    Harbin City Women's Prison authorities in Heilongjiang Province use inmates to persecute Falun Gong practitioners. Deputy prison warden Liu Zhiqiang incites inmates to monitor and torture practitioners. He rewards each inmate with five points a month that apply toward sentence reductions. Inmates who do heavy manual labor in the workshops only receive three or four points a month. Accordingly, the inmates unscrupulously torture and abuse the practitioners.

    Cui Hongmei and Xia Fengying are former heads of Group 1, Ward 1. They often used inmates who had been given long sentences and desperately needed points to monitor practitioners. The monitors also pressure the practitioners to give up their belief. In 2005, practitioner Ms. Zhang Linwen, who was later released, was pinned to the floor by about five inmates at around 8:00 p.m. one day in late May. She was facing up and was held down so that she was totally immobilized. She lost consciousness. The practitioners and inmates detained in the west wing section on the fifth floor witnessed this incident. Practitioner Ms. Zhang Liping, who was held at Ward 1, weighed less than 50 kg (110 lbs). Four brawny inmates held her down and sat on her. Some put their hands on her neck and some covered her mouth. Ms. Zhang Liping nearly suffocated.

    Around 8:00 p.m. on May 14, 2004, inmates beat ten practitioners held at Group 2, Ward 1. Practitioner Ms. Yao Yuming, who was held at the Infirmary Ward after becoming bedridden from long-term torture, was kicked until her legs turned black and blue. Inmate Zang Shuying beat practitioner Ms. Yu Xiuying until her nose bled. She also kicked Ms. Yu. When practitioner Ms. Zhang Jing tried to stop her from hurting Ms. Yu, Zang Shuying who turned on Ms. Zhang Jing and kicked her until Ms. Zhang Jing's toes were black and blue. Deputy prison warden Liu Zhiqiang eventually admitted that it was wrong to beat people but immediately said, "The inmates are permitted to assist in government work when guard manpower is in short supply." He said to the inmates, "The government supports you. Don't be afraid!" The officials took inmate Zang Shuying's name tag, but did not do anything to punish her for beating the practitioners.

    Liu Zhiqiang even forced additional tortures on practitioners who were beaten. Five practitioners, including Guan Shuling and Song Qing, were tortured with the "Big Hang-up" [1], a forbidden torture that is against the law and not to be used even on death row inmates. All other practitioners were handcuffed for more than ten hours.

    "Tackle the Fort" Team (this is a metaphor that compares determined Falun Gong practitioners to an enemy fort) and "Reform Base" were established at the Harbin Women's Prison in early 2006. Inhumane methods were used to "reform" practitioners. One or two inmates from each group were selected to join the new team. The authorities sealed the doors and windows in the cafeteria on the fourth floor and ordered more than 100 inmates to monitor the practitioners. At the "Tackle the Fort Team," eight inmates were assigned to monitor each practitioner, who was then forbidden to sleep. Inmates on the other side of the fourth floor often heard practitioners being beaten and heard their heart-wrenching screams and cries. Even inmates who shopped at the prison canteen could hear the practitioners. Harbin Women's Prison authorities boasted they would "reform" all the practitioners through various tactics.

    The Names of Falun Gong practitioners persecuted by inmates as of early August 2006:

    (1) The practitioners monitored by inmates in the Infirmary Ward: Chu Xiuhe, Niu Fengqin, Ni Shuzhi, Yang Meizhen, Yang Zhongqin, Zhang Yan, Zhang Guilan, Tang Yajun, Wang Jinfan, Zhang Feng (now wheelchair-bound due to long-term torture), Zhen Liping, Pan Hua, Du Fenghua, Wang Xiuyue, Li Yushu, Guo Fenglan, Ren Xiuying, Wu Yulan, Huang Yanzhen, Liu Dan, Lu Shuqin, Lin Chunzi, Wang Guangrong, Gao Xiurong, Lu Hongfang, Cao Yingchun, Liu Li, Li Xianglan, Zhang Xiuzhi, Guan Shuyun, Gong Lan, Lou Weiming, Miu Xiaolu, Shi Shuyuan, Zhao Yalun, Ma Fenglan, Jia Shirong, Gao Zhanxia, Jin Yujin, and Men Guangyue.

