  • More Details about the Murder of Ms. Zhou Caixia in Inner Mongolia

The Clearwisdom website has published several articles about practitioner Ms. Zhou Caixia in Inner Mongolia who was persecuted many times and finally died as a result. We can now reveal more facts about her death, verifying the brutal methods of the CCP (Chinese Communist Party) and the crimes of the 610 Office, which is responsible for the deaths of many practitioners.

Ms. Zhou Caixia was the Head of the Women's Branch of Chifeng City Labor Union. In November 2000, she was illegally arrested for practicing Falun Gong. She was tortured by the police day and night and was then sent to the Hongshan District Detention Center in Chifeng City. She went on a hunger strike to protest for one week, but then the guards instigated other detainees to abuse her. The police coerced her family members into persuading her to eat. She was then sent to the Tumuji Detention Center in Inner Mongolia

In July 2001, the police sent Ms. Zhou to the Huhehaote City Women's Labor Camp in Inner Mongolia. There, she was persecuted to death's door. Her brother then took her to his home.

Police officers from the 610 Office of Chifeng City and the 610 Office in the Hongshan District went to her brother's home to harass her repeatedly. One Political and Legal Committee chief said, "Zhou Caixia is so stubborn that she should die." In Chifeng City, Mayor Ms. Wang Yaxuan was murdered several years ago because she practiced Falun Gong.

In the summer of 2001, someone broadcast truth-clarification videos in Chifeng City. The police harassed practitioners in Chifeng City to try to find the person or persons involved. The police knocked on the door of Ms. Zhou Caixia's home, but she did not answer. Later she was taken away by the police and secretly sent to the Jinshan Detention Center in Kalaqin Flag. The guards hung her up to torture her. Several days later, she managed to get out of the detention center.

On February 12, 2003, Ms. Zhou was arrested by the police again while distributing truth clarification materials with another practitioner, Zheng Fenglan. Within two weeks, Zheng Fenglan had been tortured to death in the Hongshan Detention Center. Ms. Zhou was tortured to the verge of death many times. The 610 Office in Chifeng City coerced the police to try every method to brainwash her, but they did not succeed. Then the corrupt officials in Chifeng "illegally sentenced" Ms. Zhou to prison. When Ms. Zhou was on the verge of death, the leader of the 610 Office, Yang Chunyue, deceived Ms. Zhou with fake compassion by allowing her to do the exercises, convincing Ms. Zhou to end her hunger strike. Zhou Caixia did the exercises every day, and her health recovered quickly. They then sent her to Baoanzhao Prison in Inner Mongolia and began a round of even more brutal torture.

Once Ms. Zhou got out of the car, the police guards beat her as they dragged her into the prison. The prison warden, Zhou Jianhua, beat her severely. After she was tortured for many days, she was again beaten severely. One night Zhou Jianhua hung Ms. Zhou by her handcuffs from the basketball hoop in front of other practitioners. Zhou Jianhua did not release her until the next morning, after Ms. Zhou had been dead for a long time. Her arms had been stretched out abnormally long from bearing the weight of her body.

According to the witnesses, when Ms. Zhou was dragged toward the basketball stand, she was already dying. The guards did not give her any emergency treatment: they hung her from the basketball hoop. Actually, they intended to kill her. The whole thing was orchestrated by female prison warden Zhou Jianhua.

Zhou Jianhua personally murdered Ms. Zhou Caixia. One possible reason she handled this herself was because she did not want others to see clearly that Ms. Zhou was barely alive when she was hung on the basketball stand. Another possibility was that she was afraid Ms. Zhou Caixia would survive if someone else did it.

Someone said that Ms. Zhou Caixia had known for a long time that the police wanted to kill her. She once said to the criminal inmates who tortured her and tied her up: "Release me. I have a sweater for you." To prevent anyone from rescuing Ms. Zhou Caixia, Zhou Jianhua did it herself. She released Ms. Zhou Caixia only after she was dead.

Practitioners revealed that Ms. Zhou Caixia had been repeatedly tortured to the verge of death. After Baoanzhao Women's Prison and the Inner Mongolia No.1 Women's Prison in Huhehaote City merged, Zhou Jianhua was still the warden of the Inner Mongolia Women's Prison.

