Mr. Wei Anyue Repeatedly Detained

Mr. Wei, 52, started practicing Falun Gong in 1997. He used to be a heavy drinker and smoker prior to practicing, but soon stopped after learning the practice.

When Mr. Wei went to Beijing to appeal for Falun Gong in mid-January 2000, he was arrested by officers from the Tiandi Police Sub-Bureau and taken to the Qianmen Police Station. He was then transferred to the Jinchang City Government Office in Beijing the same day. Three days later, the head of the Jinchuan Company Security Department, Zheng Baohua, took Mr. Wei to the Jinchuan Company Security Department. He was interrogated and detained in the Jinchang Drug Rehabilitation Center for 15 days.

Mr. Wei was later detained by the Jinchuan Company Security Department for more than 9 months. He was forced to do hard labor and had to pay 300 yuan every month for his living expenses. Before he was released from the Jinchang Drug Rehabilitation Center in October 2000, they tried to force him to write a guarantee statement to renounce his belief. When he refused, he was fired from his workplace.

While Mr. Wei's wife was detained in a forced labor camp in November 2001, Mr. Wei was constantly harassed by the authorities and had to leave home to avoid persecution. His daughter was only 14 years old at the time and was left at home alone. Mr. Wei was arrested in Lanzhou City in November 2002, and was taken to the Jinchang Drug Rehabilitation Center. He was forced to do hard labor, and was released in April 2002.

On December 7, 2003, Mr. Wei was arrested again and taken to a secret detention center in the Yantan Domestic Security Division in Lanzhou, by an officer from the Gansu Public Security Bureau. He was detained there for 16 months before being sentenced to 10 years imprisonment by the Qilihe District Court in April 2004.

Mr. Wei was held in the Fifth section of Lanzhou Prison. Instructor Xiao Bing locked him in solitary confinement in October 2005, where he was monitored by seven inmates and wasn’t allowed to sleep at night. They forced him to watch videos slandering Falun Gong and ordered him to write reports on what he had seen. When he refused to follow instructions, he was kicked and beaten. He was later sent to the prison mechanical factory to do hard labor. In March 2007, Mr Wei was transferred to the seventh section, where he is still being held. He is often beaten and forced to make carpets by hand.

Ms. He Binying Imprisoned for Seven Years

Mr. Wei's wife, Ms. He Binying, 51, began practicing Falun Gong in July 1992. She was arrested in January 2000 when she went to Beijing to appeal for Falun Gong, and was taken to the Qianmen Police Station. She was then transferred to the Jinchuan Company office in Beijing. Ms. He was later returned to the Jinchuan Company Security Department and held in the Jinchang Drug Rehabilitation Center for 15 days. When Ms. He was released, she went to appeal in Beijing again. She was arrested and held in the Jinchang Detention Center for six weeks.

Police officers broke into Ms. He's home at 11 p.m. on August 22, 2000. They took her and her daughter to the Jinchang Public Security Bureau. She was interrogated for three days and then transferred to the drug rehabilitation center, where she was held for over three months before being sentenced to a forced labor camp. However, the camp authorities refused to take her after a medical examination revealed that she had a heart problem. Ms. He was returned to the drug rehabilitation center, and was forced to pay 1,000 yuan before being released.

Officers from the Beijing Road Police Station arrested Ms. He and took her to the Jinchang Drug Rehabilitation Center. She was then transferred to the seventh team of the 1st Ping'antai Forced Labor Camp in Lanzhou a few days later, to serve a two year sentence. Guard Fan Xiaohong tried to make Ms. He recite the camp rules. When she refused, she was forced to stand until midnight, every night after dinner, for three months. Inmate Ma Lingling beat Ms. He and kicked her many times, and the head of the ward, Gu Yanling, punched Ms. He in the face until it became swollen. In an attempt to force practitioners to renounce their belief, the guards made the practitioners do hard labor and subjected them to sleep deprivation. Ms. He was released on June 8, 2002.

