Ms. Liu Tongling, 53 years old, lived in Chengsan Village of Rang District in Daqing City. She was a family member of a retiree from the Sanan Industrial Company, which is under the Venture Group of the Daqing Petroleum Administration Bureau. On September 12, 2003, she was taken to the Harbin City Drug Rehabilitation Center and she immediately started a hunger strike. Within one month, on October 12, she died as a result of being tortured while in detention.
