A Dozen Falun Gong Practitioners Persecuted in Huozhou, Shanxi Province

1. Persecution of Falun Gong Practitioner Guo Linma

Mr. Guo Linma is 36 years old and lives in Longkou Village, Chengnan Township, Huozhou City. He is employed by the Huozhou Power Plant in Shanxi Province.

Qin Jianwen from the Political and Security Department of Huozhou Public Security Bureau fined Mr. Guo 200 yuan in August 1999, without providing a reason or following legal procedures.

Mr. Guo went to Beijing in February 2000 to appeal for the right to practice Falun Gong, but was arrested before he arrived at the Appeals Office. Zhu Zhongze, deputy director of Huozhou City Public Security Bureau, and Zhao Qingshan, a guard from Huozhou Power Plant, took him back home and placed him in the Huozhou Detention Center. He was held there for one month and fined 3,300 yuan.

Zhao Qingshan arrested Mr. Guo in October 2000 while he was distributing Falun Gong flyers. Mr. Guo was taken to the Huozhou Detention Center, where he was persecuted for seven months. He became emaciated quickly and subsequently disfigured. He suffered from severe anemia, and his life was in danger. The detention center officials were afraid of the consequences, so they notified his family to take him home, but not before extorting 700 yuan from them.

The Huozhou Power Plant terminated Mr. Guo's employment in December 2000 because he was a Falun Gong practitioner, and took possession of his apartment.

The communication equipment in the microwave station near the Huozhou Power Plant was damaged in 2002. Tian Lianquan and Li Peiwen from the Huozhou Public Security Bureau conspired to blame Falun Gong practitioners. They interrogated Mr. Guo several times, measured his footprint and took his blood type. They took him to the Huozhou Public Security Bureau on May 11, 2002 without any evidence. He was shackled and handcuffed to a ground ring. Police interrogated him for three days and nights, trying to extract a confession by means of torture. Since they couldn't find any evidence against him, they released him on May 14. However, Xue Ying and guards from the power plant monitored Mr. Guo 24 hours a day. The surveillance lasted for six months.

Two guards from the power plant, Yang Yongzhong and Zhao Qingshan, arrested Mr. Guo and took him to the 475 Department without reason, prior to the Chinese Communist Party's (CCP) 16th Congress. He was locked in a room for 10 days.

Since Mr. Guo went to Beijing to appeal for the right to practice Falun Gong, he was given a minimal salary of 210 yuan a month, allowing only for basic living expenses. He worked extremely hard and had an excellent work record, so the plant gave him an additional living allowance of 350 yuan a month. He received the increased amount for a few months before the newly appointed public security section chief Jin Jianguo stopped his additional allowance. Mr. Guo continued practicing Falun Gong, so officials in the power plant persecuted him economically. For five months, he was given an income of only 2 yuan a month. He was forced to leave home and live elsewhere in May 2005. He picked up an odd job in a coal mine in Fenxi, and had a relatively stable life. Then, in October that year, guards Yang Yongzhong and Liu Wenmin from the power plant arrested him and took him to the Huodong Public Security Bureau. Police officers Guo Jianzhong and Li Xinmin beat and kicked him until his face and nose were swollen, his mouth bleeding and his glasses broken. He was held in the Huozhou Detention Center for over 40 days.

In Mr. Guo's absence, Yang Ruiling, chief of the power plant human resources department, rented out the room assigned to him, and he lost some of his personal belongings. Yang didn't apologize after seeing Mr. Guo; instead, she shouted at him: "Move out immediately, or I will throw your things out." He had no choice but to move out.

Yang Zhihua led other police officers to break into Mr. Guo's home in Longkou Village at 9 p.m. on June 26, 2007. They ransacked the house.

Yang Zhihua broke into Mr. Guo's home again at 9 p.m. on September 21, 2007.

2. Persecution of Practitioner Bai Heli

Mr. Bai Heli is 57 years old, and comes from Pu County. He is employed by the Huozhou Power Plant.

Mr. Bai went to Beijing in February 2000 to appeal for the right to practice Falun Gong. Zhu Zhongze, former deputy director of the Huozhou Public Security Bureau, and Zhao Qingshan, power plant guard, arrested him, and then took him to the Huozhou Detention Center. He was held there for one month, and detention center officials extorted 3,300 yuan from him.

Zhao Qingshan ransacked Mr. Bai's home in October 2000, and found one of Teacher's articles. He took Mr. Bai to the Huozhou Detention Center, where he was held for over a month, and was fined 1,000 yuan.

Prior to the CCP's 16th Congress, power plant guards Yang and Zhao took Mr. Bai to the 475 Department. He was locked in a room for 10 days.

The power plant guards took Mr. Bai from his home in May 2005. Since then, his whereabouts have been unclear. According to some sources, Mr. Bai was persecuted in the Pingyao Detention Center in 2007.

3. Persecution of Practitioner Guo Lanfang

Ms. Guo Lanfang is 44 years old, and comes from Fenxi County. She is an employee of the Huozhou Power Plant.

Ms. Guo went to Beijing in February 2000 to appeal for the right to practice Falun Gong. Zhu Zhongze and Zhao Qingshan took her home, and placed her in the Huozhou Detention Center. She was held there for over 20 days, and was made to pay 3,300 yuan.

Zhang Renhe, former chief of the public security department in the power plant, arrested Ms. Guo in October 2000 while she was distributing Falun Gong flyers in Hongdong County. She was taken to the Huozhou Detention Center and held for three months. The detention center extorted 1,000 yuan from her.

Ms. Guo distributed Falun Gong flyers in the residential area of the power plant in October 2001. She was the victim of a frame-up by police officer Hao Yanfeng, and sentenced to two years of forced labor.

Ms. Guo was distributing truth clarification materials in Liebi, Huozhou in 2004 when she was arrested. She managed to escape, but was forced to move frequently to avoid persecution. The power plant guards found and arrested her in May 2005. She was sentenced to three years in jail. She was severely persecuted in Yuci Prison.

4. Persecution of Practitioner Wang Zhenyi

Mr. Wang Zhenyi is 56 years old, and comes from Fenxi County. She is an employee of Huozhou Power Plant.

Qin Jianwen from the Political and Security Department of the Huozhou Public Security Bureau fined Mr. Wang 200 yuan in August 1999, without reason or following legal procedures.

Mr. Wang went to Beijing in February 2000 to appeal for the right to practice Falun Gong. Zhu Zhongze and Zhao Qingshan took him back home and placed him in a detention center. He was held there for ten days, and fined 3,300 yuan.

Mr. Wang was arrested and taken to the 475 Department prior to the opening of the CCP's 16th Congress. He was locked in a room for ten days.

The power plant guards monitored and harassed Mr Wang. He was forced to leave home in May 2005, going from place to place to avoid persecution. His whereabouts are unknown.

Power plant guards, including Yang Zhaoping, repeatedly harassed practitioners Bai Heli, Wang Zhenyi, Guo Linma, Xu Lin, Guo Lanfang, Ren Huiling and Li Hongping during every public holiday. Ms. Ren Huiling was harassed to the extent that she became emotionally ill, but has since recovered.

5. Persecution of Practitioner Jia Fengxiang

Ms. Jia Fengxiang is from Shenlin Village, Huozhou City. She started practicing Falun Gong in 1997. She was in poor health before she practiced Falun Gong, but is very healthy now, even though she is 69 years old. When Jiang Zemin's regime began persecuting practitioners, Sun Minghu from the Shenlin Police Station took her to the city's public security bureau and interrogated her for an entire afternoon. He extorted 100 yuan before releasing her.
