Despite Name Change, Persecution of Practitioners Continues at Qianjin Forced Labor Camp in Heilongjang

(Minghui.org) Qianjin Forced Labor Camp in Harbin, Heilongjiang Province was recently relabeled as a rehabilitation center. Despite the name change, Falun Gong practitioners are still being persecuted in this facility.

Practitioners in the camp are tortured so that they will “transform.” They are forced to sit on small stools for extended periods of time, to recite the camp regulations, to write diaries on “transforming,” and to do slave labor, including making chopsticks, inexpensive decorations, and car seat cushions.

The camp assigns two inmates to watch each practitioner all day, every day. These inmates are instructed by the guards to abuse practitioners at will. Without any freedoms, practitioner are being sworn at and hit if the inmates who are overseeing them aren't happy with them. For example, one practitioner smiled at another practitioner in June 2012. Inmate Wang Fang reported the incident to guard Liu Xiaoyu. The practitioner was pulled to the duck house (where fewer people passed by) and slapped in the face.

Guards Li Haishan, Cui Lianlian, Ban Xinxin, Wang Ruyan, and Li Zhen, under the instruction and supervision of their captain Wang Min, have been torturing and abusing practitioners. They frequently beat practitioners and extend their terms using fabricated charges.

The provincial police system and 610 Office evaluate all forced labor camps and brainwashing centers on their “transformation” rates of Falun Gong practitioners three times per year. The bonus for each department is directly correlated with the “transformation” rate. Unsurprisingly, all departments have been trying their best to force practitioner inmates to "transform" in order to be financially rewarded. The following are some examples of what takes place in the camp.

Harbin practitioner Ms. Hao Peijie refused to recite a report to the wardens on December 6, 2012. Guards Cong Zhixiu and Zhou Lifan then stripped her, handcuffed her to a radiator, and shocked her with electric batons for over an hour.

On December 12, 2012, Cong Zhixie pulled Ms. Hao Peijie out of the workshop to an office, where Cong Zhixiu and vice captain Zhou Lifan stripped Ms. Hao again, and shocked her with electric batons. All windows in the room were opened, even though the temperature was minus 20-30 degrees Celsius (-22 to -4 F).

A guard instructed inmate Li Xiaoyu to take Ms. Hao to a small room on the second floor this past January 14. She was forced to stand still there until 2:00 a.m. and was awakened at 4:30 a.m. to continue work in the workshop.

On January 22, guards told Ms. Hao to write positively about her life in the camp, but she refused to lie about the reality. Cong Zhixiu took her to an office on the second floor to beat her and then forced her to crouch for the whole night, depriving her of sleep.

Cong Zhixiu took Ms. Hao out of the workshop at 8:00 a.m. January 23, to an office, to torture her again. Captain Wang Min and Cong Zhixiu first stripped Ms. Hao. They also wanted to open the window to torture her with cold, but the windows were frozen shut. They poured cold water on her from head to toe, then shocked her with electric batons. She was held down on the floor while they pulled her hair, stepped on her head, and slapped her face with sneakers. Ms. Hao's eye started bleeding. When she was let go at noon, she could hardly walk. Her left eye was so swollen that she couldn't see, and she was in so much pain that she couldn't turn over in bed.

Harbin practitioner Ms. Wang Lina didn't participate in the camp exercises on October 14-27, 2012, so captain Wang Min and other wardens tortured her for over ten days. They stripped her, poured cold water on her, and shocked her with electric batons. She was covered in bruises and unable to lie down or turn over in bed.

On April 19, 2012, Ms. Lin Peiyu in Harbin was arrested by officers from the Daoli Police Station. Captain Wang Min interrogated her. Ms. Lin said the Chinese Communist Party (CCP) persecuted good people and was evil, while Falun Dafa was good. The police attempted to force her give up her belief in Falun Dafa. When she refused, they tortured her. They handcuffed her to the window bars and shocked her with electric batons. When she refused to react to the pain, they splashed cold water on her, then continued shocking her. Black bruises covered her body.

Guard Wang Fang also participated in the persecution. When they first took Ms. Lin there, she had no toilet paper, so another practitioner put a roll of paper in Ms. Lin's bag. When the captain and guard found out, they asked who gave her the paper. Ms. Lin refused to reveal her fellow practitioner's name for over two weeks. They then tortured her more brutally, and after three weeks, Ms. Lin could no longer endure it and reported her name. But she did not write any statements denouncing Falun Gong.

Wang Min saw the reported name, so treated Ms. Lin "nicer" and deceived her into reciting the rules. They later forced her to get up at 4:30 a.m. and didn't allow her to sleep until 10:30 p.m. During the day, she was forced to sit on a small bench or squat for over ten hours at a time. This lasted for over a month.

