    On March 7, 2007, Falun Gong practitioner Mr. Zhao Wenpeng from Guiyang City died in the Guiyang City Police Hospital as a result of brutal persecution. Mr. Zhao was just over 40 years old. Currently, another practitioner, Ms. Yin Deqin, about 60 years old, is also being illegally detained and persecuted in this hospital.

    In the afternoon of August 7, 2006, Liu Suzhi, chairman of the Workers Union in Guiyang Postal and Tele-Communications Equipment Factory, led people to Zhao Wenpeng's home to gather "background information." During the morning of August 9, Liu led two staffers from the National Materials Office to illegally break into Mr. Zhao's home. They threatened Zhao, telling him to not practice Falun Gong anymore. Liu and his accomplices were very rude and unreasonable. Zhao Wenpeng compassionately clarified the truth to them. However, Liu and the others did not listen at all and viciously swore at Falun Gong and Master Li. Mr. Zhao further exposed the facts of the CCP's brutal persecution and offered the Nine Commentaries on the Communist Party to Liu and accomplices.

    Liu and his followers were infuriated and reported Zhao Wenpeng to the 610 Office. Soon, more than ten policemen and officers from the Guiyang City Police Department, the Yunyan District Police Department, the Weiqing Road Police Station, and the Neighborhood Committee swarmed into Mr. Zhao's home and illegally confiscated all of his truth-clarification materials, Falun Gong books, computer, and other valuables. Mr. Zhao was then arrested and sent to Yunyan District Detention Center in Guiyang City.

    In the detention center, Zhao Wenpeng suffered all kinds of brutal torture. In just a few months, he developed edema all over his body. Torture also left a big wound on the side of Mr. Zhao's left thigh, which continually oozed pus.

    Zhao Wenpeng was transferred to the Guiyang City Police Hospital for what was called "treatment" by the authorities. After a checkup, the police doctor declared that Mr. Zhao had diabetes. The so-called "treatments" of injections and drugs only made Zhao Wenpeng's health deteriorate more rapidly. During this treatment, Mr. Zhao contracted acro-anesthesia [numbness of limbs], incontinence, and other disorders.

    Even under such severe conditions, the officials still sentenced Zhao Wenpeng to forced labor camp (for two or three years, the details are still under investigation) without a trial. On March 7, 2007, Mr. Zhao Wenpeng died in the Guiyang City Police Hospital as a result of the brutal persecution he suffered.



    200 Relatives Plan to Sue Police after Mr. Fu Zhenmin is Illegally Arrested in Shuangcheng City, Heilongjiang Province

    Mr. Fu Zhenmin is a Falun Gong practitioner in Xinxing Village, Shuangcheng City, Heilongjiang Province. When riding in his own car on February 8, Fu was reported to police by villagers Na Jun and Li Gang in Xingfu Village. Fu was illegally arrested by the Xingfu Village police. He was later handed over to police officers Sun Shiyou and Tong Huiqun from Shuangcheng City Police Department. On February 25, with no trial or evidence, Tong and Sun sentenced Fu Zhenmin to one year of forced-labor in Wanjia Forced Labor Camp on the grounds of "spreading Falun Gong material."

    Fu Zhenmin's relatives are very concerned about Fu's safety and protest his illegal imprisonment. They plan to sue police officers Tong and Sun for knowingly violating the law. Fu's relatives demand that authorities execute the law, uphold justice, punish Tong and Sun, and unconditionally release Fu Zhenming.

    Purpose:

    We protest the detention of Fu Zhenmin in Xinxing Village by Tong Huiqun from the National Security Section of Shuangcheng City Police Department, Heilongjiang Province, and Sun Shiyou from the 610 Office

    Our demands:

    1. As governed by the law, to investigate and prosecute Tong Huiqun and Sun Shiyou

    2. As governed by the law, to compensate all economic and psychological loss that Fu Zhenmin and his relatives sustained from his illegal arrest and detention

    3. As governed by the law, to immediately release Falun Gong practitioner Fu Zhenmin

    Background information:

