Mr. Zhang Hongquan, an IT engineer at Well-Survey Company of Daqing City's Petroleum Administration Bureau, started to practice Falun Gong in 1997 and regained a healthy body.
His life, however, changed after July 20, 1999, when the Chinese Communist regime started to persecute Falun Gong. Zhang Hongquan went to his local government agencies to clarify the truth about Falun Gong, but what awaited him there was always arrest. In 2000 he was headed off by his employer on the way to Beijing to appeal for Falun Gong, and was subsequently detained for months. They persecuted him by withholding his pay, and then he was fired.
Mr. Zhang Hongquan went to Longhugang Village, Dumeng County in November 2001to clarify the truth, but the local party secretary reported him and was taken to the Dumeng County Detention Center, where he was beaten by the police several times and began a hunger strike that lasted for more than ninety days to protest the illegal persecution. The guard force-fed him chicken feed through a dirty tube, which caused severe phthisis, and he lost control of his bodily functions. Although Mr. Zhang was on the verge of death the authorities at the detention center said they would detain him until he died. In 2002 Mr. Zhang Hongquan was sentenced to three and a half years of imprisonment.
Zhou Xin, a guard at the Dumeng County Detention Center, took Mr. Zhang to Harbin City Number Three Jail, but they refused to accept him due to his poor health until Zhou Xin bribed them.
At the Number Three Jail, Mr. Zhang refused to renounce his beliefs and was locked up in the small cell and frequently beaten by the guards. They force-fed him until his life was in danger. The jail took the opportunity to extort 30,000 yuan from his family as a so-called treatment fee.
Several Falun Gong practitioners were persecuted to death at the Number Three Jail, and to cover up the truth the authorities transferred some of the detained practitioners to other jails. Mr. Zhang Hongquan was thus transferred to Mudanjiang Jail, where the torture continued.
In July 2005 Mr. Zhang was released, but he'd lost part of his memory. He only recognized his family members, and he couldn't remember where he'd just been, let alone things that had happened years ago. Several practitioners from other areas suffered the same symptoms after they were released from jail. They were most likely injected with drugs that damaged the central nervous system, leading to a loss of memory function and coordination.
In September 2006, after he'd recovered somewhat, Mr. Zhang returned to work and continued to clarify the truth. He was arrested once again while he was posting Falun Gong truth materials, and was taken to Longfeng Detention Center, where he was treated inhumanly, and several months later he was sentenced three years of forced labor.
Owing to the continuous persecution he suffered
over the years, Mr. Zhang's phthisis returned again in the forced labor
camp. A hole formed in his lung, but he was only released after his
family made several requests. Nevertheless, Mr. Zhang Hongquan finally
passed away on February 24, 2007.
Controlled by local 610 Office and Politics and Law Committee personnel, agents from the Chinese Communist Party's (CCP) so-called State Security Bureau in various regions of China take part in the persecution of Falun Gong practitioners.
State Security Bureau agents secretly tail and arrest practitioners and destroy truth-clarification materials production sites. They resort to all methods to threaten and torture practitioners. Most State Security Bureau agents are specially trained spies. They provide information to the 610 Office and the CCP Political and Legal Committees, and issue orders to the police of the local National Security Groups to illegally arrest practitioners. They are also personally involved in harassing and torturing practitioners.
Following orders from Jiang's and Luo's followers, the agents
constantly provide "secret information" to their upper
level superiors and have instigated numerous arrests and harassment.
Over the past several years, many truth-clarification materials
production sites have been destroyed; more than ten practitioners have
died as a result of torture; and a great number of practitioners have
been sentenced to heavy prison terms, thrown into forced labor camps,
tortured and disabled. Countless practitioners and their families were
compelled to leave their homes to avoid further persecution. Many
harmonious families were torn apart.

The partial account of the persecution incidents involving Mudanjiang State Security Bureau agents:
1. Practitioner Lu Hengyi was arrested in 2005
Practitioner Mr. Lu Hengyi was the audit section head for Mudanjiang City Postal Office. State security police agents from the city and provincial levels tailed and monitored him. He was considered one of the so-called "key" Falun Gong practitioners. Police officers concentrated their manpower and monetary resources to track him down and monitor him. Even when Mr. Lu was on a business trip, several agents would follow him. On the morning of September 23, 2005, when Mr. Lu was at work, officers from Mudanjiang Police Department went to arrest him at work, based on a "wanted" list the provincial police department had issued. He was held in Mudanjiang Detention Center for one year. Presently, no one knows his whereabouts. His privately-owned car, worth over 100,000 yuan, was confiscated. The National Security Group of Mudanjiang Police Department replaced the license plate so they could use this car as their own.
According to a notice issued by the police department, the police put in a lot of money, manpower and effort to tail and monitor Lu Hengyi. The notice also commented that the "recently appeared Falun Gong practitioners in Mudanjiang City were all strangers to the police; they had a high education level; the truth-clarification material is of high caliber."
