(Clearwisdom.net) July 19 report: the true nature of Jiang's persecution against Falun Gong manifests itself by his use of the entire resources of the government machinery, including the systems, laws, policies and decrees to commit crimes. The brutality of the persecution reveals its cruel and evil nature and it also brings heavy disaster upon the Chinese people.

The systematic control of Falun Gong practitioners' activities are carried out by the Party, governmental system, military, organizations, work units and schools.

The systematic control of Falun Gong practitioners' persistent cultivation is deemed as "politically subversive," charged as a "cult," and the practitioners are fined, physically and mentally tortured and subjected to strict control.

The systematic control of Falun Gong practitioners' personal freedom is carried out by prisons, shelters (under the administration of the local Civil Affairs Bureau), labor camps (under the local police departments), and drug rehabilitation centers.

The systematic control of Falun Gong practitioners' spiritual freedom is carried out by mental institutions, brainwashing classes and forced reform classes.

Jiang's persecution of Falun Gong uses systematic implication, which shows the basic human rights and freedom of the Chinese people are completely non-existent. The original 100 million Falun Gong practitioners, their family, work units and neighbors are not the only ones who are deprived of their basic human rights.

1. Police officers patrol traffic intersections, bus stations and docks; they strictly interrogate passersby. Usually, they force all people who use these public facilities to curse Falun Gong and stomp on the Falun Gong founder's picture, or they are not allowed to pass, or they would be arrested as Falun Gong practitioners.
2. Large groups of police guard Tiananmen Square. They even hire thugs and scum to closely watch and interrogate all tourists and passersby. If they see someone whom they think looks suspicious, they run up to him/her and beat him/her. The common thing they do is they first ask the person if he is Falun Gong practitioner or if he thinks Falun Gong is good. If the person says yes, he would have to face violence and be forcibly carried into a police vehicle waiting nearby and sent to a police station in Beijing. They would then forcefully ask for his hometown, work unit and then send him to the local liaison office in Beijing, then back to his home city, to be punished.
3. The village, town, district, county, city, and provincial units where the practitioner belongs will all receive punishment if the practitioner goes to appeal. Common means of punishment consists of condemning the work unit by name; the supervisor is removed from his/her post; a huge fine is imposed on the work unit, and the bonus money or loan for the work unit is stopped.
4. The police and labor camp guards are implicated. Police, guards and labor camp detainees are encouraged to abuse Falun Gong practitioners. Usually the enforcers entice the police with money and vacation to achieve the virtually impossible results of brainwashing, which cause the police to vent their anger and hate on the practitioners through violence; they entice the labor camp inmates with sentence reduction to have them closely monitor practitioners; at the same time they use violence, tortures and other means to force the practitioners to accept brainwashing and stop practicing Falun Gong. "610 Office" perpetrators send orders to local labor camps and police departments, saying, "no law regulates the treatment of Falun Gong, no punishment is too harsh when dealing with Falun Gong;" "defaming their reputation, bankrupting them financially, destroying them physically;" "death of Falun Gong practitioners from beating is nothing and shall be counted as suicide; the body shall be directly cremated without investigating the person's identification." Local police all know about these so-called "orders from higher up" so they don't hold back when using tortures and violence on the practitioners, as they often resort to extremely brutal means to destroy the practitioners' will.
5. The practitioner's family and relatives are implicated. The whole family suffers because one person practices Falun Gong. Their Party membership, job, student status can be taken away at any time. They can be arrested and detained indefinitely, and illegally fined at any time. Even those who are able to stay home are under close watch. Thugs monitor their movements and their phone is tapped.
6. The practitioners' right to life in society is curtailed. The government considers as a first criterion whether a person is Falun Gong practitioner and whether he supports Falun Gong, to determine whether he can be allowed the most basic rights as a citizen. People who persevere in Falun Gong practice are not allowed to work, join the military or go to school; their hard earned pensions are forfeited and they have no personal freedom; people who clearly sympathize, help and support Falun Gong practitioners are not protected by law and are persecuted as well.
7. All administration and business units, governmental departments, universities and schools, large or small, are required to take part in the so-called "one million signature" movement. They force the people from all walks of life, even young school children, to sign their names on a petition to oppose Falun Gong, and force them to take part in the dirty political scheme serving the interest of few head thugs.
8. All people brainwashing. People who go to work have to attend political studies with anti-Falun Gong themes; students have to answer anti-Falun Gong questions on tests and essays; newspapers, radio and TV stations repeatedly air anti-Falun Gong programs, and other.

