A Report on the Persecution of Falun Gong Practitioners in Xishui County, Hebei Province

The Xishui County 6-10 Office (a special governmental agency set up to persecute Falun Gong), the Xishui County Police Department, and all the local police stations have used a variety of inhumane methods to persecute Falun Dafa and its practitioners, whose ages range from 11 to over 80 years of age. Many practitioners have been arrested, detained, beaten, tortured, forced to pay heavy fines, and sentenced to prison or labor camps. Many homes have been ransacked, and the Falun Gong books and other material were confiscated and destroyed. The authorities have made up many lies to defame the practitioners, and even persecuted many of their family members who are not Falun Gong practitioners. They have done everything they can to force the practitioners to write statements of remorse, trample Master Li's picture, and curse Master Li and Falun Dafa. Many practitioners have lost all their earthly possessions. Some practitioners have been forced to flee from their homes and leave their loved ones behind. Due to the tight information blockade imposed by the local authorities, the details on the sufferings of Xishui practitioners were not made public until now. The ruthless persecution continues to this day. Some practitioners who are being detained in prison are in critical condition and near death. We once again urge all kind-hearted people all over the world to help us stop this vicious persecution. The following is a partial report on the persecution of Xishui practitioners. Due to a variety of reasons (such as incomplete names and details), the sufferings of several hundred additional practitioners are not included in this report.

Since 1999, the following practitioners have been sent to labor camps for insisting on practicing Falun Gong or going to Beijing to appeal for Falun Gong:

Guo Yun, female, sentenced to one year at a labor camp

Nan Xifen, female, sentenced to one and a half years at a labor camp

Nan Chuyin, male, sentenced to one and a half years at a labor camp (who has been tortured to death)

Hao Jiangping, male, sentenced to one year at a labor camp

Xu Lixiu, female, sentenced to one year at a labor camp

Yang Shurong, female, sentenced to one year at a labor camp

Xia Guoping, female, sentenced to one and a half years at a labor camp

Chen Youding, male, sentenced to one year at a labor camp

The following is a list of other local practitioners who have been persecuted:

