  • In January 2009,  Mr. Jiang Xiqing died under suspicious circumstances in Xishanping Forced Labor Camp in Chongqing City. He was quickly cremated. On May 13, 2009, when lawyers Mr. Zhang Kai, and Mr. Li Chunfu from Beijing were in the victim's home providing legal assistance with investigating the cause of Mr. Jiang's death, they were beaten, interrogated and detained by local police. Since then the family has been harassed in an effort to get them to drop the investigation.

    Mr. Guo Xingguo, around 40 years old, lived in the Fifth Group, Second Community, Xing'an District, Hegang City, Heilongjiang Province. After he started to practice Falun Gong in 1996, his pleurisy disappeared, and he quit smoking and drinking. He worked very hard, had a very high moral standard, and was a good person according to Truthfulness-Compassion-Forbearance. He had a nice family.


    Mr. Guo Xingguo could not take care of himself after being released

    Mr. Guo Xingguo continued cultivating Falun Gong after the persecution began on July 20, 1999, and he was constantly mistreated. He was detained for more than one year and released after his family was fined. He had to live away from home to avoid being arrested for many years, and he never got to spend a Chinese New Year Holiday with his family in ten years. He went to Beijing in 2000 to speak out for Falun Gong, and he was arrested in Tianjin City. He was detained two months and went on hunger strike for 18 days after being taken back by the local police. The police saw that he was dying, extorted 500 yuan from his family, then released him.

    At the end of 2000, he wrote to the Xinjian Police Station to clarify the truth, and he was subsequently arrested, brutally beaten, and imprisoned in the Hegang City Second Detention Center. He was coughing blood due to being brutally mistreated and went on hunger strike for 18 days again to protest the persecution. The doctors diagnosed him with tuberculosis, and he was as thin as a skeleton. His father was extorted one thousand yuan before he was released. He recovered rather quickly due to studying the Fa and doing the exercises.

    In 2002, Mr. Guo was arrested again on his way to Beijing to appeal. His tuberculosis recurred after he was tortured. He was locked in patient inmate cell and not allowed to be visited. His mother, also a practitioner, was forced to live in exile to avoid being arrested, and his old father was left home alone.

    In September 2002, Gongnong District Court sentenced Mr. Guo to 15 years in prison, and his mother was sentenced to three years of forced labor in October 2002. Guards in the Hegang First Detention Center took him to the Harbin City Prison while he was severely ill.

    In February 2003, the Harbin City Prison notified his family to pick him up. The administration of Hegang City First Detention Center brought a doctor and his family to pick him up, for he was dying. He was taken directly to the Tuberculosis Hospital. Doctor diagnosed that both his lungs had rotted, and he suffered from hyperplastic anemia. He solidly studied the Fa and did the exercises in the hospital, and he miraculously regained his health, but then the police detained him in the 1st Detention Center of Hegang City  again.

    On October 30, 2004, the police took him back to the Harbin City Prison, but he was rejected. He continued to be detained in the 1st Detention Center of Hegang City , and they soon had him imprisoned in the Hulan (District) Prison.

    By the end of 2008, Mr. Guo's life was in danger again. Hulan Prison administration wanted to release him, but local police refused to sign and "accept" to let him leave for medical treatment. He had to stay in the prison.

    On March 9, 2009, his family visited him and found that he was walking with his body skewed and had no energy to talk. They tried to find the prison director Tian Yueqiang or the vice director Xiao Jiquan to request his release, but the clerk Chen Weiqiang stopped them, saying that they had reported his case to the upper levels, and the family had to wait several days.

    In April 2009, Hulan Prison told his family he only had one month to live, and the family could undergo the process for medical release. However, the Xing'an District 610 Office Chair Kong Liyan still refused to approve them. Mr. Guo's family had to use their money to get his paperwork done. On May 7, 2009, the prison administration took doctors with them to take him home and forced his family to pay 1200 yuan for travel costs.

    Upon returning home, local 610 officers and police threatened Mr. Guo's father to report all people that visited him and not allow any Falun Gong practitioners to contact him. On the morning of June 2, 2009, Mr. Guo suddenly had a fever, drank four cups of water, and suffered from a cold sweat. He felt that he could not live any longer. His family took him to the hospital, and he died on the evening of June 3, 2009, less than one month after being released from prison. Two officers soon arrived at his home to request that his body be quickly cremated.


    Ms. Fang Min Tortured to the Verge of Death at Chongqing Women's Forced Labor Camp

    Falun Gong practitioner Ms. Fang Min from Qijiang County, Chongqing City, was severely persecuted at the Chongqing Women's Forced Labor Camp and her life was in danger. She had symptoms of cancer, her four limbs were swollen and she was not able to speak. The forced labor camp issued a notice for her to be released on bail for medical treatment on June 8, 2009. The local police station came to take her back on June 9 and she was sent home the same day.