    On February 8, Fu Zhenmin drove through Xingfu Village in his own vehicle. Villager Na Jun and father reported Fu to police as a Falun Gong practitioner. Fu was arrested by officers from the local police station in Xingfu Village. After being beaten, Fu was transferred to the National Protection Section in Shuangcheng City Police Department. Tong Huiqun from the National Protection Section and Sun Shiyou from the 610 Office were in charge of the case. Tong and Sun participated in the abduction of Fu and his imprisonment. Tong and Sun imprisoned Fu on the grounds that he distributed Falun Gong materials, which Fu did not do. Even if Fu had distributed Falun Gong materials, it would not be wrong. Fu practices Falun Gong and acts according to Truthfulness, Benevolence, Forbearance. Having been persecuted for no reason by Jiang's regime and the Chinese Communist Party for years, Falun Gong practitioners do not have any right to speak for themselves. According to available statistics, Jiang's regime has killed over three thousand Falun Gong practitioners across the country and harvested organs from live Falun Gong practitioners. We, Fu Zhenmin's relatives, are very concerned about Fu's safety. Therefore, we protest the detention of Fu Zhenmin by Tong Huiqun and Sun Shiyou. We demand the authorities to execute the law, uphold justice, punish Tong and Sun, and unconditionally release Fu Zhenmin.


    Mr. Lu Zhiyong Suffered Brutal Torture in Xinhua Forced Labor Camp in Mianyang City, Sichuan Province

    Falun Gong practitioner Mr. Lu Zhiyong from Heishui County, Abazhou, Sichuan Province, has been “illegally arrested” and detained many times in the past seven years. Presently, he is still being held in Xinhua Forced Labor Camp in Mianyang City. He is skin and bones. He is 1.78 meters tall, but due to the gross abuse his weight has fallen to less than 50 kg.

    Lu Zhiyong’s family called the labor camp in January 2007 to inquire about his condition. They asked the officials whether Mr. Lu had money, since detainees at the detention center had to pay for their food. A woman at the 2nd Squadron of the 7th Group answered the phone. Later, a man who claimed to be “official He” told the family on the phone: “Lu Zhiyong is in great health.” Mr. Lu’s family asked to speak to him. After a while the family heard someone shouting, “Lu Zhiyong” and heard crackling noises that resembled electric batons, followed by what sounded like water splashing against a window and heavy pounding on the door and windows. One man screamed, “I’ll help you say it! I’ll help you say it!” Official He hastily hung up.

    Lu Zhiyong’s family is extremely worried about his health and hope good people can condemn and stop this barbaric and groundless persecution.

    Mr. Lu Zhiyong worked as a police officer at the Heizhui County Police Department in A'ou, Sichuan Province prior to the persecution. He was sickly as a child. Once he started practicing Falun Gong, all of his illnesses disappeared without a trace. He was awarded the title “Outstanding People’s Police Officer” and appointed successor to the deputy head of Heizhui County Police Department for his integrity and responsibility.

    The Communist Party started persecuting Falun Gong in July 1999. Mr. Lu led his whole family on a trip to Beijing to appeal for justice for Master Li and Falun Gong. They were arrested and detained in Beijing for one day and taken back to Heishui County, where they were held for three months. During the detention, a male guard raped Lu Zhiyong’s wife, Ms. Rao Qun.

    Lu Zhiyong was removed from his position as a police officer and sentenced to a one-year probation at a state-run enterprise. He was assigned to patrol the mountainous area coded 904—a cold, high-altitude, rarely inhabited region without telephone or public transportation. Less than 100 people lived in the area. Lu Zhiyong refused to accept the regime's wrongheaded decision to persecute Falun Gong and decided to appeal again in Beijing in July 2001. He gathered some food and walked for seven days and seven nights in the forest, but local police arrested him before he ever got out of Heishui County. The police said to him, “We’ll send you to Mianyang [City] for a three-month study where there are lots of Falun Gong [practitioners].”

    He was held at the notorious Xinhua Forced Labor Camp in Mianyang City for close to 18 months. He developed severe pulmonary edema and seizures as a result of the mistreatment. He was near death and unable to take care of himself when the camp authorities reluctantly released him on medical parole. He returned to his mother who carefully nursed him back to health.