  1. Hu Xia, female, retired worker. She was arrested for appealing in October of 1999. The Xishui police forced her to stand in her undergarments, with both arms raised straight up. If her arms swayed then she would be beaten. Policeman Yang Jian slapped her face with both hands, and when he was tired, he began kicking her. After that, he hit her with a stick. Hu was illegally imprisoned for 22 days and fined 2,000 Yuan (Yuan, Chinese dollars, the monthly salary of an averaged worker in cities of China is about 500 Yuan) with a receipt. They have since then fined her an additional 600 Yuan, which she does not have the ability to pay. They have also ransacked her home twice.
  2. Meng Qiaoyun, female, retired worker. She was arrested for appealing in October of 1999. She was detained for one day and one night in the Beijing Fengtai indoor stadium. The guards refused to let her go to the bathroom or give her food. After she was sent back to Xishui, the local police strip-searched and severely beat her. She was detained for 16 days and fined 3800 Yuan, with an additional 600 Yuan owed. On May 2, 2000, two policemen brought her to the police station under false pretenses and detained her for 15 days. She was forced to perform manual labor during her detention, yet was forced to pay 400 Yuan for food. They have also ransacked her home twice.
  3. Feng Lamei, female, 70, former party member. Because she persists in practicing Dafa and appealing, she was detained twice for a total of 25 days. She was expelled from the party and fined a total of 4,000 Yuan.
  4. Zhao Xiaoyu, female, retired worker. She was detained for 23 days for practicing Falun Gong. She was brutally beaten by policeman Li Xunhua and fined 1,222 Yuan. They even shamelessly snatched 7 Yuan from her pocket.
  5. Dun Shuanghua, female. She had been harassed repeatedly by police after July 20, 1999. In July of 2000, policeman Gan Shitao claimed that someone had turned her in for practicing Falun Gong and forcefully took her away. Gan grabbed her by the hair and threw her head against the wall. Dun was detained for 18 days and fined 2,450 Yuan.
  6. Hu Xiangyu, female, farmer. She was arrested at the Xishui train station. One policeman poured hot water down her shirt and struck her on the face. When an elderly lady who was standing by said, "You cannot hit people like this," she was struck also. Three policemen searched her and asked her for money. When she replied that she had none, one of them said, "Too bad, we made this trip for nothing." Then one of them struck her repeatedly, causing her face, hands and feet to swell up. She was detained for 14 days and fined 3,000 Yuan. Two of the policemen responsible were Li Qihui and Gan Shitao.
  7. Qi Maomao, female, retired worker. She was a cancer patient before practicing Falun Gong and regaining her health. Because she persisted in practicing Falun Gong and appealed twice, she was detained for a total of 56 days and fined 1,350 Yuan.
  8. Li Jiuru, male, retired worker, 53. He was detained twice for a total of more than two months for appealing and practicing Falun Gong. Policeman Yang Jian forced him to kneel in the police station and whipped him repeatedly with his belt.
  9. Yang Aizhi, female. While practicing by herself outdoors, she was charged with "disrupting social order." She was detained for 15 days, fined more than 900 Yuan, and had her home ransacked.
  10. Han Changlin, male, farmer. He was detained in Beijing for appealing, and while in detention he was beaten by both policemen and prisoners (who were encouraged to attack him by the police). After he was sent back to Xishui, he was beaten by the police and forced to kneel for more than 4 hours. He was detained for 18 days, fined 3,000 Yuan, and charged 600 Yuan for food.
  11. Huang Simei, female, 50's, retired worker. She was detained twice for 30 days for persisting in practicing Falun Gong. While being beaten severely by policemen Xia Songtao and Yang Jian, she demanded, "What crime did I commit?" Policeman Gan Shitao replied, "No crime, but that's the way it is."
  12. He Lan, female. During the summer of 2000, she accepted a Falun Gong flyer from a practitioner. After policeman Li Xunhua found out, her home was ransacked. She was beaten and detained for more than a month. She was also fined an unspecified amount.
  13. Cai Shufang, female, 50's, teacher. After she started practicing Falun Gong, her chronic arthritis was cured. She was detained for 27 days and fined more than 2,000 Yuan for passing out truth-clarifying flyers. She is under constant surveillance; she is followed even while shopping for groceries.
  14. Li Jie, female, retired worker. In 1999, she was detained for 15 days for appealing. She was beaten by policeman Li Xunhua under suspicion of passing out flyers in 2000. She was later released.