    Fang Min is a former employee at Chongqing Smelter Trading Service Company in Sanjiang Town, Qijiang County. She was well known at her work unit for her kindness and good temper. Because she practiced Falun Gong, she had been sent to forced labor camps twice and was sentenced once in the past ten years. She had been detained for eight years altogether. She had been arrested, detained, beaten, tortured, handcuffed and hung up, force fed with poisonous drugs and locked up in a dark solitary cell numerous times. She was so severely tortured that she was at the brink of death. Even then police still didn't let her go.

    In 1996 Fang Min was in bad health and suffered from severe insomnia and back pain all year round. She searched everywhere for treatment for years and still didn't get any better. She was only in her thirties then. Around that time her friend introduced her to Falun Gong. She required of herself to behave according to the principles of Truthfulness-Compassion-Forbearance and completely gave up the bad habit of playing mahjong. Whenever there was a conflict, she did not get upset and treated it with compassion. Soon her chronic diseases disappeared.

    On July 20, 1999, the Chinese Communist Party launched the brutal persecution of Falun Gong. Police often went to her home and workplace to threaten and harass her. On December 20, 2000, policemen Li Chengmeng and Hu Shaomin, and some other policemen from the Sanjiang Town Police station in Qijiang County, burst into Fang Min's work unit and forcibly took her to the Sanjiang Town Police Station. She was detained there for one month. Police Leader Zhang Kaifu openly intimidated her family members and tried to extort them out of five thousand yuan for her release. They refused. Failing to get the money, Zhang Kaifu then sent Fang Min to the county drug rehabilitation center where she was further persecuted.

    On June 23, 2001, Zhang Kaifu led more than ten policemen including Zhou Deming, Hu Song, Hu Shaomin, Li Chengmeng and Chen Wei, to arrest Fang Min again and take her to the police station. They didn't allow her to sleep at all for two days. She was handcuffed and forced to stand for long hours. More than ten policemen interrogated her in turn with coercion and torture. After one month of torture at the detention center, the authorities then sent her to the Maojiashan Women's Forced Labor Camp in Jiangbei, Chongqing City. Guard Zhang Yongqing tried to force Fang Min to slander Falun Gong. If she didn't say it, he forced her to stand for twenty hours a day from 5:00 a.m. to 2:30 a.m. the next day before she could rest. The guards forced drug addicts Li Hemei and Shen Tingying to force feed Fang Min poisonous drugs. They told her that the drugs were vitamins. After being forced fed, Fang Min kept yawning every day, sometimes to the extent that she yawned one after another so that she was not able to close her mouth or open her eyes. She felt extremely tired. She bled, had a pale face and couldn't think properly. She was tortured so severely that she was heavily dehydrated and disfigured. She was extremely emaciated. The guards laughed at her and asked her if she wanted to die and that if she did want to die, they would find a rope to hang her.

    On June 13, 2003 Fang Min's family members were astonished when they saw her in such a miserable state when she lay in bed unable to move with only a breath left to indicate she was alive. After she was released, Fang Min started to practice Falun Gong again though she had to go through a lot of physical pain. Gradually she recovered and she was able to think again. Her family members and relatives once again saw the power of Falun Gong through her recovery.

    In 2004 Fang Min was arrested again while she was telling people the truth about Falun Gong. She was sentenced to four years in jail and was detained in the Chongqing Women's Forced Labor Camp in August 2005. The guards tortured her with various methods because she refused to give up her belief. Guards often woke her up at 2 or 3 a.m. and ordered her to clean the toilets. She was forced to stand for extra long hours and was force fed drugs. Eventually she was detained in the ward for new prisoners for a year and was then transferred to the 1st Ward. She was forced to do slave labor for over ten hours a day. While other inmates could rest after work, she continued to be tortured by being forced to stand and undergoing brainwashing for one or two hours. She then had to get up with the others at the same time in the morning.

    On July 4, 2008, Fang Min was reported to the police again for her belief in Falun Gong. The police from Sanjiang Town Station in Qijiang County came to arrest her and searched her house. On July 18, 2008, her family members went to ask for her release and were told that she had been sent to the Chongqing Women's Forced Labor Camp. She was released from the labor camp a year later, on June 9, having been tortured to the verge of death.


    Local CCP Authorties Force Mr. Jiang Xiqing's Family to Forfeit Legal Proceedings

    In January 2009, guards at Xishanping Forced Labor Camp in Chongqing City beat Falun Gong practitioner Mr. Jiang Xiqing until he was unconscious. While he was still alive, the guards cremated him. In the afternoon on May 13, 2009, when lawyers Mr. Zhang Kai, and Mr. Li Chunfu from Beijing were in the victim's home providing legal assistance and investigating the case, over twenty police officers and agents broke into the house. The police beat and interrogated the two lawyers for over five hours and then illegally detained them.

    After the incident, CCP authorities in Jiangjin District ordered the 24-hour surveillance of Mr. Jiang's son, Mr. Jiang Hongbin, while forcing him to provide false evidence with threats, in order to make Mr. Jiang's family abandon legal proceedings.

