    Communist Party Authorities in Daqing City Orchestrate Illegal Arrests

    As the Olympic torch passed through Daqing City on Saturday, July 12, 2008, the local government heightened security measures. The police imposed martial law at several major thoroughfares to prepare for the torch ceremony. Traffic had to be detoured, which caused public resentment. All work units were issued orders that anyone permitted to witness the ceremony must pass a political background check and wear a specific type of clothing. No one was allowed to watch the torch relay from their private balcony, or use a telescope. In order to prevent students from protesting, primary and secondary schools in Daqing City extended their class hours that day.

    At the same time, Daqing City 610 Office agents and Party organizations on all levels began rigorous preparation for another round of persecution of Falun Gong. In early June 2008, meetings were held at Daqing City government offices, state-owned enterprises and schools; orders from above were issued to every employee and student. These Party officials' directives slanderously implied that Falun Gong would sabotage the Olympics. They told everyone to not listen to, read or pass around Falun Gong materials, and to report any Falun Gong practitioner seen distributing flyers to the police. People were also ordered to not spend paper money with "the words" hand-written on them ["the words" usually refers to the phrase, "The heavens eliminate the Chinese Communist Party; quit the Party to stay safe"] and take it to a bank instead.

    In early July, Daqing 610 Office agents alleged, "700 Falun Gong practitioners plan to snatch the Olympic torch and appeal in Beijing." Soon after this unsubstantiated claim was made public, many Falun Gong practitioners were arrested. Some were taken out of Daqing City and held under house arrest. Even more practitioners were placed under surveillance, and police harassed them at their homes and workplaces. They were told not to go to Beijing or participate in any outdoor activities before July 12.

    According to statistics published on the Minghui website, Daqing police arrested 21 Falun Gong practitioners with the pretext of "maintaining stability before the Olympics" between late June and early July. The following agencies are known to have participated in the persecution: Daqing Development Zone Police Department, Longgang Police Department, Longnan Police Department, Babaishang Police Department, Saertu District Police Department, Tieren Police Department, Ranghulu Police Department, and Longfeng Police Department.

    Zhaozhou County Police Department officers kept 63 practitioners under round-the-clock surveillance from July 11 to noon on July 12; some officers even lived at the practitioners' homes. Many officers know Falun Gong practitioners are good people, but their superiors forced them to sign a liability statement, so they followed their superiors' orders. One police chief said, "What does the Olympics have to do with Falun Gong?" Some migrant construction workers whose work was suspended due to Beijing's desire to clean up air pollution said, "The Olympics has brought us more trouble than joy." Someone else said, "Good people suffer, wherever the Olympic torch is."

    Five practitioners arrested in the Daqing City Development Zone

    Wang Jing, head of Group 1, Police Affairs Office in Xuewan Community of Daqing Development Zone Police Department, Cao Lin and other police officers arrested at least five practitioners on July 1, 2008. The names of the arrested are: Ms. Guan Yinfeng, a retiree around 50 years old; Ms. Han Xiuhua, a retiree around 60 years old; a government clerk in her 20s; Ms. Wei Hong, an employee of the Daqing Evening News; and Ms. Wang Yaohui, a retired employee of the Daqing Evening News, around 50, who lived at Division 10 of the Dongfeng Neighborhood Area. Wei Hong and Wang Yaohui are currently held at the Daqing City Detention Center.

    The police arrested Guan Yinfeng at her mother's home at 2 p.m. on July 1, 2008. This was her third arrest. Her 70-year-old mother tried to stop the police, but the officers shoved her to the ground and took Guan Yinfeng away. Guan's father passed away six months ago. She has a brother who has been paralyzed for more than a decade. He requires meticulous care for all his physical needs, as well as feeding, clothing and washing. Guan Yinfeng lived with her mother and brother just so she could take care of them. Her 70-year-old mother now must shoulder the responsibility of caring for her son.

    Longgang Police Department officers arrested four practitioners

    The police from Ranghulu District arrested Yan Jinglan, a 60-year-old resident of Longgang, Ranghulu District, at 8:00 a.m. on July 4, 2008 as she was running an errand. Local police officer Li Hongbo led numerous officers and ransacked Yan Jinglan's home at Building 1-16 in Qianlonggang at 10:00 a.m. The same officers called Yan Jinglan's daughter to come to the police division on the morning of July 5 and forced her to sign a document. She was too frightened to refuse. She saw her mother, who asked her to bring her some food. The police screamed at Yan Jinglan, saying she would not be allowed to eat. Her daughter confronted the police and asked why they would not let her eat, and the police did not say anything. They later sent Yan Jinglan to the 1st Detention Center of Daqing City.

