New Police Chief in Henan Province Recycles Old Cases for Career Advancement

(Minghui.org) Personnel from Puyang City Police and Hualong District Procuratorate in Henan Province forced their way into the home of Falun Gong practitioner Ms. Chen Hengfang on the morning of September 4, 2013. They forced her to sign an indictment stating that the Puyang police had charged Ms. Chen and practitioners Ms. Liu Hua, Ms. Ni Jinzhi, and Mr. Yu Desi in the Hualong District Procuratorate.

According to an officer from the Puyang Police Department, the new police chief has decided to recycle two-year-old cases to advance his career.

Two-Year-Old “Cases”

Back on November 29, 2011, Puyang City 610 Office dispatched agents to ransack the home of practitioner Mr. Yu Desi. Mr. Yu, in his sixties, worked at the First Drilling Company of Zhongyuan Oil Field. Mr. Yu’s daughter had a printer, and that was enough for the police to raid the home and confiscate the printer and other personal belongings.

Zhongyuan Oil Field employees, along with Puyang 610 Office and local police, on the morning of November 30, 2011, raided the homes of four practitioners: Ms. Chen, from Hengfang of Oil Construction; Ms. Ni Jinzhi, 70, retired from the Oil Field Hospital; Mr. Cheng Dajin of the Transportation Company; and Ms. Liu Hua of the Construction Company. Because Ms. Liu was in the hospital due to long term persecution, her home escaped. They confiscated a number of computers, printers, cell phones, MP3 players, Falun Gong books, and flyers. Also taken was 6,000 yuan in cash.

Police from Puyang 610 Office returned to Ms. Chen Hengfang’s home on the morning of December 7, 2011, for another search, and confiscated 40 Falun Gong books. The police collected a number of keys and forced Ms. Chen to identify each one.

Hualong District Court tried Mr. Cheng Jinda, in his sixties, on May 3, 2012, and sentenced him to six years. He was transferred to Xinmi Prison in Zhengzhou on August 2, 2012.

Two years later, these victimized practitioners and their families still live in the shadow of all this. Mr. Cheng Jinda is still in jail, working more than ten hours per day as a slave laborer. His wife and children agonize at home every day.

To add salt to their wounds, Puyang police and the Hualong District Procuratorate reopened the old cases and again brought charges against the four practitioners.
