(Minghui.org) Tens of thousands of Falun Gong practitioners are now exercising their legal right to sue Jiang Zemin for launching the persecution of Falun Gong
These lawsuits are mailed to the Supreme People's Court and Supreme People's Procuratorate, which are required to process all criminal complaints filed by citizens, as of a recent ruling by the Supreme People's Court.
However, it has become known that the above mentioned courts have illegally returned the complaints to the respective local authorities and quite a few practitioners have been detained and persecuted.
More than 10 Falun Gong practitioners in Ningcheng County of Inner Mongolia were unlawfully arrested on October 12, 2015 during an early morning raid by police from the Domestic Security division. A few practitioners were later released, but Ms. Fan Meiling is still being held in a detention center.
As Ms. Fan was getting ready to work in the fields, the village head and a group of police came to her house around 6 a.m. on October 12, 2015. They pounded on the gate. When Ms. Fan refused to open the gate, the police scaled the wall and grabbed the house key from her hand. They ransacked her house and found 753 yuan, a few Falun Gong books and a notebook computer. The police wanted to arrest Ms. Fan, but she resisted.
The police kept asking if she had filed criminal complaints against Jiang Zemin. In the end, she was arrested.
Ms. Fan's son and daughter rushed home from out of town and went to the village head to demand their mother's release. The village head told them he had nothing to do with her arrest and was forced to accompany the police.
They then went to the local police station, but were told their mother was detained in the Ningcheng County Detention Center. The detention center refused to let them see their mother, and told them that the domestic division leaders Zhang Guozhi and Xing Zuoli were in charge of their mother's case.
They went the domestic division to demand their mother's release. Official Zhang Guozhi was very rude, insisting that their mother was guilty of practicing Falun Gong. When they reasoned with him and told him how she had benefited from practicing Falun Gong, Zhang refused to listen and threatened to arrest them as well.
Ms. Fan's son and daughter hired a lawyer. However, the lawyer was only allowed to meet with her for 15 minutes. The lawyer demanded that she be released because she was innocent of any wrongdoing.
The lawyer reported back to her family members that she was arrested because she filed criminal complaints against Jiang Zemin, and he would prepare documents to demand her immediate release.
When Ms. Fan's son and daughter went to the Domestic Security Division to ask for their mother's release on October 19, only her daughter was allowed to see the division head Zhang Guozhi.
She told him that her mother had not committed any offense by practicing Falun Gong and that it was legal to file a lawsuit against Jiang Zemin for his crimes in persecuting Falun Gong. Zhang Guozhi asked police to videotape her and threatened to arrest her.
Zhang claimed that he was assigned to deal with Falun Gong practitioners. Ms. Fan's daughter told him that he was violating the law. Zhang refused to talk any further about her mother.
Ms. Fan's son and daughter went to the Chifeng Municipality Appeals Office. They were told that such cases did not fall into the scope of the office and there was nothing they could do. The appeals office advised them to take the matter up with the procuratorate.
They told the procurator office that their mother was arrested for filing criminal complaints against Jiang Zemin. The procurator staff said that there must be other reasons for her arrest, and suggested that they deal with the discipline and inspection section of the police department. They again contacted staff at the Chifeng Municipality Appeals Office, but they refused to accept the appeal.
Ms. Fan is still unlawfully detained today.
