Belated News: Medical Worker Sues Former Chinese Dictator for His Family’s Plight

(Minghui.org) A former employee of Ruijin Hospital at Shanghai Jiaotong University School of Medicine filed a criminal complaint in 2015 against former Chinese dictator Jiang Zemin for initiating the persecution of Falun Gong.

Mr. Lei Ruoqing gave a seminar to a group of colleagues and medical students on June 13, 2012. He ended his talk by citing a poem about how Falun Gong helps improve morality. Someone in the audience reported him to the police, who arrested him at his home two days later.

Mr. Lei was held at the local police station for about two weeks before being moved on July 1 to a brainwashing center, a non-judicial facility used to detain Falun Gong practitioners. Five days later, he was transferred to a hospital-owned hotel, where he remained for some time.

Mr. Lei’s mother, Ms. Yu Fengxian, and youngest sister, Ms. Lei Ruoying, were also arrested and taken to a different brainwashing center. Ms. Lei lost her job as a result.

Mr. Lei’s other sister, Ms. Lei Ruoqin, who lives in their hometown of Jiangxi Province, was harassed by police after her brother’s arrest.

Mr. Lei was transferred to a different post within the hospital after his release. He had trouble carrying on his normal work as police continued to harass him for his continued efforts to tell his colleagues about the illegality of the persecution of Falun Gong.

Mr. Lei tendered his resignation on April 15, 2013. Barely one month later, on May 20, he was home when he saw his door being pried open and his father, uncle, police, and street committee staff rushing in. He realized that his father and uncle must have been held hostage and used to get him. He dialed 110 (equivalent to 911). Two officers arrived, but they left without driving away the intruders.

Mr. Lei and his mother, Ms. Yu, were forcibly taken to a waiting police cruiser. They were held at a local brainwashing center for 45 days.

The mother and son returned to their hometown of Yingtan City, Jiangxi Province, four days after their release. On June 16, 2015, they submitted their complaint against Jiang to Supreme People’s Procuratorate. They sent a copy of the complaint to Supreme People’s Court one month later.

Background

In 1999, Jiang Zemin, as head of the Chinese Communist Party, overrode other Politburo standing committee members and launched the violent suppression of Falun Gong.

The persecution has led to the deaths of many Falun Gong practitioners in the past 16 years. More have been tortured for their belief and even killed for their organs. Jiang Zemin is directly responsible for the inception and continuation of the brutal persecution.

Under his personal direction, the Chinese Communist Party established an extralegal security organization, the “610 Office,” on June 10, 1999. The organization overrides police forces and the judicial system in carrying out Jiang's directive regarding Falun Gong: to ruin their reputations, cut off their financial resources, and destroy them physically.

Chinese law allows for citizens to be plaintiffs in criminal cases, and many practitioners are now exercising that right to file criminal complaints against the former dictator.

In its “registration system reform opinions,” the Supreme People's Court in China claimed that it would guarantee the registration and processing of all complaints filed. This new policy was to take effect on May 1, 2015.
