  • Ms. Wei Hua Died as a Result of Abuse in Mental Hospital

Ms. Wei Hua was a practitioner in Chongqing City. On October 18, 2005, she was healthy both in body and mind, but the Xiejiawan Street Resident's Committee Secretary Yu Fulin organized people to send her to a mental hospital anyway. On November 25, 2005, the mental hospital suddenly issued a "imminent death notice." Ms. Wei's family members rushed to the hospital and saw that she was on the verge of death. She was not recognizable and could not speak. She was vomiting and had diarrhea. There was an oxygen tube in place and she was catheterized. Ms. Wei was paralyzed and mentally traumatized, requiring others' care. After suffering in pain for more than a year, she died on April 30, 2007.

Wei Hua after being tortured in the mental hospital

Fifty-seven-year-old Ms. Wei Hua was a retired employee of the Xiejiawan Department Store in Chongqing City, which is also called Xiejiawan Industry and Mining Trade Company. After she started practicing Falun Gong in 1996, she benefited both mentally and physically. After the persecution of Falun Gong started in 1999, she was sentenced to forced labor for two years because she persisted in practicing Falun Gong. Between 2001 and 2003, she was detained and tortured in the Chongqing Women's Forced Labor Camp in Maojiashan.

On September 6, 2005, just before the Asia-Pacific Economic Cooperation (APEC) meeting took place in Chongqing City, the police from the Xiejiawan Street Police Station took her away and sent her to a brainwashing center. On October 18, 2005, the Xiejiawan Street Resident's Committee Secretary Yu Fulin and Yang Zhixue from the brainwashing center forced Ms. Wei's husband Liao Linfu to sign and agree to send her to a mental hospital, claiming that she was suffering from a "cultural mental disease." At the time, Ms. Wei Hua was healthy both physically and mentally. Those who played a role in this persecution included Yu Fulin; Yang Zhixue; Du Chaojun, who is in charge of the Xiejiawan Neighboring Committee and works in the Xiejiawan Department Store; and two health workers. When Ms. Wei was sent to the Shipingqiao Branch of Qiulongpo District Mental Hospital, the former Mine Machine Factory Employee's Hospital, Yu Fulin told the doctor, "She practices Falun Gong and she has been in a labor camp for one and a half years."

Afterwards, Liao Linfu went to see his wife many times. When he saw that his wife was normal, he asked for her release many times. However, all of his requests were denied. On November 22, Mr. Liao went to the hospital again and saw that Wei Hua was healthy and in a normal state of mind. He then left and went on a business trip.

Only three days later, on November 25, the hospital suddenly sent an "imminent death notice," urging her family to come and take her home. Wei Hua's fourth youngest sister went to the hospital during the night and saw a sad scene. Wei Hua was paralyzed and on the verge of death. She wasn't recognizable, couldn't speak, and was mentally traumatized. She was vomiting and had diarrhea and a high fever. There was an oxygen tube in place and she was catheterized. The 120 ward of Chongqing Hospital would not accept her. The family had to bring her home.

The following year, Wei Hua's family went to the organizations that were directly responsible for persecuting her to appeal, including the Shipingqiao Branch of Jiulongpo District Mental Hospital, Xiejiawan Police Station, and Xiejiawan Trade Company. But they all claimed that her condition was caused by her "disease" and denied it was due to any form of persecution. For example, when the doctors in the Shipingqiao Branch of Jiulongpo District Mental Hospital sent her back to her family, she was paralyzed and could not speak, but on the following day, when her family went back to question them, the doctors denied that Ms. Wei had been paralyzed and unable to speak. When her family found the responsible person with the street residents' committee to discuss the fees they should pay to treat Ms. Wei, the person replied that they did not have any responsibility or obligation to pay and told them to go to Wei Hua's work unit. When her family went to her former work unit--the Xiejiawan Trade Company--they found it was already bankrupt. People in her work unit said they were bankrupt and did not have any money to pay for her care and that Wei Hua's situation was caused by her own illness. Her family had to resort to legal means to hold people responsible. They went to Jiulongpo District Court and the Procuratorate to explain the situation, but the two departments both said that the family did not have enough evidence and could not hold the relevant people responsible.

Follow up Report on Ms. Zhang Lianying, Who Is Tortured in Tiantanghe Women's Forced Labor Camp in Beijing

Falun Gong practitioner Ms. Zhang Lianying is from the Chaoyang District. She is currently detained in Tiantanghe Women's Forced Labor Camp in Beijing. Ms. Zhang was brutally beaten on March 27, 2007. She sustained many severe injuries to her head and body. She passed out and was taken to the hospital for emergency treatment.

In order to conceal their crimes, the camp administration tried to cut off her connection to the outside world. Ms. Zhang's husband, Niu Jinping, is also a practitioner. At one time he held an interview with European Parliament Vice President Edward McMillan-Scott. Mr. Niu has gone to the labor camp many times with their three-year-old daughter. He requested to visit his injured wife and to have her bailed out for medical treatment. He also wanted the people who beat her to be held responsible. The Camp Administration has tried many different tactics to send Mr. Niu away. They've even threatened to forbid him from visiting his wife if he brings up such a request.

On the afternoon of May 18, 2007, Mr. Niu, carrying his daughter, along with Ms. Zhang's second older brother and younger brother, arrived at the Tiantanghe Hospital located in the Daxing District to visit his wife.

Several guards took them to the small room where Ms. Zhang was being treated. The door was blocked by two huge desks, while two guards stood on the left side and four more guards stood on the right. The family had to talk with Ms. Zhang across the huge desks and with the guards surrounding them. They were only allowed a few minutes and then were told, "Time is up; you must go now!"

Ms. Zhang's family asked if her medical leave procedures were under way. Management Office Director Shi replied, "This beating incident is still under investigation; there is no bail procedure being processed."

When Mr. Niu Jinping continued to ask why they would not process her medical leave, Shi threatened him, "If you are not quiet, I will forbid you from visiting as well!"

The camp has refused to allow Ms. Zhang's brothers to visit ever since.
