After Five Years in Prison, Xu Xiaolong Is Immediately Sentenced to a Forced Labor Camp

Mr. Xu Xiaolong, 46, was an engineer from the Bohai Petroleum Industrial Trading Company in Tianjin City. The Tianjin First Intermediate Court sentenced him to a five-year prison term for practicing Falun Dafa. He later appealed to the Tianjin Supreme Court. The Supreme Court, however, upheld the original sentence and incarcerated Xu Xiaolong in the Tianjin First Prison in Liyuantao County, Tianjin City.

While in prison, Xu Xiaolong wrote numerous letters exposing the cruel and unlawful torture and persecution of practitioners committed by the guards in Tianjin First Prison. He also wrote letters of appeal, demanding that the authorities admit that Falun Dafa was being wrongfully persecuted. For these reasons Officer Fan Yasheng from Tianjin First Prison feared that Xu Xiaolong would expose the facts of the persecution to the public once he was released from jail. Fan then conspired with the Liqizhuang Police Station and the Public Security sub-bureau in Yangliuqing, Tianjin City, to silence Xu Xiaolong.

When Xu's five-year sentence ended on October 27, 2004, Fan Yasheng and the Tianjin police did not release him. Instead, they transferred Xu Xiaolong to the detention center in the Tianjin City Public Security Bureau in Dabianzhuang in the Xiqing District of Tianjin City. On November 15, 2004, the Xiqing sub-bureau again illegally sentenced Xu Xiaolong, this time to a fifteen-month term in a forced labor camp.

From October 27, 2004, until the present, Xu Xiaolong has written more letters of appeal and another letter exposing the unlawful persecution by the prison guards (see below). This letter, which was addressed to the Tianjin Supreme Court, was transferred to a policeman named Zhao in the Xiqing sub-bureau for "special attention."

Xu Xiaolong wrote another letter on November 16 to point out that the Xiqing Public Security sub-bureau was violating the law, and to request that his illegal sentence be canceled immediately and that he be freed at once and unconditionally. Since November 17, the Xiqing sub-bureau has twice sent Xu Xiaolong to the Qingbowa Forced Labor Camp in Tianjin. Because of an obvious injury to Xu's right arm, the labor camp has refused to accept him. Currently, Xu Xiaolong is being held in the detention center. Xu's family is trying to get him released. Xu has also been writing to the various departments connected with his appeal.

- Wang Jinshan, Fan Yasheng, Cui Yushan, Yang Bo, Liu Yunling, Ma Qingjun, Lu Wenyuan, Li Qiang, and others.

Letter of Appeal

To the Appeal Section of the Tianjin Supreme Court:

My name is Xu Xiaolong, and I was born on June 18, 1958. I worked at the Anti-corrosion and Heat Retention Section of the Bohai Petroleum Industrial Trading Company in Tianjin City. I was detained as a criminal on October 28, 1999, because I practice Falun Gong. On March 22, 2000, I was illegally sentenced to a five-year prison term. I appealed to the Tianjin Supreme Court but was denied. The Supreme Court upheld its original verdict. On June 19, 2000, I was imprisoned in the Tianjin First Prison. Five years later, on October 27, 2004, I was supposed to be released, but on the same date I was again detained as a criminal and later given a forced labor camp sentence. I, therefore, submit my appeal.

Reasons for this Appeal

Everything the government of Jiang's regime has done to Falun Gong is illegal.

I have been practicing Falun Gong since the end of July 1995. Through practicing Falun Gong I have come to understand the meaning of being a human being in this world. Like all other Falun Gong practitioners, I have never done any harm to any person or to society. I always observe the law and behave according to the principles of Falun Gong: "Truthfulness, Benevolence, Forbearance." However, on March 22, 2000, the Tianjin First Intermediate People's Court sentenced me to a five-year prison term. The only criminal evidence presented by the court was a book I had read, A Biography of Jesus. (This is stated in the indictment and the written judgment.) That the People's Procuratorate and the People's Court would be so ignorant of the standards of International Law is really inconceivable.

In July 1999, Jiang Zemin issued three illegal top-secret documents aiming directly at Falun Gong. These documents misled the central authorities into banning and labeling Falun Gong illegally. Both the Supreme People's Procuratorate and the Supreme Court again illegally made a judicial interpretation concerning Falun Gong, misleading the courts at all levels and Public Security Bureaus nationwide to imprison Falun Gong practitioners in detention centers, jails and forced labor camps for reeducation and torture. These actions by the court have caused innumerable miscarriages of justice and the injury and death of thousands of Falun Gong practitioners who are imprisoned in detention centers, jails and forced labor camps throughout our nation.

I hope the new session of the central authorities will reverse all of the miscarriages of justice and the false accusations against Falun Gong and solemnly declare to the whole nation that:

First: Falun Gong practitioners are innocent;

Second: They apologize to Mr. Li Hongzhi and invite Mr. Li to return to his homeland to teach the Fa to practitioners and whoever has the predestination to learn the Fa;

Third: All practitioners imprisoned in jails, detention centers and forced labor camps will be immediately released;

Fourth: All of the newspapers, books, periodicals, pictures, posters and videos, etc., which slander Falun Gong will be destroyed;

Fifth: The police and the lawless elements which tortured and brutally persecuted Falun

Gong practitioners will be brought to justice.
