(Minghui.org) Falun Gong practitioner Mr. Zhang Puhe has been detained in Jiamusi Prison for nine years. He has suffered many kinds of persecution and endured inhuman torture. He is currently in critical condition. His relatives have asked for a medical parole many times, but the prison has responded with many unreasonable preconditions. In the end, after the family finally signed an agreement with the prison's Sixth Prison District for a medical parole, the prison still refused to let Mr. Zhang out.

Minghui.org has had numerous reports regarding the persecution Mr. Zhang had suffered. Mr. Zhang was born in 1965 and was employed in the Supplies Section at the Headquarters of the Qindeli Farm, Jiansanjiang Administration of the Heilongjiang Province Reclamation General Administration. Mr. Zhang and his family suffered severe physical, mental, and economical persecution for practicing Falun Gong. Mr. Zhang was sentenced to a forced labor camp for two years and sentenced to prison for 10 years; under the high pressure, his wife was forced to divorce him; his mother passed away in 2006 and his father had a stroke in 2009.

In 1999, Mr. Zhang went to Beijing to appeal and was sent to a forced labor camp for two years. He suffered brutal torture both physically and mentally, and as a result, he lost hearing in his left year. He wasn't released until he was in critical condition. On December 25, 2002, Mr. Zhang was arrested again in Jiamusi City by police from the Qianjin Police Department. At the time, he couldn't walk because the soles of his feet were frostbitten from when he escaped from Qindeli Farm Detention Center. The police nonetheless still interrogated and tortured him. He was later sentenced to ten years of prison in Jiamusi City's Lianjiangkou Prison.

Due to the brutal torture, Mr. Zhang's condition got worse and worse. He was frequently beaten by police and prisoners. Even though he could hardly walk (it took him 30 minutes to walk 200 meters), the prison guards still forced him to do a lot of labor.

One time because Mr. Zhang walked slowly, a prisoner who was monitoring him threw him toward the stairs. He almost fell off the stairs but luckily he was stopped by the rail at the entrance of the stairs. Since then, his health and appetite began to worsen. He eventually lost the ability to take care of himself. He lost control of his bladder and bowels and often wet his bed.

In the past three or four years, his condition got even worse. He used to be able to walk while being supported by others or holding onto things by himself, but now he could not even stand on his feet. He can barely use his arms and hands and has difficulty eating on his own. His legs are badly swollen and are black-purple in color. In order to not trouble others, he only eats buns with salt. Every day he curls up in the bed, enduring unimaginable misery. His life is at stake.

Even so, the prison still would not release him. His family went to the prison's 610 Office and the prison guards many times, but they would not let him out unless the family satisfy all their unreasonable preconditions.

On May 8, 2012, Mr. Zhang's brother worried that Mr. Zhang would not be able to live much longer in the prison and he hired two lawyers and they went to the prison together. They hoped to rescue Mr. Zhang using legal procedures. In the end, Mr. Zhang's brother signed an agreement of medical parole with the Sixth Prison District captain Liu Xiaoqing. However, to this day, Jiamusi Prison still refuses to let Mr. Zhang out. Mr. Zhang's family are extremely worried about his condition.

We appeal to international human rights organizations and all kindhearted people to pay attention to Mr. Zhang Puhe's situation and help him get released from the jail for emergency medical treatment and recovery.
