(Minghui.org) Falun Dafa (also known as Falun Gong) is a spiritual practice based on the principles of Truthfulness-Compassion-Forbearance. The Chinese Communist Party (CCP) has been persecuting adherents of the practice since July 1999. Zheng Wanxin, former captain of Wangcun Forced Labor Camp in Shandong Province (also known as No. 2 Forced Labor Camp), and now deputy political commissar of Shandong Province Women’s Rehabilitation Center (formerly called Shandong Province No. 1 Women’s Forced Labor Camp), has actively participated in the persecution and is responsible for the deaths of Falun Dafa practitioners.

During Zheng’s tenure at Wangcun Forced Labor Camp, at least four Falun Dafa practitioners died there, including Mr. Zou Songtao of Qingdao City, Mr. Qian Fajun of Junan County, Mr. Shao Mingzhu of Weishan County, and Mr. Chu Guilin of Changyi City. Two other practitioners, Mr. Zhang Guangbao of Guan County and Mr. Zhao Liming of Shouguang City, barely survived the torture they were subjected to under Zheng.
Due to strict information censorship in China, we believe there are many more torture cases yet to be reported.
The Wangcun Forced Labor Camp has four teams involved in persecuting the practitioners. Zheng was the most active in the persecution, and he managed the team until 2009, when he was promoted and transferred to Shandong Province Women’s Rehabilitation Center. The new captains of the three other teams, including Li Gongming, Sun Fengjun, and Luo Guangrong, were promoted from Zheng’s team. His minions later comprised almost half of the leadership team in the labor camp.
Below are select persecution cases Zheng is responsible for.
Death of 28-year-old Male
In July 2000, without a trial or other legal proceeding, Mr. Zou Songtao was sent to the Dashan Forced Labor Camp in Qingdao City after he was deceived into going to the local police station. Without notifying his family, he was transferred to Wangcun Forced Labor Camp in September.
Zheng, Shao Zhenghua, and some guards took Mr. Zou to an interrogation room on the morning of November 3, 2000. After more than two hours of mental and physical torture, he died at 11:30 a.m. He was 28 years old. To cover up the crime, the labor camp claimed that Mr. Zou jumped to his death.
Injected With Unknown Drugs
Since the communist regime started persecuting Falun Gong in 1999, Mr. Qian Fajun was repeatedly arrested, tortured, and imprisoned in 2003, 2004, and 2011 because of his beliefs. He was tortured by Zheng and other labor camp guards while incarcerated.
Mr. Qian was arrested on February 16, 2003, and given a two-year term at the Wangcun Forced Labor Camp. When Zheng locked Mr. Qian in solitary confinement in June 2003, he forced him to sit on a wooden chair with his back toward the door, handcuffed his hands behind his back, and shocked him with electric batons. The room was filled with the smell of burned flesh.
During his last term at Wangcun Forced Labor Camp, Mr. Qian was injected with an unknown drug. He passed away shortly after returning home on April 17, 2013. He was 44 years old.
Hung Up for 12 Days
A large number of Falun Dafa practitioners from Guan County went to Beijing in late September 2000 to appeal for the right to practice their faith. Mr. Zhang Guangbao was stopped and detained by police officer Li Hanqing from the Guan County Police Department. While in custody, officer Ma Guoqiang whipped him and shocked him with a taser.
Mr. Zhang was again arrested on October 29, 2000 and taken to the Wangcun Forced Labor Camp.
In the camp, practitioners were forced to sit upright on small benches for extended periods of time without moving. They were subjected to long-term sleep deprivation, and other abuses. Zheng prohibited Mr. Zhang from sleeping, and ordered the inmates to do anything to “transform” him. Guard Li Qinfu threatened Mr. Zhang by saying, “I will torture you to death and throw your body in the mountains to feed the wolves.”
On December 25, 2000, Zheng told Mr. Zhang to hand-copy letters written by inmates that slandered Falun Dafa. Mr. Zhang instead wrote letters that clarified the facts about Falun Dafa. Zheng became angry and repeatedly hit Mr. Zhang’s face with a towel. The guards handcuffed him and suspended him from a door frame such that his feet weren’t touching the ground.
Zheng punched and kicked Mr. Zhang one day before suspending him overnight. He was hung up by his wrists for 12 days.
Use of Violence
Zheng used various torture methods, including whipping, swearing at, and humiliation, to force the practitioners to renounce their faith. He told them, “I won’t let you eat and will instead force-feed you,” and “I’ll push you down a hill and dig a hole to bury you.”
According to a Minghui report on June 4, 2009, Mr. Zhu Xiaodong went on a hunger strike while detained at the Wangcun Forced Labor Camp. Zheng stomped on him, shocked him with an electric baton, and threatened to bury him alive.
Beaten
Mr. Chen Pigui, in his 60s, was sent to the Wangcun Forced Labor Camp. One day, as guard Liu Lin talked with him in the workshop, Mr. Chen loudly shouted “Falun Dafa is good” to all those in the room. The instructors rushed over and pinned him to the ground. Mr. Chen’s mouth was covered and he was taken back to the cell. After Zheng heard about this, he beat Mr. Chen.
Shocked with Electric Batons
When Mr. Tong Huanxiang was in the Wangcun Forced Labor Camp in 2009, he was made to stand facing a wall until 11 p.m. every day because he refused to write monthly reports. Days after he went on a hunger strike in early April 2009, Zheng kicked Mr. Tong while another guard was pinning him to the ground by his neck. Zheng then stepped on Mr. Tong’s head and pushed a baton into his mouth. Zheng also shocked Mr. Tong’s legs. When the baton ran out of power, the guard held him down and slapped his face with a shoe.
To generate more profits by making Falun Gong practitioners work harder, guards led by Zheng tried every approach to force people to work more. Mr. Wang Jianzhong and other practitioners wrote letters and collected signatures to protest the brutal treatment they were receiving. For that, they were placed in solitary confinement for more than a month. The guards later created a strict management section, and Mr. Wang became the first practitioner to be persecuted there. The labor camp subsequently adopted a series of approaches to persecute practitioners using intense labor.
To harass the practitioners in the strict management section, Zheng led the guards in forcing practitioners to work additional time when the other inmates were taking a break or not working at all.
