  • Baimalong Forced Labor Camp in Zhuzhou City, Hunan Province Detains Ms. Zhu Guilin Past the Legal Limit

Falun Gong practitioner Ms. Zhu Guilin from Shimen County, Changde City, Hunan Province was arrested and sentenced to a two-and-a-half-year term in the Zhuzhou City Baimalong Forced Labor Camp in 2004. She was brutally tortured during the detention. Currently, the so-called "forced-labor detention period" has already passed, but the forced labor camp still refuses to release her.

Forty-three-year-old Zhu Guilin had been arrested and illegally detained several times since the persecution began. She always persisted in practicing Falun Gong and clarifying the truth to people, telling them that Falun Gong has been wrongly persecuted. She was brutally persecuted and even injected with unknown drugs as a means of persecution by the Shimen County People's Hospital.

In August 2000, Zhu Guilin went to Beijing to appeal for justice for Falun Gong. She was arrested and taken back to Changde City by the Political and Security Section of the Shimen County Police Department, and then illegally detained for three months, until her family paid the 3,000 yuan fine that the authorities imposed on her.

In February 2001, Ms. Zhu Guilin was arrested at home and taken to a detention center by the Shimen County 610 Office. She held a hunger strike to protest her illegal detainment and persecution. After her initial detainment, Ms. Zhu was sent to the Psychiatric Section of the Shimen City People's Hospital and injected with unknown nerve-damaging drugs. As a result, she displayed symptoms of dementia. The 610 Office lied about her condition and said she was like this because she practiced Falun Gong. After being persecuted in the hospital for more than a month, Ms. Zhu was sent back to the detention center. Due to the nerve-damaging drugs, she could not sit or stand, and it was very difficult for her to walk into the detention center. After being detained for more than three months, and in very fragile condition, Zhu Guilin was released.

On October 8, 2004, Ms. Zhu Guilin was arrested again by the police and her home was ransacked at the same time. She was sentenced to a two-and-a-half-year-term in the Baimalong Forced Labor Camp in Zhuzhou City, and has been there ever since. The Baimalong Forced Labor Camp has been under the international spotlight and has been accused by international human rights organizations for its brutal persecution of Falun Gong practitioners. More than 1,000 Falun Gong practitioners' family members have banded together to appeal to the international community to investigate and stop the brutal persecution of Falun Gong practitioners in the Baimalong Forced Labor Camp. Zhu Guilin has also been brutally persecuted because of not cooperating with the forced labor camp's attempts at "transformation." At one point, she was forbidden from sleeping for three consecutive days and nights.

In July 2005, Ms. Zhu Guilin was beaten into a coma by the police and was sent to the Zhuzhou City Second People's Hospital for emergency rescue. She held a hunger strike from January to March 2007, and was brutally force-fed and injected with unknown drugs many times. Since she had been injected many times, the doctor had difficulty finding a blood vessel to safely give her another injection.

Even while Ms. Zhu was in this desperate condition, the police incited the criminals assigned to watch her, to slap her during the injection. Her left wrist was injured during the process and the scars still remain today. Both of her hands were swollen and extremely cold. Under the long-term continuous torture, Ms. Zhu became so emaciated that her body looked seriously deformed.

The forced labor camp also added on the so-called "cost" of the injections to extort more money from her family members, as part of the expense of her supposed "care." The forced labor camp ended up extorting six-hundred yuan from her family.

The Baimalong Forced Labor Camp still refuses to release Zhu Guilin. Her family members are all very anxious. Her seventy-year-old mother went to Baimalong Forced Labor Camp from her hometown in Shimen County and asked the camp to release her daughter. We appeal to all people and to various international organizations to pay attention to Zhu Guilin's persecution at Baimalong Forced Labor Camp and to help in rescuing her as soon as possible.

The Chinese Communist Party Squanders Taxpayer Money to Persecute Falun Gong

In order to persecute Falun Gong, the Chinese Communist government uses its dictatorial power and taxpayers' money to set up huge organizations with large amounts of manpower, materials and financial resources. These organizations monitor the telephone calls of Falun Gong practitioners and place their movements under surveillance. They oversee the brainwashing of imprisoned practitioners.

The so-called "Legal Centers" have been in existence since 2001, in order to try to force practitioners to give up their beliefs. All cities in Guangdong Province have set up these organizations to abduct and brainwash practitioners. Each brainwashing center has its own head, security force, armed police, Public Security Bureau, and logistics support personnel. Each practitioner is handled by one department and one assistant teacher. In Zhaoqing City, the government provides three thousand yuan to the facility as a brainwashing fee for persecuting each Falun Gong practitioner. The practitioner's employer is required to provide three thousand yuan plus the staff's salary, about ten thousand yuan each month. In Shenzun City, the government will provide five thousand yuan for each practitioner, while the practitioner's employer must provide five thousand yuan, plus the staff's salary. It costs 20 thousand yuan each month to persecute one Falun Gong practitioner.

The "Legal Center" in Guangdong Province uses land, buildings, and equipment worth over 30 million yuan. A typical brainwashing center usually hold about 20 practitioners, but it is staffed by over 90 people. Each person's salary is three thousand yuan a month, so total salaries will amount to 270 thousand yuan. The amount spent on equipment and buildings is 100 thousand yuan a month, plus other expenses, for an average of 20 thousand yuan for persecuting each practitioner.

There are 30 guards and police officers in Sanshui Forced Labor Camp and 35 people on-call to assist in persecuting Falun Gong. The cafeteria, hospital, and administrative staff amount to over 80 personnel. They hold just 20 practitioners there. The land, buildings, and equipment they use is worth over five million yuan. The cost each month includes: 50 guards and managers at three thousand yuan each for a payroll of 1.5 yuan million a month; 35 on-call personnel at one thousand a month for a payroll of 350 thousand. Buildings and equipment cost 20 thousand a month, while food, utilities, and medical expenses together total 2.25 million yuan a month.