  15. Han Xuzhong, male, farmer. He was arrested for appealing. While in custody, he was beaten by both the police and prisoners (encouraged by the police to attack him). He was forced to go naked for nine days during the winter and kneel for several hours. He was also fined 3,000 Yuan.
  16. Zhang Laxiang, female, farmer. She was detained twice for a total of around 30 days for appealing and practicing Falun Gong. She was brutally beaten twice by Xia Songtao, Yang Jian, Li Xunhua, and Gan Shitao. Even though she was dirt poor, the police extorted more than 1,000 Yuan from her.
  17. Yang Songbo, male, farmer, 54. He was deceived into going to the police station. He was detained for 21 days and fined more than 2,000 Yuan for "conspiracy". While in detention he was brutally beaten by Li Xunhua and Gangshitao.
  18. Cheng Zhiping, male, 53, farmer. He was deceived into going to the police station, detained for 15 days and fined for 450 Yuan.
  19. Cheng Yaxiong, male, 57, farmer. He was deceived into going to the police station and arrested for "conspiracy". He was detained for 25 days, fined 650 Yuan, and beaten by Li Xunhua and Gan Shitao.
  20. Cheng Daping, female, farmer. She was detained for 28 days and fined more than 4,000 Yuan for appealing.
  21. Yang Caihua, female, farmer. Because she went to appeal, she was detained for 30 days, beaten repeatedly, and fined 2,400 Yuan.
  22. Xu Chunlian, female, farmer. She was deceived into going to the police station on January 13, 2001. On charges of distributing flyers, she was detained for several days and fined 1,000 Yuan.
  23. Chen Shanyuan, female, farmer. She was deceived into going to the police station on January 13, 2001. On charges of distributing flyers, she was detained for several days and fined 1,000 Yuan.
  24. Cheng Yafei, male, farmer, 68. He was deceived into going to the police station in December of 2000. On charges of organizing appeals and distributing flyers, he was detained for 22 days and fined 1,300 Yuan.
  25. Yang Meirong, female, farmer, 55. She was arrested while she was at home and detained for 18 days. She was released after a hunger strike.
  26. Zhao Yingtai, female, farmer. She was arrested while she was at home, detained for 50 days, and fined 1,200 Yuan.
  27. Yu Lian, female, farmer, 50. She was detained for more than a month for appealing.
  28. Wang Guihong, female, farmer. She was detained for 40 days and fined 2,000 Yuan for appealing.
  29. Xia Chunying, female, farmer, 50. She was detained for 50 days and fined 2,400 Yuan for appealing.
  30. Yang Xirong, female, farmer, 49. She was detained for one month and fined 2,4000 Yuan for appealing.
  31. Yang Qiuyun, female, farmer, 50. She was arrested for no reason on February 11, 2001. She was detained for 10 days and fined 3,000 Yuan.
  32. Wang Mengyuan, female, farmer. She was arrested for no reason on February 11, 2001. She was detained for 15 days and fined 2,500 Yuan.
  33. Chen Hongmei, female, farmer, 50. She was arrested for no reason on February 11, 2001. She was detained for 5 days and fined 2,000 Yuan.
  34. Zhou Xinchun, female, farmer. She was arrested for no reason on February 11, 2001. She was detained for 15 days and fined 2,500 Yuan.
  35. Xia Guoping, female, farmer. She was arrested three times for appealing and persisting in practicing Falun Gong. She was sent to a labor camp for one and a half years and fined 3,700 Yuan.
  36. Wang Youchu, male, farmer, 55. He was arrested three times for appealing and persisting in practicing Falun Gong. He was sent to a labor camp for one and a half years and fined 1,400 Yuan.
  37. Mao Jiequan, male, factory worker, 50. He was arrested three times for appealing and persisting in practicing Falun Gong. He was repeatedly beaten by Yang Jian and Gang Shitao. His home was ransacked, and his furniture was ruined. He was also fined 8,000 Yuan.
  38. Yang Shurong, female, farmer. She was detained for more than a year for appealing and persisting in practicing Falun Gong. She protested the police brutality with a hunger strike. As a result, the police handcuffed her to a bed and force-fed her with a tube. The tube punctured her windpipe, causing severe bleeding. She was also beaten by Gan Shitao and his accomplices. After she had been detained for more than 11 months, she was told that she was being sent to labor camp for another year.
  39. Shi Quan, male, independent merchant. . He was arrested three times and sent to labor camp for appealing and persisting in practicing Falun Gong. After his arrest, the local officials took full advantage. They emptied the home of his parents, saying that it was punishment for "not educating their child."