After Ms. Zhou Caixia was persecuted to death, practitioners never stopped investigating and exposing the crimes of the authorities. Their investigations have yielded the following information:

    1. Agents in the 610 Office of Inner Mongolia and in Chifeng thought that Ms. Zhou Caixia was famous in Inner Mongolia for her steadfastness in Falun Gong and that she was influential. To them, she had to be brainwashed, or they would have had to kill her. Political and Legal Committee chiefs in Chifeng City and the Hongshan District said that if Ms. Zhou Caixia was not brainwashed, then she should die.

    2. After Zheng Fenglan was tortured to death, the Clearwisdom website revealed Ms. Zhou Caixia's situation. Under pressure, the police chose to send Ms. Zhou to the Baoanzhao Women's Prison to be tortured to death. There they committed their crimes in secret, and information was blocked from getting out.

    3. They deceived Ms. Zhou Caixia with fake compassion into convincing her to quit her hunger strike. Yang Chunyue, the 610 Office Chief in Chifeng, and his underlings managed this. They also used this method to persecute other practitioners. It was only a stalling tactic until they could change the location to kill Ms. Zhou Caixia.

    4. After Ms. Zhou was tortured to death, Yang Chunyue, Chen Xiaodong, and Meng Heping in the 610 Office of Chifeng City all participated in making up and spreading rumors to cover up the truth about her death. Moreover, in order to hinder others from knowing the details of her death, agents of the 610 Office in Chifeng claimed that she had died in Chifeng, making it impossible to be investigated.

    5. Individuals from the 610 Office in Chifeng have verified that, in the end, they would not allow Ms. Zhou Caixia to live any longer, even she gave up her hunger strike, and hinted that the supervisors had already decided to kill her.

    6. Baoanzhao was detaining several dozen practitioners at the time. Zhou Jianhua had personally killed others before. Moreover, she also killed the dying ones. It was clear that she had already gotten the order and a promise of personal advancement if she killed Ms. Zhou Caixia. According to informants, as in Ms. Zhou Caixia's death, it is the supervisors that give the order to kill. The process is generally discussed secretly, leaving no documentation, and the executioners are told to "do what they want." So, in order to finish the task of killing Ms. Zhou Caixia, Zhou Jianhua did it in person, for fear that Ms. Zhou would survive if others were involved.

    7. Chief of Inner Mongolia 610 Office Liang Hanbin and deputy chief Zhang Xiumei informed themselves in detail of every "important figure" in Inner Mongolia. Many cases were reported to them. They organized meetings and conversations and went to every prison administration bureau, working bureau, prison, and forced labor camp to assign persecution tasks themselves. The persecution cases regarding "important figures" were reported to them in writing. Then they reported to their superior. The highest ranking person in Inner Mongolia is Liang Hanbin, and the highest ranking person to report to in the center is Wang Gang. It was verified by people in the Inner Mongolia forced labor system that the 610 Office of Inner Mongolia manipulated the entire prison system and allowed each prison a death quota. Otherwise, Zhou Jianhua would not have dared to torture Ms. Zhou Caixia to death.

Officials in Inner Mongolia controlled the Inner Mongolia Prison, the Inner Mongolia 1st Women's Prison, the Baoanzhao Prison (which merged with the Inner Mongolia 1st Women's Prison in the suburb of Hohhot City in November 2003), the Inner Mongolia 4th Prison, the Wuyuan Forced Labor Camp, the Women's Forced Labor Camp in Hohhot City, the Tumuji Forced Labor Camp, etc. Their crimes are obvious. In October this year, the officials in Inner Mongolia spread lies in the square of Hohhot City denouncing Falun Gong, poisoning the public, and sustaining the Party.