2. Police tap telephone lines and hide in residential areas, resulting in arrests and extortion of money from several dozen practitioners in 2006
On December 12, 2006, agents from Mudanjiang City Police Department, the National Security Group, the local police stations and community administration offices worked together to persecute Falun Gong practitioners. These individuals ransacked practitioners' homes and took away computers, cassette players, Falun Gong books and truth-clarification materials. Several dozen practitioners were arrested that day.
Practitioner Yu Zhenjie was taken away and subjected to force-feeding in the police hospital. Practitioners Zhao Jingchun, Zhu Xiucheng, Wang Huiqin, Liu Xiuying, Li Haifeng, Xiao Zuguang, Sun Guizhen, Li Huanzhi, Gong Chengge and his seventy-year-old father were arrested and later incarcerated in a detention center.
Judging from the manner in which the police committed these arrests, it is obvious they had tapped practitioners' phones and hid around practitioners' residences to track individual practitioners down. When one tailed practitioner made contact with another practitioner, the police would tail that practitioner to continue their "chain" search. According to one information source, the police tailed practitioners for quite some time before they began to arrest them. State Security spies played a major role in this arrest sweep.
3. More than 100 practitioners were arrested; more than 30 were sentenced to heavy prison terms in 2003
Ms. Tuo Wenxia was a teacher at Mudanjiang Northern High School and lived in Xiangyang community, Aimin District. Hailin City Police Department and from Aimin District Police Department arrested her several times. She chose to leave home in April 2002 to avoid further persecution.
Ms. Tuo's college student daughter Niu Xiaona was ill. She tried to seek treatment from many doctors, but none of them was able to cure her illness. In the end, doctors told her family to get prepared for her funeral. Ms. Niu Xiaona started to practice Falun Gong in October 1998. She became much better; however, she could not walk and needed personal care from others.
On March 5, 2003, Ms. Niu and practitioner Mr. Wang Jiguo, who later died as a result of torture, went to Beijing to appeal for Falun Gong. Mr. Wang carried Ms. Niu on his back on their way to the Appeals Office in Beijing. They were both sent back to Mudanjiang's Xiangyang Police Station on March 9, 2003. The officials at the police station extorted 200 "yuan" from Ms. Niu's father before releasing her.
In the second half of 2003, four spies from State Security instigated police officers to deceive Ms. Niu's father into going to the police station when Ms. Niu was not home. They installed a surveillance fixture under the coffee table, with the lens pointing to the front door. The surveillance video captured images of all practitioners visiting Ms. Niu. Her phone was also tapped. The police started to arrest these practitioners after three months, resulting in the arrest of and prison sentences for 29 of them, in addition to the loss of personal property.
The police also installed a surveillance video camera at the temporary residences of practitioners Fan Jiguo and Mr. Su, who both lived away from home. When Mr. Su refused to answer questions during an ensuing interrogation, the officers presented their taped audio-recording as evidence. Mr. Su was sentenced to three years of forced labor.
One practitioner failed to conduct himself well when being tortured and revealed a few practitioners' names. As a result, more than one hundred practitioners were arrested. Fifty or more of them were held in detention; 28 were sentenced to prison; many were sent to a forced labor camp. Aimin District Court sentenced Yu Ying to ten years in prison, Zhao Yue to 11 years, Liu Zhiyuan to 14 years, Shen Chunhua to 10 years, and Che Guilan to 12 years. Police officers arrested Ms. Tuo Wenxia from a company in Beijing where she worked as a contractor, and sent her back to Mudanjiang. Since then, Ms. Tuo and her daughter have left their hometown. Their whereabouts remain unknown.
Liu Zhiyuan and Shen Jinhua are a young couple who were injected with unknown drugs during their incarceration. Following their release, they still had residual mental dysfunction for a while. Not long after they had recovered a little bit, they were again arrested. Their two children, three years old and seventeen months old, were left unattended.
Mr. Kang Yuncheng was the former assistant at Mudanjiang practice center. He was arrested numerous times and sentenced to prison, where he suffered brutal torture. After his release from prison, Mr. Kang resumed his previous job as an employee at a real estate firm. During this recent round of arrests, he was again seized. Because his performance at work was outstanding and he never complained, his supervisors went to the prison, hoping to bail him out. The prison officials simply ignored their request.
Ms. Jin Yingzi, a single mother, has children in middle school and elementary school. She took care of them. Police officers often came to ransack her home and extort money from her. Once, she was held in a detention center for half a year. This severely traumatized her elderly parents and young children.
Mr. Hao Rong, who once had an incurable disease, became a healthy person after he started to practice Falun Gong. Police officers harassed him, ransacked his home and arrested him many times.
Married couple Jin Youfeng and Jiang Chunmei are both teachers at Mudanjiang Normal University. They were incarcerated several times. During the incarceration, their two children were left unattended. The younger one was then a little over one year old.