Officers from the Guangzhou Road Police Station often harassed Ms. He, and she had to leave home to avoid further persecution. She was arrested by officers from the Lanzhou Domestic Security Division on December 7, 2003, and was taken to a secret detention center next to the Yantan Domestic Security Division. Twelve other practitioners were also arrested at the same time, including her husband, Mr. He Yingguo, Ms. He Wenzhuo, Ms. Bai Jinyu, Mr. Zhao Xudong, Ms. Wang Ailing, Ms. Wang Shuhua, Mr. Shao Yanbo and Ms. Chen Jie. Mr. Zhao Xudong died as a result of persecution in the Hualinshan Detention Center in Lanzhou.

Ms. He was locked in solitary confinement for seven months, and had her meals sent in through a serving hatch in the door. She had very little food and was always hungry. Her head and arms were shocked with electric batons, and she was hung up with her hands cuffed to a metal bar. Her feet were barely able to touch the ground, and she had to stand on her tip-toes for a whole day without any food. The police didn't notify her family of her arrest or her whereabouts for a long time.

The practitioners were secretly tried and sentenced in July 2004 by the Qilihe District Court, after being detained for 16 months. Ms. He Binying was sentenced to seven years in prison at the beginning of 2005. The practitioners appealed to a higher court, and the Lanzhou Intermediate Court upheld the original decision six months later.

Ms. He Binying was transferred to Gansu Women's Prison on April 7, 2005, where she was forced to do hard labor for a minimum of 14 hours a day. The guards locked Ms He in solitary confinement in November 2005. Six inmates were ordered to monitor her. She was deprived of sleep and forced to stand all night long. Ms. He was also forced to read and listen to articles slandering Falun Gong. She then developed a severe neurotic disorder and heart problems. She became very weak in January 2009, as her health deteriorated. She often had a fever and spent 10 days in the prison hospital.

Ms. He was released on February 9, 2009, when her term ended.

Ms. Gong Yulian Passes Away

Ms. He's mother, Ms. Gong Yulian, 77, lived in the Lanzhou Slipper Factory residential area. When she went to Beijing to appeal for Falun Gong in February 2000, she was arrested and taken back to her hometown by officers from Baliyao Police Station. After being interrogated, she was detained in Yanjiaping Police Station for 15 days.

While her daughter was held in Ping'antai Forced Labor Camp in February 2001, three officers from Baliyao Police Station broke into Ms. Gong's home. They took her to a brainwashing facility in Hanjiahe Drug Rehabilitation Center. The guards used all kinds of torturous methods in an attempt to get her to renounce her belief. Practitioners were allocated set times to use the restroom and had to wait in line to use the restroom at that specific time. As a result, some practitioners lost control of their bladder. Practitioners went on a hunger strike three times to protest the persecution. The last time it went on for more than 10 days. In order to avoid being held responsible if any practitioners died in their custody, the authorities extorted 1,200 yuan from each practitioner before releasing them.

During the National Congress and the Political Consultative Conference in March 2002, party secretary He, village head Wu and two committee members from Yatou Village, Huazhaizi Town, Qilihe District stayed in Ms. Gong's home and monitored her for 15 days.

When Ms. He Binying and Mr. Wei Anye were arrested on December 7, 2003, and were taken to the detention center in Yantan Domestic Security Division, Ms. Gong was not informed of their whereabouts for seven months. She went to nearly all the police stations and detention centers in the Lanzhou area to try to find them. She went to the Yantan Domestic Security Division in Lanzhou three times and was always told that they were not there.

In 2005, Ms. Gong's daughter and son-in-law were sentenced to Gansu Province Women's Prison and Lanzhou Prison, respectively. Ms. Gong had to travel long distances for six years to visit them. During that time she was constantly harassed by officers from Baliyao Police Station and Yatou Village.

Ms. Gong Yulian had suffered both physically and mentally over the past 11 years, and died in December 2010.
