[Si-chuan Province] Recent Intensified Persecutions

Recently, all levels of governments and police departments of Si-chuan Province have intensified persecutions against Falun Gong practitioners. Many practitioners have had their homes ransacked. Many practitioners have been sent to police stations, detention centers or labor camps for force-labor "education".

The police department of Cheng-du City issued a notice that all practitioners who have got detained for 3 times or have made more than two visits to Beijing would be given forced-labor "education" without trials.



[Si-chuan Province] Persecutions in Shuang-liu County

On the evening of April 20, right after practitioner Ms. Huang Qian, a fine arts teacher from the Professional Middle School in Hua-yang Town of Shuang-liu County, arrived home, a group of police officers ran into her home and announced that she would be sent to labor camp for forced-labor "education" under the accusation that she had gone to Beijing twice to appeal for Falun Gong. Ms Huang Qian was then taken away immediately. Now her whereabouts is unknown. Ms. Huang Qian was an outstanding teacher adored by her colleagues and her students.

At the beginning of November of 1999, Ms. Xie Xia, a music teacher from the Professional Middle School of Hua-yang Town of Shuang-liu County, had attempted to go to Beijing to appeal to the central government. However, she got intercepted in the Cheng-du train station. After a detention of 15 days, she was forced to pay a fine of 5,000 Yuan. Right after she went back to the school, the school installed an iron door on the suite where she lived. She was monitored 24 hours a day. Her phone line was also cut off. Afterwards, the school imposed a fine of 15,000 Yuan on her, confiscated her apartment and removed her from her post.  In this March, she went to Beijing again attempting to report the truth of Falun Gong to the central government.  She was intercepted in the station of Bao-ding, He-bei Province. She is now still in custody. The officials of the local residential committee of Yi-gang-qi District declared that she would be expelled from the neighborhood.

Practitioner Ms. Song Lin-lin, a teacher from the Tang-hu Middle School of Shuang-liu County, made a visit to Beijing to petition. The government of Shuang-liu County imposed a fine of 50,000 Yuan on the education committee of Shuang-liu County. Currently, Ms. Song's situation is unknown.

Starting from January 1 of 2000, the police station of Hua-yang Town forced practitioners who have appealed in Beijing to attend the "thoughts transformation class" and forced them to pay a deposit of 3,000 Yuan to guarantee that they would not appeal to the central government, the state's council and all levels of governments.

Practitioner Zhu Xi-qiang, a villager of the Shan-jiang Village of Hua-yang Town, had his home ransacked and got detained for 15 days because he had written to the County Administrator, officer Jin Shi-cheng, and the central government, to report the truth of Falun Gong. He is now in the "thoughts transformation class" held by the police station of Hua-yang Town and has no personal freedom.

Among the 100 practitioners from the Gan-zhi-shu Village of Peng Town, those who have not appealed in Beijing were each imposed a fine of 1,000 to 2,000 Yuan; those who have appealed in Beijing were each imposed a fine of 15,000 Yuan. Practitioner Ms. Du Yan-qun could not afford the fine of 15,000 Yuan. As a result, the police sold the motorcycle of her husband to get the money. The police would confiscate valuable properties such as TV if practitioners could not afford the fine. The police announced that practitioners would be arrested whenever they got together, including running into each other on the street.

Practitioner Li Jia-bing went to Beijing, so the police detained his wife, Ms. Zhong, for 15 days under the accusation of "not reporting to the police".

Practitioner Cai Fa-rong got detained for 15 days for having gone to Beijing to appeal. He was transferred to the Center for Senior Citizens of Huang-jia Village because he refused to promise that he would not practice Falun Gong. Now, he is again detained in the detention center. The police forced his wife to pay a fine of 5,000 Yuan. His wife told the police that she did not have money. The police then threatened his wife that they would turn down their house if she refused to pay that money. His wife gave a firm answer, "Our whole family would continue to practice Falun Gong even if we have to beg for food. How could we give up such a good cultivation way!" The police had to back off.

