Case Description:

Mr. Lu Manku, a Falun Gong practitioner in his 50s, from Anshan City, Liaoning Province, died as a result of torture in Nanguanling Prison the beginning of August 2010.

Xiuyan County Police Department officials arrested him May 26, 2008, and then illegally sentenced him to ten years of imprisonment. While in Nanguanling Prison, Mr. Lu resisted the persecution and never followed the guards' orders. The guards locked him in a small cell and tortured him there. Following are details:

Mr. Lu lived in Wendonggou Village, Tangjiafang Town, the Qianshan District, Anshan City. Around 9 a.m. on February 10, 2006, authorities searched his home in his absence. They were from the Qianshan District 610 Office, the Tangjiafang Town government, the Tanggangzi Police Station (one an officer surnamed Li), and included Wendonggou Village head Zhang Yongzhi and Lishifang Village official Wang. They confiscated many of Mr. Lu's personal belongings, including all his Falun Gong books, Falun Gong exercise tapes, truth clarifying materials, a cassette player, and self-adhesive labels. The police declared they would return to take Mr. Lu into custody when he came home.

At that time Mr. Lu was taking his child to enroll in school. His child returned home first. The police opened the child's cabinet and found a card with the facts about Falun Gong written on it. The police started shouting and threatened the family, which scared Mr. Lu's father. The father's heart ailment returned. Mr. Lu decided to leave home to avoid further persecution.

One morning around the end of 2007, the police who had staked out Mr. Lu's home mistook a neighbor for Mr. Lu. They tripped him and made him fall in order to capture him. The police realized their mistake only after a neighbor spoke up. Village officials also set a reward of 1,000 yuan for anyone who turned Mr. Lu Manku in.

Mr. Lu's parents, who were in their 80s, missed their son very much, as did his child, during the two years he lived away from home.

On May 26, 2008, Xiuyan County Police Department agents arrested Mr. Lu Manku while he was making truth-clarifying materials. He was sentenced to ten years and died as a result of torture in prison in early August.
