Days before China's National Day, October 1, 2005, the 610 Office in Mengyin County, Shandong Province posted slogans that read "oppose cults, maintain stability, promote progress" and printed a colored pamphlet entitled "Achievements of Chinese Communist Party's Mengyin County 610 Office." Several hundred copies were printed by the 610 Office and the local police. This pamphlet bragged about the 610 Office's "political achievements" in persecuting Falun Gong since July 20, 1999.
This pamphlet slanders Falun Gong and says that the Shandong provincial government and Communist Party Committee recognized the local 610 Office as "Shandong Province's Advanced Group for Fighting Falun Gong" and "Shandong Province's Advanced Group for Anti-Cult Education Organization." Mengyin County has sentenced over forty Falun Gong practitioners to forced labor and detained over one hundred others.
This 610 Office has heavily fined Falun Gong practitioners, but no official figure of fines is found in the pamphlet. In most brainwashing sessions, every practitioner is fined between 3,000 and 10,000 yuan. If the average fine is 5,000 yuan, the 610 Office has plundered over 24 million yuan from practitioners during the past six years. This estimate does not account for practitioners' wages that the 610 Office has withheld and personal property confiscated from practitioners.
The pamphlet does not mention the wrongful deaths of practitioners Zhang Dezhen and Liu Shufen at the hands of the 610 Office.
2. High-pressure Persecution
On September 18, 2005, practitioner Shi Shaoxin from Taoqu Town, Mengyin County was arrested. Police confiscated over 7000 yuan in cash and over 8000 yuan in bank deposits. The 610 Office also confiscated Shi's Falun Gong books. His wife had to leave the house, and his ten-year-old child was left alone at home. Shi's quarry in Zhujiapu was shut down.
On September 20 the 610 Office arrested Zhang Yuanlan from the Mengyin County Pharmaceutical Company and confiscated her Falun Gong books.
On the same day, the 610 Office arrested practitioner Ji Feng and his non-practitioner wife Bao Fengying in Mengyin County. Ji worked in the local meat processing plant. The 610 officials confiscated Ji's Falun Gong materials and 4,000-5,000 yuan in cash. Ji's relatives could not get in touch with him for an entire day. They went to check on Ji's home on September 21 and found the door locked. Neighbors did not know where Ji had been taken. The relatives climbed over the wall and found the house in a mess. It looked as if the house was robbed. Because the relatives knew Ji Feng practices Falun Gong, they went to the county 610 Office and found Ji there. Fengying, Ji's non-practitioner wife, was also arrested as an "accomplice" and detained in the 610 Office for three days.
On September 21, Liu Zhihou, a retiree of the First Experimental Elementary School in Mengyin County, was arrested by the 610 Office.
On September 23, Li Zongping of Pugou Village, Mengyin Town was arrested. The 610 officers confiscated Li's Falun Gong materials. Li' s wife left home in a hurry before the officers could arrest her.
Practitioner Gong in Qutao Town was also arrested by the 610 Office.
The six Falun Gong practitioners mentioned above are illegally detained in the Mengyin County 610 Office. Their families are not allowed to visit them.
3. CCP Intensifies the Persecution
Much of the persecution against Falun Gong is carried out covertly, and practitioners are arrested and sentenced secretly.
Before the Mid-Autumn Festival, the 610 officers plotted to illegally arrest Falun Gong practitioners in Mengyin Town. These officers visited practitioners in Mengyin and Changlu. In the days leading up to National Day, 610 officers and police began arresting practitioners.
The 610 Office also established a so-called responsibility system, in which other government agencies cooperate with the 610 Office in persecuting Falun Gong. Cui Huadong, the director of the Mengyin County 610 Office, oversaw the arrest of practitioners in Mengyin and neighboring towns.

Beijing Falun Gong practitioner Mr. Liu Yongwang has been on a hunger strike to protest the persecution since he was once again detained on August 24, 2005. The police have force-fed him every day to torture him and his life is in danger. Currently he has to rely on other people's support in order to walk. His legs, which had been disabled due to prior police abuse, started to ache again throughout the night.