The officials from Aimin District Police Department arrested Wang Xinmin and Wang Guizhen and their son.
4. Reading, censuring and destroying practitioners' personal letters
State Security Bureau officials dispatched intelligence agents to postal stations. The agents' job is to sort through people's mail. For example, Mudanjiang Postal Center regularly takes samples from letters to the State Security Bureau. These letters are normally not returned. That is one reason why many people's mail is "lost." Those people on the police checklist were major targets for such inspection. The information is passed to the police system, and the local police officers tail the recipient of the mail. For example, the spies suspected Master Li's articles were in an express mail envelope sent from a practitioner in Daqing City to his mother at a resident committee in Jiangbin, Mudanjiang City. They arranged the postmaster to deliver the mail, and the resident committee head to monitor it, and then provided guidelines on how to deal with the situation if the recipient opens the mail or not, etc.
According to an inside source, agents in the state security system are able to read personal letters without having to open the letter. Even if the letter is folded several times, they are still able to process the information on a computer, to generate a complete letter. Spies have been doing these despicable deeds for a long time, and the people in the mail processing centers and in management, even the staff members of postal offices are all involved with the State Security Bureau.
5. Intelligence agents extended their activities to Russia
The State Security Bureau in Mudanjiang and the Seventh Division of
the Police Department of Heilongjiang Province are primarily
responsible
for spying on Falun Gong practitioners in Russia and other countries
that were formerly part of the Soviet Union. They dispatch intelligence
agents, pretending to be practitioners, and try to undermine
practitioners' activities. The CCP State Security Bureau has awarded
these two units a so-called "Advanced Work Unit" designation.
Meizhou Prison in Guangzhou Province is a men's prison. It is also an evil place detaining Falun Gong practitioners from eastern Guangdong Province. In 2003, the prison established a special district and sent Falun Gong practitioners to different groups in it. Policemen designated several criminals to monitor and "teach" Falun Gong practitioners, and every Falun Gong practitioner had a special "guard."
In this special district, all newly-arriving Falun Gong practitioners were monitored in groups all day long-- even when they went to the restroom. If they yielded, they could have a little more freedom. In the beginning, every guard would show friendship and care, and always said "to convince people with principles", "do not force people to be brainwashed", in order to deceive Falun Gong practitioners. After several months, if Falun Gong practitioners were not yielding to them and were not brainwashed, the guards' true faces would be exposed completely. At first they would arrange some so-called homework and force Falun Gong practitioners to answer them as they required, or the criminals who monitored them would be punished severely. Under these conditions, the criminals monitoring Falun Gong practitioners would beat and threaten them in order to avoid punishment by the guards. The guards would also order the criminals to monitor Falun Gong practitioners until two or three o'clock in the morning, and Falun Gong practitioners could only sleep for about three hours every day. In the beginning, they would find an excuse that they did not finish their homework and should work extra hours until they finished it. In the groups, except for eating and going to the restroom, there was only so-called "study." That is, criminals and guards "taught" Falun Gong practitioners and forced them to watch VCDs which slandered Falun Gong and distorted the facts about Falun Gong.
Falun Gong practitioner Zheng Zeqiang did not want to answer the questions as the guards demanded. Criminals Xie Qianglong and Xie Zhenguo, who were in the same group with him, stood behind Zheng Zeqiang when he was sitting on a low bench. Xie Qianglong hit his ribs fiercely with his knees and slapped or chopped his head and neck. Xie Zhenguo knocked his ribs with his knuckles. Zheng Zeqiang's neck was slapped until swollen. His ribs were badly bruised and it was difficult to turn when sleeping. He was beaten like this once or twice every day for three days. They also said that Falun Gong practitioners were harming them by not finishing the homework according to the official requirements. If they did not finish their homework, they would be "strictly ruled", and forced to do fifty or sixty push-ups. If they could not finish, they would be beaten and kicked. Zheng Zeqiang was punished to stand facing a wall and do military practice, claiming, "It was useless to die in prison, the CCP has all kinds of methods to make you brainwashed" to threaten Falun Gong practitioners.
Falun Gong practitioner Peng Huisheng would not give in to the guards and was forced to stay up until midnight for over forty days. At last he gave up.
One day in June, 2006, Falun Gong practitioner Huang Huajie called
out, "Falun Dafa is good; Buddha-light illuminates the world!"
He was then sent to the special district to be watched more strictly. It was the second time that he was sent to the "strict control" zone. The so-called "solitary compartment" is a room about five or six square meters large and two-meters high. All activities were done within, including eating, drinking, using the restroom and sleeping. One could not see the sun at any time and there were special people to watch over them. Huang Huajie was detained and tortured in this solitary compartment for more than three months.
Over twenty Falun Gong practitioners are illegally detained in Meizhou Prison now.
