Family of Former Deputy Division Chief Sues Former Chinese Dictator Jiang Zemin

The family of Mr. Li Congchun, a former deputy division chief in Handan City Police Department, recently filed a joint complaint against Jiang Zemin. They are urging the Supreme People's Procuratorate and the Supreme People's Court to bring Jiang to justice for orchestrating the violent suppression of Falun Gong in China.

Mr. Li Congchun is 70 years old. Due to the persecution, he lost his job and was sentenced to prison. His wife and two sons suffered from the persecution as well. Ms. Liu Dengqing was sent to a brainwashing center while her son was detained, tortured and punitively force-fed.

Mr. Li began practicing Falun Gong in November of 1994. He used to suffer from many diseases, which disappeared after only 26 days of practice. In the past 21 years, he has been healthy like a young man.

He said, “If I didn’t practice Falun Gong, I would have been long gone.”

Mr. Li went to Beijing on April 25, 1999 to appeal for Falun Gong. When he went back to work the next day, Chen, the deputy chief of Handan City Police Department, placed him under house arrest for 40 days.

Mr. Li was arrested from his office by police from the Handan City Police Department in the morning of March 10, 2000. His house was ransacked and he was detained at Handan City Second Detention Center. He was interrogated in attempts to get him to renounce his faith.

Mr. Li lost his job on April 19, 2000, and no longer received any salary or benefits. He was sentenced to five years of imprisonment in the summer of 2001 and was sent to the Shijiazhuang North Suburban Prison.

Ms. Liu Dengqing, Mr. Li’s wife, started practicing Falun Gong in 1995 after seeing her husband's health improvements. She and a dozen practitioners were sent to a brainwashing center in September in 1999 for two days to stop them from going to Beijing to appeal.

Mr. Li Yonggang, 42 years old, is Mr. Li Congchun’s oldest son. He used to be a frequent sufferer of kidney stones. Despite multiple hospitalizations, the kidney stones kept coming back.

When Mr. Li Congchun was released in 2005, he convinced his son to give Falun Gong a try. Mr. Li Yonggang began practicing Falun Gong, and the kidney stones soon disappeared. He decided to join his family in their case against Jiang Zemin for launching the persecution.

Mr. Li Yongqiang, 38 years old, is the second son of Mr. Li Congchun. He went to Tiananmen Square in Beijing to appeal for Falun Gong in October 1999. He was arrested and sent to a detention center near Tiananmen Square. He was force-fed by police there.

A week later, he was sent back to Handan and detained at the Handan First Detention Center for close to six months. When he was released, the family was forced to pay 3,000 yuan to the local authorities.

Background

In 1999, Jiang Zemin, as head of the Chinese Communist Party, overrode other Politburo standing committee members and launched the violent suppression of Falun Gong.

The persecution has led to the deaths of many Falun Gong practitioners in the past 16 years. More have been tortured for their belief and even killed for their organs. Jiang Zemin is directly responsible for the inception and continuation of the brutal persecution.

Under his personal direction, the Chinese Communist Party established an extralegal security organ, the “610 Office,” on June 10, 1999. The organization overrides police forces and the judicial system in carrying out Jiang's directive regarding Falun Gong: to ruin their reputations, cut off their financial resources, and destroy them physically.

Chinese law allows for citizens to be plaintiffs in criminal cases, and many practitioners are now exercising that right to file criminal complaints against the former dictator.
