Case Description:
Mr. Chang Shuai was around 30, and lived in Changchun City, Jilin Province. After being illegally detained in a forced labor camp, his physical condition worsened. In March 2005, he was again harassed by police, which further deteriorated his state of health. He passed away on May 7. According to news reports, in the summer of 2001, Falun Gong practitioner Chang Shuai publicly rejected the slander of Falun Gong at an assembly meeting at the Chaoyanggou Forced Labor Camp. He was dragged into a water cell by guard Wang Tao, of the First Squadron, and brutally beaten and tortured with an electric baton. When Wang Tao became tired from administering the torture, he ordered prisoners to beat Chang. They used all sorts of cruel methods against Chang Shuai and tormented him for the entire afternoon.
