A summary of the ongoing persecution with specific cases. One case noted by Amnesty International is that of Falun Gong practitioner Mr. Jiang Feng who disappeared in Shanghai.
Ms. Li is released in poor condition only after her family pays a bribe.
The Persecution During the First Month of the Shanghai World Expo 2010
During the visit of the US Secretary of State to Shanghai on May 22 and 23, 2010, many Falun Gong practitioners in Shanghai were followed and monitored 24 hours a day by people from the local community 610 Offices. Most of them were from the local community residential committee and the police from local stations. Practitioners were not allowed to leave their homes until 10 p.m.
From the time preparations began to the opening of the Expo, their propaganda machine has churned out lies and slander about the practice. At the entrance of the Expo, pamphlets slandering Falun Gong were being sold for five yuan each.
1-Falun Gong Practitioners Illegally Followed and Harassed
Since April 29, the Shanghai government has been monitoring and following practitioners 24 hours a day. According to some police officers, Falun Gong practitioners cannot go to the Expo without being accompanied by the police. On certain "politically sensitive days," such as from May 1 to 3, from October 1 to the 7, and from October 25 to the 31, 2010.. During the closing ceremony practitioners were followed and monitored 24 hours a day. It was said that, if there were no Falun Gong fliers or posters in Minhang District from May 1 to October 31, the police would be rewarded. This policy has encouraged the police in all districts and communities to be vigilent in persecuting Falun practitioners.
The following are some examples:
In Xuhui District, personnel from the community 610 Office, the Comprehensive Management Office and the police station take turns 24 hours a day monitoring practitioners from outside their homes. Leaders also come to inspect and give orders. As soon as practitioners leave their homes, they are followed. They also harass practitioners' families and relatives.
In Changning District, Mr. Xu Hanmin was closely followed as soon as he left the door of his home.
In Baoshan District District, Ms. Fan Wanxia has been followed and monitored since April 15, 2010. The people who followed her even ordered to stay in her home from April 30 to May 4. She firmly refused to comply. Then they stationed themselves outside her home 24 hours a day to monitor her.
In Jiading District, Zhenxin Community Committee, of which Mr. Ma Dongquan is a member, demanded that he go stay in the Community Center from 7 a.m. To 7 p.m. everyday from April 30 to May 4. He was not allowed to go home to eat. His wife and son are now in jail.
In Nanhui District, the 610 Office, the Domestic Security Team, the Community Committees, and the Village Committees closely follow and monitor and even arrest practitioners.
In Minhang District, practitioners have been closely watched since the opening of the Expo. Unemployed people were hired to stay outside practitioners' homes. Practitioners were not allowed to go out and daily necessities had to be brought in by CCP officials. The observers also stationed themselves on the ground level of a residential building and followed practitioners wherever they went.
In the Songjiang District, most practitioners were closely monitored.
2-Falun Gong Practitioners Regularly Arrested
1. Ms. Cai Yufang was around 56 years old and lived at Jianguo Xi Road and Taiyuan Road in Xuhui District in Shanghai. She was arrested for the fifth time on March 25, 2010, and was sentenced to one year and six months of forced labor. She was taken to the Shanghai Women's Forced Labor in Qingpu. She was detained four times before that. The third time she was detained because she went to Beijing again to appeal for Falun Gong in October 2000. She was taken back to Shanghai by local police and held in the Shanghai Women's Forced Labor Camp for two and a half years. During that time she was tortured. Because she refused to be "transformed," the police tried to force her husband to divorce her. She was not even allowed to see her mother for the last time when her mother passed away. She was not allowed to see her son, either.
2. Ms. Cao Hongru, 69, was a Falun Gong practitioner in Changning District. She was arrested on the evening of March 28, while she was out. Her family still does not know her whereabouts. They called the local Xinhua Police Station and were told that they would be contacted. The police station has refused to answer any questions. The local detention center also didn't answer any inquiries. Ms. Cao was previously held in a brainwashing center and was then sentenced to three years and sent to Shanghai Tilanqiao Prison. Because she was very determined in her belief, she was then transferred to be held in a mental hospital. She has now been arrested yet again.