In October, Ms. Lin did not cooperate in doing the camp exercises, so Wang Min and Zhou Lifan forced her to make small plastic benches in the workshop for about four days. In November, when the provincial office checked on the "transformation" rate, Ms. Lin was tortured again.

Ms. Liang Yan from Shuangcheng refused to cooperate or be brainwashed. At noon on November 21, 2012, she was called to the team office by guard Cong Zhixiu. Cong tried to brainwash her, but Ms. Liang remained steadfast. Wang Min, Liu Xiaoyu, and Cong Zhixiu slapped her face until it swelled. The female guards continued trying to force her to denounce Falun Gong, and she continued to refuse. They splashed cold water on her, shocked her with electric batons, kicked, and beat her. The cold water soaked her thick trousers. She was tortured until 3:00 p.m. She was not allowed to change the wet trousers, but only her coat, and was then sent back to the workshop to work.

Ms. Wang Dongli from Shuangcheng did not write the "diary" to report her thoughts, so Cong Zhixiu beat her.

Ms. Jiang Xiuzhen from Shuangcheng was ordered to the office by guard Li Xiaoyu at around 8:00 p.m. on November 13, 2012,. Captain Wang Min and Li Xiaoyu kicked and beat her. When they returned her to her room at around midnight, she could hardly walk because her ribs were in extreme pain. She could not get into bed by herself. She said her ribs were broken. After that, she was not allowed to see her family. She was even threatened with more torture if she told what happened.

Ms. Lan Bo from Yanshou County was also tortured. At 6:00 a.m. on January 19, she got up and had breakfast at 7:00 a.m. The heating system stopped working at 11:00 a.m. They ate lunch at noon, and continued to work. It was extremely cold in the room, and everyone's hands and feet were cold. When they were allowed to relax for five minutes at their stations, guard Fu Min overheard Ms. Lan Bo's suggestion about doing the Falun Gong exercises. At 1:00 p.m. on January 19, she was sent to the team office, where Zhang Yanli shocked her with electric batons. The batons ran out of battery power in a short while, so Fu Min and Zhang beat her with the batons.

On January 13-14, since Ms. Lan refused to cooperate, she was shocked and beaten with electric batons by Wang Min, Cong Zhixiu, and Wang Xiaoyu, and then forced to stay in a small solitary room for over two hours.

Ms. Zhang Limei from Wuchang refused to recite reports, so Wang Xiaoyu and Wang Min shocked her with electric batons. Several guards came and held her hand to write the 28 characters for the three statements. Ms. Zhang was distraught after that. For over a year, she could not stand up straight. She was sent to the second team in November. Because she refused to recite the reports and rules, vice captain Wu Baoyun tied her to the bed where she was forced to hang while being shocked with electric batons. She vomited about half a bowl of blood, and her heart felt extremely uncomfortable.

Ms. Liu Huiqin from Wuchang refused to recite the rules on December 24, 2012. Zhang Yanli took her to the duty room on the second floor, where she was beaten and kicked. She was then taken to the ground floor and beaten until 10:00 p.m.

Ms. Yan Tingzhen from Yichun City refused to write false reports or memorize the prison rules on the night of December 30, 2012. At 8:00 p.m., squad leader Cui Lianlian took her to the captain's office on the second floor. Wang Min forced her to squat overnight between two desks. At 7:00 a.m. the second morning, Wang Min took her to a bathroom, stripped her, and shocked her with an electric baton for an hour. Wang Min even poured water on her when shocking her, and kicked and beat her. She also stepped on Ms. Yan's hands. After this, Ms. Yan vomited whenever she ate.

Ms. Xu Ying from Hailin City did not recite the prison rules on December 27, 2012. Policewoman Cui Lianlian reported this to Wang Min, who took her to the duck house and slapped and cursed her.

Ms. Zuo Xianfeng from Yilan City started a hunger strike on November 18, 2012. Because of this, she was isolated from other practitioners. She was monitored by prisoners, but no further details are known. Captain Wang Min, vice captain Zhou Lifan, Liu Chang, guard Cong Zhixiu, Li Xiaoyu, Xu Wei, and Zhang Yanli all participated in mistreating her for five to ten days. When Ms. Zuo refused to eat, she was taken to the clinic, and director Wang Zhongliang force-fed her. Ms. Zuo was forced to get up at 4:00 a.m. every day and not allowed to go to sleep until 10:30 p.m. Her hands were handcuffed behind her back and she was forced to squat. This lasted for more than a month. She became very thin and her complexion became yellowish. When she was taken back to her cell on January 23, she was relying on liquid food to maintain her life. To prevent people from finding out about their crimes, the guards separated her from other practitioners. She was even monitored in the bathroom by other prisoners.