    The police also arrested practitioners Yun Xia and her husband Han on July 4. They are now being held at the 1st Detention Center of Daqing City.

    The police arrested practitioner Yong Xia at her residence in Ranghulu District on July 9. They harassed her family late at night.

    Longnan Police officers arrested three practitioners Practitioner Gong Taojian went to the Yinyi Neighborhood Area on June 28 to distribute copies of the Nine Commentaries on the Communist Party. A security officer reported him, which resulted in his arrest. Police took him to the Longnan Police Department in the evening and ransacked his home the next day. He is currently held at the Dulitun Custody Center in the Ranghulu District.

    Four officers from the Longnan Police Department tried to force practitioner Wang Yanru and her husband into a car in front of the Kunlun Home Appliance Store on June 29, 2008. Wang Yanru asked the police, "We didn't commit any crime, why are you arresting us?" The police called 110 Emergency Response and four vehicles [equivalent of 911 police cars] arrived and carried the couple into one of them. Wang Yanru is currently held at the 1st Detention Center of Daqing City.

    Babaishang Police officers arrested three practitioners

    Babaishang Police Department officers from the Honggang District, Daqing City knocked on practitioner Zhao Xiuping's door at noon on July 2, 2008. Zhao was absent, but her husband was home. After he opened the door, the officers barged inside and immediately pinned him on the floor and then ransacked the home. They confiscated Falun Gong books and materials and took him to Babaishang  Police Department to interrogate him. They also demanded to know Zhao's whereabouts.

    The police then drove with him to Zhao Xiuping's temporary work site at an oil field. They took her to Babaishang  Police Department where they interrogated and videotaped her, and took her fingerprints. They released the couple after midnight. Officer Wang Guohua commented to Zhao Xiuping's husband, "If you get a divorce, none of this would affect you again."

    The police told Zhao Xiuping to return to the police department again at 9:00 a.m. on July 3, 2008. Zhao left home in the early morning on July 3 to avoid arrest. She later called her superior at the Feixu Engineering Co. who told her, "Come back to work, and nothing will happen to you as long as you say that you won't practice Falun Gong." Zhao Xiuping refused to renounce her belief. Soon, her superior identified the residential area from the area code on Zhao's phone number and called her husband, asking whether she had any relatives in that area. The supervisor tried to track her down.

    The police again went to Zhao's home on the morning of July 3 and tried to extort money from her husband. They promised that everything would be fine if her husband handed over the money and wrote a guarantee statement on her behalf.

    Officers from Hongwei Village also harassed a practitioner in the village on the afternoon of July 2, 2008. Officers from Babaishang  Police Department have harassed five practitioners in Hongwei Village since the beginning of 2008.

    Eight officers from Babaishang Police Department arrested practitioners Jin Miaoqing and his wife Song Li at 7:30 a.m. on July 4, 2008. The police made a locksmith open the door to Jin Miaoqing's home. They arrested the couple and ransacked the home.

    Ranghulu Police officers arrested two practitioners

    Officers from Ranghulu Police Department arrested practitioner Han Xingli on the morning of July 4, 2008 and detained her for 15 days.

    Ranghulu Police Department arrested Yan Jinglan, a 60-year-old resident of Longgang, Ranghulu District, at 8:00 a.m. on July 4, 2008 as she was running an errand.

    Saertu District Police officers arrested two practitioners

    Li Anbo, deputy head of the Saertu District Police Department, directed seven officers. They arrested practitioner Ms. Chen Yongmei, a pianist around 40 years old, at her home in the Yigeng Neighborhood Area in Dongfengxin Village, Daqing City. They also took her computer. Li Anbo also orchestrated the arrests of several other practitioners including Yuan Gensheng. Chen Yongmei and Yuan Gensheng are held at the Saertu District Custody Center. Their families have received a notice of a 15-day detention.

    Tieren Police officers arrested Wang Xiaohua and surrounded Liu Yanqin's home

    Officers from Tieren Police Department arrested Wang Xiaohua at her home in the Caikulou District at 7:30 a.m. on July 4, 2008. Her whereabouts are unknown. Her child has been left home alone. Her neighbor asked, "Why do the police want to bully a single mom?" The police said they arrested her to fulfill an arrest quota.

    That same day, a group of officers from Tieren Police Department arrived in two vehicles and surrounded practitioner Liu Yanqin's home. Liu refused to open the door. The police put up a ladder that reached Liu's balcony and her daughter's window, which was across the hallway. The police tried to break the window shutters and forced their way inside. Liu resisted the arrest attempt. The police left at 4 p.m.