Xinjia and Longkou Town CCP Authortities Use Tortures to Force Falun Gong Practitioners to Renounce Beliefs

    1. Persecution Incidents Experienced by Practitioner Mr. Yin Xiangyang from Xinjia Town, Longkou City, Shandong Province

In late July 1997, Xinjia Town officials arrested Mr. Yin Xiangyang and detained him in the local police station. He was tortured for almost the entire evening. At the end of August, they tried to compel him to criticize Falun Gong. Because he refused to cooperate with this ridiculous request and also tore into pieces the books that slandered Master Li, the head of the Political and Law Committee and the town supervisor barbarically beat him. The local head of the Chinese Communist Party (CCP) committee Qu, who watched the beating and shouted verbal abuse. In late September, the Party personnel once again detained Mr. Yin and his wife, Ms. Wu Manping, in the town government building. In addition, the local police officers searched his residence. The couple was detained for four or five days.

On October 6, 1999, Mr. Yin and his wife went to Beijing to clarify the truth of Falun Gong to the Supreme Court and to report on how Falun Gong was being persecuted. They were accompanied by a family member and three others, one of whom was Ms. Li Guilan. After they reported to the Supreme Court, Communist agents escorted them to the local detention center and locked them up. The guards ordered the prisoners to beat Mr. Yin with their slippers three or four times.

When Mr. Yin's detention was almost over, guard Xing once again brutally beat him. When they found that Mr. Yin did not yield to their brutal beatings, they then used electric batons to shock him. Seeing that he still did not give in, they escorted him to the town government building so that they could torture him further. Ms. Li Guilan was also illegally detained. Mr. Yin and Ms. Li were detained twice within a month.

In December 1999 of the Chinese lunar calendar, Mr. Yin's family went to Beijing again. His son went on December 27, and he and his wife on December 28. Two people in Beijing duped them into going to a certain hotel, where they were abducted and taken to the Longkou City Liaison Office in Beijing. Ma Yanhui from the liaison office handcuffed them to a chair and a bed frame for two days. Mr. Yin's son was there, too. On Chinese New Year's Eve, Wang Jiyu from the local police station escorted them back to Longkou and detained them in the town building.

Ms. Han Xia went to Beijing on December 28. She was escorted back on the third of the first month of the Chinese lunar calendar. She was also detained at the township building.

Ms. Wang Guiqing also went to Beijing at the end of the first month. She too was detained in the town building. Ms. Li Guilan went to Beijing on the seventh and was also detained. Detained with them was Li Yujun, who had gone to Beijing in December. The Party personnel, however, found some excuse to detain him as well. They did not give him food for days. He had to sleep on the concrete floor during the cold winter, making it impossible to fall asleep. Despite the cold weather, the guards still tied Ms. Li Guilan up to a window frame for two days. She got frostbite on her feet. Ms. Han Xia was held in the detention center, and Mr. Yin was detained in the township building for one and a half months.

In March and April of 2000, the practitioners who had gone to Beijing to appeal were escorted back to their hometown but were again arrested in July and August of 2000. On October 1, 2000, Mr. Yin sent truth clarifying materials to the government officials for them to read. As a result, his residence was ransacked. Wu Wenping was taken to the local police station, detained and interrogated. Mr. Yin went into exile during that time to avoid further persecution. When he returned on the afternoon of the 27th, township hall agents arrested and detained him in a senior center, where they tried to force him to "reform." In addition, Ms. Wu Manping, Jiang Hua and Ms. Han Xia were also detained on October 16 and 17. On the 29th Jiang Hua and Ms. Han were sent to a forced labor camp. They sent Ms. Wu to a criminal detention center. In early November 2000, they held her at the 4th Branch of the Zibo Forced Labor Camp.

When these practitioners were detained, local police chief Yang interrogated Mr. Yin. Because he remained firm in his Falun Gong belief, Yang was furious. He slapped Mr. Yin's face with all his might and at the same time cursed Master Li. He slapped Mr. Yin about 45 times, and Mr. Yin lost four teeth in the process. After that, police chief Yang was exhausted and said he would continue to torture Mr. Yin the next day. After being detained in the township building for over 40 days, the practitioners started a hunger strike. After about four or five days, Mr. Yin and Ms. Han Xia were released.