  40. Lin Yongjia, male, farmer. He was arrested and detained for nearly a year for appealing. He was the victim of torture from both the Beijing police and the local police. Due to his long-term torture, his physical condition is quite weak, and his legs are nearly paralyzed. The police took away nearly everything of any value from his home, including the television, sewing machine, etc.
  41. Cen Shuying, female, 75. She was arrested twice for appealing and persisting in practicing Falun Gong. She was detained for a total of 41 days and fined around 2,000 Yuan. She was also forced to kneel during her detention.
  42. Yao Yunlian, female. She was detained for 11 days appealing, during which time she was brutally beaten by Yang Jian. She was fined 2,000 Yuan and had her home ransacked.
  43. Cheng Yifen, female, 60. She was arrested twice for appealing and persisting in practicing Falun Gong. She was detained for a total of more than a month, fined 3,500 Yuan, charged 1,000 Yuan for food, and abused by the police while in custody.
  44. Bi Cihui, female, 61. She was arrested on her way to appealing in Beijing by Gan Shitao, who repeatedly kicked her in the head. She was detained for 9 days, fined 800 Yuan, charged 450 Yuan, and had 100 Yuan confiscated from her possession.
  45. Xu, female, teacher, 50's. She was followed by the police from the street to her home, where they found some Dafa materials. As a result, she was detained for 24 days, during which time she was repeatedly tortured and interrogated by Gan Shitao. She was fined more than 1,000 Yuan, and even after she was allowed to return to work, she was under constant police surveillance. She was docked 2 months pay and written up.
  46. Liu Guangrong, female, 69, retired worker. He went to appeal in October of 1999 and was sent back to the Xiushui police department. He was detained for 10 days, had his belongings confiscated, and was charged 300 Yuan for food. In the summer of 2000, the local police arrested her when they suspected that she was planning to appeal again. The police brutally beat her with a ruler during interrogation, detained her for 20 days on the charge of "disrupting social order", and charged her 300 Yuan for food. In December of 2000, she made another attempt to appeal in Beijing. She was intercepted at the bus station by a plainclothes policeman who was lying in wait for her. They brought her back to the police station and tried to force her to kneel. When she refused, they took off her coat and forced her to stand outside in the cold. The driver named Yu hit her in the face more than a dozen times. On the way to the detention center, policeman Gan Shitao hit another practitioner. When Liu asked him to stop, Gan turned on her instead. Finally, she was detained for more than 20 days and charged 400 Yuan for food.
  47. Wang Xiangying, female, 56, retired worker. On the night of November 15, 2000, policemen Li Xunhua and Gan Shitao searched her home and found Dafa truth-clarifying material. They brought her back to the police station for interrogation and physical abuse. She was detained for 15 days and fined over 2,000 Yuan.
  48. Nan Jinrong, female, 33, farmer. She was arrested for distributing Dafa truth-clarifying material. The policeman grabbed her hair and rammed her head into the wall, while cursing her. After the interrogation, they tried to force her to sign a pledge promising to break away from Falun Gong. When she refused, she was sentenced to one year in labor camp and is being held at Wuhan Shizishan Drug Rehabilitation Center.
  49. Ai Yueping, female, 26, farmer. She went to Beijing to appeal in December of 2000, and was intercepted by the police in Henan Province Xing County. When policeman Li Xunhua went to retrieve her, he slapped her face and hit her with his shoe repeatedly. On the train trip back, they forced her to squat under the table and refused to let her use the bathroom. When they brought her back the Xishui, Li Xunhua and company forced her to kneel, so that they could kick and slap her face. They stripped off her coat and shoes, and forced her squat under a desk. She was detained for 42 days and fined 1,150 Yuan.
  50. Zeng Xiaochun, female, farmer. She was arrested in October of 1999, when she was duped into giving her name and address at the appeals office in Beijing. She was detained in Xishui for 15 days and charged 300 Yuan for food. Because she could not pay the 3,000 Yuan fine, the police confiscated her possessions, including her television and pigs.
  51. Li Zhiming, male, 35, farmer. He was arrested and beaten repeatedly for clarifying the truth of Falun Gong to passersby. He was detained for 18 days and fined 800 Yuan.
