Ji Dequan, male, is a guard at the 2nd Group of Changchun's Chaoyanggou Forced Labor Camp. He often beats and verbally abuses people who have been imprisoned solely for practicing Falun Gong. He willfully tortures the practitioners who displease him, and he uses many methods to extort money and materials from practitioners and others in the labor camp. Whenever relatives of Falun Gong practitioners visit, using extortion he forces practitioners to give him money, food and supplies that they received from relatives.