    2. Longkou Town Government Used Electric Batons to Torture Practitioners

On October 16, 2000, the Longkou Town officials used various kinds of excuses to detain practitioners in the government building. The detained practitioners included Lan Xiuzhi, Ms. Sun Jingfang, Wang Zhijun (who had been sentenced to imprisonment), and two other practitioners. The practitioners were interrogated and forced to write guarantee statements. Wang Zhijun was brutally beaten and sentenced to imprisonment. Political head Qun beat practitioner Ms. Sun Jingfang and slapped her face over one hundred times. Her face was swollen and bleeding. She was additionally made to squat for four hours and was starved for three days. Deputy chief Ma Daotang and Wang Jiming fiercely kicked her legs. Fearing that the torture sounds would be heard from outside, he locked her inside a bathroom while beating her. The practitioners were forced to sleep on the concrete floor, but they had to pay a 500 yuan boarding fee. They were not allowed to go home. If they refused to pay the boarding fee, their families' power and water supplies would be cut off.

The People from Longkou Town Economy and Trading Bureau set up a "reformation class" that same day. Bureau CCP head Zuo, Shi Lei, and Yang were in charge of the class. Practitioners Mr. Xu Peihao, Ms. Wang Hongju, and Wang Qinghua were detained. Ding Shuxian and Jiang Hua left home and became destitute to avoid arrest. Mr. Xu Peihao and Ms. Wang Hongju's were detained because they had gone to Beijing on October 1, 2000, to clarify the truth about Falun Gong. On October 20, Ms. Wang protested against the law enforcers, saying they had intentionally violated the law, but she was put in handcuffs and affixed onto a heating pipe, then shocked with electric batons. Her middle finger, ring finger, and wrist on her left hand were full of blisters and blood. Her hands were swollen, and her body was burned. Mr. Xu Peihao was also shocked with electric batons and tortured to extort a confession. Due to his weak health he had to be hospitalized and then suffered for a long time.

From October 27 to November 2, 2000, Bureau CCP head Zuo and his gang kept the practitioners handcuffed to heating pipes the entire time, around the clock. They removed Ms. Wang Hongju and Mr. Xu Peihao's handcuffs on November 3. After that, they sealed the windows and locked the doors. The practitioners were forbidden from leaving the room or using the bathroom. Only the guards could buy lunch for the practitioners.

On about November 15, 2000, Yu Jiejun brought some people to question Ms. Wang Hongju. They used forceful methods and fiercely beat her. In the evening on the 23rd, bureau CCP head Zuo handcuffed Mr. Xu Peihao to a heating pipe. Mr. Xu finally escaped from that vicious place. Ms. Wang was also put in handcuffs until 4:00 p.m. on the 24th. She was denied use of the bathroom for the entire time and had to relieve herself where she was. On the 24th, practitioner Ms. Yang Binghui was also sent to the"reformation class" for so-called "education." CCP head Zuo took all her clothing and money.

For Seven Years Mr. Song Jiwei and His Family in Donggang City, Liaoning Province Have Been Persecuted

Falun Gong practitioner Mr. Song Jiwei is from Donggang City. He was arrested by the police after July 20, 1999, and sent to a forced labor camp. Under the Jiang Zemin regime's persecution, his family was torn apart, and he became destitute and homeless in order to avoid being arrested at home. Mr. Song's wife, Ms. Wang Chun, was sentenced to forced labor. She is suffering from the brutal persecution in Masanjia Forced Labor Camp. Mr. Song's house leaks when it rains, and he can only ask his 85-year-old father to look after his house now and then.

Mr. Song Jiwei, 50 years old, is from Dagushan Town, Donggang City, Liaoning Province. He started to practice Falun Gong in the fall of 1996. Before that he had been hospitalized every year. After he started to practice Falun Gong, his diseases all disappeared. He worked more diligently and took personal interests lightly.

Since July 20, 1999, the CCP has unreasonably persecuted Falun Gong. In order to support Falun Gong, he went to Beijing to clarify the truth to the National Inquiry Department on July 20, 1999. There he was arrested by the local police, detained for 15 days, and fined 700 yuan. The police also took away more than 6,000 yuan cash from him.

In September 1999, he was arrested from his place of employment and taken to the Gushan Police Department by officers from the Gushan Police Department and Gushan Town government. The police detained him and another 20 practitioners in the Donggang City Detention Center for more than 40 days and fined them 500 yuan each.