Ms. Tian Qingling was diagnosed with an umbilical fetal tumor at her annual physical checkup in the summer of 2012. In the poor prison conditions, she became even weaker. When she was too weak to walk, guards Wang Min, Cong Zhixiu, Li Xiaoyu, Xie Qiuxiang, and Zhang Yanli claimed that Ms. Tian Qingling was pretending to be ill. They continued torturing her and forced her to do slave labor, including packing chopsticks. One day when she went to the dining hall on the second floor to eat, she passed out at the entrance of the stairs on the second floor. Several practitioners roused her by pressing her acupuncture points. After the meal, Zhou Lifan reported this to the captain. They let vice director Zhang of the Qianjin Labor Camp treat Ms. Tian. The details were kept secret. It is known that they gave Ms. Tian oxygen. After this incident, everyone was worried.

Ms. Tian Qingling was nonetheless forced to work the next day. Since she was fatigued, it was hard for her to walk. Each time it took two hours for her to move from the cell to the workshop little by little. When a practitioner tried to carry her, the guards prohibited it and forced her to get there by herself. Although she was covered by a piece of plastic, her clothes still got wet. A practitioner secretly gave her dry clothes when they were in the bathroom. Guard Wang Fang and Cong Zhixiu found out about this. The guards asked who gave the clothes to Ms. Tian, but no one answered. The female guards kept cursing the practitioners. They forced Ms. Tian Qingling to take off the dry clothes and wear the wet ones. They also threatened her not to tell the truth when her family came to visit.

When Ms. Tian's family came to visit, practitioners carried her to the visitation room. Her family asked the labor camp officials to release her. They insisted that Ms. Tian “must leave the place alive.” The officials refused. Because of this, Ms. Tian's younger sister argued with the officials. Finally they reached an agreement that Ms. Tian would have surgery. After the surgery, she still had difficulty walking, so her family asked for a temporary release for medical treatment, but Captain Wang Min kept finding excuses to delay it. Pressured by her family, he took pictures of Ms. Tian, claiming she was fine. He then forced four prisoners to sign the document as witnesses. One of the four prisoners was a practitioner, and she refused to sign. She was tortured with electric batons and slapped. Finally she signed and was allowed to return to her cell.

Wang Min claimed that the surgery should have cured Ms. Tian, so Ms. Tian must be pretending to be ill. She forced Ms. Tian to take drugs that affect the nervous system. The first day Ms. Tian refused to take the drugs. The next day, Wang Min and Cong Zhixiu took her to the clinic. Clinic director Wang Zhongliang ordered her take it, but Ms. Tian still refused. Wang Zhongliang then hit her head twice, and along with Wang Min, force-fed her the drugs via a tube inserted into her stomach. After that, for more than ten days, she was not able to walk. The guards then made her sit on a small stool and isolated her from other practitioners.

Chen Lihua, chief of the management division, 53. She is in charge of all management work in the labor camp. During family visits, she forces all the families to curse the Master of Falun Gong and sign contracts to help "transform" practitioners. If not, the visits are cancelled. Wang Zhongliang, clinic director, about 36, assists in the persecution of Falun Gong practitioners in the labor camp.

Xie Qiuxiang, Group 1 guard, about 45. She is selfish and mean. When the captain persecutes practitioners, she constantly curses practitioners to get praise.

Wu Baoyun, 46, vice captain of Group II. She always beats practitioners and believes that she will never be punished for that.

Cong Zhili, about 47, guard in Group II, older sister of Cong Zhixiu in Group I. She frequently falsely accuses practitioners in front of the captain. She is very mean and vulgar towards practitioners.

Wang Meiying, 40, guard in Group II. She constantly forces practitioners to wash her clothes and make her bed. She always has lots of personal jobs for people working for her. She also participates in the persecution by cursing practitioners. In her class, practitioners are not allowed to talk and she speaks to them as if they are slaves.

Zhao Shuang, 35, guard in Group II. She always carries out orders to force practitioners to do slave labor. She is mean and likes to beat practitioners.

Lu Shubin, 46, guard in Group II. She is in charge of the food supply in the dining hall. She only bought fresh produce for display for the officials and would not allow practitioners to eat it even after the produce got rotten and was ready to be thrown away. The meat, fish, and chicken she bought were stored in a freezer for one year, but she still did not allow anyone to eat it. For nearly 70 prisoners, she provided only 10 pounds of cooking oil each month.