Liu Yongwang, 32 years old and a resident of Beijing, was previously a resident of Quyang County, Hebei Province. Due to his practice of Falun Gong, he was illegally arrested in Shanghai on September 13, 2001 and imprisoned at a detention center in Shanghai and at Baoding City Detention Center in Hebei Province for a total of 88 days. Over that entire period, he was on a hunger strike to protest the illegal imprisonment, and his weight dropped from 165 lbs. to less than 100 lbs. He became as thin as a skeleton, and he could barely talk.
On December 11, 2001, Mr. Liu was thrown into the first group of Baoding City Labor Camp, where his body and spirit suffered extreme abuse, which finally disabled his left leg.
After being transferred to Tangshan Labor Camp in April of 2002, his left leg still did not heal. In the winter of 2003, his left leg gradually got back some feeling and function, but still had no strength. Soon, however, his left leg started to become limp, accompanied by pain which quickly spread throughout the entire left leg, and then to the right foot, right calf and right thigh. His rectum became numb, although he had not lost control of his bowels. His legs ached so badly that he lay awake all night. A physical examination conducted at Tangshan Worker's Hospital on April 30 of 2004 diagnosed him as suffering "nerve damage in both legs." The doctor said that this was usually caused by two factors, one of which is that the nerve is being pressed by a tumor growing inside the spinal column or by a deformed spinal column, and the other is that the nerve cells inside the spinal column are damaged, which is harder to treat. Either way, if the condition deteriorates, the lower part of the body will become paralyzed.
Mr. Liu went on hunger strike again to protest the persecution. With help from his family and others, he was released on bail for medical treatment on June 17, 2004.
After getting back home, through practicing Falun Gong, Mr. Liu's physical condition became markedly better, and the pain in his legs was noticeably relieved. On August 24, 2005, police from the Beijing National Security Department forcibly took Liu Yongwang away from his workplace again. He was initially imprisoned at the detention center of the Beijing Public Security Bureau and later transferred to the detention center of the provincial Public Security Bureau. He is now imprisoned at the Baoding City Detention Center.
Liu Yongwang has been on a hunger strike to protest the unlawful persecution since he was imprisoned. Currently, the prison police administer torturous force-feeding to him every day and his life is once again in danger. Now he has to rely on other people's support in order to walk, and his legs have started to ache again throughout the night.
We urgently ask everyone to help Liu Yongwang. We hope that international organizations will investigate this case and help to free Mr. Liu immediately.

When I was detained in Masanjia Forced Labor Camp, I had heard about how female Falun Gong practitioners were sexually abused in the Dalian Forced Labor Camp.
In October 2004, the Dalian Forced Labor Camp was torn down. A group of Falun Gong practitioners were taken to Masanjia Forced Labor Camp in a police vehicle. Some of these practitioners had not recovered from the torture. Some had difficulty walking as they could not walk straight and were stooping, and others needed help to move about.
A female practitioner whose hands had become disfigured from being hung off the ground by her handcuffed wrists told me, "The police officers in Dalian Forced Labor Camp instructed the criminal detainees to torture female practitioners by abusing them sexually. The criminal inmates were ordered to strip off the female practitioner's clothes, cuff their hands and feet spread eagle, in the shape of the Chinese character "大." Then they stuffed pepper into their genitals, inserted mop handles into their genitals, or pushed three tooth brushes tied together in three different directions into their genitals and rotated them for a long time. These female practitioners bled profusely and they were in extreme pain. They also suffered long lasting back pain."
She said that a little girl had suffered through this torture.

In recent years in Sichuan, Liangshanzhou, Zhaojue County, the local police have been continuously persecuting the Minority Middle School teacher Mr. Wu Shihai because he refused to renounce Falun Gong. In April 2003, at the Mianyang Third People's Hospital, a mental hospital, Mr. Wu was forcibly injected with drugs that were harmful to his nervous system.