    Recounting the "May 13 Incident"

    At 2 p.m. on May 13, 2009, Beijing lawyers Mr. Zhang Kai and Mr. Li Chunfu went to Mr. Jiang Xiqing's former home in Jiangjin District, ChongqingCity. After 4 p.m., police officers Chen Wei and Zhou Kaijun went to the home and asked to see the lawyers' IDs. When they showed their lawyer credentials and passports, Chen Wei said, "We only recognize IDs."

    After unsuccessful explanations, the two lawyers said that they were going out to eat, but the officer said, "Wait. No one can leave."

    Soon, twenty to thirty people arrived. A person in red barged in and grabbed a lawyer by the hair. Soon after, some officers grabbed hair, while others grabbed limbs. They forced the two lawyers to the ground and stepped on them and kicked them. Afterwards, the lawyers were handcuffed behind their backs against a chair. Mr. Jiang Hongbin urged the police to act according to the law, but he was also handcuffed. The police kicked and trampled Mr. Jiang Hongbin, with officer Zou Xin and one with policeman ID# 202729 being the most brutal. In the confusion, the one with ID# 202729 confiscated a cellphone belonging to Mr. Jiang Hongbin's wife, Zou Xuqun. When she asked for it back, the person in red pushed her down. Her head hit the ground and swelled up immediately. Mr. Jiang Xiqing's daughter, Ms. Jiang Hong, protested the baseless arrest by the police. A tall, thin police officer pushed and tripped her, causing multiple injuries to her hands and legs.

    In the incident, six people were seriously hurt. One lawyer became partially deaf from being hit on the ear. The police handcuffed the two lawyers and Mr. Jiang Hongbin and took them away.

    Jiangjin District police force Mr. Jiang Xiqing's son to provide false evidence

    After the beating incident, Ms. Jiang Hong was forced to leave home to avoid further persecution. Mr. Jiang Hongbin has been monitored by Jiangjin District police 24 hours a day. The police are now forcing Mr. Jiang to provide false evidence in an attempt to conceal their crimes and escape justice.

    The details of the false evidence include:

    1. On the afternoon of May 13, 2009, after the police inspected the lawyers' IDs, I did not see any beatings going on. Later, over ten people came to my home. At the time, I was in the kitchen checking on the rice. I did not see whether the police beat people.

    2. Before I was arrested, I wasn't beaten. I was injured during the arrest.

    3. Due to the loving care from the District Revenue Center, I will focus on my work from now on, and I will disregard all issues related to this incident.

    Jiangjin District Political and Judiciary Committee Secretary Wan Fenghua forces Mr. Jiang Xiqing's family to forfeit legal proceedings

    To force the family members to waive legal proceedings, Wan Fenghua increased the intensity of threats and persecution against the family. Wan forced Mr. Jiang Xiqing's other daughter, Ms. Jiang Ping, to cancel the contract with the lawyers. Ms. Jiang Hong continues to seek legal means to protect their rights and cannot return home. To cut off all possibility of a lawsuit, Wan Fenghua continues to have people investigate Ms. Jiang Hong's whereabouts, and monitors the homes of the three siblings more secretively. On June 4, 2009, to force Ms. Jiang Hong to appear, Wan Fenghua announced that, "If Jiang Hong does not return in 7 days, then the police will search for her and arrest her."

    The lawyers' contract was not signed by Mr. Jiang Hongbin, but Wan Fenghua forced him to write a document to the lawyers to cancel the legal representation. Wan continued to lean on Mr. Jiang to try to persuade his sisters to give up the lawsuit.

    Ever since Mr. Jiang Xiqing was persecuted to death, Wan Fenghua and others have harassed Mr. Jiang Hongbin's family in their home. They call day and night, press the doorbell, knock on the door, monitor them from the shadows, etc. Mr. Jiang Hongbin's wife, Zou Xuqun, could not bear the pressure and was forced to divorce him. However, Wan Fenghua still ordered the Domestic Security Team officers Zou Kaijun and Mu Chaoheng to threaten her at her workplace, Jiangjin Telecom, and prevent her from working. Wan Fenghua also threatened Mr. Jiang Xiqing's fourth brother, Mr. Jiang Dehua, and brother-in-law, Mr. Xia Buchu, to ignore this incident and return to Xinjiang Province immediately. However, they did not agree and were steadfast in seeking justice in Mr. Jiang Xiqing's death.

    Besides resorting to all means to force Mr. Jiang's family members to forfeit the lawsuit, Wan Fenghua also persecuted Ms. Jiang Hong financially. Ms. Jiang Hong was sentenced to three years at Chongqing City Women's Prison in 2000 because of her belief in Truth-Compassion-Forbearance. She lost her former job when she returned home in 2003. Beginning in 2008, Ms. Jiang worked for a company in Jiangjin District. Her monthly salary was only around 500 yuan. Wan announced on June 4, 2009, "We will interfere with anyone that employs Jiang Hong." This led to Ms. Jiang becoming unemployed again. Ms. Jiang has a daughter in high school so they are poverty-stricken. To ask for justice for her father, Ms. Jiang Hong continues to seek legal means to investigate the death of Mr. Jiang Xiqing. She is still unable to return home.