    Vicious inmates who persecuted the practitioners: Xiu Shufen, Jiang Fengyan, Han Liying, Wang Yali, and Liang Ying.

    Inmate Liang Ying has been persecuting practitioners since 2003. She had a fight with another inmate in 2004 over the persecution of practitioners. The guards beat her until her eyes were bloodshot and her hearing was affected. She didn't change her behavior and continued to persecute practitioners. In late May 2006, she fell from an upper bunk and bled from the nose and ears. She sustained three fractures and lost consciousness.

    (2) The practitioners monitored by inmates at Ward 3, the former Ward 5: Li Qingzhen, Ren Lijie, Lu Yingchun, Dong Yazhen, Jiang Fengrong, Zhu Xiumin, Ding Yu, Cheng Fengying, Li Xuelian, Zhu Wenfang, Li Yanjie (released), Liu Chunxia, Zhu Huijun, Du Guijie, Ren Xiuying, Gao Ying, Li Bingqing, Liu Jiangli, Li Ping, Huang Liping, Quan Hongli, Xu Xianping, Liu Lihua, Wei Limei, Zhang Shuqin, Han Shaoqin, Yuan Jing, Wang Ying, Wang Yan, Xu Wenying, Song Yongai, Ren Jihong, Fei Lianzhi, Shi Li, Fu Lihua, Yang Yanqiu, and Zhu Fengying who had learned Falun Gong as an inmate.

    Inmates were assigned to monitor practitioners Zhang Fan and Tan Hongwei, who were transferred to Ward 8, and practitioner Li Cuiling, who was later released.

    At the "Tackle the Fort Team," eight inmates were assigned to monitor each practitioner. The practitioners were forbidden to sleep. The inmates verbally abused Teacher and Falun Gong all day long in front of the practitioners. They tried to "reform" people through brainwashing and coercion. The details are hazy because of the information blockade.

    (9) Inmates monitor practitioners in Ward 4--the former Ward 7--one-on-one .

    Practitioner Lu Meirong was monitored by inmate Shen Huilan; practitioner Wen Jie by inmate Lu Juan; practitioner Hua Xiaojuan by inmate Shang Xiaoyan; practitioner Cheng Xiuhuan by inmate Zhang Xiaohong; practitioner Li Dongxue by inmate Song Xiangyu; practitioner Guan Fenglan by inmate Yan Guixiang; practitioner Zhang Yanhua by inmate Wei Shilan; practitioner Meng Shuying by inmate Li Chunlan; practitioner Liu Hongxia by inmate Guo Haiying; practitioner Zhang Dan by inmate Jin Shunan; practitioner He Chunhua by inmate Yu Xiurong; practitioner Wang Jinyue by inmate Xue Shuhua. Four inmates monitor practitioner Ms. Ba Lijiang, who has been on hunger strike for a very long time. The inmates are: Hu Xiaoguang, Liu Yan, Zhao Yueqin and Tong Jinyan.

    (1) There are two forms of the "Big Hang Up" torture: A. With both hands handcuffed behind the back and only the toes touching the ground, one is hung by a rope that is tied to a metal window frame; B. One hand of a practitioner is handcuffed to one bunk bed and the other hand to another bunk bed; the two beds are pulled in opposite directions. It is extremely painful as the body is pulled.


    The Stories of Slave Labor and Psychological Torture at Xin'an Forced Labor Camp

    Slave Labor

    From 2001 and 2002, Falun Gong practitioners, imprisoned in the No. 1 Team of Xin'an Women's Forced Labor Camp in Beijing, were forced into slavery. The hours and the amount of slave labor peaked in 2001 and 2002. Every day practitioners had to wake up before 6:00 a.m. Immediately after they made their beds and washed, they were made to start the day's slave labor.

    Some practitioners were made to knit sweaters while the rest had to wrap disposable chopsticks and skewer bait fish. Each practitioner was given a daily quota. One sweater that met the quality standards had to be delivered within a day or two. In order to meet the quota, many practitioners often had to stay up until 2 or 3 a.m. or even until dawn. Sometimes a sweater was returned to be altered because it failed to meet the size standard, but the daily quota still applied. Hence, those whose sweaters were returned had no choice but to stay up all night. Despite going without sleep, some practitioners were unable to catch up with the quota.