In March 2000, he went to the local government, the Politics and Law Committee, and the chief of the Political and Protection Section, Wang Shengyi, to ask for the 6,000 yuan back. After an extensive process, his money was finally returned. But Wang Shengyi said, "Song Jiwei, I will seek revenge. I am the person in charge of (persecuting) Falun Gong." After a few days, Mr. Song was taken to the Gushan Police Department by police officers Xiao Xuehuan, Zhou Jianwei, and others. The police sent him to the Donggang City Detention Center. Police officer Gao said, "I hate Falun Gong the most," and then beat him. Song Jiwei was sent to jail under officer Gao's direction. The criminals in the jail brutally beat Mr. Song, causing his face to become distorted and his mouth to fill with blood. The criminals removed his clothing and poured cold water over his body. They also forced him to squat for long periods of time. All these tortures were arranged by Wang Shengyi. Zhang Xuede, the Party secretary in Song Jiwei's company, and Deputy Party Secretary Ning in Gushan Town government also participated in Mr. Song's persecution. Mr. Song was released after more than 30 days of continuous ill treatment.

In June 2000, Song Jiwei was arrested again by the police after he sent a Falun Gong article to another practitioner. He was sentenced to two years of forced labor. He was sent to Dandong Forced Labor Camp and brutally tortured mentally and physically. The police used all kinds of tortures including "sitting on a board" [the victim's legs are stretched straight on a board, movement is not allowed, and should he move, he is beaten. As a result, the victim is unable to walk immediately following this torture.], "sitting on the triangle iron board" [the victim must sit on a triangular iron board at the edge of a bed, stretch his legs and clamp a piece of paper between his feet. When the paper falls, the police beat him and use a cigarette lighter to burn his toes], and an electric baton to persecute him. They also forced him to put his hands on his knees and keep his body straight from 6:30 a.m to 9 p.m. every day.

In August 2001, Mr. Song was taken to a brainwashing center hosted by the local 610 Office and subjected to brainwashing for a month.

In November 2001, he went to Beijing again to clarify the truth about Falun Gong and appeal to stop the persecution of Falun Gong. He shouted "Falun Dafa is good" in Tiananmen Square and was arrested by the police again. His wife was also taken to the brainwashing center and illegally detained for more than four months. Mr. Song was sentenced to three years of forced labor.

The police in Dandong Forced Labor Camp used all kinds of brutal torture to persecute practitioners. They forced the practitioners to do intensive labor, used electric batons to beat them, restrained their personal freedom, forced them to sit on the board, broadcast TV programs that slandered Falun Gong, and tortured them physicall and mentally.

In September 2003, Dandong Forced Labor Camp transferred more than 20 practitioners to the Benxi City Weiting Forced Labor Camp to brainwash them. The police relentlessly tried to instill the practitioners with the Party's wicked theories and deviant ideas. They also brutally tortured them. They double crossed and tied the practitioners' legs and tied them into a ball. Then a guard sat on top of the practitioners. Several guards gathered around the practitioners and beat and verbally abused them. They also double crossed and tied the practitioners' legs and then inserted a 3 to 5 cm thick and 5 to 10 cm wide plank between their legs. Then a guard wore high-heeled shoes and stood on top of the practitioners' legs. They also used the "stretching bed," electric batons or iron cage to torture the practitioners.

In November 2004, Song Jiwei was released and went home. The local authorities and the police continuously harassed, threatened, and monitored him and his family. On the evening of August 23, 2005, his wife and son were arrested by more than 10 police officers from the Donggang City National Security Team led by Wang Yunlong. They brutally beat his wife and son.. They took away the Falun Gong books, computer, motorcycle, and so on without any legal procedures.

Mr. Song's wife Wang Chun was sent to Masanjia Forced Labor Camp. His son was released after being detained in the detention center for half a month. Mr.. Song Jiwei has become destitute and homeless due to the persecution.

Chen Zhongsheng from Wenzhou City, Zhejiang Province Arrested Again and Jailed in Forced Labor Camp

Practitioner Mr. Chen Zhongsheng of Wenzhou City, Zhejiang Province was arrested on the street and imprisoned by the Police Department of Leqing City on July 23. His family members did not receive any formal documents from the police. The police sent Chen to Shiliping Forced Labor Camp on August 24.