3. Ms. Yang Liang, 31, came from Jingzhou in Liaoning Province. She was a flight attendant for China Southern Airline. She was fired in 2001 because of her spiritual beliefs. She was arrested on April 14, 2010, by Xuhui District Police Precinct and Lingyun Police Station. Xuhui District Police Precinct has presented her case to Xuhui District Procuratorate. Her family was told that they were not allowed to hire a lawyer for her. She is currently being held in Xuhui District Detention Center. Because of her excellent work performance, she held a senior position in a company in Shanghai before her arrest. Her father traveled from far away in Jingzhou City to Shanghai to see his daughter, but the police in Meilong Town Police Station in Minhang District refused to let him see her. Her then rented a flat in Shanghai which the police sealed up. They refused to let her father clear up her belongings or return to the flat. Her father returned home in tears.
4. Ms Lu Xiuying was a Falun Gong practitioner from Jingzhou City, Liaoning Province. She was arrested at Ms. Yang Liang's home at 5:30 p.m. on April 14. She was held in Xuhui District Detention Center. The police didn't allow her family to see her or send her any clothes. The police claimed that she would not be sent back to Jingzhou City and that she would be sentenced in Shanghai.
5. Ms. Wang Yijin is a Falun Gong practitioner from Shanghai. In April she was arrested and taken to the Shanghai City "Legal Education School" (actually a brainwashing center). Her mother recently called the police and demanded her daughter's release but the police said that they would not release her if she was not "transformed." The Xinhai Community Committee--Yang Jianhua and Shen Jianping, in particular--in Congming, Shanghai, is responsible for her arrest.
6. Ms. Huang Qinfang lived in Room 501, No 31 Luling Residential Compound in Gaoqiao Town, Pudong New Zone, Shanghai. She was arrested on April 22.
7. On April 23, police from Pudong Precinct and the local police station arrested Ms. Xing Bing, a practitioner from Sichuan Province, while she was at work for a company in Pudong, Shanghai. The police confiscated her private computer and her work computer, a printer, and some copies of Shen Yun DVDs. Her family has received a notice saying that Ms. Xing was being held in the Zhangjiang Detention Center in Pudong on criminal charges. Her boss and colleagues went to see her and demanded the return of the company computer, but the police just scolded them for employing her. The police threatened them, saying that Ms. Xing had jeopardized the security of the state and that her company should be held responsible
8. The police from Nanhui District Precinct and the 610 Office arrested Ms. Zhu Feilan on April 25. She was held in Nanhui Detention Center and then sentenced to one year in prison. Ms. Zhu was arrested while she was doing an odd job. Her home was also searched. This was the second time she has been arrested. She was previously jailed and persecuted for three years.
9. Instigated by the 610 Office, the Community Committee in Keyuan Residential Compound in Xuhui District arrested Ms. Rong Huijun from the compound and took her to a hotel out of town. She did not get back until May 4.
10. Mr. Jiang Yueming from Shanghai lived in Room 305, 4 Lane 440, Mengzi Road. He was arrested on his way to work on April 26. His whereabouts are unknown.
11. On April 27, Mr. Zou Feiyu from Kunshan City, Shanghai, went to visit a relative in Shanghai City. At the Shanghai Railway Station, while he was passing through a "World Expo Security Inspection" checkpoint, he was arrested. The Shanghai police then went to his home and searched it. They confiscated a computer and a mobile SIM card. His son was held in the community center in the Teacher Residential Compound in Chengbei, Kunshan, for one day and then released. So far, Mr Zou's family hasn't received any notice as to his whereabouts. Police in Kunshan area said that they didn't know anything. His family wanted to send him parcels, but nobody will give them any information.
12. Ms. Hu Hongmei is from Xianning City, Hubei Province. She was arrested while she was working in Shanghai. Ms. Hu had been transferred to the police station where her household registry stayed. At about 10 p.m. on October 12, 2009, the police from Erhaoqiao Station in Wenquan, Xianning City, broke into her home and searched it. They arrested her, held her in Tieliao Hotel in Wenquan, and interrogated her. On the third day she managed to escape when the police were changing shifts. She became homeless and eventually ended up in Shanghai to pick up odd jobs.
