(Clearwisdom.net) The 610 Office in Harbin City, Heilongjiang Province manipulated the judicial system and sentenced Mr. Qi Fengming, 69 years old, to five years in prison in 2008 for distributing Falun Gong materials. He was transferred to the Daqing Prison for continued persecution on January 6, 2009. On several occasions, the prison guards forced him to stand outside on freezing winter days when the temperature was lower than 20 degrees Fahrenheit below zero (about -30 degrees Celcius). They arbitrarily beat him on several occasions. Prison guards Li Weilong, Huo Weidong and Yu Changjiang also burned his clothes.

Mr. Qi Fengming, born on October 31, 1941, is a retired engineer of the Harbin Oxygen Machine Factory. On February 4, 2008, Mr. Qi Fengming was reported to Haxi Police Station by his neighbor Jiang Zhongyou while he was distributing Falun Gong materials in his neighborhood. Shi Wei, director of the Haxi Police Station in Harbin City, Heilongjiang Province, sent police officers Liu Kai, Fan Dajun, Tong Tianhao, and Wang Jinming to arrest him at his home. The police officers also arrested his son, Qi Fei, from his workplace.

Gu Zhaomin, chief of the Nangang District Police Department, sent Fan Dajun, Tong Tianhao, Wang Wenlin, and other officers to search Mr. Qi Fengming's home. Wang Chunsheng, Zhou Songbin, Fan Xiangrui, Wang Liguo, Huang Yaobin, Han Zheng, and Yin Baison, at the Domestic Security Division of the Nangang District Police Department, interrogated Mr. Qi and his son numerous times. The police called in neighbors Jiang Zhongyou, Wang Xiuying, and Liu Fengtai to be witnesses. Officers Li Xiaodong and Li Jianbo from the Harbin City Internet Security and Monitoring Division also provided so-called evidence to frame Mr. Qi. Under the instructions of Wang Weiping, Li Jiabin, She Jibin, Li Weilong, and Huo Weidong, who are in charge of the Harbin City 610 Office, the Harbin City judicial system sentenced Mr. Qi Fengming to five years in prison. His son Mr. Qi Fei was released on parole after being detained on criminal charges.

On November 5, 2008, Mr. Qi Fengming was taken to the concentration division in the Hulan Prison. The guards permitted his family to visit him only after they extorted cash from them. To force Mr. Qi to give up his belief, the prison guards deprived him of sleep, food, and water for 72 hours. He was also forced to stand for extended periods of time.

On January 6, 2009, he was transferred to the No. 1 Ward of Daqing Prison.

On the afternoon of July 24, 2009, Li Weilong led other prison guards to the No. 1 Ward to conduct a so-called cell shake-up. The guards hit Mr. Qi five times with an electric baton and forcibly put an inmate uniform on him. The guards also burned two sets of Mr. Qi's own clothes.

After the winter of 2009, Li Weilong, Huo Weidong, and Yu Changjiang burned more of Mr. Qi's clothes. He only had thin underwear left. On several occasions, the prison guards forced him to stand outdoors on freezing winter days when the temperature was over 20 degrees Fahrenheit below zero for more than 40 minutes. Yu Changjiang has also beaten Mr. Qi several times.
