Mr. Zhong Mingwen and Ms. Tao Ying were clarifying the truth of Falun Gong while they worked at the Xinjiang Railroad Construction site. They were reported to the local authorities and arrested on March 25, 2007 by policemen from the Jinghe County Police Department's National Security Team, Bole City. The police confiscated a laptop computer, a printer, a broken inkjet printer, two pairs of AC powered speakers, over 60 blank CD's, and numerous copies of "Nine Commentaries on Communist Party" and "Minghui Weekly".

The couple was detained in the Jinghe County Detention Center. They refused to obey the police's orders or wear the inmate uniforms. Thus the detention center director Yu Lujun beat them with a baton over 30 times. The next day they refused to count off and were handcuffed and hung for 4 hours. Then the following day they were hung for over 10 hours, during which time the policeman Guan Ning kicked them violently.

Although they obtained no confession on the interrogation record, the Bole City's Forced Labor Committee still sentenced the couple to 2 years of forced labor. They have been sent to the Changji Men's Forced Labor Camp of Xinjiang and the East Gebi Women's Forced Labor Camp of Wu City, respectively.

On August 22, 2007, the Changji Men's Forced Labor Camp authorities prolonged Zhong Mingwen's term by 10 days for doing the Falun Gong exercises. The term of another practitioner, Wang Chaodong, was prolonged 15 days for shouting "Falun Dafa is good."