    Lu Zhiyong called Xinhua Labor Camp on April 16, 2002 and said to the officials, “You cannot deceive me ever again.” In the afternoon, guards from the labor camp arrived in a vehicle and again arrested him. His mother had left home and his daughter was in school. He was the only one home. Several men carried him into the police vehicle. He wore very thin clothes and slippers. The guards dragged him over 1,000 feet before they shoved him into a vehicle. He shouted again and again, “Falun Dafa is good!” People who gathered and watched said angrily, “If they were not wearing police uniforms I would really like to beat them up!”

    After the illegally imposed term expired, Mr. Lu returned to his mother’s home. It was close to Chinese New Year. An acquaintance from his former workplace picked him up and said, “You should go back to Heishui County and reunite with your wife.” It was 10:00 p.m. and pouring rain when they arrived in Heishui County. Lu Zhiyong’s wife, Rao Qun, went to Heishui County to meet him, but the local police did many things to prevent the couple from seeing each other. They turned the couple’s daughter over to Ms. Rao Qun and told them to go home. The next day the police said to Lu Zhiyong, “You must write a “guarantee statement” before you can go home.” He refused and was forced to again work in the mountainous area 904. He was under close watch.

    Mr. Lu and his wife were separated by 80 kilometers. Her superiors refused to let her take a few days off to visit her husband. The couple communicated through a mountain resident who periodically went to Heishui County to buy vegetables. Lu Zhiyong’s living and working conditions were terrible.

    Lu Zhiyong held a hunger strike for more than one month to protest the discriminatory treatment before his superiors finally consented to let his wife visit him. Ms. Rao Qun saw that her husband weighed around 100 lbs and his hair was completely white. She walked a long distance and went to a small town with telephone service where she made a phone call to his mother and told her about his condition. His mother took the rest of the family and arrived in a van at Mountain Area 904. They picked up Lu Zhiyong and his wife and went to Heishui County. They talked to the Heishui police and petitioned to permit Lu Zhiyong return to his family. It was the first Chinese New Year Lu Zhiyong had spent with his family since the persecution started in 1999.

    Later on, Rao Qun wrote letters to clarify the truth, and the mailman reported her. The police broke into her home in the middle of the night and took her away. Lu Zhiyong went to the county police department and the CCP Political and Judiciary Committee and asked for his wife, but they said, “We will release her in a month.”

    One month later Lu Zhiyong went back but was told, “We have already sent her to Nanmusi Women’s Forced Labor Camp in Zizhong City. The Abazhou government sentenced her to three years of forced labor.”

    Mr. Lu only option was to go back to patrol the mountain in order to support his family. He always clarified the truth to people whenever he came off the mountain to buy necessities. The year after Rao Qun was sent to Nanmusi Women’s Labor Camp, a child brainwashed by the regime's propaganda reported him when he was clarifying the truth. Mr. Lu was sent to Squadron 3, Group 6 at Xinhua Forced Labor Camp in Mianyang City. His daughter was separated from both her parents and had to live with her grandmother, who was in her late 60s. Their only source of income was the grandmother’s limited pension, a part of which is used to pay for the young girl’s tuition.

    Lu Zhiyong’s family went to visit him in March 2006. When he met them, three inmates stood on his left and three guards stood on his right to make sure he didn’t say or do anything “inappropriate.” He was in good spirits and smiled and said goodbye at the end of the meeting.

    Mr. Lu was very determined at the labor camp and was thus listed as a major persecution target. He was transferred to Squadron 1, Group 7 where practitioners are savagely tortured.

    According to an insider, the camp officials often use rubber sticks covered with long sharp nails to beat “stubborn” practitioners for more than 40 minutes at a time. There is not a single square inch of skin left intact on the practitioner after such a beating. They often refuse to give the practitioners food, purposely starving them. When the practitioners show symptoms of critical illness, they are taken to a hospital and given IV infusions so that the officials can avoid taking responsibility should the practitioners die. Even the doctors at the detention center privately protested the abuse. They also put unknown substances in practitioners’ food, which made Lu Zhiyong become severely bloated.