    A group of practitioners who failed to meet the quality standard were made to dig a ditch after they completed a batch of their other work. Everyone looked ashen because they were completely worn out.

    Everyone who was ordered to skewer bait fish, including those practitioners in their late 60's, was given a daily quota. Those who failed to meet the daily quota at the 10:30 p.m. inspection were denied sleep until they finished the quota. Moreover, every practitioner was forced to write articles to criticize or to confess their thoughts and feelings. There was no allocated time for writing during the slave labor. Practitioners had to sacrifice their precious sleep time to write. Even illiterate practitioners were required to write articles, so they had to dictate the articles to other practitioners.

    Wrapping disposable chopsticks is also hard work. The No. 1 Team was located on the third floor. The chopsticks came in large burlap bags. They were delivered to the first floor of the building or the courtyard. Practitioners had to carry the burlap bags to the third floor, about 100 meters. Each day over 100 burlap bags of chopsticks would arrive. Each bag of chopsticks weighed over 60 lbs. on average. Sometimes there was a shortage of people, and even an elderly practitioner near 60 years old had to carry these heavy sacks to the third floor. But the weight of chopsticks was nothing compared to the bait fish. Each sack of bait fish weighed over 100 lbs. Moving a sack of bait fish to the third floor was a struggle even for two women. It usually took two to three younger practitioners to drag one sack of bait fish to the third floor. Dealing with each sack was a back-breaking struggle.

    Despite the long hours of strenuous slave labor, the No. 1 Team recorded their hours of work to be 8:00 a.m. to 5:00 p.m. Practitioners were forced to slave seven days a week, but in the administrative logs they were ordered to record having the weekend off. Before an inspection from upper management, Chen Li, captain of No. 1 Team, met with a former practitioner who had renounced her belief in Falun Gong under torture and ordered her to report the "labor hours" according to the log.

    One time, a released practitioner reported the truth about the slavery in Xin'an Women's Forced Labor Camp to the Forced Labor Bureau, and one day the bureau had a surprise inspection. The inspectors controlled the telephones as soon as they entered the camp so that no one could warn of the inspection. The bureau discovered the truth about the slavery in the camp. However, the only "punishment" was that the captain in charge of "slavery production" was transferred to another team. She then escalated the persecution against Falun Gong practitioners after the transfer.

    After that, all the inspections and tours were highly scripted. Once the camp was notified of a surprise inspection, every practitioner was ordered to stop working and move everything to the warehouse. As soon as all the materials were put away, younger practitioners were ordered to go out to play ball games, jump rope, or do aerobics. Those practitioners made to stay indoors had to sit in perfect order with a book in their hands. If the camp was notified in advance, the inspection would be much more scripted. Even the menu was orchestrated.

    Psychological Torture Used on Practitioners to Force Them to Renounce Their Faith

    Once assigned to a group in Xin'an Women's Forced Labor Camp, each practitioner would be immediately surrounded by a few former practitioners that had renounced Falun Gong. They took turns brainwashing the newly arrived practitioner in order to force her to abjure Falun Gong.

    For the first two or three nights, the practitioner would be deprived of sleep. She would be allowed to sleep if she agreed to renounce Falun Gong. If not, she would be subjected to long hours of brainwashing speeches, and she would not be allowed to sit during the forced brainwashing. Instead, she would be forced to stand still or squat during the long hours of brainwashing. She might be allowed to sleep for two to three hours with the captain's (policewoman) permission after midnight if she was lucky. If she did not renounce Falun Gong after a few days, she would be put in an isolation room for escalated brainwashing.

    During the second half of 2001, a 23-year-old practitioner Ms. Chen was transferred to Xin'an Women's Forced Labor Camp. Prior to the transfer, she had already suffered from very severe torture, which resulted in an endocrine disorder and amenorrhea. A few days after her arrival, everyone who came in with Ms. Chen had given in and renounced Falun Gong. She became the only target. If she refused to renounce Falun Gong, the team's "job performance" and the captain's bonus would be mitigated. Hence, they escalated the persecution against her. She was put into an isolation room where she was bombarded with forced brainwashing speeches. When the former practitioners failed to brainwash her, they had drug addict inmates do the work. Everyone could foresee what was to come because those drug addicts would not think twice or blink an eye when it came to cursing or using violence.

