gathered up her strength and said, "I practice 'Truthfulness, Compassion, Forbearance'. I am not guilty." Judge Wang Chunxiang, presiding judge Wang Jian, chief of the court Li Wusheng, and others pretended that they did not hear her and went along with their arranged agenda. They sentenced her to seven years in a labor camp. Afterwards someone from the government revealed that Mrs. Bai's court verdict was decided ahead of time by the City Political and Legal Committee.



    Ms. Hao Qiuyan, Arrested and Held at the Hebei Provincial Brainwashing Center, Holds Hunger Strike in Protest

    Falun Gong practitioner Ms. Hao Qiuyan from Shijiazhuang City, Hebei Province, has been held at the Hebei Provincial Brainwashing Center for almost three months. The policy at the Hebei Province 610 Office is to send practitioners directly to a forced labor camp if they refuse to "reform" after brainwashing. Ms. Hao has been very determined and is holding a hunger strike. She is only taking a little fluid.

    At 6:00 a.m. on January 17, 2005, Ms. Hao Qiuyan was abducted from home by officers from the Hedong Police Station and sent directly to the Hebei Provincial Brainwashing Center. They accused her of trying to find an attorney for her husband Huang Wei. The Hedong Administration Office paid 10,000 yuan to send a group of people to brainwash Ms. Hao.

    Ms. Hao's husband Huang Wei has been sentenced to another three years of forced labor after his earlier three-year sentence expired. Her father-in-law is 76 years old and is suffering from diabetes. Her mother-in-law is 74. She has undergone three heart surgeries and has to carry her heart medicine with her. She travels between the labor camp and the brainwashing center to visit her son and her daughter-in-law. Her grandson is only six years old and often cries himself to sleep.

    The Persecution of Ms. Hao Qiuyan

    Ms. Hao is 34 years old and studied art design. She is a very honest and kind person. She started to practice Falun Gong in the spring of 1995, along with her husband Huang Wei. They were a healthy and happy family.

    In late 1999, Mr. Huang Wei was accused of an "unsuccessful attempt to appeal" and was sentenced to three years of forced labor. His sentence expired in late 2002. He was sentenced to another three years of forced labor on April 13, 2004, because he "refused to accept the brainwashing." When they arrested her husband, the authorities didn't follow any legal procedures. Ms. Hao appealed for Mr. Huang for almost seven months, but the government officials refused to listen to her. In late November 2004 she tried to hire an attorney to defend Mr. Huang, but the court refused to accept her case.

    Ms. Hao left home after Huang Wei was abducted on April 13, 2004. She later returned home in order to look for an attorney, and stayed home until the court denied her appeal.

    While Ms. Hao was waiting for a response from the court, early in the morning on January 17, 2005, when her father-in-law opened the door to go out for a walk, several plainclothes police officers from the Hedong Police Station barged in. Despite cries from her family, they abducted Ms. Hao in her slippers. They sent her to "study" at the Hebei Provincial Legal Education Center, which is actually the Hebei Provincial Brainwashing Center.

    The Persecution of Mr. Huang Wei

    Mr. Huang Wei, 36, worked as a sales representative at the Hebei Medicine and Biology Engineering Company in Shijiazhuang City. Neighbors and colleagues all liked him. According to his wife Mrs. Hao, he started practicing Falun Gong in the spring of 1995. He benefited from the practice both mentally and physically, and was able to get rid of his smoking, gambling, drinking and other bad habits. His temperament also improved greatly. His relationship with his wife and other members of his family also grew more harmonious. After the persecution began, however, Mr. Huang was charged with "unsuccessful attempt to appeal" and sentenced to three years of forced labor in late 1999.

    In late 2002 Mr. Huang returned home. Towards the end of 2003, some of his friends helped him start a business in wholesale medicine and clothing. He partnered with a few other practitioners who were unemployed at the time. He rented space in a tractor factory dormitory. The room doubled as a warehouse.