2. Through suppressing Falun Gong, Jiang destroys the legitimacy of the governmental system

The organization and planning of the persecution is very systematic and thorough. In order to persecute Falun Gong, Jiang made careful arrangements through organizing and planning. As early as June 10, 1999, the "The Supervising Group of the Central Party Committee Dealing with Falun Gong Issues" was founded and headed by Li Lanqing, China's Vice Premier. The "610 Office" was established under it, which creates and executes the policies pertaining to Falun Gong. It is headed by Luo Gan, the secretary of the Political and Judicial Committee of the Central Party Committee. The "610 Office" is a permanent member of the Political and Judicial Committee and it is the ultimate powerhouse through which Jiang can persecute Falun Gong. Next to the central office is a local "610 Office" in each province, city, autonomous region, and municipality. These were established directly under the jurisdiction of the local political and judicial committee. The sole duty of the "610 Office" is to conduct political persecution. Being above the law, it is strikingly similar to the notorious Supervising Team during the Cultural Revolution. The "610 Office" directly operates and strictly controls the subordinate parties and governmental organizations, such as the public security, the prosecutor's office, and the people's court, as well as the national security, reform through forced labor camps, reeducation through forced labor camps, and even the news media and public opinion channels. They actively hold suppressive activities of the persecution according to Jiang will, order and needs.

Jiang takes the lead and violates the laws of the country. The law prohibits legal convictions because of one's belief, and one cannot be convicted on actions that are not explicitly included in the law to be prohibited and punished. The law prohibits the ruler's words superceding the law. All democratic countries in the world acknowledge that the constitution is the fundamental and highest law of the country, and they obey the constitutional rule that all law, policies and administrative orders that go against the constitution are null. Yet, Jiang can make up any law to fit his needs.

They create large amounts of Falun Gong-slandering lies, fake evidence and made-up materials. They directed the making of 1,400 cases, created the lies of accumulating money through unfair means, a luxury house and others to deceive the people. They make up bogus theories and change the nature of the legal spirit. They brazenly throw political accusations on anyone Jiang dislikes and makes up "crimes committed." They collected and still collect fake witnesses to shamelessly persecute Falun Gong.

They collect the names of Falun Gong practitioners in China and around the world. They arrange for the surveillance, arrest and persecution of "important" practitioners in charge.

Jiang encourages sham movements and uses various religions as tools to reach political and diplomatic goals, which destroys the nature of religious organizations.

Jiang destroys the interest of the Hong Kong people and completely reneges on the government promise of "50 years without change."

In order to completely destroy Falun Gong, psychologically and theoretically, Jiang orders his subordinate Luo Gan and people from the "610 Office" to find so-called scholars and professionals from the theoretical field, the academic world, scientific field, legal area, psychological field, religious field, medical field, political studies field, sociological field, philosophical field, linguistics field, who take parts from Falun Gong books and distorts and twist the facts. On every occasion Jiang has deliberately distorted Falun Gong teachings in the media and other public forums, then banned or mass destroyed the original books and articles, which allows the dictator to deceive and coerce the public.

There is no real government or rule of law when a dictator is in charge, and there is no true scholar under the ruling of an autocratic government. Under Jiang's totalitarianism, where is the legal base for the government agencies and departments to exist, and how can they exercise their rights given by the law and the people. Jiang destroys and corrupts the entire state machinery and government. Under this dictatorship, independent thinkers are suppressed, how can they be free from corruption and be upright, and keep academic integrity? Where can the scholars have any dignity and respect? Jiang has not only destroyed the historic opportunity of reform and an "open door policy;" he destroyed the path of a whole generation of Chinese people who were supposed to have the opportunity to return to their Chinese traditions.