The officials didn't permit Mr. Wu to teach his classes and they persecuted him through monitoring him, fining him, detention, interrogation, sending him to a forced labor camp, beatings, tying him up, electric shocks, force feeding, hanging up in the air, etc. In April 2003, the Sichuan Xinhua Labor Camp sent Mr. Wu to the Mianyang Third People's Hospital, where he was injected with drugs that were harmful to his nervous system. He was also forced to ingest drugs that dulled his reactions and slowed down his physical movements. His facial muscles developed a slight paralysis and were misshapen. He also felt numb on parts of his body and drooled uncontrollably.
From July 20, 1999 to August 2004, the Zhaojue County Party Committee Assistant Deputy Secretary Wu Jinping, the Politics and Law Committee Secretary Yang Tongcai, and Tian Maoqi from Country Security Team, together with the Public Security Bureau, the local police station, the Culture and Education Bureau and the school were jointly responsible for monitoring Mr. Wu. They ordered school secretary Zhang Li to seize control of his wages. Then they took all of their expenses for his persecution directly from his wages.

On June 21, 2005, the local police and the 610 Office arrested Falun Gong practitioner Ms. Li Guoyan of Shenshu Town, Tieli City, Heilongjiang Province. They searched her residence and confiscated her Falun Gong books, audiotapes and CD's. Her husband managed to escape. The policeman Zhou attempted to pursue and capture her husband, but he got away. He is now homeless and has to move from place to place to avoid being captured.
On June 25, 2005, the police from the Harbin Nangang public security branch and the Tieli City 610 Office arrested Ms. Li's son Tian Shiguang at his residence in Harbin City . They put Tian in the Nangang District Detention Center. The next day they sent him to the Tieli City No. 1 Prison. Practitioners Ms. Li Guoyan, Ms. Wang Jidan and Ms. Ma Yonghong of Fengzhen were detained. Fellow practitioner Ms. Li Dongju was detained at the No. 2 Prison.
In late May 2005, the police arrested Ms. Li Dongju for copying Falun Gong truth clarification flyers by hand. Ms. Wang Jidan of Shenshu Town learned Falun Gong in 2004. On June 8, 2005, she was found distributing Falun Gong flyers and letters at the police station, so they arrested her. These two ladies were both detained in Tieli City. Later, the police saw the news about the arrests of Ms. Li Guoyan and Ms. Wang on the Internet. The local police were surprised, scared, and upset. They blamed Ms. Li's son, Tian Shiguang, for leaking the information.
On June 12, 2005, Tian went with his mother, Ms. Li, to the Shenshu Police Station to clarify the truth about Falun Gong to Director Lv Fajiang. They also wanted to demand the release of Ms. Li Dongju and Ms. Wang Jidan. However, the director was not on duty that day, so mother and son were able to leave safely. Later they heard that Director Lv claimed he would have arrested both of them and sent them to the Tieli Prison.
At the Tieli Prison, the new practitioner Ms. Wang Jidan broke under the cruel torture. She confessed that Ms. Li had been teaching her the Falun Gong exercises and telling her to distribute the flyers. On June 21, 2005, the police arrested Ms. Li and were looking for her husband, too. Her son, Tian Shiguang, was at school in Harbin and did not know what was happening at home. When searching the house, the police found and read Tian's diary. It confirmed that Tian was also a Falun Gong practitioner. They located him through his cell phone and arrested him.
On August 3, 2005, Ms. Li Guoyan, Tian Shiguang, Ms. Li Dongju and Ms. Ma Yonghong were taken in a police van to Harbin and Suihua for sentences of three years. Tian Shiguang was sent to the Suihua Forced Labor Camp, while the three women practitioners were sent to Harbin Women's Forced Labor Camp (also known as a drug rehabilitation center). The Suihua Forced Labor Camp refused to accept Tian because he failed the physical checkup. He was immediately transferred back to the Tieli City No. 2 Prison. When the women arrived at the Harbin Women's Forced Labor Camp, Ms. Li Guoyan failed the physical exam because she had a heart problem. On the second day, they sent her back to the Tieli City No. 2 Prison. Ms. Li Dongju and Ms. Ma Yonghong were detained in the Harbin Women's Forced Labor Camp.