13. Ms. Zhong Xicai is from Ganyu County, Jiangsu Province. She came to Shanghai to look after her grandson. At 11 a.m. on May 7, she was arrested while she was outside the building of her son's home. Her son didn't know anything about her arrest until he received a call informing him that Ms. Zhong had been taken away by policewoman Jiang from Ganyu City and that his mother was in the Xinghua Brainwashing Center in Yancheng City, Jiangsu Province. Her family was not able to see her, because they didn't know the address or her exact location. They were also unable to send her any clothes or toiletries. No reason was given for her arrest.
14. Ms. Chen Fengjuan is from Chuansha Town, Pudong New Zone, Shanghai. She was followed and reported on while she was making Falun Gong materials in Wanggang, Pudong, on May 18. Police officers from the 110 Emergency and Domestic Security Team arrested her. Her home was also searched. She was then taken to Zhangjiang Detention Center.
15. Yu Peiying is an elderly woman from Shanghai. The 610 Office arrested her again in the evening of May 20.
16. Ms. Yang Xiaoping is from Hongkout District in Shanghai. On May 10, the 610 Office in Hongkout District arrested her and took her to the Shanghai City "Legal Education School" (a brainwashing center). Before that, she had been persecuted for one month at Hongkou Detention Center.
17. Mr. Xu Mingyong is from Nanhui District in Shanghai. According to a May 20 Minghui website report, he was arrested. His whereabouts are unknown.
18. According to a May 22 report on the Clearwisdom website, an elderly female practitioner, name unknown, from Xiangshan County, Zhejiang Province, was taken back to Xiangshang from Shanghai before the opening of the Shanghai World Expo. The detention center refused to take her because she suffered from high blood pressure. She is currently being held at Haixing Hotel, 211 Danhe Road, Dengcheng, Xiangshan.

20. Ms. Zhang Lanying lived in Room 603, 70 Gongkang Sicun, Pengpu Residential Compound, Zhabei District, Shanghai. She was arrested and has been detained for over a month.

22. Ms. Guo Yuefen, in her 60s and from Shanghai, was sentenced.
3-Falun Gong Practitioners Were Arrested in Chenzhou, Hunan Province, and Wuhan in Hubei Province under the Pretense of Security for the Shanghai World Expo
1. On April 13, 2010, over ten policemen from the Chenzhou 610 Office and the Yongxing Domestic Security Team broke into the home of couple Li Jiaju and Xu Huawen, both from Yongxing, Chenzhou, Hunan Province. Police searched the house, confiscated all Falun Gong books, and arrested the pair. They are currently in Yongxing County Detention Center. They were arrested because they were going to attend the Shanghai World Expo. The 610 Office and the Political and Judiciary Committee in Beihu District of Chengzhou widely distributed a pamphlet entitled "Love the Peace in our Beihu, I Contribute to the Peace of Beihu." The pamphlet actually slandered Falun Gong. The 610 Office published an article in their name and framed and slandered Falun Gong.
2. Wu Guo, the CCP secretary of Shunqing District Political and Judiciary Committee in Nanchong City, Sichuan Province, stirred up the 610 Office at different levels as well as to the Domestic Security Team. He claimed, "If Falun Gong is in power, none of you will have any peace."
He made every effort to instigate the 610 Offices in the legal field to see the Shanghai World Expo as an opportunity to persecute Falun Gong practitioners in Shunqing District. Controlled by the Nanchong City Political and Judiciary Committee and the office that handles Falun Gong affairs, Nanchong City Brainwashing Center started to hold sessions again to persecute practitioners. Before April 25, the police broke into practitioners' homes or were stationed outside to arrest. They mobilized staff from the government at all levels and the Falun Gong Affairs Offices of all levels to take part in the persecution. The brainwashing sessions will go on for six months to coincide with the duration of the Shanghai World Expo. Four practitioners are being held at the brainwashing center at the moment. They are Ms. Huang Zhiping from Gaoping District, Mr. Li Guanghu from the southern county, Mr. Li Shuqing from Xinhua Life Insurance Company in the southern area, and Ms. Tang Guizhen from Shunqing District.