    On April 13, 2004, four policemen including Yang Yuliang from the Hedong Police Station and Li Guoqiang from the Changan Police Department in Shijiazhuang City, arrested Mr. Huang. They took him to the Hedong Police Station and held him. The police ransacked Mr. Huang's warehouse and took merchandise worth about 40,000 yuan.

    On the 38th day of his illegal detention, Mr. Huang received a release warrant, but Wang Ping, Zhai Qingmin and other policemen from the Hedong Police Station took him to the Shijiazhuang City Forced Labor Camp on June 4. Mr. Huang didn't pass the physical exam, because his EKG and blood pressure readings were outside the normal range. But the officers forced the labor camp authorities to accept him.

    As of June 4, 2004, Mr. Huang Wei is been held in the Shijiazhuang Forced Labor Camp, first in Division Two and later in Division Three. During his detention, the guards isolated him and barred him from contact with the outside.

    Attorney Gao Zhisheng deeply sympathized with Mr. Huang and his family. He took Mr. Huang Wei's case. On the morning of December 27, 2004, Mr. Gao Zhisheng and another attorney went to three courts in Shijiazhuang City, all of which refused to accept Mr. Huang Wei's case. On December 30, 2004, Mr. Gao wrote a letter to the National People's Congress (NPC) and to Wu Bangguo, head of the NPC, in which he reflected on the lack of conformity and absence of adherence to the rule of law in the Chinese judicial system, and its violation of Falun Gong practitioners' human rights, and he called for the NPC to pass laws to change the current state of the judicial system. Mr. Gao said in his letter, "While diligently trying to process the case concerning Huang Wei, I discovered a phenomenon that circumvents and undermines completely the dictum, 'rule the country by law,' which is espoused, upheld, advanced and implemented in all modern civilized systems. The most serious deadlock is within the judiciary field. Their intention to operate outside established laws makes one gasp in horror and puts one in despair. As an attorney and a Chinese citizen, I can no longer remain silent!"

    The government not only refused to release Mr. Huang Wei after receiving Mr. Gao Zhicheng's letter, they arrested and detained his wife, Mrs. Hao Qiuyan, and threatened to arrest Mr. Gao if he had any further involvement in cases concerning Falun Gong practitioners.

    More Information on the Persecution of Practitioner Ms. He Jiao from Shiyan City, Hubei Province

    According to an unbiased source, He Jiao, a young female teacher at a middle school in Shiyan City, Hubei Province, showed a truth-clarification film to her students in the classroom. The activity was reported to the 610 Office at the provincial level and then to the central government level. The Public Security Office sent officers to Shiyan City to persecute her. They implicated the entire staff of the school, demanded that the school leadership assemble the entire staff to distribute propaganda material and to conduct and write a self-examination report. They stripped the school's honorary title, "Unit of (Spiritual) Civilization at the Provincial Level," and cancelled the leadership promotions and bonuses for the entire staff. Their intent was to incite people's hatred toward Falun Gong and practitioner He Jiao.

    Someone said, "I didn't believe what I read about the persecution of Falun Gong on the fliers that I used to pick up. I now see it happening before my eyes. What He Jiao did was not such a big concern, yet she has been locked up for so long and a sentence is likely to take place soon. It is such a pity since she is such a good person and has a very nice family. Now, the family is torn apart. What the Chinese Communist Party (CCP) has done is immoral." Another person said, "The CCP overlooks its officials' corruption and embezzlement, but vigorously pursues ordinary folks who have committed no crimes. It looks like it is truly meeting its destruction."

    He Jiao was forcibly taken away, causing tremendous pain to her family and relatives. Her husband was forced to become homeless to avoid being persecuted, and their 9-year old daughter was sent to live with her uncle in the countryside. Upon learning the news, her mother's blood pressure became alarmingly high. She collapsed and became bedridden for many days with a serious illness.

