CCP Officials and Regular Chinese Citizens Receive Karmic Retribution for Taking Part in Persecuting Falun Gong

The fundamental teaching of Falun Gong is Truthfulness-Compassion-Forbearance. The universe will reward acts that are in harmony with these principles, while beating, torturing, and killing people will incur karmic retribution. Stated another way, good deeds will be rewarded with good, while doing evil will invite due retribution. Articles such as this one are meant as a compassionate reminder of this principle to those who would commit wrongdoing.]

When the Chinese Communist Party (CCP) ordered the persecution of Falun Gong in July 1999, it mobilized the entire country to participate in the campaign. While the police, prosecutors, judges, and detention facility guards are actively arresting, indicting, sentencing, and torturing Falun Gong practitioners, the general public and residential committee staff members have also been incentivized to monitor and report practitioners.

Many of these perpetrators claimed they don’t believe in karmic retribution for doing bad deeds. However, more than 10,000 retribution cases involving various government officials, prosecutors, judges, police officers, and average citizens have been documented by Minghui.org since the onset of the persecution. Some of the perpetrators died of diseases, some were struck by lightning and died, some died in car accidents, some committed suicide, while others lost their jobs or were sentenced for crimes.

This article presents cases of 13 CCP members and one villager who received karmic retribution for taking part in the persecution.

Case 1. Gao Yichen, Former Deputy Director of Central 610 Office, Indicted

Gao Yichen, the former deputy director of Central 610 Office, an extralegal agency specifically created to persecute Falun Gong, was placed under investigation on June 9, 2025. He was indicted on January 20, 2026.

During Gao’s tenure as the deputy director of the Central 610 Office from 2005 to 2015, the persecution of Falun Gong was severe throughout China. At least 1,272 practitioners died as a result of the persecution during this time. Some practitioners were beaten to death while in custody, days or months after they were arrested. Some of their bodies were cremated without their families’ knowledge. Thousands more were arrested, harassed, or sentenced to prison.

Case 2. Tang Huaijun, Former Political and Legal Affairs Committee Secretary, Dies of Cancer

Tang Huaijun was the secretary of Dumeng County Political and Legal Affairs Committee in Heilongjiang Province for ten years. During his tenure, he orchestrated dozens of mass arrests of local practitioners, and many were illegally sentenced to prison. Tang later developed lung cancer, which metastasized to his bones. He died on June 29, 2025, at the age of 70.

Case 3: Wan Song, Big Data Police Director, Suddenly Dies

Wan Song, a graduate of the Department of Computer Science at Huazhong University of Science and Technology, was a director at the Science and Technology Information Division of the Wuhan City Police Department, Hubei Province. He was instrumental in helping the local police establish big data surveillance networks, which directly led to the arrests and sentencing of many Falun Gong practitioners.

Wan fainted at work on May 26, 2025. He died in the hospital on the morning of May 27. He was 50 years old.

Case 4: Liu Yan, of Shahe Police Station in Jiujiang City, Jiangxi Province, Suddenly Dies

Since 2015, Liu Yan, an officer with the Shahe Police Station in Jiujiang City, Jiangxi Province, actively harassed many Falun Gong practitioners and intimidated their family members. She suffered a stroke at home in February 2025. When her family came to rescue her, she was already dead.

Case 5: Bi Liheng, Deputy Chief Prosecutor, Develops Throat Cancer

Bi Liheng took office as the deputy chief prosecutor of the Dachang County Procuratorate in Langfang City, Hebei Province in January 2024. He indicted at least 15 practitioners, all of whom were later sentenced to prison. He was diagnosed with throat cancer in March 2025.

Case 6: Zhang Meixin, Former Court Vice President, Under Investigation

Zhang Meixin was vice president of the Beijing City Third Intermediate Court between September 2015 and April 2021. He actively participated in the persecution and upheld many practitioners’ illegal sentences. He was under investigation as of May 30, 2025.