3. To suppress Falun Gong, Jiang doesn't hesitate to resort to using the State to publicly loot those he persecutes

Jiang destroys the Falun Gong practitioners financially through various means, including ransacking their homes, seizing their land or homes, automobiles and farm equipment, personal savings whether cash, bank accounts or bonds, entire contents of their homes such as furniture, washing machines, TV sets etc. All these items are taken away by authorities and never returned or receipts for the seizure given. The practitioners are fired from their jobs and evicted from state owned housing on to the street. Their salaries or pensions are cut off.

When Falun Gong practitioners go to the government to appeal, upon arrest, the first thing that is stolen from them is their money and valuable things in their pockets. Levels upon levels of police officers extort money and impose huge fines on the practitioners, who often have to pay for room and board of escorting officials as well as pay up "guarantee money." When they are sent to a prison and/or detention center, there they have to purchase toothpaste, a toothbrush, toilet paper, a towel and soap at price many times higher than market price. They have to pay high food money for low quality food. Some labor camps arrest the practitioners and fine them, then release them and arrest them again. Then they fine them again and release them. In this way the authorities have established a steady financial income for themselves and others and Jiang uses this as an incentive to keep the authorities persecuting Falun Gong practitioners according to his orders.

Practitioners who are sent to brainwashing centers are forced to pay hundreds or even thousands of Yuan for a session. Those who refuse to be "reformed" are forced to continue their "education" and suffer escalating physical and mental pressures. The financial burden alone is especially overwhelming.

Practitioners who are business owners go bankrupt because of the fines and constant persecution. Urban practitioners become financially depleted, poor people. Practitioners who are farmers have their farm machines, livestock and crops taken away, or they are forced to sell them to pay the "fine." They are completely deprived of their rights to make a living.

Many authorities make a good use of this opportunity to enrich themselves. During the persecution against Falun Gong, corruption, which was already considered a number one problem in the government, has been further expanded and officially encouraged.

When physical torture efforts failed to satisfy Jiang's wishes, mental torture was employed. They used many special psychiatric hospitals - similar to the ones used under the autocratic rule of the former Soviet Union - to persecute a great number of healthy Falun Gong practitioners by forcibly injecting them with overdoses of nerve-damaging drugs. Most of these victims are female. Of those who were subjected to overdoses of drugs or nerve-damaging drugs, the ones who suffered to a lesser degree experienced vomiting, uncontrollable shaking, a dull look in their eyes, a stiff neck, and loss of memory. In more serious cases, people died as a result of medical abuse.

State police on duty brazenly rape female practitioners in public. Government officials are free to instigate their subordinates to beat people to death without being held accountable. State media is instructed to report lies, directly feeding bad thoughts into people's minds. The head of state Jiang takes the lead in telling lies, acting shamelessly, using power, money and pressure as well as the highest level of a leading criminal regime to coerce governments and leaders at various levels to commit group crimes, killing people without mercy. After Jiang issued this order, "It's counted as suicide if a practitioner is beaten to death," the number of cases of torture death of Falun Gong practitioners saw a sharp increase.

4. To suppress Falun Gong, Jiang creates a systematic, institutionalized network of corruption

Jiang created an extensive network of organizational systems in his persecution of Falun Gong. He adopted an autocratic network, which covers the entire nation and extended overseas. He not only took control of all state machinery, various organizations and work units, but also established special legislative and law reinforcing units, placing themselves above the state system as well as government organizations as stipulated in the constitution. With the "610 Office" acting as a new extra-constitutional authority that places itself above state machinery, it coerces governmental, social and so-called public organizations, and uses all opportunities, venues and formats to persecute Falun Gong practitioners, such as destroying people's reputations through outright fabrication and misrepresentation of the facts.

Jiang mobilizes the political sector, research and academic circles, the legal field, the scientific and technological field, the religious field, the media and publishing sector to offer suggestions, create theories, invent legal evidence, compile false documents to provide the persecution with various types of weapons to indiscriminately attack innocent people.