    Chen Li, Captain of the No. 1 Team, tacitly allowed the drug addicts to use violence on her. Every day Ms. Chen was made to stand still. Her legs were so swollen that she couldn't possibly bend her knees, and she had difficulty walking. She was assigned to the top part of a bunk bed, but she was unable to climb up into it given her condition. She was not even allowed to sleep on the bottom part of the bunk bed for two to three hours when it was not in use.

    Once Chen Li saw someone delivering a meal to the door of the isolation room. She said, "Why are you giving her a dish when she refuses to renounce Falun Gong? A bowl of soup is enough. Three steamed buns is too much. Give her less." But practitioner Ms. Chen was a young woman. She needed more food than an elderly woman. Each day she was starving when she returned from the isolation room after a long day of torture. Fellow practitioners offered her buns they had saved for her, but they were stopped. Ms. Chen was subjected to this torture for over two months.


    Women's Prison of Heilongjiang Province Extends Prison Terms for Those Who Learned Falun Gong in Prison

    Authorities at the Women's Prison of Heilongjiang Province have illegally extended the prison terms of more than a dozen inmates who became Falun Gong practitioners while in prison. These inmates learned Falun Gong after they came into contact with the practitioners who were "illegally imprisoned" there since July 20, 1999. After they became practitioners, they finally understood the true meaning of life and became truly good people. The guards and other inmates witnessed their positive changes.

    Nevertheless, the authorities at the prison have not spared this special group of practitioners. One of the tactics the authorities use is to forgo the reduction of their prison terms. Since 2000, as long as the inmates practice Falun Gong and follow the principle of Truthfulness-Compassion-Forbearance, their prison terms will not be reduced. The second tactic used to persecute them is to extend their prison terms. The excuse for the extension is straight forward: "Because you practice Falun Gong!"

    With regard to those whose prison terms have been extended, the relevant department has established regulations which stipulate that they must be released. This has been carried out in many other prisons, but it has never been followed in the Women's Prison of Heilongjiang Province. Simply because one practices Falun Gong and strives to be a good person, she can then not be released when her term is up?



    Falun Gong Practitioner Zhao Xin, 56, Persecuted for Seven Years in Jilin City

    My name is Zhao Xin, and I am a Falun Gong practitioner in Jilin Province. I am 56 years old, and I live in the number 17 Alley, Dongjuzi Street, Jilin City.

    I started practicing Falun Gong in 1996. In a very short period of time, all my diseases disappeared. 

    But on July 20, 1999, Jiang's group started persecuting Falun Gong openly. They fabricated lies and slandered Falun Gong. For speaking up for the truth and calling for justice for Falun Gong, I have been persecuted by the Chinese Communist Party (CCP) for seven years. Here, I'm making the persecution facts public.

    Illegal Detention, July 1999

    On July 22, 1999, to speak up for Falun Gong, I went to the Jilin Provincial Government building to join a peaceful appeal, but was illegally arrested and taken to the Changchun City Police Academy by the armed police and military soldiers stationed in Changchun. At the time, two or three thousand practitioners were being held there. I wasn't released until six or seven hours later. I went to the Jilin Provincial Government building to appeal again on July 24, 1999, and was once again arrested by the armed police and taken to the Changchun City Luyuan District Elementary School for detention. I wasn't released until more than five hours later. The government didn't state the reason.

    Arrested September 2000

    Because my local government was acting unlawfully and the officials would arrest practitioners illegally, I went to Beijing to appeal for justice for Falun Gong on Sept. 27, 2000. As soon as I arrived at the Appeals Office, police officers from Daxing County Police Department in Beijing arrested me and detained me in the Daxing Detention Center for seven days. They forcibly searched me, confiscated my ID and 200 yuan in cash, which they never returned to me.

    On October 7, 2000, police officers from the Jilin City Police Department took me to the Dongdatan Police Station of Changyi District in Jilin City. A police officer with the surname Wang ordered my family members to pay for my train ticket of 200 yuan. Immediately, without any legal procedure, I was taken by force to Jilin City Detention Center and later transferred to the Jilin City Lockup, where I was detained for 44 days. There was no freedom of speech at all.