3. On April 17, 2010, the CCP Political and Judiciary Committee and the 610 Office in Bangbu City, Anhui Province started brainwashing sessions at the 214 Research Institute in Hongyecun South, Bangbu City. The sessions finished just recently. The 610 Office in Bangbu City intended to continue to arrest practitioners and send them to the brainwashing center during the World Expo.
4. In April 2010, officers from Westlake District in Hangzhou City, Zhejiang Province, arrested practitioners, citing World Expo "security issues" and held brainwashing sessions.
5. The 610 Office in Jianghan District, Wuhan City, Hubei Province, arrested practitioner Li Guiping under the pretense of security for the World Expo. On Saturday, April 24, at 9 p.m., policemen and their vehicles surrounded the building where 53-year-old Ms Li Guiping lived. Police broke into her flat while she was alone at home. They arrested her and took her to Erdaopeng Brainwashing Center.

Ms. Li Shunying from Qiqihar City, Heilongjiang Province, was illegally arrested by officers from Xinli Street Police Station in Qiqihar City on April 21, 2010, and severely tortured. The following is her account of the persecution that she suffered:
Before I started to practice Falun Gong, I had serious heart disease, rheumatism, a duodenal ulcer, and other illnesses, and I couldn't look after myself even though I was not yet 40 years old. I went to all the big hospitals and tried a variety of treatments, but they did not help. Falun Gong helped me to regain good physical health and spiritual wellbeing, but the years of persecution have brought tremendous pain to me and my family.

Detained and Tortured in Xinli Street Police Station
On April 21, 2010, the police came to a paper mill residential area looking to arrest another Falun Gong practitioner, whom they could not find. Then they came to my workplace and said that they wanted me to go with them to verify a couple of things. Once we were in the car, they handcuffed me and took me to Xinli Street Police Station.
Several groups of officers interrogated me. When one 50-year-old man was asking me questions, I said, "What you are doing is illegal." He got angry and ordered the officers to handcuff me again. In the afternoon, they tied my arms behind my back with thick ropes and then hung me from a bar on the second floor balcony, leaving me suspended in the air. My shoulders were instantly dislocated, I lost bladder control, my heart seized, and I felt sharp pain in my back. I was in extreme pain.
Around 8 p.m., director Han ordered his officers to take me to my home so that they could ransack it. Since I was so muddle-headed from the torture, I couldn't give them clear directions to my home, so when we returned to the police station, the director said with a hostile look, "She fooled us. Make her suffer."
About 10:00 p.m., they forced me to lie on the ground face down and put a heavy brace on my head. Then they handcuffed my hands and feet, put a two-meter wooden bar though the circle formed by my hands and feet, lifted it up and swung me. My hair was soaked in sweat immediately, and I felt dizzy. Then they put me down on a sofa, lifted my arms to the sides forming a straight line, and handcuffed each one to a rail. The brace was so heavy that I had to hang down my head. My arms hurt terrible. They did not take off the handcuffs until the next morning, and I could no longer move my arms.
At around 8 p.m. the next evening, Han brought a flat wooden stick about one and a half feet long and beat me all over until he got tired. I was swollen and bruised all over, my lips were skinned, and my gums bled. Then he pulled my hair, saying, "Will you talk now?" I said, "What do you want me to say? You're the one committing crimes!" I clarified the facts about Falun Gong and asked him to stop torturing me. He said that he didn't believe it and threatened me, saying, "I will beat you so that you are disabled." He lifted my arms to the sides, handcuffed each one to the rail, and ordered a young officer to watch me and not allow me to shut my eyes. I was hungry, dizzy, and in pain from the torture, and couldn't keep my eyes open. The officer kept spraying water into my eyes. He also kicked and pushed me.
On the afternoon of April 22, they took me to the Qiqihar Detention Center. A staff member there asked me, "What happened? Are you sick?" I pointed to Han and said, "He beat me, and now I am dizzy and have heart pain." The detention center officials wouldn't accept me and asked for a medical report, so Han took me to a hospital and bribed the doctor to get a false medical report. He then took me back to the detention center and got me admitted. During that time, the officers from Xinli Street Police Station found out my home address and ransacked my home. Since they could not find any evidence to incriminate me, they claimed that they found a small piece of paper with some bad remarks about CCP on it. They also took my family members to the police station and interrogated them about the details of my Falun Gong practice so that they could use this information to frame me.