Jiang commands the China Central TV Station, the People's Daily, the Central Broadcasting Station as well as all the media and websites nationwide to launch a systematic offensive with lies, slandering Falun Gong 24 hours a day. It also imposed a monopoly and blockade on information and news, suppressing all differing opinions, sabotaging broadcasting, TV, newspaper and websites, both inside and outside of China, forbidding foreign journalists to report, interview or to take photos of the true situation. Jiang goes to any length, such as attacking overseas websites.

Jiang uses all kinds of deception, brazen threats and coercion to pressure officials nationwide, governments around the world, NGOs, other groups and people from all walks of life to take a stand, to sign or to take actions against Falun Gong according to his will and demands, treating organizations and nations that criticize his groundless persecution as enemies and buying shameless people in the world with money and trade deals to attack those organizations and nations.

Jiang controls all the leaders in the Party, administration and military forces, as well as in the legislative area, judiciary area, administrations, the business sector, finance, trade, education and enterprises, and forced them to comply with his general plan, to actively participate in the unified action of the persecution.

Jiang orders all public security departments, prosecutors, courts, labor camps to utilize despicable means of torture and punishment used in the history and by all countries in the world to persecute Falun Gong with the order that "death of Falun Gong practitioners from beating is nothing and shall be counted as suicide." As a result, the number of Falun Gong practitioners deaths increased sharply.

Jiang adopts an all-round network implication system. If a family has a member practicing Falun Gong, that will implicate the parents, brothers and sisters, husband or wife, their children, friends, their work units and school. Their children cannot go to school, get a job or join the military, cutting off any possible avenue for them to succeed and take care of their parents. Their relatives who have jobs are forced into early retirement.

If someone practices the exercises in a detention center or a labor camp, employees and cellmates are implicated and punished with various extra-legal punishments. Some labor camps adopt a policy of "personal clamps," which means a few prisoners are designated to supervise one practitioner, monitoring everything the practitioner says or does. Battering and verbal abuse are commonplace. Good people suffer while the true criminals are given free reign to harm practitioners without restraint.

Jiang uses fame and money, awards and harsh punishments to carry out a series of social networks of monitoring and controlling, very similar to the so-called "dictatorship of the masses," which further developed into a national, systematic and institutionalized dictatorial network. If someone informs against a Falun Gong practitioner or a practitioner who distributes truth-clarifying materials, he/she is rewarded with a certain amount of money; if someone captures a Falun Gong practitioner or "reforms" a practitioner, he/she is awarded certain points, which indicate how much money or promotion or increase in salary one gets. Where the persecution is the most vicious, there are more "repentance statements" and "guarantee statements" and more people who were "reformed" by force. These places and individuals are praised as model units or model individuals and are promoted at the national, provincial or municipal levels as a way to mobilize and instigate people from all walks of life to trample on state laws and to damage people's initiatives.

Jiang not only systematically persecutes Falun Gong as a whole politically, ideologically, mentally, financially and physically; he also controls and persecutes individual practitioners in a comprehensive and systematic manner. He does so by using methods such as inspecting personal letters, tapping phone calls, monitoring and tailing practitioners, confiscating ID cards, not allowing them to travel, to go abroad, to move around or to visit relatives and friends. Also included in this persecution are searching practitioners' homes and confiscating personal belongings at will, not allowing them to hold experience sharing meetings, dismissing them from public service, dismissing them from party membership, youth league membership, military service, schools or universities, confiscating cash and savings, business and household properties and imposing huge fines on Falun Gong practitioners.

Abducting practitioners to brainwashing centers is another means of persecution. If practitioners protest, they are sent to labor camps to be reeducated through hard labor, or sent to psychiatric hospitals, drug rehabilitation centers and administrative detention centers for further persecution.

5. The persecution of Falun Gong completely exposed Jiang's brutal nature

The most fundamental function of a people's republic is to protect her people. Jiang's persecution of 100 million kind Falun Gong practitioners is openly and unscrupulously distorting a state power's basic nature and is betraying her people. The brutal nature of Jiang's persecution of Falun Gong practitioners is as follows:

Beat and injure people's entire body from head to toe. These sadistic acts include beating the head, boxing the ears, hitting the eyes, breaking the nose, breaking teeth, cutting of the throat, breaking of the bones in the neck and back, cuffing the hands and shackling the feet tightly till the bones and tendons are broken, and using electric batons to shock the head, the mouth, the breasts, the genital areas, the anus, and the limbs.