    Longfeng Police officers arrested Ms. Wang Yuhua

    Four officers from Longfeng Police Department arrested Ms. Wang Yuhua, a teacher at Daqing Electricity Supply Technical School on the morning of July 1, 2008. Prior to the arrest, the police had removed six computers from the school when Wang Yuhua was not working. The school authorities called Wang Yuhua and deceived her into going to the school, where the police were waiting to arrest her. The officers handcuffed and shackled her because she shouted, "Falun Dafa is good!"

    Over Twenty Falun Gong Practitioners Recently Arrested in Guan County, Shandong Province

    From July 1 to July 23, 2008, over twenty Falun Gong practitioners in Guan County, Shandong Province and nearby townships were arrested by the police and illegally incarcerated.

    On June 20, personnel from the local 610 Office held a meeting on the 6th floor of the police department to discuss the persecution of Falun Gong. They labeled Falun Gong practitioners as their "most dangerous enemy." The authorities have installed at least 15 surveillance cameras at the main crossroads within the county. In the city itself they have installed at least 2,430 cameras and monitor them around the clock.

    Guan County authorities have divided the county into four districts for the persecution. The districts fall under the responsibility of three deputy police chiefs, Xie Zunyi, Han Hongguang and Wang Junchao, and the CCP Discipline Committee Secretary Feng Shuhe. They have mobilized the Domestic Security Teams, Safety Assurance Teams, Public Security Teams, Criminal Investigation Teams, Financial Investigation Teams and Police Assistance Teams, and all the police stations from the various townships to carry out the persecution.

    On July 1, 2008, after the regular County Politics and Law Committee meeting ended, the police mobilized to carry out massive arrests. They barged into the homes of practitioners in the middle of the night. They broke the door locks and entered the homes like burglars. They took the practitioners' money and personal property for their personal use. They also created chaos in the streets, blocked the roads and arrested practitioners at their workplaces. Their evil deeds are numerous and some examples are listed below.

    At 10:00 a.m. on July 4, 2008, officers Jia Shuqun and Song Xiangzeng, from Jiazhen Police Station, came to Jinglou Village and arrested practitioner Jing Zhaowei. They also ransacked his house and confiscated his personal property. On the same day, Xing Yong, Wang Baohe's wife from Liangtang Township, was arrested while working at Guan County Chinese Medicine Hospital. Xiedian Township police also tried to arrest practitioner Zhang Guangbao, but were unsuccessful.

    On July 6, 2008, practitioner Wang Baohe of Liangtang Township was arrested. Practitioner Zhang Fengying of Baitaji in Sangah Town was arrested by the police at 3:00 a.m. on July 6.

    On July 9, Jiazhen 610 Office agents, and police station chief Lu Guanlin, together with Jia Ruqun, Si Zhendong, Qian Shaobo, and Song Xiangzeng, set off with a team of a dozen people. They swarmed into Jinglou, Pangzhuang, Yulintou, and Xuxin villages and carried out illegal ransacking of the practitioners' homes. Practitioner Song Daishu was out of town because of his job. His wife Ms. Li, also a practitioner, was arrested and their house was ransacked. Practitioner Cui Qiaolan from Cuipangzhuang was arrested and her house was ransacked. The other practitioners who were arrested and had their homes ransacked include Yu Chunsheng, Yu Huaishan, Yu Guangshan, Peng Yutang and others from Yulintou Village.

    On July 10, 2008, one practitioner who works at County Water Utilities Bureau was taken away by the police.

    At around 9:00 p.m. on July 11, the police went to the Mianma Company of Liaocheng to arrest practitioner Wang Shuhua. However this practitioner managed to escape and is currently living a homeless life to avoid further persecution.

    On July 13, Wan Yufen and her daughters Zhao Hui and Zhao Li were arrested by the police.

    On July 14, Zhang Qiaochun and her husband Xu Hengchao were arrested at the Guanxian Supermarket. Zhang Qiaochun has been homeless for seven years to avoid the persecution. She went on hunger strike to protest the persecution. She was recently sent to People's Hospital for emergency treatment.

    On the afternoon of July 14, practitioner Yu Feng'e was working at the County Roads Department and was taken away by the police.

    On July 22, the police took away many practitioners and sent them to Beihuan Road Forced Labor Camp in the county.

    Recently practitioners in Guan County's capital area have been arrested, including Sun Chun'e, Lv Qinglan, Zhang Fenghuan from Yuanzhuan and a female practitioner from Sangqiao of Sangah Town.

    The practitioners who were arrested were separately incarcerated at the County Detention Center and at Dashi Detention Center in Liaocheng.

    The details above are only a brief summary of recent incidents that have taken place in the county capital area and in some of the townships. Details of the other townships and the brainwashing centers are still being investigated and verified.