    Sentenced to Forced Labor

    On November 24, 2000 I was sentenced to two years of forced labor without any legal procedure, and was taken to Heizuizi Labor Camp in Changchun City. During seven months of illegal detention in the labor camp, I witnessed and suffered from the labor camp authorities' crimes in persecuting Falun Gong practitioners. There were new practitioners sent in every day, and because of the high turnover rate, there were constantly about 1,200 to 1,600 practitioners illegally detained at the labor camp. I was in the 4th Team of the 6th Group, which held between 30 to 55 people. They forced every practitioner into the office to sign a statement renouncing their cultivation practice. If a practitioner didn't comply, the guards would shock him or her with electric batons. When they did this, several guards kept shocking the practitioner and at the same time beat and kicked him until the practitioner signed the statement. A practitioner from Siping City whose last name is Wei suffered a mental collapse after being tortured in this way. Steadfast practitioners were confined in a small cell. The small cell was in the room underneath the staircases at the back of the guards' office. The room was about 6-7 square meters (about 65-75 square feet), and it had a metal cage to confine practitioners. To achieve a 100% "transformation" rate, the team leaders Li Tong, Zhu Dan and Liu Ying would use all kinds of methods including depriving practitioners of sleep, forcing practitioners to stand for a long time, and brutally force-feeding them.

    Because the 6th Group was the so-called "Regeneration Group," which was the most forceful one in "transforming" practitioners, the guards there were rewarded with large bonuses. There was a young guard named Yu who dared not use the electric batons at first, but then he drank more than 3 oz. of hard liquor to boost his courage, and then went crazy shocking practitioners. The persecution turned a human into a demon.

    To brainwash practitioners, every day the guards forced practitioners to watch and listen to videos and tapes that defamed Falun Gong. Besides this, practitioners were forced to do 16 to 17 hours of slave labor, which included making crafts being exported to Japan. The labor camp authorities lied to the outside, saying that they had been treating practitioners like "life-giving spring breeze and rain." As soon as visitors came, they hid the steadfast practitioners and kept them from being seen. They would always deceive their supervising organizations, saying they had a 100% "transformation" rate, in order to secure their operating budget. To make money, the labor camp authorities wouldn't release practitioners even when they were "transformed" or their terms had been reached. A college student named Sun from Changchun City couldn't hold on any longer and died suddenly in the labor camp. To shirk their responsibility, the guards pretended to send him to the emergency room several hours after his death.

    Deceit and Extortion

    Secretary Liu of the Dongjuzi Street Committee of Changyi District in Jilin City was in charge of persecuting Falun Gong practitioners in this area. After I was sent to the labor camp, she went to my home many times to persuade my husband to pay the "guarantee fund," and claimed she could get me out of the labor camp with the money. At the beginning, my husband said I didn't commit any crime and that I should be released unconditionally. But Secretary Liu said, "The order from above says that as long as a person practices Falun Gong, that person should be arrested. Some have even been beaten to death in the labor camp. How about you give me 4,000 yuan to bail your wife out first. When her term is reached, as long as she does not go to Beijing again, you money will be returned to you." My husband was frightened, and gave her 4,000 yuan to bail me out. But after my term was reached, my husband went to ask Liu to return the money, and she turned against him and said she would not give him a penny unless Falun Gong is redressed. My husband became ill from this incident and was hospitalized. Where else can you find such a hoodlum government that has such corrupt officials? Later, Secretary Liu was transferred and a new party secretary named Chai took over her position. When I went to ask for the money, Secretary Chai said the street committee didn't have the money or any record of it, and couldn't resolve the matter for me.

    On November 7, 2002, Yang Ziyan (female), a clerk from Dongjuzi Street Committee went to my workplace, Jilin City Water Company. There she talked to Li Zhuang (female, now retired), head of the Organization Department of the Party Committee and in charge of persecuting Falun Gong. She charged me 2,000 yuan to pay for room and board at the brainwashing center, but in fact I wasn't there at all. My workplace gave her the money by deducting it from my wages. My husband went to the street committee and demanded the money back. But deputy secretary Li Qingzhi said she wasn't aware of this and wouldn't do anything until she found out what was going on, and told my husband to wait at home. In the meantime, she went to my workplace and asked Li Zhuang to stop the payment of my salary because I was persistent in practicing Falun Gong and "making trouble" everywhere. Li Zhuang cooperated with the persecution and held my salary for four months. She didn't return it to me until overseas practitioners from all over the world continued calling her and mailing truth-clarification materials to her, and she could no longer bear the pressure.