Practitioner Zhou Cheng-jun, a retired employee of the Shuang-liu County, went to Beijing to appeal. His workplace was then imposed a fine of 20,000 Yuan by the County government. As a result, Zhou's salary has been suspended for several months, which puts him in a very difficult situation. The workplace hired people to monitor him 24 hours a day.

Practitioner Ms. Yang Li, from the Long-deng-shan Hospital, was removed from her post because of appealing in Beijing.

Practitioner Sun Zheng-fan, Jiang Hong (a teacher from the Foreign Language School of Hua-yang), Zhou Zhu-qing (an airplane engineer), and Yan Jia-hui etc went to Beijing to appeal in December 1999. After they were escorted back, they have been detained up to now. Sun Zheng-fan has already been removed from the Party and his post. Jiang Hong was also fired. The wife of Sun Zheng-fan got detained for 15 days for "not reporting to the police".



[Si-chuan Province] Illegal Detention of Practitioners in Cheng-du City (April
13 of 2000)


1, Ms. Zhong Fang-qiong, female, 35 years old, address: Ren-he-yuan #27-3-7 of Cheng-du City. She has served six terms of administrative detention and one term of criminal detention, for a total of 120 days.  Her "crime" was that she petitioned the Business Morning Newspaper on October 1 of 1999, appealed in Beijing on December 19 of 1999 and March 7 of 2000. Note: Ms. Zhong wrote an experience-sharing article on how she started a new life after practicing Falun Gong. Later, that article was severely altered by the local TV for the purpose of slandering at Falun Gong.

2, Liu Chan, female, 70 years old, a former school president. Her address is #32-7-4-7, P.O.Box 107. She has been given 7 terms of administrative detention and 1 term of criminal detention for a total of 135 days. Her "crime" was that she went to Beijing on December 10 of 1999 to appeal for Falun Gong. On March 8 of 2000, she refused to be illegally arrested. The police then attempted to rope her feet with rubber band, but Ms. Liu resisted. Later, the police handcuffed her from the back. 3 police officers then threw her into a police vehicle and sent her to the detention center again. She has been detained up to now.

3, Ming Li, female, 28 years old, a teacher from the Pao-tong-shu Elementary School. She has been given one term of administrative detention and one term of criminal detention for a total of 45 days, because she went to Beijing on March 17 of 2000, together with her mother, leaving her new born baby at home. Her mother, Ms. Chen Shang-zhen, 62 years old, a Party member, a former staff member in the admission office of the education committee of Qing-yang District, and a former president of the Elementary School of Hua-pu Road, had received the same punishment.

4, Yu Xue-mei, female, 51 years old, an retired employee of the City Entertainment Park, address: #3-1-2 of Meng-zhui-wan Street. She has been given 6 terms of administrative detention and one term of criminal detention, totaling 120 days, because she made visits to Beijing to appeal on December 5 of 1999 and March 8 of 2000. She was punished physically many times. She had been detained consecutively because she insisted that she would continue to practice Falun Gong. She had never been allowed to go home to take a bath during the consecutive detention.

5, Tan Shao-lan, female, 40 years old, a retired employee of the City Cotton Factory, living in the Dormitory #13-3-8 of the Factory. She has been given 6 terms of administrative detention and 1 term of criminal detention, totaling 115 days just because she claimed that she would continue to practice Falun Gong, although she has never gone to Beijing to appeal. It is unclear when she will be freed.

6, Zhang Guo-ying, female, 61 years old, a retired official of the Cheng-du Institute of Science and Engineering, living in the Dormitory #29-3-7 of the Institute. She has been given 2 terms of administrative detention and one criminal detention for a total of 60 days by the Yi-er-xian Police station for having gone to Beijing twice.

7, Zhang Sheng-rong, female, 70 years old, a retired official of the Survey and Drawing Unit, living in the Hong-yun Park. She has been given 7 administrative detentions for a total of 105 days by the Ji-tou Town Police Station for refusing to recant. She had received many notices that her mother in 80s was seriously ill. She petitioned to go home to look after her mother for many times and she always got refused. She is still being detained, although she had never went to Beijing to appeal.