The Tieli police did not release Ms. Li Guoyan and Tian at that time. First they intended to send the mother and son to the Yichun Forced Labor Camp for further persecution. On the night of August 9, 2005, Tian suddenly became seriously ill and was rushed to the hospital for emergency care. The prison police released Tian and his mother a little past 4 p.m. on August 19, 2005. They were listed as "released for medical treatment," because they feared he would die.
After he recuperated for a bit, Tian Shiguang left home to avoid the continued persecution.
On September 11, 2005, Ms. Li Dongju's father came to the Harbin Women's Forced Labor Camp to visit her, but was only allowed a 15-minute visit. The discipline instructor of the camp mentioned that Ms. Li was too stubborn, but if the father could persuade her to abandon Falun Gong, they would extend the visit longer. The father and daughter only met for 15 minutes. Later it was said that there was a poem written on the wall of Ms Li Dongju's cell.

Practitioner Ms. Cai Shufen was a kindergarten principal at the Dalian Heavy Duty Machinery Company Ltd. in Liaoning Province. Various levels of the Party considered her a main target for persecution. She passed away on September 1, 2005.
Ms. Cai Shufen was 65 years old. Before she practiced Falun Gong, she had various sicknesses such as lupus nephritis (1). She started practicing in 1993, and through the practice she became healthy. She introduced Falun Gong to friends, relatives and neighbors. She coordinated various practice sites and study groups in the Xianglujiao District, Dalian.
After the persecution started on July 20, 1999, the Dalian City Police Station, the Dalian Xigang District Police Division, the Xianglujiao Police Department and the Xianglujiao local street officials targeted her for persecution as they considered her a key local practitioner in the area. They detained, tortured and harassed her over a long period of time.
In early 2000, the officials detained Ms. Cai for a month for practicing the exercises outdoors. In October 2000, she went to Beijing to clarify the truth. When she came back from Beijing, she was sentenced to 2 years in a forced labor camp. During the time of her detention, they tortured her. She succumbed to the torture and brainwashing and acted against her conscience. When she left the labor camp, she was able to understand what had happened and wrote a Solemn Declaration and resumed the practice. She also helped other practitioners to resume their practice on the right path.
In October 2002, the Jinnanlu Police Department detained her for 3 months. In the winter of 2003, she was clarifying the truth to a security guard in Dalian Liande District. He reported her to the authorities and the Lianhelu Police Department arrested her. She went on a hunger strike for 12 days and came out of the detention center nobly.
Over the course of 6 years of persecution, Mr. Cai Shufen suffered intense pressure and pain due to the harassment from the officers at the police stations and local officials. In June 2005, the Xianglujiao Police Department announced that they would arrest her again; she and her family were under much pressure. On September 1, 2005, she passed away.

Ms. Zhao Xiuzhu, 59, lived in Mengdongzhuang Village, Luancheng County, Hebei Province. She was a teacher. She had serious rheumatism before she learned Falun Gong. Both of her legs swelled up to become thick and hard. It was difficult for her to stand while teaching her students, so she often had to remain seated. After she learned Falun Gong, she recovered completely in a short time, and her teaching standard was raised. Because she often clarified the truth in the education system and to all of the leaders, she was sent to brainwashing sessions and was treated as a key practitioner to be persecuted by the county public security bureau. She was imprisoned many times. Some time after 4:00 a.m. on December 15, 1999, Ms. Zhao left home by herself and went to Beijing to appeal for justice for Falun Gong. Late at night on the second day, she was illegally arrested and returned by the local public security office, and then imprisoned in the Luancheng County lockup for one month. Because she clarified the truth and appealed for Falun Gong constantly, the public security bureau and the school authorities monitored her closely. She was imprisoned, her family's property was confiscated, and she was tracked and harassed many times. Whenever a politically sensitive date approached, she was harassed repeatedly. On August 26, 2005, she passed away.
