Jinzhou Prison Uses Sleep Deprivation to Persecute Falun Gong Practitioners

(Minghui.org) Jinzhou Prison has been using several methods during the years of persecution to torture Falun Gong Practitioners, with sleep deprivation being the most common.

Prison guards call sleep deprivation “stewing the eagle.” They take turns questioning the victims in order to keep them awake and bring them beyond the point of exhaustion. No signs of scars are evident from this torture, but it is extremely traumatic for the victims. Prolonged torture of this kind can lead to death by fatigue. It is one of the most insidious, inhuman, and despicable torture methods used to persecute Falun Gong practitioners.

In Jinzhou Prison, the guards order inmates to assist in torturing practitioners and allow them to use force. They are divided into several groups and take turns watching practitioners day and night, never allowing them sleep. This sleep deprivation lasts up to two weeks, and sometimes even longer. The practitioners deteriorate physically and mentally. As one of the prison guards says matter-of-factly, “We reform practitioners by depriving them of sleep.”

Many Practitioners Have Suffered from Sleep Deprivation over the Last Three Years

Warden Wang Zhansuo and Deputy Warden Wang Xue are in charge of getting Falun Gong practitioners to renounce their beliefs. Starting in March 2012, under their orders, Gao Kuan, the head of the prison's Administrative Department, and Cai Lixin, deputy head of the Education Department began torturing practitioners both physically and mentally in collaboration with the inmates.

The evildoers took turns questioning the victims in order to keep them from sleeping. They locked the practitioners in small cells with all the windows sealed so that the practitioners could not make contact with anyone else. They also deliberately didn't tell anyone that the practitioner was being held there. The evildoers did not let the practitioners sleep, and the guards and inmates watched the practitioners around the clock, attempting to break their will and force them to renounce their belief.

In early March of this year, Cui Yuanqi, head of the No. 1 Ward, and prison guard Liu Hongwei locked practitioner Mr. Chen Xin in a room within the Education Building. They tied Mr. Chen to a chair and ordered four criminals to keep watch on him. They deprived him of sleep and forced him to watch video programs that slandered Falun Gong. They pressured him to give up his belief. Mr. Chen Xin went on a hunger strike to protest the persecution.

Since March, at least 20 other known cases have come to light where practitioners suffer similar treatment at the hands of corrupt prison officials.

Depriving Visitation Rights

Four practitioners were transferred from Panjin Prison to Jinzhou Prison on May 8, 2012. Three were immediately locked up in the Education Building to undergo the so-called reform procedure. One of the practitioners, Mr. Lu Kaili, now suffers from paralysis in the lower half of his body, as well as incontinence, due to the inhuman torture that he was subjected to. He is now unable to look after himself. His family went to visit him while he was being detained in Jinzhou Prison, but the guards told them they were not allowed to visit until he was “reformed.”

Visiting a detained family member is a fundamental right. When visiting, the family can see how their loved one is being treated and partially supervise the conduct of the prison staff. However, Jinzhou Prison puts up numerous obstacles to stop families from visiting the illegally detained practitioners, such as asking them to present a “certificate of not practicing Falun Gong” which is provided by the local police station. This requirement is used to deprive practitioners of their families, sometimes for as long as a few years. Some family members protested the practice with prison authorities, who responded by saying that they were just following written instructions from their bosses, yet they were never able to provide proof of such a document. This is yet another form of torture that is allowed to happen in these prisons.

Inciting Guards and Inmates to Commit Crimes

When the “reform” program started, a reward of 1,000 yuan was given to a guard for each reformed practitioner, and inmates responsible who watched that practitioner received commendations. These commendations provided a deduction of 30 days from their prison terms. In 2005, Jinzhou Prison stepped up its persecution of Falun Gong in an effort to become a model unit and receive higher standing within the Chinese Communist Party (CCP). The award for guards was increased from 1,000 yuan to 2,000 yuan, and inmates received one merit and two commendations for a total reduction in prison time of three months. Within three years of the increased rewards, three practitioners died from brutal torture. However, Jinzhou Prison was promoted and recognized as a model unit. Swayed by the incentives offered by the CCP, both the guards and inmates betrayed their consciences and moral integrity, and ultimately were used to further the persecution against kindhearted people.