8, Liao Pei-ming, female, 43 years old, a nurse from the Seventh People's Hospital of Cheng-du City. Liao Ya-Mei, female, 14 years old, the daughter of Ms. Liao Pei-ming, a second-year student in the 29th Middle school of Cheng-du City.  On March 6 of 2000, they went to the Central Appealing Office in Beijing to appeal for Falun Gong. The police from Beijing sent them immediately to the Cheng-du Liaison Office in Beijing where they got detained for 8 days and 7 nights. Later, Ms. Liao Pei-ming got detained in the local drug-stopping center and detention center for 32 more days after they were escorted back to Cheng-du City. During her mother's detention, the 14-year-old Liao Ya-mei had to stay
home alone.

9, Practitioners from Cheng-du City, Liu Zhen-hai, Tao Yuan, Zhang Sheng-yun and Tian Yu etc are still being detained in the Lian-hua Village Detention Center waiting for heavy sentences because they have gone to Beijing to appeal.

10, Recently, some practitioners including Wang Kai and Zhang Yu-chun were dismissed from their jobs.


[Si-chuan Province] The Long-term "thoughts transformation class" in Cheng-du City

The Ying-men-kou Police Station of Cheng-du City has become the base in Jin-niu District of Cheng-du City for holding "thoughts transformation classes" for Falun Gong practitioners since November of 1999. Recently, the police station received a notice from the higher authorities that the "classes" should be held in a long run. For the past 5 months, practitioners have fully experienced the cheating and threatening from the police officers. Because of their determination about Falun Dafa, many practitioners have been sent to the detention center many times and some have even been sent to the labor camp. Practitioners always conduct themselves according to the criterion of a practitioner, and have changed the "class" to a good cultivation environment.

[Si-chuan Province] Arbitrary Detention in Chong-qing City

Since April 22 of 1999, many practitioners from Chong-qing City have gone to Beijing to appeal for the righteousness of Falun Dafa. Most of them got detained. The police threatened that practitioners would be detained or sentenced if they went to Beijing.

1, Han Yi-ming, 42 years old, a former fine arts teacher from the Normal University of Southwest, and Liu Xin-yu, were given two years of forced-labor in 1999. They are now being detained in Xi-shan-ping labor camp and Jiang-bei labor camp separately. Although they have to do a lot of hard-labor everyday, they are still very determined about Falun Dafa.

2, Chen Fu, 28 years old, a former graduate student from the department of politics of the Normal University of Southwest, was given one year of forced-labor in 1999, and is now being detained in the Xi-shan-ping labor camp of Chong-qing City.

3, Yuan Zhi-qiang, male, 27 years old, resigned his job before going to Beijing to appeal. He got detained in January of 2000, and was given two years of forced-labor in March of 2000.

4, Liu Fan-qin, a retired official from the factory of optical instruments, and Wa Jie-nan, a former employee from the Hardware Company, were both given one year of forced-labor education in March of 2000. They are now being detained in the Jiang-bei Labor Camp.

5, Zhu Bi-lan, 45 years old, a former employee from the 203 Hospital, was given two years of forced-labor.

6, Several dozens of male practitioners from Xi-shan-ping of Chong-qing City have been sentenced to forced-labor. They have to do a lot of hard labor. Their living conditions are very bad.

7, In Tong-nan County, the police would detain whoever claimed to be a practitioner of Falun Dafa. They could get released if they paid a stiff fine of up to 10,000 Yuan.

8, Liu Lan, 35 years old, from the Shuan-bei Factory of Special Steel, has gone to Beijing to appeal three times. She was given 2 years of forced-labor.


9, Zhang Sheng-jun, 28 years old, a former official from the Tax Department of Rong-chang City, has gone to Beijing to appeal for 4 times. The police officer who escorted him back got acquainted with him. Mr. Zhang went to the Tiananmen Square alone. He started to meditate after dropping off his luggage. In a short while, the police came over and dragged him into the police vehicle. In a police station of Beijing, the police washed his head with Coca-Cola drink and beat his thin face to a fat one. He might be sentenced.