Ms. Lu Xiaolan, 77, lived in the 49th Building, Xianjin District, Jiamusi City, Heilongjiang Province. She lived with her daughter. After she learned Falun Gong in 1997, her many illnesses disappeared. Her daughter also practices Falun Gong. When the persecution began in 1999, the police went to her home to harass her family. They confiscated her daughter's property and arrested her daughter. When her daughter went to Beijing to appeal for Falun Gong, the police from the Zhongshan Police Station extorted 700 yuan from Ms. Lu. Her daughter's frequent imprisonment took its toll on Ms. Lu's body and mind. In September 2002, her daughter was illegally sentenced to two years in prison. Ms. Lu was sent to a retirement home now that she was left without anyone to look after her. In July 2003, she passed away.
Mr. Li Zhenshan, 75, was a retired staff member from the Sandi Rug Factory in Anyang City of Henan Province, and lived on South Street of the Wenfeng District. Before he started practicing Falun Gong, he smoked, drank, and had gastric disease year-round. In 1996, after he learned Falun Gong, he had a healthy mind and body. Many of his children went to Beijing to appeal for Falun Gong in 2000, and they were illegally imprisoned. Mr. Li was searched and harassed by the municipal 610 Office, Wenfeng District 610 Office, and the national security section of the Wenfeng Police Station for a long time. In May 2004, when police illegally searched him, he had a serious incident, which affected his mental capacity. On the evening of July 20, 2004, he suddenly had a cerebral hemorrhage and died after several days.
Ms. Ma Yu, 34, was a university graduate and a staff member at the Anyang Municipal Medical Supply Investigation Bureau in Henan Province. In 2000, she went to Beijing to appeal for Falun Gong and safely returned. In March 2001, she was illegally detained at a brainwashing center and persecuted there. After that, she was a focal point of the persecution by the municipal 610 Office in Wenfeng District. She was illegally searched and arrested many times by the national security section of the Wenfeng Police Station. This was done at the direction of the head of the municipal 610 Office Wang Yuansheng and the head of the Wenfeng District 610 Office Huang Ze. After she went on hunger strike and escaped with the help of righteous thoughts, she was not allowed to work for a long time, and they stopped paying her wages. She suffered greatly in both body and mind. At the beginning of August 2005, Ms. Ma passed away.
Ms. Zhang Ying, 28, was a Falun Gong practitioner from Gulou East Street in Wenfeng District of Anyang City, Henan Province. After she learned Falun Gong in 1998, her congenital heart disease vanished. After the evil began to persecute Falun Gong, she was often harassed by the national security section of the Wenfeng Police Station. On May 25, 2000, she passed away.
Ms. Zhang Fengying, 76, lived close to Gulou Square, in Wenfeng District of Anyang City, Henan Province. She was a retired staff member from the Municipal Rug Factory. After enduring long-term harassment and intimidation, she passed away in September 2003.

Banqiao Women's Forced Labor Camp in Tianjin illegally detained sisters Ms. Li Shufeng and Ms. Li Shumin in 2001. Ms. Li Shumin was tortured to death while she was in the camp.
52-year old Li Shufeng was very firm with her belief while she was in the camp. Due to high blood pressure, she was released for medical treatment in late June 2004. She was forced to leave town and work odd jobs in early 2005. At that time the labor camp wanted her back after her health improved. She then disappeared suddenly in early August. At present, we know that the Banqiao Women's Forced Labor Camp arrested her when she was working at an underground market. Her family went to visit her in the camp but they would not let them see her. The family left without seeing her but they left some clothes for her.
2. [Beijing] Peng Quan Is Arrested
Ms. Peng Quan from Beijing was arrested on September 28, 2005 at her home near Shuang Yushu, Haidian District. She is illegally detained at the Haidian Detention Center.
3. [Jiaohe, Jilin] Lu Qiang and Qu Jinfang Are Arrested
On October 4, 2005 a police arrested Mr. Lu Qiang and Ms. Qu Jinfang, both from Jiaohe City, Jilin province while they were distributing truth-clarification materials in the countryside. The police also took away their mobile phones.
