Mr. Luan Ning Charged with “Subverting the State”

(Minghui.org) Mr. Luan Ning is a Falun Gong practitioner in Yinchuan City, Ningxia Autonomous Region. He was reported to police by a postal office worker for mailing Falun Gong truth-clarifying letters. The police arrested, detained him and searched his home.

Mr. Luan was charged with “Subverting the State” by the Xingqing District Police Department and Xingqing District Procuratorate, as directed by the local 610 Office. His case was recently submitted to the Yinchuan Intermediate Court, as the Xingqing District Court did not have the authority to try such a case.

Case History

Mr. Luan Ning went to a post office in Xingqing District to mail letters in February 2017. After he left, postal workers opened his letters and found that they contained information about Falun Gong. They then reported him to the police.

Police began to secretly monitor and follow Mr. Luan. He was arrested around 8 a.m. on August 27, 2017, when he was leaving for work.

More than 10 people, including Ma Tao from the Jiefangxijie Police Station, Ma Zili and Jia Yonghong from the Xingqing District Police Department, and several people from the local resident's committee ransacked his apartment. They also searched his place of work and his wife's parents home. They confiscated Falun Gong books and Dafa informational materials.

Mr. Luan was taken to the Yinchuan Detention Center and has been detained for more than a year.

He was officially placed under arrest in mid-December 2017 by the Xingqing District Procuratorate.

His case was returned to the district police department in February 2018 by the Xingqing District Procuratorate, because of insufficient evidence. Additional incriminating materials were requested.

His case was submitted to the Xingqing District Court on March 20, 2018.

After he was arrested, Mr. Luan's family hired a lawyer who submitted the “Legal Opinions,” the “Application for Bail Pending the Trial,” and a request for his release or change in the type of detention.

A trial inquiry was held in the Xingqing District Court around June 2018. His lawyer pleaded not guilty as charged and demanded Mr. Luan's release and that all charges be dropped.

In the past, Falun Gong practitioners were usually charged with “Obstructing the Law” under Article 300, Criminal Code. However, Mr. Lu Ning was charged with the more severe crime of “ Subverting the State.” The only evidence presented was mailing the Falun Gong informational materials and owning equipment that could produce such materials.

In reality, by illegally opening Mr. Luan's letters and reporting him to the police, the post office staff had committed a crime and interfered with his freedom of expression.

Persecution History

Mr. Luan refused to give up his belief in Falun Gong when the Chinese Communist Regime launched the persecution of Falun Gong.

Because he was an assistant at a Falun Gong exercise site, Mr. Luan was severely persecuted, including being arrested three times, having his home ransacked four times, being sent to a brainwashing center, fired from his job, losing his pension, and being sentenced to prison two times for a three-year and four-year term, respectively.

During his detention, Mr. Luan was interrogated, kicked, beaten, slapped in the face, handcuffed and hung from heating pipes, among other torture methods. He was ordered to perform hard labor, such as farming, construction, and carrying heavy bricks.

Tortures he experienced included having his head slammed against a wall, being forced to bend over for long periods, sitting on a small stool for long hours, sleep deprivation, and being tied up and hung upside down.

Mr. Luan's suffering has caused much heartache for his family. His mother, Luo Canhua, died three days after his second trial. He was unable to see her before she passed away.

Mr. Luan's Cultivation Journey

Mr. Luan, 59 years old, was formerly employed in the Human Resources Department of the Ningxia Autonomous Region Government.

As a young man he experienced the Great Cultural Revolution. The social chaos made him confused about life and society, so he searched for information about spiritual cultivation.

He had practiced other qigongs for over 10 years before he began to practice Falun Gong. Although the other qigongs had improved his physical condition, he felt that he could not expect any further improvement.

In January, 1996, he watched Master Li Hongzhi's Fa-lecture videos and learned the exercises. Then, he purchased the books Falun Gong (introductory book) and Zhuan Falun (main book of the practice). He read both and immediately started practicing Falun Gong. Not long after taking up the practice of Falun Gong he returned to good health.

In following Falun Gong's principles of Truthfulness-Compassion-Forbearance, his moral standard and community interaction improved.

He signed up to help poor farmers living in the remote countryside in January 1997. He insisted on eating and living with them and helped to improve their living conditions.

That year he was granted the award “Advanced Worker in Helping the Underdeveloped Countryside,” and was appointed deputy director of the education center. In the following year, he was given the “Advanced Worker” award in the Human Resources Department of the Ningxia Autonomous Region Government.

Through his honorable behavior he influenced other colleagues, some of whom started practicing Falun Gong as well.
