Tilanqiao Prison Trying to Block Guo Xiaojun's Family from Pursuing Legal Channels to Secure His Release

(Minghui.org) Falun Gong practitioner Mr. Guo Xiaojun has been severely persecuted since February 2012 at Tilanqiao Prison in Shanghai, even more so than when he was in the Fifth Ward. Collaborator Feng Zheng obtained a reprieve from the death penalty so he could be assigned to closely monitor and persecute Mr. Guo. Since then Mr. Guo’s health has deteriorated quickly and his family is requesting his release via legal process in the court.

Guo Xiaojun was a teacher in the computer science department of Shanghai Jiaotong University. In December 2009, he was illegally arrested by the officers from the Domestic Security Group and the 610 Office of Baoshan District in Shanghai City, and he was unlawfully sentenced to four years in Tilanqiao Prison. Mr. Guo did not accept the verdict. He refused to carry the criminal identification number or wear the uniform.

When Mr. Guo arrived at the prison, criminal inmates were assigned to monitor and persecute him. Mr. Guo was often locked in a solitary confinement compartment of less than 3.2 cubic meters. The assigned criminals took turns monitoring him. He was made to stand for a long time every day. The meals in the prison were already quite poor and the criminals determined what meals were given to Mr. Guo. In addition, Mr. Guo was not allowed to purchase any food that others could buy in the prison, nor was he allowed to use the restroom. The guards and the collaborators even decided how often he could shower.

From the beginning of this year, Guo Xiaojun's eyes and overall physical health have continued to deteriorate. The prison refused to release him, and offered no medication. Finally, his family hired attorneys to defend Guo Xiaojun's human rights, which are protected by the Chinese constitution. On May 15, Guo's family arrived at the prison with an attorney, and asked to meet with Guo Xiaojun. The prison guards would not allow them to enter, with the excuse that Mr. Guo did not ask them if he could hire a lawyer. Later, when Mr. Guo's wife Ms. Xu Wenxin tried to visit her husband, Mr. Guo asked his wife by phone to hire a lawyer for him. Ms. Xu came to the prison numerous times trying to visit her husband, but guard Yang Gang (Police ID 3101209) used a variety of excuses to deny her access to her husband.

According to Xu Wenxin, the prison police deliberately refused to mail notifications to her for the family day visits. Xu Wenxin asked a policeman on duty outside why she did not receive the notifications. A police officer with the last name Fei (Police ID 3101171) said that it was because during the last family visit, Xu broke the rules of the prison. Xu Wenxin asked, “Please tell me what prison rule was broken.” Officer Fei squinted at her and replied, “We have no such obligation to do so!” From that point on, all letters from Xu Wenxin to her husband were confiscated, and her husband was unable to maintain contact with his family.

The police officers from Tilanqiao Prison are still refusing to release Mr. Guo. They fabricate all kinds of excuses to prevent Mr. Guo from meeting with his lawyer.

One of Mr. Guo's family members is trying to get him released through legal channels. To date the process has reached the Supreme Court of Shanghai, where a hearing was recently held in the Supreme Court. Mr. Guo told the judge that he had given the application to hire a lawyer to the prison a long time ago. His family requested the application from prison warden Xu Jingzhe, who said that he did not have the application. So now Mr. Guos’ family is dealing with the warden of the Fifth Ward, Liu Wei.