Mr. Chen lived at 8 Qingying Road, Qingjiang Town, Leqing City in Wenzhou. He had served in a military radar unit for eighteen years and was a Major-level officer. After he retired, he became a traffic police officer. He has been practicing Falun Gong for many years. He was arrested in early 2000 and held in the Shiliping Forced Labor Camp at Longyou in Jinhua City, Zhejiang Province. He suffered a great deal in the camp because of his steadfast belief in Falun Gong. He was forced to sit on a narrow bench continuously for over ten days, and was fed only two meals a day with only two ounces of food in each meal. His hands and feet were tied to the bench and he was deprived of sleep. He had to urinate and defecate on the bench. However, he did not waver under such harsh persecution.

Democracy advocates Fan Ziliang and Qi Huimin, who made an acquaintance with Chen when they were in Shiliping Forced Labor Camp, said of him, "Mr. Chen is the kindest person. He didn't stop doing good deeds even when he was in jail. He helped fellow inmates at every occasion he could, and won respect from everyone. People saw from him the immeasurable power of Falun Gong's 'Truthfulness, Compassion, Forbearance'. Falun Gong practitioners are truly great."

Below is a partial account of the persecution tactics that Chen was subjected to while he was in the forced labor camp:

Chen Zhongsheng, 38, was born in Leqing City, Zhejiang Province. He was a retired officer and had been working as a policeman, but he was fired because he practiced Falun Gong. On October 10, 2000, he was sentenced to forced labor for two years by the authorities of Wenzhou City. On November 30 of that year, people in Leqing Jail sent him to the Shiliping Forced Labor Camp. On January 28, 2001, in Dormitory 3 on the second floor of Team 4, the camp started a ten-day torture process on him with the aim of brainwashing him into opposing Falun Gong.

At around 8:00 p.m. a few policemen from the camp headquarters began by asking him a few questions. They then ordered him to remove his clothes and leave only his underwear on. Then he was ordered to sit on a bench that had a wooden back and a seat made of two narrow metal bars. They then tied all his limbs to the bench and made him immobile. They forbade him to sleep, urinate, or defecate. He was allowed only a very small amount of rice and water each day.

Most people would not be able to last for a day or two without sleep, but he was deprived of sleep for ten days. Amidst the prolonged pain, Chen's tears rushed out as he fought against sleeplessness. Sometimes he was just too tired to keep his eyes open, but as soon as he closed his eyes, he was beaten, doused with cold water, or his nipples were pinched. His eyes became dull and his mind disoriented from the torture, and he had many visions.

During the torture, the prison guards only gave him a small amount of water and two meals a day, with each meal consisting of a small portion of rice and half a piece of bean curd or some vegetables. His mouth was dry and he developed a fever from starvation and thirst. He was not allowed to use the restroom and could only urinate into his pants, which became smelly, cold and dirty. Originally weighing 156 pounds, he became emaciated from the torture.

In the height of winter, the guards left the windows open and let the cold air in. With only his underwear on, Cheng trembled uncontrollably and his teeth clattered. His legs and feet were all frozen and numb from sitting painfully for so long. His skin was stretched taut and could rupture with just a touch.

This torture lasted for ten days, but he was subjected to another form of mistreatment not long after. The guards isolated him and put him in solitary confinement, a torture which can drive a person to madness. When they untied him on the tenth day, his legs and feet were in extreme pain, such that he could not fall asleep, or was awakened with searing pain when he did manage to sleep. He needed people to hold him to stand or to walk.

His strong will and steadfast belief deeply moved his fellow inmates. With their help and care, he gradually recovered.

He did all he could to help his fellow inmates. He tried to show them what "Truthfulness, Compassion, Forbearance" truly are with his conduct.

After he was released from jail he kept practicing Falun Gong and spreading "Truthfulness, Compassion, Forbearance." Of course, the authorities did not loosen up in monitoring him. They used all sorts of methods to threaten his family members, which has kept them from living normal lives ever since.

On August 24, Mr. Chen was again arrested on groundless charges and sent to Shiliping Forced Labor Camp.