Case 7: Tang Yijun, Former Minister of Justice, Under Serious Disciplinary Investigation

Tang Yijun, the former minister of justice, was put under disciplinary investigation on April 2, 2024. He was the third justice minister to undergo disciplinary investigation since 2017, following Wu Aiying and Fu Zhenghua.

Tang was appointed mayor of Ningbo City in Zhejiang Province in August 2016. He then served as the deputy Party secretary of Zhejiang and governor of Liaoning between 2017 and 2020. He took office as minister of justice in April 2020, until being ousted in February 2023. His last post was chairman of the Jiangxi Provincial Chinese People’s Political Consultative Conference (CPPCC) Committee before his downfall.

In each of his positions, Tang actively participated in the persecution of Falun Gong, resulting in many practitioners being arrested, sentenced, and tortured.

Case 8: Cha Zhongwang, Director of Yunnan Provincial Department of Justice, Under Investigation

Cha Zhongwang, director of the Yunnan Provincial Department of Justice, was put under investigation on May 6, 2025.

Cha previously served as deputy secretary of the Yunnan Province Political and Legal Affairs Committee between January 2019 and December 2022, before he was given his current position. In both roles, he actively participated in the persecution.

Case 9: Zhang Zulin, Former Vice Governor of Yunnan, Sentenced to Life in Prison

Zhang Zulin held various roles as deputy mayor and mayor in Lijiang City, Kunming City, and Yuxi City, Yunnan Province, between 2005 and August 2014. He served as the vice governor of Yunnan from August 2014 to 2018. During his tenure, he actively followed the persecution policies, resulting in many practitioners being arrested and sentenced. He was placed under investigation in early 2024 and was sentenced to life in prison on June 26, 2025.

Case 10. Zhou Derui, Director of Organization Department of the Tianjin Municipal Committee, Under Investigation

Zhou Derui served as deputy secretary of the Changde City Government, mayor, and secretary of the Changde City Party Committee from May 2013 to March 2021. He was appointed as the vice mayor of Tianjin, director of Propaganda Department, and director of the Organization Department in March 2021. He held the positions until his downfall in March 2025.

Case 11. Yang Bingyou, Vice President of Heilongjiang University of Traditional Chinese Medicine, Suddenly Dies

Yang Bingyou served as deputy director of the Academic Affairs Office, dean of the School of Pharmacy, and Party secretary of the School of Pharmacy at Heilongjiang University of Traditional Chinese Medicine from 2008 to June 2020. He assumed the position of vice president of Heilongjiang University of Traditional Chinese Medicine in June 2020.

While in office, he actively participated in the persecution, by either promoting slander campaigns against Falun Gong or barring students who practiced Falun Gong from attending the school. He suddenly died on March 21, 2025. He was 54 years old.

Case 12. Guo Fengfu, Director of the Organ Transplant Center of Linyi People’s Hospital, Suddenly Dies

Guo Fengfu worked as director of the Organ Transplant Center of Linyi People’s Hospital for over 20 years, and specialized in kidney transplants. Given the crime of forced organ harvesting from Falun Gong practitioners in China, he was a key part of the lucrative industry. He had a heart attack and died in August 2025.

Case 13. Mao Zirong, Director of the Budgetary Affairs Committee of the Standing Committee of the Zhejiang Provincial People’s Congress, Under Investigation

Mao Zirong held various positions in Lishui City and Jinyun County, Zhejiang Province between March 2005 and March 2017. He was later appointed as deputy director of the Zhejiang Provincial Audit Office, and became director of the Budgetary Affairs Committee of the Standing Committee of the Zhejiang Provincial People’s Congress in March 2023.

Mao was responsible for the arrests of many Falun Gong practitioners. He also ordered public events and campaigns to slander Falun Gong, and posted rewards for the general public to report on practitioners. He was under investigation as of September 27, 2025.

Case 14. Villager Dies a Day After Tearing Falun Gong Posters

Yin Shunyi, a villager in Shenlong Town, Baoji City, Shaanxi Province, tore down Falun Gong posters in the Gu Yu Guo Scenic Area on December 4, 2025. He fell while helping his sister fix her roof the next day, and his head landed on an axe. He died on the spot.