These torture methods include the most comprehensive torture methods ever used, plus newly invented ones, such as cuffing the arms backwards [both arms cuffed at one's back, one arm from above the shoulder and another one from below the shoulder], sitting on a "tiger bench," force- feeding hot pepper water, feeding or injecting harmful medicine, and other atrocities. According to incomplete statistics, over 100 such methods exist. These tortures injure the internal organs and nerves. Some people were beaten so severely they could not stop vomiting blood and their lives are threatened. Some fainted many times from the beating. Hundreds of people were killed as a result of torture for their belief in Truthfulness-Compassion-Tolerance. The actual death toll from such torture is far beyond this number.

Jiang uses bad people to harm good people. When they beat a Falun Gong practitioner to death, they fabricate a lie that the person committed suicide, claiming falsely that Falun Gong is at fault for the person's death.

Jiang's directives include giving forced abortions, even into the final trimester of their pregnancy, to pregnant Falun Gong practitioners who are put into labor camps, killing innocent unborn children simply for being inside the womb of a Falun Gong practitioner. Authorities even tortured an 8-month-old infant to death and his mother while trying to force her to renounce her belief.

Authorities in the Masanjia Labor Camp had stripped 18 female practitioners and threw them into the male prison cells.

Jiang orders the cremation of practitioners who are still alive and breathing to get rid of any evidence of torture.

Torturing the disabled practitioners to death, and torturing healthy practitioners until they become disabled.

Harbin City's Wanjia Labor Camp was directly implicated in the deaths of 15 Falun Gong practitioners at one time. Jiang's plot of faking a "group suicide at Mount Xiang" in 1999 failed when practitioner's learned about the plot and refused to be lured to that location. Jiang failed in his staged immolation at Tiananmen Square after analysis of the film footage clearly showed many discrepancies.

A Beijing policeman publicly beat a female practitioner on the street, broke two of her front teeth, dragged her under a nearby bridge and raped her. The policeman also forcibly penetrated her with a police baton. The supervisor at the Qianmen Police Station has raped female practitioners on many occasions.

The crimes committed by Jiang's regime are too numerous to be completely listed here.

6. Through suppressing Falun Gong, Jiang has lived up to his role as a ruling dictator

Why does Jiang hate Falun Gong so much? Many kindhearted people just don't understand it, no matter how it can be explained. In fact, it is not too hard to understand if you look at it carefully. It is difficult for Jiang to grab power in light of the international trend to improve human rights, giving the people more freedom and respecting people's choice of belief. Jiang chose to attack Falun Gong. Because those Falun Gong practitioners are all good people that can be relied on without any supervision, Jiang thought that he had found a breach in the society and could achieve his goal of grabbing power. It is undeniable that from Jiang's standpoint, he had reached his goal of dictatorship.

In China, even the people up to the premier have to keep quiet out of fear. As for every citizen, policemen and local authorities hold the power of life and death. Even if one's mind does not fit Jiang's dictate, he could bring himself a fatal disaster. Jiang has used the country to commit crimes, systematically and institutionally, and he has turned China into his tool for dictatorship and means to carry out his brutality.

Jiang shameless persecution of Falun Gong is the exercising of a total dictatorship over the Chinese people. He uses the model of dictatorship from the Cultural Revolution, to completely deprive people of their quest for democracy, freedom, politics, economics, society, culture, rights to life and rights of survival. He attacks justice, morality and human rights in the world, and challenges principles and truths in the society. He opposes the law and has trampled on the international human rights treaty. He has become the world's prime obstacle for developing and protecting human rights and advancing peacefully.

Although Jiang has exhausted every ounce of his mental powers, he cannot escape the justice of heaven. Committing these crimes is the process of shackling Jiang himself onto the historical pillar of shame.