4. [Dalian, Liaoning] Wang Haiyan Is Detained at Zhanglinzi Forced Labor Camp
Mr. Wang Haiyan is 55 years old and worked at a foreign trade company in Dalian City. He was sent to Zhanglinzi Forced Labor Camp for detention.
5. [Weihai, Shandong] Zhao Meiling Is Arrested
On September 27, 2005, an officer from the 610 office of Weihai city, Shangdong province dressed in civilian clothes and waited quietly in a black Santana automobile near Ms. Zhao's home for her. The officer arrested Ms. Zhao between 8 and 9 o'clock in the morning, ransacked her home and took her computer, two printers and other miscellaneous possessions. She was sent to Wangcun Forced Labor Camp on the morning of September 29.
6. [Yitong, Jilin] Songhong Illegally Taken from Home
At around 4 a.m. in the morning of September 19, 2005, Yu Bingyang, the Public Security Bureau Branch Chief of Dagushan Town, Yitong County, Jilin Province, along with 7 other people forced their way to Songhong's home in Dagushan Town and took Mr. Song away. His whereabouts are unknown to this today.
On January 27, 2005 Mr. Song went with six other people to Dongning County, Jilin Province to clarify the truth, and they were arrested and sent to forced labor camp. The camp rejected Mr. Song due to his poor health. The local police extorted 4000 yuan each from them and let them go. However, their freedom was short lived. The next day, the police came back to arrest all six of them. Three of them were spared due to extremely poor health. The other three, including Mr. Song, Zhao Jiayou and Lei Guoxia, were forced to leave home and live a homeless life.

Qujiang District police arrested Ms. Xu from Shaoguan, Qujiang District, Guangdong Province on September 25, 2005 while she was distributing truth-clarification materials. She is currently detained in the Qujiang Detention Center.

Zhao Zhanglin, the Dahei Village Police Station Head, along with Wu Fei, a thug hired by the police, saw Mr. Long from Liaozhong County, Shenyang City and his companions distributing truth-clarification material at around 11 p.m. on October 1, 2005. The police forcefully arrested Mr. Long, but his friends safely got away.
Mr. Long suffered savage beatings from the local police, resulting in multiple injuries all over his body and serious swelling around his eyes and face. The county security office continued to torture him the next day, and his home was ransacked. He is now being illegally detained in the Liaozhong Detention Center.

9. [Jinan, Shandong] Zhao Zhen and Zhao Aihong, Brother and Sister, Are Illegally Detained
Mr. Liang, a deputy superintendent of the Dangjia Village Police Station in Jinan City, led a group of people unlawfully to break into and ransack Zhao's home on April 15, 2005. The brother and sister were both detained at the detention center in Jinan City. In May, they were sentenced to one year of forced labor. Ms. Zhao is illegally imprisoned at the Jiangshuiquan Forced Labor Camp in Jinan City while Mr. Zhao is serving out his sentence outside the camp.
10. [Jianping, Liaoning] Wang Guiling from Nianjiazi Village Is Arrested
Local police from the neighboring village of Nianjiazi arrested Ms. Wang and another practitioner in June 2005 while they were clarifying the truth at the village. They were both detained at the detention center in Jianping County. With strong righteous thoughts, they protested the arrest with a hunger strike, and each was subsequently released after four days and six days of detention respectively. The county public security bureau officers unexpectedly arrested Ms. Wang in mid-September while she was working in the field. The security officers told her family that she was transferred to Shenyang when the family asked about her. Her whereabouts are unknown at the moment.
11. [Chengde, Hebei] Guan Jingang and Two Other Practitioners from Luanping County Are Arrested While Distributing Truth-Clarification Material
Police officers at Luanping County arrested three practitioners, husband and wife Mr. Guan Jingang and Ms. Chen Xiaoping, and Ms. Jin Xiuhui, on the night of October 1, 2005 while they were distributing truth-clarification material. They are detained at Luanping County Detention Center, and all three are on hunger strike to protest the arrest.
