Mr. Zhang Xiao from Shenyang City, Liaoning Province Jailed and Fined

On July 22, 1999, Mr. Zhang Xiao, a practitioner from Faku County, Shenyang City, Liaoning Province, went to appeal to the Central Government in Beijing to stop persecuting Falun Gong. Because he refused to give up his belief in Falun Gong, the Communist Party Committee of Dengshibao, Faku County, sent two agents to his home in September and November to monitor his daily activities. His personal activities were highly restricted. On December 20, Mr. Zhang went again to appeal in Beijing. He was arrested and sent to the Danan Detention Center in Shenyang City. After being held for five days, he was sent to a detention center in Faku County.

On January 6, 2000, Mr. Zhang Xiao was jailed in the Faku County detention center. On March 6, 2000, after he again refused to give up practicing Falun Gong, Xiao Zhang, a secretary of the Political and Legal Committee, terribly beat his face. Mr. Zhang Xiao was detained for four months. After being released from the detention center, he was jailed in Dengshibao for more than 20 days. He arrived in Beijing to appeal on December 25, 1999, and was charged a fine equivalent to 10,000 US dollars. The average urban worker in China makes about 60 dollars per month.
