Mr. Li Binghu from Gansu Province Detained 15 Days for Suing Jiang Zemin

(Minghui.org) Falun Gong practitioner Mr. Li Binghu from Qingshui County was arrested by police on October 20, 2015, and illegally detained for 15 days. He was taken into custody for suing Jiang Zemin, the former head of the Chinese Communist regime who initiated the persecution of Falun Gong.

Mr. Li stated in his criminal complaint that he had learned of the global efforts to bring Jiang Zemin to justice in July 2015. He subsequently filed a criminal complaint against Jiang for genocide against Falun Gong practitioners and sent it via express mail it to the Supreme People's Court. He received an acknowledgment of his receipt on August 18, 2015.

Below, Mr. Li recounts the police harassment he experienced after he filed his criminal complaint. Excerpts from his complaint against Jiang follow.

Police Harassment

Police from the Domestic Security Division ransacked my home on August 29, 2015. Only my wife and two grandchildren were home at the time. They were very frightened and traumatized.

On October 20, 2015 two police vehicles arrived at the construction site in Wanghe County where I was working. Dong Qingsheng from the Domestic Security Division and several police officers arrested me and took me to the Qingshui Detention Center.

Dong showed me my complaint package and asked me why I wanted to “lodge a false accusation” against Jiang Zemin.

“He is responsible for the death of many practitioners,” I said. “What prevents me from suing him? Every citizen has the right to file a lawsuit. Besides, every word in the complaint is true. How could it be a false accusation?”

Dong responded, “You can sue anyone else, but not the leader of the nation. For that we are detaining you.”

They held me for 15 days. They demanded that I give up my belief several times during my detention.

Mr. Li's Criminal Complaint

Jiang Zemin, former head of Chinese Communist Party (CCP), launched the persecution of Falun Gong on July 20, 1999. Overnight, Falun Gong was slandered throughout the country through the state-owned media. We practitioners have been harmed greatly and have lost our peaceful cultivation environment.

I have been harassed several times throughout these years. Each time, seven or more people came to my home and demanded that I give up my belief.

At one time, over a dozen people broke into my home and asked if I still practiced Falun Gong.

“Yes! It is such a good practice,” I said. “How can I not practice it? I not only became healthy, but I also became a good person because I follow Falun Gong's principles of Truthfulness-Compassion-Forbearance. What is wrong with that?”

One person opened my drawer, and I closed it. He tried again, and I held the drawer shut. He glared at me. I asked him if he had a search warrant. He said he did not have one, and I told him that he could not search without it.

Another person said that they could search my home without a search warrant under special circumstances. I told them that I had not committed murder or arson. What was the special circumstance? They were very angry, checked my identification card and residence registration and left. I was warned to “be careful” because they were really angry and would take revenge.

A dozen people from the Huangmen County Government arrived at my home in several vehicles on September 21, 2011. They took me to the Village Committee office and locked the door. Two persons held my arms out, while a dozen people beat and kicked me. I was thrown to the ground. They also called the Domestic Security Division from the Qinshui County Police Department to get permission to ransack my home. They confiscated my Falun Gong book and two copies of the Minghui Weekly magazine.

When someone knocked on the door, they carried me to the bed, and then opened the door. It was my son. When he asked who had beaten me, they denied that they were responsible. My son called my nephew who also questioned them. He took pictures using his cell phone, but they grabbed it and deleted the pictures and audio recording. Then, they left.

I was diagnosed with severe muscle damage in the hospital. It was planting time, yet I was unable to tend to my field. I could not do anything but lie in bed. It took me a month to recover.

Dong Qingshen from the Domestic Security Division and about six officers ransacked my home on August 8, 2012. They again confiscated copies of Minghui Weekly and other Falun Gong related materials.

I was detained in the Qingshui County Detention Center for 23 days. During this time, police and staff from the prosecutor's office demanded that I give up Falun Gong, which I refused to do.

A Longtime Practitioner

Mr. Li Binghu started to practice Falun Gong in November 1997 because of the health benefits he had heard about. He followed the principles of Truthfulness-Compassion-Forbearance and improved his moral character.

Mr. Li said in his official complaint that before he practiced Falun Gong he was very weak and had trouble walking. He also had stomach problems and could not eat much. Although he saw doctors and took medication, he was not getting better.

One month after he started to practice Falun Gong Mr. Li recovered from his illnesses. He could walk anywhere without getting tired. This was witnessed by his father and wife.

Mr. Li's wife was of poor health, but recovered from her ailments after she also began to practice Falun Gong.

They had a harmonious family life because they lived by the principles of Truthfulness-Compassion-Forbearance.

Background

In 1999, Jiang Zemin, as head of the Chinese Communist Party, overrode other Politburo standing committee members and launched the violent suppression of Falun Gong.

The persecution has led to the deaths of many Falun Gong practitioners over the past 16 years. More have been tortured for their belief and even killed for their organs. Jiang Zemin is directly responsible for the inception and continuation of the brutal persecution.

Under his personal direction, the Chinese Communist Party established an extralegal security organ, the “610 Office,” on June 10, 1999. This organization overrides police forces and the judicial system in carrying out Jiang's directive regarding Falun Gong: ruin their reputations, cut off their financial resources, and destroy them physically.

Chinese law now allows for citizens to be plaintiffs in criminal cases, and many practitioners are exercising that right to file criminal complaints against the former dictator.