    The officials accused Lu Zhiyong of “transmitting coded information" and beat him until he lost consciousness. They then took him to the ER. (The officials often beat practitioners when their families call and purposely let the family hear practitioners scream in pain). Lu Zhiyong’s family visited him on October 14, 2006, but the guards said he couldn’t eat and was taken to the hospital.

    The torture methods that have already been exposed are only a tiny percentage of what takes place in that labor camp. Lu Zhiyong called his family in early November 2006 and told them the guards often beat him for no reason. Sometimes when he is working the guards push him to the ground and savagely beat him.

    Seven of Mr. Lu’s family members went to visit him in December 2006 and saw him emaciated and skeleton-like. His face was black and blue. His uncles and aunts cried. His aunt said, “When I am retired, I will take your place so you can go home.” They told him to eat more food, but Lu Zhiyong said, “It is not that I don’t want to eat; I can’t eat. I can eat only a little during lunch.”

    His family thinks there are two possible causes for this condition; either the guards put drugs in his food or water or he is suffering from swelling in his gastrointestinal system or stomach bleeding as a result of being beaten.



    Authorities in Yongchang County, Gansu Province Intensify Persecution of Falun Gong Practitioners

    In early 2007, the police in Yongchang County, Gansu Province, held a special conference to organize a county-wide persecution of Falun Gong. They arranged for all the local businesses within their jurisdiction to establish a working group under the county secretary of the Chinese Communist Party to direct the persecution. They ordered every village to produce and publicize anti-Falun Gong posters at their own expense. In addition, the police had the villages assign night-duty to special officers who would be responsible for arresting practitioners who distributed “truth-clarification” materials. They also launched a county-wide propaganda campaign against Falun Gong. County Governor Meng Youzhu sternly stated in his County Work Report that Falun Gong practitioners were to be persecuted severely. He personally issued a directive to the Chengguan Town (the County Seat) government that if they did not eliminate the “problem” of Falun Gong, no one would receive a promotion.

    During the Chinese New Year Festival, the police harassed Falun Gong practitioners on numerous occasions. If they found anyone who had Falun Gong books or materials, the person faced either an exorbitant fine of thousands of “yuan” or a prison sentence.

    Mr. Mi Zengshi, 70, was fined 1000 yuan after the police ransacked his house in February and found two truth-clarification VCDs.

    Mr. Chen (first name unknown)'s house was also ransacked, and the police seized truth-clarification materials and a Falun Gong book. The amount of his fine is unknown.

    Ms. Zhao Jinfang's house was ransacked by a group of police officers led by Li Guoyu on February 25, 2007. They seized one copy of the “Nine Commentaries on the Chinese Communist Party.” The police tried to extort 1000 yuan from Ms. Zhao, but she had only 500 yuan at the time. The police threatened her and said that she would have to pay the remaining 500 yuan by March 5.

    Ms. Shi Gangqin's house was also ransacked, and the police found a Falun Gong banner. They fined her 1000 yuan and detained her for fifteen days.

    Ms. Jiao Guiying's house was ransacked last fall, and the police found an empty box that had contained truth-clarification CDs. They fined her and her husband 1000 yuan. They had to borrow 500 yuan in order to pay the fine. The authorities are also trying to send them to trial.

    Mr. and Mrs. Li You's house was also ransacked, and the police seized several Falun Gong books. They detained Mr. Li for seven days and fined him 1000 yuan.

    Ms. Li Youling's house was ransacked last fall. The police seized a correction sheet for truth-clarification publications. They detained her for ten days and fined her 500 yuan.

    On February 25, 2007, someone reported Mr. Hou Youhu for distributing truth-clarification materials on the Third Bridge of Qingshanbao, Hexinbao Town. The police from Hexinbao Town, Yongchang County arrested him. At 11:00 p.m. that same day, the police sent four officers to ransack his house twice. They seized several Falun Gong books and one set of audiotapes of Master Li's lectures. He is currently being held in Yongchang County Detention Center.

    On March 8, 2007, Yongchang County Court tried Ms. Zhao Guixiang, an 83-year-old practitioner. The police had ransacked her house twice and seized several Falun Gong books and exercise audiotapes.