    2. [Heilongjiang Province] More Information about the Persecution of Mr. Yao Changqing's Family Members

    Late in the evening of March 3, 2005, officers from the Shengli Police Station in Fuxing Village, Tangyuan County, Jiamusi City broke into Mr. Yao Changqing's home. The officers were looking for Falun Gong materials, but did not find any. Mr. Yao managed to escape with the help of righteous thoughts. The police took his son, Mr. Yao Jinyu, who is also a practitioner, into custody and tortured him that night. He was then sent to the Tangyuan Detention Center.

    Prior to this, Mr. Yao's family had already paid a fine of almost 10,000 yuan. His elder sister was just released from a forced labor camp. On the night of March 4, after Mr. Yao was forced to leave home, three robbers with knives broke into his home. They stabbed and injured his family members.

On February 11, 2005, officers from the city's state security squad, along with plant security officials again took Mr. Dai into custody. They also ransacked his home.

    Ms. Zhang Jing, who is in her sixties, lives on Jilin Road in the Bei District of Qingdao City. In March 2005, the police arrested her while she was delivering truth clarifying materials. The police ransacked her home and confiscated a large number of copies of the Nine Commentaries on the Communist Party. The detention center refused to admit her because of her high blood pressure and heart disease. She was subsequently sent to the Qingdao 610 Office Brainwashing Center located at No. 34 Mingxia Road. Ms. Zhang Jing is on a hunger strike in the brainwashing center. She is very weak and needs the assistance of two people to walk.

    On February 18, 2005, officers from the Ciyutuo Police Station, the Luan County Police Bureau and the Ciyutuo Town Government tricked Ms. Liu Jianping into coming to the police station. She was later arrested and taken to the Luan County Detention Center. On February 26, her family was ordered to take her home.

    On February 18, 2005, Yuan (surname) from the Luan County Police Bureau, Wang Wenjiang from the Ciyutuo Town Government, and Yang Yong from the police station attempted to arrest Ms. Li Muzhen at her home. Ms. Li resisted, and villagers who knew the truth interfered, so the police did not succeed.

    On March 3, 2005, officials from the local police station went to Ms. Li's home again to coerce her into writing a Guarantee Statement. To avoid being persecuted, Ms. Li, who had a slight disability in her legs, jumped from her apartment. This incident angered the local residents. The next day, village officials went to the town office to demand that she be treated fairly.

    14. [Jilin Province] Ms. Sun Shufen and Ms. Li Cuizhi Arrested

    At around 10:00 a.m. on March 18, 2005, officers Chen Guohua and Liu Jian from the Kaoshan Police Station, along with Liu Yuhua, head of the neighborhood committee who lived at No. 1, second floor, third unit of building 13, Songyuan District, went to Ms. Li Cuizhi's home at the middle apartment, fifth floor of the east unit, building 12, Songyuan District. When Liu Yuhua knocked on the door, Chen Guohua and Liu Jian were hiding behind him. After Liu Yuhua tricked Ms. Li into opening the door, the two policemen broke in and searched her home without presenting any legal documents.

    Ms. Sun Shufen was visiting Ms. Li Cuizhi. The police made up a search warrant after Ms. Sun and Ms. Li were taken to the police station. The officers also searched the homes of Ms. Sun Shufen and Mr. Shang Xiaoqiang (also a Falun Gong practitioner). Shang Xiaoqiang was not at home, but his wife was there.

    At about 4:00 p.m., the police sent Ms. Li Cuizhi and Ms. Sun Shufen to the Longtan Police Sub-Bureau, then to the Third Detention Center of Jilin City.

    Mr. Peng Xinhua, 48, is a teacher at the Shizi Village Elementary School in Hechang Township, Dangling County, Sichuan Province. He started practicing Falun Gong in 2003. At the time, he suffered from numerous illnesses. After beginning the practice he regained his health. In November 2004, he played the footage of the staged Tiananmen Immolation Incident for others to see and was taken into custody. On March 25, 2005, the Dangling County Court sentenced him to four years in prison.

