Canadian Officials Receive Evidence Supporting Charges of Crimes Against Humanity Filed Against Xia Deren

Minghui correspondent Ying Zi reports that Canadian officials have confirmed that on Sept. 27, 2005, they received evidence supporting charges of "crimes against humanity" as well as documents from a U.S. court convicting Chinese official Xia Deren of the same charge. Xia Deren is the mayor of Dalian City who has actively participated in the brutal persecution of Falun Gong and is on a Royal Canadian Mounted Police monitor list. Xia planned to visit Canada on a business trip on September 30.

Bo Xilai and Xia Deren, two CCP officials who had planned to visit Canada in September, are both listed on the RCMP list. The list was created under the War Crimes and Crimes Against Humanity Program, which is administered by immigration, judicial and RCMP officers. The list includes the names of 45 CCP officials, such as heads of the 610 Office, and heads of labor camps who have committed serious crimes in persecuting Falun Gong. According to Canadian law, officials on this list will be investigated upon their attempt to enter Canada, and they may be denied visas or even served with lawsuits in Canada because of their crimes against humanity.

CCP Official Bo Xilai Cancels Trip to Canada

Renowned international human rights lawyer David Matas wrote to the ministers of the Canadian Ministry of Security, Ministry of Immigration and Ministry of Foreign Affairs on Aug. 25. In the letter, he asked the Canadian government to deny Bo Xilai and Xia Deren visas and stated that the request was proposed on the basis of Canada's Crimes Against Humanity and War Crimes Program and Canada's implementation of international law concerning these issues.

Mr. Matas pointed out that based on Canada's Crimes Against Humanity and War Crimes Program, one should be denied entry to Canada if he were found guilty of crimes against humanity. He said that Canada must act according to the international human rights agreement and Canada's Crimes Against Humanity and War Crimes Program. Victims of such crimes should not be left to fend for themselves.

Falun Gong practitioners hold anti-torture exhibit and ask for Bo Xilai and Xia Deren to be denied entry into Canada

On August 26, the Falun Dafa Association of Canada held a press conference to call for the Canadian government to deny Bo Xilai and Xia Deren entry into Canada. On September 5, the name of Bo Xilai, Minister of Commerce, disappeared from the delegation list for Hu Jintao, although he was originally scheduled to accompany Hu on his visit to Canada. Bo Xilai was not seen in the delegation on Sept. 8.

Xia Deren Responsible for Severe Persecution in Dalian City

Xia Deren planned to visit Canada on Sept. 30. According to a July 10 announcement on the Dalian Bureau of Information Industry Web site, Xia Deren and his delegation were to attend the Dalian IT Scholar Exchange Conference held in Vancouver and Toronto on Sept. 30. This web page was recently deleted.

According to statistics on the Minghui website (Chinese version of Clearwisdom.net), as of Sept. 27, 53 Falun Gong practitioners have been tortured to death in Dalian City, ranking 10th in the country. Dalian City is among the Chinese cities where the persecution is most severe and ruthless. On Feb. 7, 2002, Xia Deren was served with a lawsuit in the U.S. holding him responsible for torture and crimes against humanity. In June 2003, the court ruled that he was indeed responsible.

According to a Falun Gong Information Center report on June 20, 2003, "San Francisco Judge Edward M. Chen recently denied foreign sovereign immunity to Xia Deren. Chen denied foreign sovereign immunity to Beijing Party Secretary and former Beijing Mayor Liu Qi, and Deputy Provincial Governor of Liaoning Province, Xia Deren... [The judge's decision] demonstrates that sitting officials cannot claim immunity from lawsuits and penalties for their crimes against humanity. Because of the similarities between the two cases, they have been combined into one lawsuit. ... Both Chinese officials were found guilty of overseeing the torture of practitioners of Falun Gong."

According to the War Crimes and Crimes Against Humanity Program, 581 people suspected of crimes against humanity and war crimes were denied entry to Canada between 1999 and 2000, 644 people were denied entry between 2000 and 2001, and 445 people were denied entry between 2001 and 2002. Program officials said the Canadian government does not have to present the specific reason for denial to these people.

The police, along with security personnel from his own company, beat and tortured him to force him to give up the practice, and finally killed him. When his entire family went to the mortuary to see Zou Wenzhi's body, they could not even recognize the original color of his skin, as it was covered with bruises and injuries from the beatings. The medical examiner verified that although the skin had not been broken, the flesh and organs, including the heart, were all damaged, and his ribs were broken as well.

Oakland, California: Anti-Torture Exhibit Exposes Persecution - City Government Staff Express Support

On September 27, 2005, practitioners held an anti-torture exhibit and truth clarification photo exhibit in front of the Oakland City Hall. They aimed to expose the persecution, call for help stop the persecution of Falun Gong and bring justice to Chinese officials and vicious policemen who participated in the persecution of Falun Gong.

Reenactment of torture methods and truth clarification photo exhibit attract passersby to learn about the truth

The activities were held on the plaza in front of the Oakland City Hall, adjacent to the US Federal Government Office Building and California State Office Building. At lunchtime, many area workers passed by and some of them would take a rest on the plaza.

At 11:00a.m., after practitioners finished placing photos, and re-enacted some torture methods used to persecute Falun Gong practitioners in Mainland China, passersby were attracted. They stopped to watch and learned about the truth.

People were shocked to hear that Oakland's sister city mayor, Xia Deren, from Dalian City, was planning to visit Oakland. Xia is also deputy governor of Liaoning Province, one of the areas where the persecution of Falun Gong is the most severe. Many Falun Gong practitioners have been tortured to death or to disability there. There even occurred an inhumane incident that 18 women Falun Gong practitioners were stripped naked and locked up with men.

Falun Gong practitioners were holding the exhibits here to let more people learn what Falun Gong is and to expose the persecution. Many people expressed, "You've done well." One of the staff expressed thanks to practitioners for telling him about the truth. Some people also asked how to help stop the persecution.

Mr. He, a government officer from Hong Kong, watched all truth clarification photos and said that since the Chinese Communist Party seized the power in China, it has never stopped killing. It has tightly controlled the media, so many people still do not know all this. He has known that the CCP's persecution of Falun Gong is severe. He suggested practitioners to hold more similar activities, and expose persecution facts more often in the newspapers, on TV and radio stations.

When the activities concluded, a police guard from the City Hall saw practitioners collect and roll photos, he especially found some rubber bands for practitioners.