    On November 7, 2002, Wang Zhonglai, director of the Dangdatan Police Station of Changyi District in Jilin City (now transferred to the Preliminary Hearing Section of Changyi District Police Department in Jilin City) planned to send me to the brainwashing center. He ransacked my home and went to the 610 Office to look for evidence to use as an excuse to send me there, but failed. He didn't send me to the brainwashing center on that day but said he was going to do it the following day.

    In the police station, the police officers took turns interrogating me until midnight, and then handcuffed me to the headboard of a bed in the duty office. While the three policemen were sleeping, I asked Master to strengthen me and then I walked away from the police station. At daybreak, director Wang Zhonglai led all the police officers and drove in police cars to look for me. They didn't find me so they extorted another 1,000 yuan from my husband. They claimed that to find me they didn't get any sleep for an entire night and were very tired, and asked for a treat in a restaurant. They also claimed that as I ran away, they could not face their supervising organization and had to quiet it down with money, otherwise it could grow into a big problem. My husband was very frightened. He had to borrow 1,000 yuan and delivered it to them.

    Salary Withheld

    Li Zhuang, head of the Organization Department of the Party Committee at the Jilin City Water Company, was in charge of persecuting Falun Gong. She actively cooperated with the Jilin City 610 Office to persecute Falun Gong practitioners. By October 2000 she had suspended my salary of a total amount of 16,355 yuan, and still hasn't paid me yet as of today. On November 7, 2002, she cooperated with the Dongjuzi street committee of the Changyi District in Jilin City and deducted 2,000 yuan from my salary, and has not paid it back.

    In short, for the past seven years, the Dongdatan Police Station of Changyi District, the Dongjuzi Street Committee, and the Jilin City Water Company have worked together to perpetrate Jiang's genocidal policy against Falun Gong practitioners. They have used all available means and have stopped at nothing. The police officers arrest practitioners at any time and anywhere. The street committee extorts money from practitioners' family members by deceiving them and using the excuse of bailing practitioners out. And the workplaces suspend practitioners' salaries, causing good people who practice Truthfulness-Compassion-Tolerance to have no foothold in society.



    Medical Doctor Li Aijun Lost Her Freedom for Four and a Half Years

    Li Aijun, a doctor at the Xiyuan Hospital in Beijing City, was sentenced to nine years of imprisonment and has been detained in the Beijing City Tiantanghe Women's Jail for four and a half years.

    Li Aijun was a doctor in the internal medicine section of Beijing City's Xiyuan Hospital. After practicing Falun Gong, she became energetic and healthy. She improved herself according to the standard of "Truthfulness, Compassion, Forbearance." Normally, each doctor on duty in her hospital was only responsible for three patients, but she was in charge of nine patients. Her dedicated spirit and professional discipline were highly respected by her colleagues and patients. In addition, after practicing Falun Gong, she improved her moral standards, looked inward and took on more responsibilities, thus her family relationships were also greatly improved.

    In late 2000, Li Aijun was forced to leave her job and become homeless for more than one year because of the persecution. Unfortunately, she was illegally arrested by the police in early 2002, and was then dismissed by her employer. Under such high pressure, she went astray and was "transformed" by brainwashing. However, when she calmed down and thought it over, she realized that the transformation was wrong and that being a citizen with a high moral standard could certainly benefit her family, the community and the whole nation. So she declared that her deeds done under pressure were null and void, and chose to continue to practice Falun Gong. As a result, she was sentenced to nine years imprisonment and has been detained in the Beijing City Tiantanghe Women's Jail for four and a half years.

    Ms. Li Aijun's parents are in their seventies, and she has a son in high school that is unattended. Her husband has to work very hard, and he has no time to take care of the family. The imprisonment of Ms. Li causes immeasurable psychological pressure and economic loss for the family.

    Besides Ms. Li Aijun, other Falun Gong practitioners, including Chu Tong, a PhD candidate at Tsinghua University was sentenced to eleven years in prison, Zhou Zi, a "model teacher" at Fangshan District, and government employees He Xinping, Xu Jing, Liu Xi, Chen Shulan, and others were also detained in the Tiantanghe Women's Jail in Beijing City.