    21. [Liaoning Province] Ms. Tang Yusong Arrested for Clarifying the Truth

    Around March 23, 2005, Ms. Tang Yusong, a lecturer in the Chinese Language Department at the Teachers' Institute of Shenyang University, played truth clarifying video footage in class. She was turned in to the authorities and arrested. Ms. Tang is being held in a detention center in Shenyang City.

    22. [Fujin City, Heilongjiang Province] Mr. Xu Zhongrang and Several Other Practitioners Arrested

    Mr. Xu Zhongrang, Mr. Li Zaiyi, Ms. Li Yixia, Mr. Li Rongtang, Mr. Tian Shiwu and another practitioner, all from Fujin City, Heilongjiang Province, were arrested after villagers called the police on March 23, 2005.     2. Mr. Lu Naicong from Beipiao City, Liaoning Province Arrested A Forth Time - His Family Members Threatened for Appealing for His Release

    On May 13, 2005, Falun Gong practitioner Mr. Lu Naicong, 60, from Beipiao City, Liaoning Province was reported to the police while clarifying the truth to people in Taijiying Township, Beipiao City, Liaoning Province. He was later arrested by local police, then detained in the Beipiao City Detention Center. This is the forth time he has been arrested. His eighty-year-old mother and family members actively tried to get him released from detention, and they were threatened by the police for their actions on his behalf. Mr. Lu went to Beijing to appeal in July 1999, and was detained for 15 days. In April 2001, he was arrested by local police and sentenced to one year of forced labor. He was released six months later, after police extorted 5000 yuan from his family. The third time, he was reported to the police by his son-in-law's father, resulting in a two-year sentence of forced labor in the Xidayingzi Labor Camp in Chaoyang City, Liaoning Province. The person who reported him subsequently died of throat cancer while Mr. Lu was in detention.

    3. Recent Persecution Facts from Huili County, Liangshan Prefecture, Sichuan Province

    1) On the evening of May 15, 2005, officers from the Yimen Police Substation arrested Falun Gong practitioners Ms. Li Hongxiu and Ms. Li Qingxiu from Xia Village, Yimen Township. Huili County State Security agents ransacked their homes at about 3:00 a.m. that same night.

    2) On May 16, 2005, several Falun Gong practitioners from Huili County went to Xia Village to find out the status of their two fellow practitioners who had been abducted. They themselves were reported to the police on their way home, and four of them were arrested, interrogated in the county police station, and two of the fellow practitioners' homes were ransacked.

    3) On May 23, 2005, Huili County State Security Division Head Yang Shaoliang (male) ransacked Falun Gong practitioner Ms. Zhuang Huirong's home with a group of agents.

    4) On May 24, 2005, Falun Gong practitioner Ms. Wu, an older lady, told fellow practitioners that the Neighborhood Administration chairperson Li Chaokun (gender unknown) invited her to dinner. Soon thereafter Ms. Wu was arrested by state security agents.

    5) Huili County Police Station Deputy Director Lu Jianrong sent Falun Gong practitioner Mr. Zhou Shunguo a notice indicating that he would be put on trial a second time. Mr. Zhou was bailed out on parole last year, after paying five thousand yuan in extortion money to the police.

    4. Seventy Year Old Ms. Zhang Zhenlan from Qi County, Henan Province is Brutally Beaten by Deputy Director of the County Police Station

    Ms. Zhang Zhenlan is in her 70's and lives in Qi County, Henan Province. On January 30, 2005, Ms. Zhang Zhenlan was printing, "Falun Dafa is Great" on a utility pole when she was arrested by the county state security agents. Deputy Director Chen Xiuzhong (male) of Qi County State Security Division severely beat Ms. Zhang to unconsciousness. She suffered hemorrhaging from her nose and mouth. Ms. Zhang was interrogated and held in the detention center. The state security agents demanded ten thousand yuan from her children, but they did not have the money. Police held her in custody for twenty days following the ten days at the detention center. Her son worked valiantly to free her, borrowing four thousand yuan to buy gifts of bribery for the policemen, resulting in Ms. Zhang being released.