While in the detention center, I couldn't look after myself and lay in bed for 20 days. I was dizzy and nauseated. I vomited; had heart pain, abdominal pain, and back pain; and couldn't lift my arms or eat as a result of the torture. The detention center did not want to be held responsible for my poor condition, so they told Xinli Street Police Station to take me to a doctor again.
On the morning of May 12, three policemen came and put me in a car. Instead of taking me to a doctor, they took me to the Harbin Rehabilitation Center. There, the staff did a physical exam and refused to accept me. They then took me back to Xinli Street Police Station at around 8 p.m. On the way there, I had acute heart pain and kept throwing up. Sun Yan, the head of the police station, called my family and told them that I would be released if they paid 10,000 yuan. My family said that they didn't have that much money, so Sun told them that they had to pay no less than 3,000 yuan. My family borrowed 3,000 yuan and took me home at around 10 p.m. The police said to my family, "She has to serve her sentence when she recovers."
Previous Experiences of Torture
On February 20, 2003, I was arrested by officers from the Wenhua Street Police Station and sentenced to one year of forced labor. In Shuanghe Forced Labor Camp, I was tortured with a variety of methods, including being bound to an iron chair. I was also force-fed by the guards when I wasn't able to eat for a couple of days; my nose and throat bled due to the rough insertion of the feeding tube. More than 30 hours of torture resulted in the recurrence of heart disease, abdominal problems, and headaches.
On February 16, 2004, labor camp officials there decided to "transform" all of the Falun Gong practitioners by using torture. On the morning of February 17, Wang Yufeng and several other guards stormed in and started to hit us. When an elderly practitioner said, "Don't hit us, let's talk instead," Wang hit her and threatened her with torture. As I pulled Wang back, saying, "Don't hit us, we're good people," he turned around and repeatedly slapped me in the face. Then he and another guard held my arms and dragged me to the fourth floor, where torture was carried out. A guard covered my eyes with a black cloth. They hung me up from a metal bar, with my hands tied together very tightly. When I was let down after about half an hour, I fainted.
When I was trembling afterward, they said that it was because I hadn't eaten and proceeded to force-feed me. They inserted the feeding tube twice, puncturing my esophagus, and I vomited a puddle of blood. Then they ordered me to write a guarantee statement, which I refused to do. At 3:00 a.m, they handcuffed me to an iron chair, and I started to vomit blood again. In the morning, they moved me to another room and forced me to sit on an iron chair again. When a new guard came to replace the previous one, he again ordered me to write the guarantee statement, but I still refused. He then pulled my arms back and hung me up with my head facing downwards. He continued to threaten me: "If you don't write it, I'll strip your clothes off and throw you outside until you're frozen half to death. When you're revived, then I'll do it again."
Under this severe torture, I eventually wrote the statement to give up cultivation against my will. After that, I had a terrible headache, my eyes hurt, and there was even blood in my tears. My term was extended by an extra month, and I was released on March 20, 2004. Afterwards, I suffered from headaches and memory loss.
When I returned home from work on April 4, 2006, I found policemen in the process of ransacking my home. They took away my Falun Gong books; 20,000 yuan belonging to my husband; and my child's computer. They carried me to the car and took me to Xinli Street Police Station. When I did not answer their questions, such as where the Falun Gong books came from, they dragged me to a dirty, dark room and forced me to sit on an iron chair. One policeman threatened that they would torture me to death, as they had another practitioner. They covered my head, and someone pulled my arms while someone else pulled my legs. Then they hit my head with a stick, and I lost consciousness.
Eventually they took me to the city detention center and subsequently transferred me to the forced labor camp, where I was tortured again. The guards did not let me sleep for eight days and had me sit on an iron chair for ten days. They forced me to do hard labor even though I was very weak. Sometimes I passed out due to the torture, and then they took hold of my hands to make me write the guarantee statements while I was unconscious. They also extended my term.
