Wang Wenqing and other officers from the Daban Town Police Station arrested Bai Jingquan and his wife from Kangjiatun district of Daban Town, Beipiao City, Liaoning Province, on the morning of May 29, 2008. They released Mr. Bai's wife the next day, but sent Bai Jingquan to the Masanjia Forced Labor Camp on June 10, 2008.