  52. Nan Liuxian, female, 50, farmer. She went to Beijing to appeal in November of 2000, and was intercepted by the police in Henan Province. After she was sent back to Xishui, Li Xunhua physically abused her repeatedly, stamping her face with his foot. She was detained for 37 days, fined 1,150 Yuan, and had the 200 Yuan on her person confiscated.
  53. Yan Yanzhi, female, 36, farmer. She went to Beijing to appeal on December 30, 1999, and was intercepted by the police in Henan Province Xing County. The local police refused to give her food and forced her to remove her coat in the cold. She was sent back to Xishui, where the local police physically abused her during interrogation. She was detained for 19 days and fined 3,500 Yuan. On January 2, 2001, she was doing housework when the police charged her with "disrupting social order" and arrested her. After she began a hunger strike, she was released after being detained with 16 days. Her husband had to pay 200 Yuan to secure her release.
  54. Xia Guihua, female, 32, farmer. She was arrested while at home for "disrupting social order" in July of 2000. At the time, her husband was working out of town, and her two children were left unattended. She was detained for more than 20 days and fined 1,000 Yuan.
  55. Guo Yuyuan, female, 38, farmer. She was arrested in December of 1999 for "disrupting social order". She was detained for 5 days and fined 1,000 Yuan.
  56. Tan Guishi, female, 52, farmer. She was detained for 15 days and fined 3,400 Yuan for spreading Dafa. On November 4, 2000, she was arrested a second time for distributing truth-clarifying material. She was physically abused and sentenced to one and a half years at labor camp. When she got to the labor camp, she was sent back because of her health. The police then forced her relatives to pay 1,500 Yuan but has still not released her.
  57. Yang Juying, female, 30's, farmer. She was detained for 15 days and fined 3,000 Yuan for appealing.
  58. Liu Xiaolin, female, 30's, farmer. She was detained for 15 days and fined 2,500 Yuan for appealing.
  59. Wang Guofen, female, 30's, farmer. She was detained for 20 days and fined 3,000 Yuan for appealing.
  60. Lu Liuyan, female, 36, farmer. She was detained for 16 days and fined 1,480 Yuan for appealing.
  61. Xiao Tianyong, female, 30's, farmer. She was detained for 15 days and fined 2,500 Yuan for appealing.
  62. Xia Yalin, male, 37, retired worker. After practicing Falun Gong publicly on December 25, 1999, he was arrested and brought to the police station. There, he was strip-searched and brutally beaten by Li Xunhua. He was detained for more than 30 days, fined more than 1,000 Yuan, and charged 600 Yuan for food. In July of 2000, he was arrested in Beijing for appealing. After he was sent back to Xishui, Gan Shitao and Yang Jian forced him to kneel, while Gan kicked him and Yang whipped him with a belt. He was detained for more than 40 days and fined several thousand dollars.
  63. Yang Shufen, female, 38, clerk. In October of 1999, she was detained for 51 days for appealing and fired from her job. Because she persisted in practicing Falun Gong while in custody, she was beaten by policeman Tao Jinsong and fit with leg irons. She was fined 1,200 Yuan and charged 400 Yuan for food. On January 18 of 2000, the police arrested her for suspicion of organizing group practice. For this, they detained her for more than 7 months. Her husband Hao Jiangping was fired from his job and sentenced to one year in labor camp. She yelled out, "Falun Dafa is good!" in Tiananmen Square, and she was mobbed and beaten by a group of policemen. Since then, both she and her husband have been forced to flee their home.
  64. Unnamed, male, farmer. On January 1, 2001, he went to Tiananmen to appeal. He was arrested and had his eye injured by the police. In sub-zero temperatures, he was stripped naked and doused with eight buckets of cold water and beaten about the waist. After he was sent back to Xishui, the local police forced him to stand naked in a rainstorm. Policeman Li Xunhua beat him with a belt until the belt broke. After being interrogated, he refused to sign a pledge to break with Falun Gong and was beaten by Gan Shitao. He was detained for a total of 26 days and fined 1,000 Yuan.
  65. Guo Chunliu, male, 56. He was known as the "vicious tiger" before practicing Falun Gong, and turned himself into an amiable, well-liked member of the community after. On October 4, 1999, he was detained for 15 days and charged 450 Yuan for food for refusing to sign a pledge to not practice Falun Gong. On October 10, 2000, Li Xunhua and Gan Shitao arrested him on suspicion of distributing Teacher's scriptures. He was detained for 45 days, fined more than 2,000 Yuan, and charged more than 900 Yuan for food. During this time, he was brutally beaten by Gan Shitao during interrogation. Gan forced him to kneel down on the ground and then punched him repeatedly, causing him to lose several teeth. Later Gan beat him with a stick until the stick broke in half. On April 2, 2001 at around 11 P.M., a group of policemen suddenly broke into his home, where they found some Dafa material. They tried to use this as an excuse to take him away. Guo shouted out to his neighbors, who angrily demanded that he be left alone. The policemen did leave, knowing that they had no real basis for the arrest.
