Case Description:
Mr. He Ping, 35 years old, was a Falun Dafa practitioner with Changxing Forestry in Boli County, Qitaihe City in Heilongjiang Province. Because he continued practicing Falun Gong, he was arrested by Changxing Forestry Police Station and sent to the county detention center on November 12, 1999. While in the detention center, the warden instructed other prisoners to beat He Ping, and let the other prisoners choke Ping until he was near death. He was released after more than 6 months of persecution in the detention center. Former Political Security Section chief Sun Chengyi later sent him to Suihua Forced Labor Camp for two years on July 24, 2000. Due to the severe torture he received in the county detention center, Ping was diagnosed as being unfit and was sent back to Boli County Detention Center. The persecution continued in the county detention center and he was released one month later in an extremely weak condition. On September 8, 2000, Ping went to Beijing to peacefully appeal for Falun Gong, and was arrested and sent back to Boli County Detention Center. In December 2000, under the instruction of former county police department chief Lizhu Shi and former political security section chief Sun Chengyi, in order to improve the so called "transformation rate" and get a reward, warden Shichun Chen and other prisoners started to torture Ping like crazy. They forced Ping to his knees on bricks with no clothes, and beat him with plastic pipes while verbally insulting him loudly until Ping's whole body turned black and he passed out. Such torture continued for 21 days, resulting in an otherwise perfectly healthy young man becoming a skinny skeleton with just one shred of breath left. For fear of the consequences, they released Ping in August 2002. Within 3 months after returning home, Ping passed away.
