“The Law Does Not Punish a Multitude” -- How Abusing That Concept Has Hurt People in China

June 29, 2025 |   By a Falun Dafa practitioner in China

(Minghui.org) A man in Anhui Province, China, lived a nightmare when his potatoes were ready to be harvested. Hundreds of people from the area went to Mr. Zeng’s farm and stole his potatoes. According to Zeng, they took about 165,000 lbs (75,000 kg) per day from his 82-acre farm, and this went on for days. The police, who refused to intervene, told him, “The law does not punish a multitude,” meaning that the law will not be enforced when many are involved in a relatively small matter. When Zeng posted his story on social media, the police warned him to take down the video.

I was not surprised to hear how the police responded. “The law does not punish a multitude” is precisely the mindset that has led many in the police force, the judiciary, and the Procuratorate to disregard the law and participate in the persecution of Falun Gong since 1999.

A little spark can burst into a flame. Once a small group of perpetrators benefit from enforcing such a principle, that industry, area, or country is headed for trouble.

Many doctors, military personnel, and traffickers, who profit from organ sales and transplants, are involved in harvesting organs from living Falun Gong practitioners. They might have been disturbed and horrified at first, because they still had a conscience. But after the Chinese communist regime tirelessly assured them, “There is no way that the law could punish every doctor in China. It would be unwise to forego the profits,” many doctors became demons in white coats. They dissected the innocent for money and power. Their victims soon went from Falun Gong practitioners to any healthy people the authorities could get their hands on.

The same things happened at the beginning of the persecution of Falun Gong. The Chinese regime’s propaganda slandered Falun Gong and instigated the public to hate its practitioners. The regime encouraged everyone to participate by handing out rewards and job promotions to anyone who helped to persecute Falun Gong. People’s consciences disappeared and they no longer had a sense of guilt, so they had no qualms about reporting practitioners to the police. Even teachers became actively involved by encouraging children to hate the practice.

The Chinese regime’s lies, propaganda, and massive resources that have been poured into the persecution have encouraged many to participate in it. They believe that “the law does not punish a multitude,” so there will be no consequences for the heinous crimes they may have committed.

Ancient wisdom tells us that good is rewarded and evil punished. Those who kill for profit or teach the young to side with the evil are bound to incur retribution. So many natural and man-made disasters have hit China in recent times, leading to untold numbers of casualties and incalculable economic loss. Repeated surges of the COVID virus have taken so many lives that the Chinese regime refuses to disclose the number. It seems to me that the public is already paying the price.

It is of vital importance that the Chinese people see the Chinese regime for what it is and stop doing its bidding. Even better, they should quit the Chinese Communist Party and its affiliated organizations to cut ties with it. By siding with the good people who practice Truthfulness-Compassion-Forbearance, they would be consciously choosing a bright future.
