On March 27, 2007, Zhou Xianjun, chief of the Xisanshan District 610 Office; Shi Jianguo; and two other officers from the Chenyue Police Station arrested Mr. Luo Wen and ransacked his home. They took a cell phone, computer, printer, DVD burner, Falun Gong books, etc.

Zhou Xianjun ordered guards in the Baguazui Detention Center to kick Mr. Luo Wen in the head. Mr. Luo passed out and fell into coma. He lost hearing in both ears and was sent to a hospital for emergency treatment. Afterward, he was forced to become homeless and destitute.

Mr. Luo was arrested by police in Shenzhen, Guangdong Province, on July 19, 2011. In the middle of August 2011, his wife was informed that Mr. Luo had been transferred to the Huangshi First Detention Center and was facing trial. At the beginning of September 2011, the Huangshi Police Department told Mr. Luo's wife to sign documents of arrest, which she refused to do. She asked a Beijing attorney to deal with the case.

It was said that Mr. Luo has a tumor on his leg and his wife was applying for his release on parole for medical treatment. During Mr. Luo's detention, guards from the Huangshi First Detention Center once stated that they would deduct a living allowance paid by Mr. Luo's family for his medical treatment. When Mr. Luo's wife went to the warden about that, the warden denied it and said they would deduct the expenses from Mr. Luo's company's medical insurance.
