Practitioner Zang Dianlong was arrested when he went to Beijing to appeal in December 2000. He escaped from the Shuangcheng Office in Beijing and had to live on the street to avoid persecution. On December 2, 2001, the Shuangcheng 610 Office and Zhanbei Police Station held a meeting and decided, "When Zang is found, the police can open fire if they can't catch him. It is OK if he is killed." The next day the police and other officials started a manhunt for him.