  66. Wang Dongmei, female, 62. In October of 2000, she was shopping with a friend when the police arrested her. Li Xunhua and Gan Shitao accused her of "agitating" suspicious activities and beat her repeatedly, to the point where her face was swollen and bleeding. She was detained for a total of 15 days and fined a total of 2,025 Yuan.
  67. Wan Laiqing, male, 32. On July 22, 1999, Gan Shitao and company broke into Wan's home and ransacked the place. They illegally detained him for 15 days and charged him 400 Yuan for food. In October of 1999, he was arrested and beaten by the Beijing police for appealing. They also confiscated all of his cash and belongings. After being sent back to Xishui, he was physically abused by Yang Jian. He was detained for more than two months, fined 1,500 Yuan, and charged 1,200 Yuan for food. On June 28, 2000, Li Xunhua and Gan Shitao again ransacked his home and arrested him. Yang Jian hit him in the face repeatedly with his shoe, trying to force Wan to reveal where he obtained Master Li's scriptures. He was detained for nearly two months, fined 2,000 Yuan, and charged 400 Yuan for food.
  68. Zhang Qinghong, female, 30's. On October 11, 1999, she went to appeal in Beijing with two other practitioners. They were intercepted at the local train station and taken into custody. The police searched them on the spot and confiscated a total of more than 1,000 Yuan. They refused to let the practitioners sleep all night. Because Zhang was pregnant at the time, she was released after being detained for 3 days and forced to pay 200 Yuan for food.
  69. Fang Desan, male, 50's, teacher. On July 19, 2000, he went to Tiananmen Square to appeal with another practitioner. They were arrested and sent back to Xishui. He was detained for 44 days, fined 9,000 Yuan, and fired from his job. During his detention, he was beaten with bamboo slabs by Li Xunhua, breaking three of them. He was often interrogated and tortured during this time. They even duped his wife into coming to the police station, detaining her for 10 days. On January 16, 2001, the police arrested him again to keep him from going to appeal in Beijing. He was released after 7 days.
  70. Du Juan, female, 30, retired worker. In early January of 2001, she planned to appeal in Beijing with her 1-year-old daughter. She was intercepted and severely beaten at the train station by Gan Shitao. After she held a hunger strike for 6 days, the police finally released her after charging her 300 Yuan for food.
  71. Yuan Peichun, female, 55. She was detained for 15 days and fined 2,000 Yuan for appealing in Beijing. During her detention, Li Xunhua repeatedly rapped her hands with a stick, causing her hands to swell up severely. He also mistreated her other ways such as forcing her to endure the cold without warm clothing.
  72. In June-July of 2000, the Second Detention Center of Xishui County forced 40-50 practitioners to perform hard labor. Practitioners Li Jiuru, Xia Yalin, Fu Gang, Mao Jiequan, Guo Zongquan, Wan Laiqing, Yue Hanqing, Guo Min, Yang Zaoyuan, Shi Quan, and others were forced to perform heavy labor at a construction site. Among these practitioners, Guo Zongquan and Yang Zaoyuan are both over 60-years-old. They were required to work from 7:30 AM until well past midnight each day, sometimes into the next morning. Other than meals, there was only a break of 30 minutes, and the practitioners were worked into exhaustion.
  73. Rao Yinying, female, 35. She was arrested in Luotian County for distributing truth-clarifying material and beaten unconscious. When she was sent to Xishui, he was brutally beaten again by Li Xunhua to the point where she could not walk. She was fined 6,000 Yuan and sentenced to 2 years of labor camp. She is currently being held at the Wuhan Shizishan Drug Rehabilitation Center.
  74. Wang Haiying, female, 26. While visiting a friend on December 19, 2000, she ran into a group of policemen. They found two Dafa books in her purse and arrested her on the spot. At the police station they held her down and stamped on her. During the interrogation, Li Xunhua wrote a confession for her, but she refused to sign it, earning her another beating. She conducted a 15-day hunger strike, during which time she was force-fed twice, causing her to faint one of those times. In total, she was illegally detained for 3 months.
