There are 36 members in the county council. 26 members attended that day's council meeting hosted by councilor Chen Chin-lin. They co-signed and passed the resolution proposed by councilor Wu Fu-tian. This was the second local council expressed its voice of justice, condemning the CCP's mass killing of Falun Gong practitioners, following the resolution passed by Chiayi County Council on May 4, 2006.

In these weeks, practitioners in the county paid visits to council members in townships and towns, explaining to them about the persecution. The councilors were shocked and willing to support anti-persecution efforts. In the morning of May 22, three members from the county council Chen Chin-lin, Wu Fu-tian, and Chiang Cong-yuan, met with Falun Gong practitioners. They listened to practitioners explain the reason for the resolution. Local media covered the event.

Yilan County Government kindly requests all organizations in the central government to call upon the United Nations, International Human Rights Organizations and International Health Organizations to send investigators to the Mainland to look into facts, reveal the truth and safeguard the basic human rights, and urge the CCP to stop the abovementioned misfeasances.

Yilan County Government (Health Bureau), please supervise and assist medical facilities in the county to make relevant codes of ethics for organ transplant agents, avoiding getting unwittingly involved in the evil human rights persecution.

Yilan County Government, please as soon as possible inform people that organ transplants in the Mainland are involved with the illegal live organ harvests, and the risks involved, so as to safeguard the quality of people's medical treatment and safety of life.
