Case Description:
Ms. Li Fengqin lived in Boli County, Heilongjiang Province. She was arrested in 2001, and was taken to the Harbin City Drug Rehabilitation Center, but failed the physical. She was then incarcerated in the Boli County North Prison. The Prison Administration had to release her when she was in critical condition, but they extorted 2,000 yuan from her children.
