Practitioner Niu Xiaoqin Imprisoned in Labor Camp--Family Not Notified

(Minghui.org) Falun Dafa practitioner Ms. Niu Xiaoqin of Lanzhou City, Gansu Province was taken to a forced labor camp, and her family was not notified, as required by law. It took the family six months to discover that she was being held at the Liugouhe Women's Forced Labor Camp. Ms. Niu Xiaoqin told her family that she was taken to the labor camp without being sentenced by a court.

Practitioners Ms. Niu Xiaoqin, Ms. He Xiaolan, Ms. Yue Biling, Ms. Wang Caixia, and Ms. Jin Jilin went to the Gongjiawan Brainwashing Center on June 11, 2012, hoping to obtain the release of five practitioners who were being detained and tortured there.

The brainwashing center refused to release the practitioners, and instead collaborated with the district Public Security Bureau and a large contingent of police officers to illegally arrest twelve practitioners, including Ms. Niu Xiaoqin, Ms. He Xiaolan, Ms. Wu Yuying, and Ms. Li Fubin.

On June 25, 2012, Ms. Niu Xiaoqin, Ms. Li Ping, Ms. Fu Julan, and Ms. Li Taohua were detained at the Taoshuping Detention Center in Lanzhou City, and then taken to the Gongjiawan Brainwashing Center.

Ms. He Xiaolan was sentenced to one and a half years of forced labor and taken to the Liugouhe Women's Labor Camp (Women's Drug Rehabilitation Center) that same day.

Ms. Niu Xiaoqin was sentenced to a two-year term and taken to the Liugouhe Women's Forced Labor Camp on July 24.

Authorities in Lanzhou City did not notify the families about the arrests and detention. The police ransacked the practitioners' homes. The families were intimidated by officers from the Lanzhou City Domestic Security Division and the local police station.

Ms. Niu Xiaoqin's family went to the Baiyin Road Police Station in Chengguan District, Lanzhou City in December 2012, demanding to know why they were not notified about the forced labor sentence. Liang Jinchun, a northwest village police officer, said, “Go and ask our supervisor,” but refused to give the name of the supervisor. He refused to provide any further information, and said, "I informed you verbally, and no other procedure is needed!”

Ms. Niu Xiaoqin's family then went to the Liugouhe Women's Forced Labor Camp. They were shown Ms. Niu Xiaoqin's file, which said, “Forced Labor Verdict.” The document also stated that “Whoever disagrees with the decision can apply for administrative reconsideration at the municipal government (legal office) or the Province Forced Labor Administration Committee within sixty days from the date of receiving this written decision, or bring an administrative lawsuit to the court within three months from the date of receipt of the written decision.” Officials at the labor camp said, “Under the law, the family and detainee have ten days to lodge an appeal.”

The family had not been informed about Ms. Niu's incarceration at the forced labor camp, and the “Forced Labor Verdict” was not given to her family, even though it is required by law. Additionally, Ms. Niu's family first saw the verdict six months after her sentencing. This was more than three months too late for administrative reconsideration.
